Mate r i a l sMost Leda bicycle parking products are available in either galvanised mild steel or stainless steel. Leda utilises their own robotic cutting, welders and powder coating equipment to ensure a consistent, high quality finish to all of our products.

Stainless steel provides an attractive, durable, low maintenance and corrosive-resistant product. Securabike stainless steel products are normally supplied in Grade 304 (Schedule 10) although Grade 316* is available on request. Linished or electropolished finishes are available.

Leda have developed a comprehensive ‘care and maintenance’ instruction booklet for all their stainless steel products. It is available free upon request, or can be downloaded from the Leda website.

* Grade 316 stainless steel with electropolished finish, while more expensive, is highly recommended for installations within 2 kilometres of the coast to minimise the likelihood of tea-staining contamination on stainless steel finishes.

More Aus t ra l i ans a re r i d ing b i cyc l e sIn Australia there are over 5 million bicycles being used by a growing cross-section of people either as a means of transportation or as recreation. In 2008 over one million new bicycles were sold – eclipsing for the first time, the number of motor vehicles.

It is estimated that 5% of all trips are made by bicycles and 20% of Australians regularly use a bicycle – at least once a fortnight. Most importantly, cycling is a low-cost form of transport.

Cyc l i ng fo r t ranspo r t and re c rea t i onCycling is a clean and efficient mode of transport which is well suited for trips less than 5 kilometres, particularly in inner urban areas where roads are congested and parking spaces are at a premium.

Cycling also plays an important part in recreation within the community and is an excellent family activity for people of all ages. Estimates show that bicycle use in some cities is growing by more than 10% per annum, resulting in both state and local governments funding construction of thousands of kilometres of dedicated cycleways and shared paths.

Secu re pa rk ing fa c i l i t i e s e s sen t i a lUnfortunately, with this upsurge of bicycle use, there is an increase in bicycle theft and a need therefore, for professionally designed, secure parking facilities.

The Leda rangeThe Securabike range of bicycle parking products and end-of-journey facilities has been developed over many years after consultation with various bicycle authorities, state and local governments and bicycle users. It provides for both temporary and permanent parking alternatives and includes individual or multiple storage rails, racks, lockers and cages for all security class levels in accordance with Australian Standard AS2890.3-1993.

Bi cyc l e Pa rk ing With new and improved bicycle paths and cycle routes, more and more Australians are taking the opportunity to use their bicycles to cycle to their offices and other workplaces.

Installing secure bicycle parking facilities for either short or long term encourages greater use of bicycles – particularly around urban centres where road space and car parking facilities are at a premium.

End -of - Jou rney Fa c i l i t i e sLocal governments, employers and property owners need to be aware of the growing social responsibility to provide cyclists with not only dedicated secure bicycle parking, but adequate end-of-journey facilities, which include:

• Change room provision

• Showers

• Toilets

• Wash basins

• Clothes lockers

In designing bicycle parking end-of-journey facilities there are two key requirements:

• Convenience and user-friendliness

• High level of security

Easily accessible, well lit and clear of pedestrian flow

It is also important to consider:

PositioningParking should be located close to or within a cyclist’s destination.

VisibilityBe clearly visible for both access and security.

LightingIf the facility is being used after dark, the area should be well lit.

SafetyLocated clear of pedestrian traffic and a safe distance from vehicular traffic.

WeatherOn sealed, well-drained pavement, preferably under cover.

SignageUsage identification and location signs assist cyclists safely navigate cycleways and roads, and also direct them to secure bicycle parking facilities on reaching their destination.

Change Facilities & ShowersWhere possible, change facilities and showers should be provided, particularly at workplaces, to encourage cyclists to ride their bikes. Bicycle parking areas should also be attractively painted or landscaped and well lit.

Green S ta r Po in t s fo r B i cyc l e Pa rk ing Green Building Council Australia is a national, not-for-profit organisation that is committed to encouraging the adoption of green building practices.

The Green Star rating system has been developed for all types of projects with points available for the incorporation of bicycle parking within new developments, both commercial and educational.

