Thales has contributedto four of France'slargest civil biometricsprogrammes in recentyears.In early 2013, Thaleswas selected to provide

through-life support and upgrades for France’s biometricpassport enrolment system. In 2012, the companywas selected by the French Ministry of the Interior todevelop the software used to incorporate fingerprintsas well as photos on the electronic residence permitsissued to foreign nationals. In 2010, the Ministry ofthe Interior awarded Thales a contract to deploybiometric enrolment and data transmission stationsto handle Schengen visa applications in severalcountries. In 2009, the Ministry of the Interior and theMinistry of Immigration selected Thales to design anddevelop the national biometrics system, whichprovides the biometric functions needed to managethe residency status of foreign nationals.

More than 300 million identity documentsissued worldwideMore than 25 countries have selected Thales to producesecure ID documents and operational control systems,and a total of more than 300 million documents havebeen produced by Thales systems to date. Thales isrecognised for its expertise as an integrator of secureidentity management systems, and has supported theFrench government in this area for more than 30years. In Morocco, the company recently awardedThales a follow-on contract to supply an additional 5million cards a year. In Kenya, Thales has alreadyproduced more than 30 million identity cards.

In Cameroon, the company is supplying a system toproduce and manage national ID cards and residencepermits.

Biometric visas: a top priorityGovernments are well aware of the economic andsocial importance of the free movement of people,and at the same time they recognise the need fortighter control over migration flows. To regulate mobilitywhile enabling as many people as possible to benefitfrom these new opportunities, many countries haveagreed to work together to establish minimum requirementsfor issuing travel documents such as visas.

Based on its expertise in secure biometrics systems,Thales was selected by the French Ministry of theInterior in 2010 as part of a plan to outsource BioNETvisa application processing.

The rise of border control solutionssThe International Civil Aviation Organisation (ICAO)has established new international standards for electronicpassports, which now include biometric data in asecure chip embedded in the document. To processthese new travel documents, governments are deployingborder control systems in airports and other ports ofentry along the country's land and maritime borders. These large-scale equipment programmes make iteasier to check travellers' ID documents as they enteror leave the country, playing a significant role inenhancing national security.

Thales designs and deploys nationalborder control solutions and electronicvisa systems that offer maximum securitywhile protecting the traveller's right toprivacy. In 2013, for example, Thalesprovided border control systems toUzbekistan.

Governments are responding to international pressure as well as popular demand for new governmentservices by modernising their organisations, and offering citizens access to a range of additionalgovernment services associated with their identity documents while still protecting their personal details.Thales offers turnkey identity management solutions that provide governments with the hardware,software and specialist skills they need to make the shift to a more integrated form of e-government.

France's first computerised national identitycard production system

In 1980, Thales supplied the French government withits first computerised national identity card productionsystem, which was later used as the basis for issuingresidency permits to foreign nationals. The system hasbeen used to produce 500,000 residency permitsa year, acquiring data from application forms submittedat administrative offices around the country.

Since 1988, Thales has provided the system used foracquisition of citizen identity data, secure personalisation(photo, signature), production and automatic authenticationof France’s national identity cards.The system has been in use nationwide since 1995,producing an average of 6 million ID documents everyyear.

Starting in 2001, Thales further developedthe production system to incorporate newphysical security features and bring the IDdocuments into line with Europeanregulations.

Over a five-week period in early 2006,Thales installed a complete graphic andelectronic personalisation system (printedphoto and electronic chip) at the governmentprinting office to launch production of

France's first e-passports.The system has been in service since May 2006,enabling France to meet its commitments to its Europeanpartners by issuing ICAO-compliant passports to itsnationals. By November the same year, France hadused the system to issue 1 million e-passports.

France's national biometric system for foreignresidents

In 2009, Thales was selected by the French Ministryof the Interior and Ministry of Immigration to designand deliver the AGDREF II national biometrics system,which provides the biometric functions needed tomanage the residency status of foreign nationals. Atthe heart of this system is the TAMMIS automaticfingerprint comparison solution developed by Thales.

Under an extension to this initial contract, Thaleslaunched AGDREF1 Bio in 2012, developing biometricdata capture software to incorporate fingerprints aswell as photos into the residence permits.

This biometrics system has been installed on 600 workstations so far and will ultimately equip 1,200 enrolmentterminals.

BioNET: France's extension to the Schengenvisa application processing system

In 2010, France's Ministry of the Interior and Immigrationcommissioned Thales to extend the deployment of theBioNET system for managing Schengen visaapplications to include Algeria, Turkey and the UnitedKingdom.

The TAME3S system from Thales ensures rapid, reliablecapture of the applicant's personal details and biometricdata (face, 4-4-2 fingerprints, signature) of visaapplicants.

Applications are transmitted using the secure TIDMSsolution to ensure data integrity and confidentiality.

In 2013, the system is being extended to other partsof North Africa, West Africa as well as South Africaand several countries in Asia and the Gulf region. Thesolution has been deployed to more than 15 countriesto date, with 100 enrolment terminals already equipped.

