9. NOISE IMPACT ASSESSMENT
9.1 Baseline Studv
9.1.1 Measurements of the pre-development noise levels were made at the locations in Table No. 4. The locations chosen were selected as being
representative of the closest residences to the proposed development.
9.1.2 Continuous 24 hour monitoring of noise levels for a period of one week was carried out at Rusheen Lodge and at Westport Quay, these locations being closest to the site of the main Treatment Works and Pumping Station proposed at Cleavlagh. Noise Monitoring Stations are shown on the Location Map in Appendix II of this Section of the Statement.
9.1.3 Sampled measurements of night time background noise levels were made at the sites for the six remote pumping stations.
9.2 Measurements
9.2.1 The measurement parameters used were the hourly values of A- weighted sound pressure levels as set out below.
( 1 L1 : The level equalled or exceeded for 1% of the measurement time.
(2) L10 : The level equalled or exceeded for 10% of the measurement time.
(3) L95 : The level equalled or exceeded for 95% of the measurement time.
(4) Leq : The equivalent continuous level.

9.3 Ln Values
9.3.1 The L l values indicate the maximum values occurring during the measurement periods.
The LIO is widely used for road traffic noise studies.
The L95 values indicate the background noise levels or minimum noise
levels occurring during the measurement periods.
The Leq is an energy based average widely used in assessment of environmental impact.
9.4 Instrumentation
9.4.1 The measurements were made using a CEL model 262 Environmental Noise Analyser.
9.4.2 The measurement system was calibrated using a Sound Level Calibrator Bruel & Kjaer Type 4230.
9.4.3 The microphone height used for the measurements was 1.5 metres
above ground.
9.5 Measurement Results

9.5.1 The results of the Baseline Measurements are given in short-form in Table No. 5. Given that the proposed plant can operate at any time over a 24 hour period the night time values of L95 are given as being
the significant parameters for the existing noise environment at Westport.

9.5.2 The data for Rusheen Lodge and Westport Quay is shown plotted in Appendix 2 to this Section of the Statement. Wind data was obtained from the Meteorological Service at Belmullet as an indication of
prevailing weather conditions over the measurement periods.
9.6 Noise Criteria
9.6.1 In general, noise criteria for industrial noise in European countries are related to zones such as residential, industrial, commercial, etc. "Acceptable levels" in various countries can vary from 35 to 60 dB(A)
at night and 40 to 70 dB(A) during the day, depending on the type of area. The lower levels of 35 (night time) are normally applicable to rural areas, zones of hospitals etc.
9.6.2 EOLAS experience and precedents set in planning conditions in Ireland by various local authorities and An Bord Pleanala have shown that, for general acceptability, noise level criteria outside nearby residences should normally be selected within the following ranges:

9.6.3 An important aspect of these criteria is the absence of prominent discrete tones or impulses.
9.6.4 Selection of the preferred noise criteria values within the range of values above depends on the pre-existing noise levels, the character
of the area and the nature of the development.
9.6.5 Taking the above into account and the low level of background noise at Westport we propose the following criteria as being appropriate for
minimal impact on the existing noise environment:
Night : 35 dB LAeq (hourly)
Day : 50 dB LA,^ (hourly)
These are limit values for the noise from the proposed plant measured outside any permanent dwelling. There should not be any significant pure tones or impulsive elements in the noise spectrum.
9.7 Potential Noise Sources of Pro~osed Develo~rnent
9.7.1 The principle plant items associated with the main treatment works proposed at Cleavlagh together with the electrical power ratings and
distances to nearest residences are given in Table No. 6.
9.7.2 Table No. 7 gives the locations and distance from residences for the Remote Pumping Stations. These Stations will be housed in purpose
built acoustically insulated structures.

9.9 Control of Noise Emissions from Pro.posed Develo.pment
9.9.1 The proposed development is readily amenable to reliable noise control measures using established and proven techniques. The measures listed below will be used to ensure compliance with the environmental noise criterion given in 9.6.5 of this Report.
Treatment Works
Selection of low noise level equipment and plant
The use of silencers and attenuators on individual plant items and
equipment.
The use of local natural screening and provision of purpose built acoustic enclosures.
The orientation of plant locations and building layout on the site.
The provision of earth banks where necessary to provide screening of
noise sources.
The optimisation of plant location with regard to attenuation provided by distance and terrain losses.

9.10.2 Remote Pumping Stations
The Remote Pumping Stations will be constructed so as to provide the
necessary sound insulation to meet the 35 dB(A) night time and 50
dB(A) daytime criterion.
9.11 Construction Noise Levels
9.11.1 For a limited period during construction, noise levels may exceed the
criteria given. As construction works is of a temporary nature the
resulting noise levels are usually acceptable. Best practise will be
followed with regard to construction noise control techniques and
procedures.
9.12 Post Commissionina Environmental Noise Assessment
9.12.1 The developer will have an environmental noise assessment
conducted when the plant has been commissioned so as to verify
compliance with noise criteria.