ExamplesThe following examples have been compiled using the calculator on the Green Building Council Australia (GBCA) website.

For Office developments, there are 11 points available for transport, of which 3 (27.2%) are concerned with Bicycle Parking. In the context of a total project, there are approximately 142 points available, meaning Bicycle parking makes up 2.11% of an Office Green Star Rating and therefore critical for the design of the building.

Why shou ld we encou rage Aus t r a l i ans to c y c l e t o wo rk? Staff and employees that regularly cycle to work will normally be fitter and healthier than those that travel by private motor vehicle.

A healthier employee normally means:• They may be more productive

• They may be absent from work less often with health issues.

As an employer, there are also added benefits from encouraging your workforce to cycle to work:• Frees-up space used

for car parking, allowing expansion on existing sites

• Healthy staff provided with good facilities reduces staff turnover and consequential recruitment and training costs

• Facilities are beneficial to all employees, including lunchtime joggers or anyone carrying out physical activities

• Improves your corporate image.

1 point awarded where the following are provided: • Secure bicycle storage for 5% of building staff

(based on one person per 15m2 NLA); • Accessible showers (based on one per 10 bicycle

spaces provided or part thereof);• Changing facilities

adjacent to showers; and • One secure locker per

bicycle space in the changing facilities.

2 points awarded where the following are provided:• Secure bicycle storage

for 10% of building staff (based on one person per 15m2 NLA);

• Accessible showers (based on one per 10 bicycle spaces provided or part thereof);

• Changing facilities adjacent to showers; and

• One secure locker per bicycle space in the changing facilities.

An additional point is awarded where:• The requirements for either one or two points

have been met; and

• Visitor bicycle parking is provided and meets the following criteria:

One space per 750m2 NLA or part thereof; and Provided in an accessible location, signposted and

close to, or adjacent to, a major public entrance to the building.

How big is the average bike?When designing bicycle parking facilities, the average size of a bicycle (as stipulated by Australian Standard AS2890.3) should be taken into account.

It should also be noted that certain types of bicycles may exceed or be less than the average dimensions – road bikes, for example, tend to have narrower handlebars than that of mountain bikes.

Bicycle storage or parking can be either horizontal or vertical. In the majority of installations the bicycle will be stored or parked horizontally which, for the cyclist, is physically less demanding than the vertical option .

With installations catering for larger numbers of bicycles, a combination of both horizontal and vertical parking devices should be used to provide the most economical space utilisation and maximise the number of bicycles that can be accommodated.

What is important however, is to provide ample paths and walkways in bicycle parking areas, and unfetted access for cyclists to securely park their bicycle.

In assisting achieve optimum bicycle facilities, Leda has pioneered innovative methods of staggering the position of bicycles either in horizontal racks or vertical hanging rails.

In catering for the growing demand for ‘good’ bicycle parking, it is not always possible to achieve ideal locations, access and manoeuvrability for cyclists. In the majority of sites, particularly in retro-fit installations, it is normally the case of trying to cater for the maximum number of cyclists.

The spacing details on the following page are Leda recommendations based on the Company’s vast design and manufacturing experience and the many thousands of bicycle parking facilities installed. While they comply with AS2890.3 you also need to ensure you are complying with any local or state regulations.

In both vertical and horizontal applications, 600mm minimum bicycle spacing should be used where it is not possible to stagger the bicycles.

Where possible, bicycle parking facilities should be designed with enough space to make it easy for cyclists to use.

Note: Horizontal, well spaced rails and racks are ideal and recommended wherever space allows. Easy to use facilities encourage greater use by cyclists. 600mm spacing should be used wherever possible. As demand grows, spacings between the bikes must decrease and staggering the height of the bike racks is essential. While 400mm staggered height racks is ideal for cyclists to use, space constraints may dictate a move to staggered rack spacings of 300mm. This allows 600mm spacings to be maintained (for the handlebars).

Note: Storing bicycles vertically allows the highest number per square metre. It saves more space than dual height systems as the recommended aisle widths are larger for dual height racks and lockers. Use a greater percentage of horizontal bicycle parking if possible as cyclists prefer this method of parking their bicycles (e.g. CBR4SC).

Note: Many commercial buildings already have demand for cycling spots exceeding supply due to space constraints. Cyclists want parking as close to their end-of-journey as possible. It is better to pack as many bikes into an area, than have people forced to use already busy public transport or dare we say it ‘a car’ to commute to work due to lack of bike parking. Leda highly recommends that a proportion of bike parking be horizontal for use by those less inclined to hang their bicycle on vertical racks – e.g. disabled or elderly people, or those with heavier electric bikes which are growing in popularity.

Conve r t ing Ex i s t ing Ca r Spaces The diagrams on pages 10-11 should serve as a guide for making economical use of the existing car spaces to provide additional bicycle parking.

It is important to ensure the separation of bicycle parking from that of motor vehicles, and to clearly identify the bicycle parking areas by signage and pavement stencils.

The diagrams, using modules of a standard car space (2.4m x 5.4m) and typical Securabike racks, rails and lockers show economical usage of space for both secure parking and accessibility.

While bicycle hitching rails potentially provide parking for two bicycles (one either side), in practice they only achieve one bicycle per rail, as cyclists are often reluctant to secure their bicycle if one is already tethered to the rail.

This is less likely to occur with bicycle racks, particularly where the front wheels are staggered at different heights such as with Leda’s popular CBR4SC Rack.

These layouts are ideal for existing carparks at workplaces and adjacent to shopping centres, retail stores and take-away food outlets.

Leda’s experienced sales staff are available to provide assistance in selecting the appropriate product, organising and arranging installation or simply assisting with pricing.

In s t a l l a t i onInstallation of all Leda’s bicycle security products is relatively simple. They can be cast-in on fixed insitu models, or bolted to the pavement (with masonry anchors) on all base plate models.

One of the easiest ways of providing additional bicycle parking is converting existing car parking spaces.

> Refer p10-11 for general arrangements.

An installation service is available in all major capital cities by Leda’s trained and experienced installers. As site conditions vary, it may be necessary to inspect the site and provide a quotation for each project. To ensure correct installation, masonry anchors can be provided with all Leda bicycle parking products.

Se r v i ce and Ma in tenanceThe supply and installation of over 3000 bicycle lockers for state government railways throughout NSW, Victoria and Queensland is only part of the story. Leda technicians help repair and maintain the lockers with preventative maintenance programs to ensure the continued operation for the convenience of cyclists.

S i t e Aud i t sSite audits can involve a particular commercial building, bicycle path, shopping centre or even an entire shopping strip. It involves tracking and noting existing cyclist use. Audits need to be conducted during peak travel times on weekdays, after hours and on weekends. It also involves auditing existing parking facilities or signage.

Su rveysSurveys normally involve talking directly or online to cyclists to determine how often they cycle (like commuting to their place of work), what difficulties they might experience, and what improvements they believe would attract greater cycle use.

Repo r t s and Recommenda t ionsThese involve providing detailed observations and preparation of maps indicating location of existing parking or signage. It also identifies what other locations could have cyclist parking and if so what type of product would best suit cyclists’ needs.

Cus tom Made Des ignsLeda can design changes to standard product to incorporate council logos or customers’ names. Renderings are available to show how the finished product would appear.

Leda, with over 15 years’ industry experience, is assisting both local and state government departments as well as commercial clients, with design support.

Experienced Leda staff can offer advice selecting the appropriate products or simply assist in obtaining the maximum utilisation of available space that can be dedicated for bicycle parking. Installing secure bicycle parking facilities for either short or long term encourages greater use of bicycles – particularly around urban centres where road space and car parking facilities are at a premium.

The following guide to security classes as defined by Australian Standard AS2890.3 – 1993 should be used when assessing bicycle parking and security needs.

C l a s s 1 . H igh Secu r i t yCompletely enclosed individual locker such that the bicycle is secured by unique key, hidden from view

and protected from weather.

Surveillance. Not normally required if in reasonably well-lit public space.

Application. All day parking where owner is travelling to a remote location.

C l a s s 2 . Med ium Secu r i t yCommunal compound protected from weather but not necessarily from view. Access by attendant or duplicate key. Compounds normally have either rails or racks installed where bicycles can be safely secured with the owner’s lock. Entrance gates are self-closing and locking.

Surveillance. Where available to the general public, some surveillance may be necessary.

Application. Large workplaces or institutions. Some level of direct surveillance.

C l a s s 3 . Low Leve l Se cu r i t yBicycles locked to a support rack or rail to which there is open access. Needs to support the whole bicycle and allow both frame and wheels to be secured using the bicycle owner’s lock.

Surveillance. Direct surveillance required if using for medium or long term. Short-term use in well-lit public areas should expect reasonable security without direct surveillance.

Application. Short term, on or off street such as retail areas and public places. Long term in schools, colleges and places of work where direct surveillance is provided.

Leda ’s Comprehens i ve Range of P roduc t sLeda’s range of bicycle parking products is the most comprehensive available in Australia.

Having considered Leda’s advice on the provision for bicycle parking and the guidelines for designing end-of-journey facilities, the task of product selection should now be a lot easier.

Recommended B i cyc l e Pa rk ing P rov i s i onsWith all levels of government promoting cycling as an alternative transport mode, guidelines have been issued outlining recommended bicycle parking provision rates for various residential, commercial and public buildings. > Refer Appendix p132 for bicycle parking requirements.

Leda suggests that you check with the various state-recommended or mandatory requirements for bicycle parking provisions. In certain applications it may also be advisable to consider installing CCTV to monitor security.

Too often we encounter cases where a single style of parking facility has been installed when two or three styles offering different security levels would have better catered for the needs of a greater number of cyclists. Installing inadequate bicycle parking often leads to cyclists’ frustration and the facilities under-utilised or not used at all.

Most hitching rails are supplied complete with 200mm x 100mm rectangular base plates, allowing for installation by one of 3 methods:

• Bolt down using masonry anchors

• Fixed insitu (cast in)

• Connection to base rails

The main advantage of using the base rail system is that it eliminates the need for concrete footings and substantially reduces installation costs. It also allows the unit to be relocated with minimum effort and cost. Security is maintained by the overall weight of the combined system.

While bicycle hitching rails potentially provide parking for two bicycles (one either side), in practice they usually only achieve one bicycle per rail, as cyclists are often reluctant to secure their bicycle if another is already tethered to the rail.

Bike Rack as Ar t Des ign Compet i t ionThis Australia-wide design competition, hosted by the Powerhouse Museum and the Roads and Traffic Authority of NSW – as part of NSW BikePlan – invited creative, street-savvy designers to create a cutting-edge bike rack that could be appreciated as a beautiful piece of street art.

The brief also stated that the bicycle rack should be a “long lasting, easy to use, functional device”. A large number of impressive entries were received with the ultimate first prize being awarded to Carl Jones of Design Studio, Jones Chijoff for their Derailled design.

Leda was contracted by Roads and Traffic Authority of NSW (RTA) to manufacture the winning design as well as the second and third place designs which were installed by Leda in a number of locations before their unveiling by the Hon David Borger the NSW Minister for Roads and Minister for Western Sydney.

The Quale Bicycle Rack (p30)was voted the People’s choice favourite in the Competition.

DerailledThis award winning design takes its name from the French word Dérailleur – the bicycle gear mechanism that switches the chain from one sprocket to another and literally means “to go off the rails”.

The Dérailled bike rack is so named as it appears like a distorted bicycle chain that has escaped from its frame. The inspiration for its form, originated from looking at elements of a bicycle. The chain, being the main drive-train of a bicycle – that which provides it with forward movement, is here re-purposed as an object that keeps a user’s bicycle static and prevents its movement.

The Compac tPopular with cyclists as the leaning rail provides full support of the bicycle minimising the possibility of accidental damage. It also allows cyclists to securely locate the front or back wheel while allowing them to use a ‘U’ lock to secure the frame and the other wheel to the leaning rail.

Wheel supports have staggered heights which allows bicycles to be located with 300mm spacings rather than the normal 600mm with other racks.

In outdoor locations where vandal resistance may be a consideration, Leda recommends the fully-welded model (CBR4SCTM), made from heavier steel sections to provide a more robust alternative.

The CBR4SC is the logical choice when catering for and securing large numbers of bicycles – doubling the number that can be securely parked in a given area.

Lifting bicycles can be difficult or undesirable for many cyclists such as the elderly.

This automated dual height bicycle rack is the first of its kind and provides the capacity to double bicycle parking spaces

without the requirement for cyclists to lift their bicycle into position on the top level.

Automated

As the unit is automated, the top rack can be extended right down to the ground so cyclists are able to wheel their bike onto

the rack without the need to lift it into position. The security rail is conveniently located so the cyclist can then

attach their U-lock to the frame and wheel.

Safety FeaturesOperation of the rack both in and out is by ‘pressing and holding’

the up or down button, conveniently located on the handle. If the cyclist removes their hand, the rack will stop immediately.

The cyclist is also in a good position to watch for other pedestrians and cyclists in the aisle.

The electric motors are 24VDC and low maintenance. Lifting capacity is for bicycles up to 30kg.

There is no automation on the lower level.

End Journey

More and more environmentally conscious Australians are using bicycles as an alternative means of transport. This has also led to a substantial increase in cyclists riding to workplaces and tertiary education institutions.

Employers, property owners and campus administrators need to be aware of the growing responsibility to provide cyclists with adequate end-of-journey facilities that should include some or all of the following:

• Change rooms provision

• Showers

• Toilets

• Wash basins

• Clothes lockers

• Secure bicycle parking and storage.

Many state governments have published recommended bicycle parking provision rates for various residential, commercial and public buildings. > Refer Appendix p130 for bicycle parking guidelines.

In some states, such as Queensland, guidelines are now in place for the provision of change rooms, toilets and showers in areas where bicycle parking and security is provided. > Refer tables on p73.

End-of-journey facilities should provide cyclists with:

• Sufficient and adequate secure parking and storage facilities for their bicycles

• Adequate facilities for storing clothes and belongings, like back packs and panniers

• Change rooms, preferably with showers, toilets and wash basins.

The facilities should be easily accessible if in a building or within 100 metres from the entrance of the building.

You can now manage access and subscriptions to your bicycle cage online with the new Securabike management system. One easy website allows users to login, pay or manage their access to a bicycle shelter or cage.

As an administrator you can control access and even billing! Not all cages charge for access so if you just want an easy online management tool for your apartment block or office then this is the tool you should consider.

The Securabike system is smart with very little equipment needed at site. The over IP door controller needs to be connected to the internet by LAN or WAN and communicates directly with your account on the Securabike server which you manage

online from anywhere. You can control all your users’ access at any time and communicate with one or all at the drop of a hat. Save time and hassle by putting your bike cage management online.

While the system is ideal for use with Securabike’s cages and end-of-journey facilities, you can connect to existing or underground sites just as easily – you just require a door with an electric strike and internet connection to make it work.

Retro-fit InstallationThere is a growing need to build or ‘retro-fit’ secure bicycle parking areas and

change rooms, showers and the like to existing buildings.To avoid expensive building works, Leda has designed a ‘bike module’ that can be used in both indoor and outdoor applications. The module is designed to fit into

a single car space, and can be further expanded to occupy 2 or 3 car spaces. Modules are supplied in kit form and can be quickly assembled once on site.

A single car space can accommodate secure bicycle parking, change area, shower and clothes lockers for up to 10 cyclists. In outdoor installations modules can be

fitted with green solar powered hot water systems and lighting.

Leda’s bicycle cages fall into 2 categories.

• Multiple rack cages – cyclists can leave their bicycle in a secured area which is shared with other cyclists. Refer End-of-Journey Facilities

• Individual storage – which allows cyclists to maximise the security of their bicycle.

Steel mesh cages provide good visibility and excellent security and are a practical alternative to lockers, particularly where there is a need to cater for large number of cyclists such as apartment and office buildings or railway stations and bus interchanges.

Cages are also ideal in basement locations where fire or sprinkler regulations may prohibit the installation of metal sheet clad lockers.

Multiple rack cages are lockable and have sufficient space to allow cyclists to manoeuvre their bicycles within its confines. Where applicable, both floor and wall space can be used to maximise use of the facility. Cyclists should also be able to secure their bicycle to racks and rails.

Ideally, cages should be positioned where they are easily accessible from the street (within 30 metres if possible) and close to showers and change facilities.

Fully enclosed galvanised steel lockers provide the highest level of security (Class 1), as defined by Australian Standard AS2890.3-1993. They are the most popular secure parking for cyclists, and the most expensive to install.

Leda’s BSL and BVL lockers are in wide use in Sydney, Melbourne and Brisbane rail networks, making them the most widely-specified and used lockers in Australia.

Leda bicycle lockers are available in both horizontal and vertical models and are manufactured from 1.6mm Galvabond® sheeting for maximum durability and corrosive resistance. They can also be powder coated in a range of colours. Some models are now available in stainless steel (grade 316) to cater for locations near the seafront where corrosion is a concern.

Horizontal lockers have been designed as a demountable unit and are supplied either as a flat pack or pre-assembled. Flat packs offer substantial freight savings, particularly if being transported to regional or interstate locations. They are supplied in single or the more popular and cost-effective double locker.

Vertical lockers can be manufactured demountable or flatpack in 2, 3 or 4 locker modules which are constructed around a steel frame providing robust, high vandal-resistant security.

Management P l anLeda’s many years’ experience in supplying and maintaining bicycle lockers has highlighted the need to develop a management plan to ensure the best possible utilisation of the lockers, what security should be provided and what the cyclist needs to provide. Additionally, Leda can advise on what service and maintenance needs are required to maximise the life expectancy of the lockers.

Standard lockers are supplied with a basic key- operated 3-way locking system suitable for small quantities or where security is not a major issue. Leda recommends that ‘hasp and staple’ locking be added where access and security is provided by the cyclist.

As a major manufacturer and supplier of bicycle parking products in Australia, Leda is constantly in touch with the cycling fraternity which includes bicycle organisations and user groups, state government departments involved in promoting bicycle use, and bicycle coordinators in local government around the country.

It has become increasingly apparent to everyone involved in promoting cycling that one of the most important issues is providing appropriate signage for cyclists to allow them to safely navigate to their destination and then to find suitable parking to allow them to secure their bicycle until they return.

As with bicycle parking products, Leda has endeavoured to identify and provide a comprehensive range of signage devoted specifically for the cycle industry.

Bicycle signage can be divided into 2 categories:

• Bicycle parking and facility signs

• Bicycle path and route signs.

S tanda rdsThe principal reference for the use of bicycle-related regulatory and warning signs is Australian Standard AS1742.9 – Manual of Uniform Traffic Control Devices Part 9, Bicycle Facilities.

There is a further Standard AS2890.3 – 1993 Parking Facilities that relates to bicycle parking signs.

Leda has covered both Standards in the range of signs.

Ref l e c t i ve S i gnageAs many cyclists, particularly those cycling to and from work, travel during dawn and dusk hours, signs along commuter routes (bicycle paths and lanes) should make use of reflective face sheeting material (AS1742.9). Leda bicycle signage is normally supplied as non-reflective unless specified. When ordering, it’s important to specify by adding the letter ‘R’ as a prefix to the sign Product Code. Eg. R-19-1A should be specified RR-19-1A.

At time of publication, no national standard or mandatory regulations exist for the provision of bicycle parking throughout Australia. This is being investigated by the Australian Bicycle Council, however, it may take some time before a single standard materialises.

For many years, Austroads Part 14: Bicycles (Ref 2.3) and Australian Standard AS2890.3 – Bicycle Parking Facilities, provided guidelines on bicycle parking provision and security classes, however in recent years some state governments have developed and published their own guidelines or regulations.

While Leda has included the following tables (AUSTROADS, NSW, VIC and ACT) as guidelines for bicycle parking provision, it also strongly recommends that you check with your appropriate state and local authorities.