Thales is the French market leaderin civil biometrics, contributing tothe four largest biometricsprogrammes undertaken by thegovernment.

In 2013, Thales signed a new contract with ANTS,France's national agency for secure identity documentsand part of the Ministry of the Interior.

The company will be working with Orange to providethrough-life support for the biometric data acquisitionsystem for French passports, as well as designingand delivering new acquisition systems for the country'sfuture electronic national identity card. This new civilbiometrics programme further strengthens Thales'sleadership in the French identity management market.

The biometric acquisition system currently comprises4,400 data acquisition devices installed at local and

regional government offices in metropolitan Franceand the country's overseas departments and collectivities.These devices are used to take photographs, capturedigital fingerprints and record the personal details ofindividuals applying for French passports. The through-life support services contract includes commitmentson the availability and quality of service of thesebiometric data acquisition systems.

Managing France's biometric acquisition system for secure e-documents

More than 300 million identity documents ID systems have a major role to play in a country's social and economic development (access to elections,employment, social services, etc.). With unique experience spanning all the key technologies requiredfor ID management systems - sensors, networks and secure information systems - Thales has achievedglobal leadership in this field as a systems integrator and value-added service provider. Market leader in civil biometrics in FRANCE

Thales is a long-standing supplier of identitymanagement systems, biometric systems andsecure documents to the French authorities, withmore than 30 years' experience supportinggovernment programmes to deploy secure identitymanagement systems.

In the 1980s, Thales developed and suppliedthe first identity data acquisition systems anddocument production systems for French nationalidentity cards and residency permits for foreignnationals.

Building on this experience, Thales won a contractin 2006 to install the graphic and electronicpersonalisation system for France's new e-passports.

In 2009, Thales designed and developed the AGDREFII national biometrics system to manage residency

status for foreign nationals, and continued its initialcontract with AGDREF1 Bio in 2012.

In 2010, Thales was commissioned to extend thedeployment of the BioNET Schengen visa applicationsystem.

Thales is continuing to consolidate its leadership inidentity management solutions. In early 2013, thecompany was selected for France's biometricacquisition system for secure e-documents, includinge-passports and the future electronic national identitycard.

End-to-end secure document issuance inCAMEROON for 20 years

In 1994, Thales was awarded an initial contract bygovernment of Cameroon (Délégation Générale dela Sûreté Nationale - DGSN) to install an end-to-endidentity management solution incorporating enrolment,production, authentication and issuance of national identity cards and residence permits.

In 2005, Thales was selected to supply a biometricrecognition system based on the AFIS, a databasecontaining the fingerprints of more than 8 million people.

In 2008, Thales signed a new contract to upgradethe national identity card system. The new-generationID document includes a colour photo of the holderas well as additional security features.

Thales has been operating in Cameroonfor close to 20 years and has producedalmost 20 million ID cards as well as 1million residence permits. Thales iscontinuing to develop these systems andto stay abreast of the country's growingrequirements.

Trusted partner of KENYA for nearly 20 years

In 1995, Thales supplied a complete documentproduction system for national identity cards,residence permits for foreign nationals and refugeecards. The system, delivered to the National RegistrationBureau (NRB), has the capacity to produce up to 10million cards a year. The project marked the beginningof a long-standing partnership with Thales, which hasprovided regular updates and enhancements to theoriginal system.

In 2004, Thales delivered a new biometricidentification management system to replace themanual biometric system previously used. The AutomatedFingerprint Identification System “AFIS” system wasintegrated with the existing secure production andmanagement systems. The system makes it possibleto issue secure identity documents and identify holdersbased on their fingerprints. A total of 15 million cards

have been produced to date with the newbiometric ID system developed by Thales.

In 2011, Kenya's immigration ministry awardedThales a contract to upgrade the ID cardproduction system in Nairobi. The new IDcards include a colour photo on a compositesubstrate with a lifetime of more than 10 years.They also include additional security features.Four million national identity cards have beenproduced on this composite substrate to date. Thenew card production system is also used for residentpermits..

As a trusted partner of the Kenyan government,Thales is supporting the continuing developmentof the country's ID management system andhelping to upgrade existing systems as newneeds emerge.

More than 300 million identity docume

Secure driving licenses for SOUTH AFRICA

In 1998, Thales teamed with local partners todeploy the driving license management andissuance system for South Africa. The drivinglicense includes biometric data about the holderin a two-dimensional bar code. Data is encryptedand electronically signed to guaranteeconfidentiality, integrity and authenticity. Operational

In 2013, Thales continued to provide supportand maintenance services.

MOROCCO: the first national contactlesssmart ID card

In 2007, Thales launched a ground-breakingproject in Morocco to introduce the first biometricnational identity card using contactless chipsto provide maximum document security whileguaranteeing citizens' privacy rights and protectingindividual freedoms. The solution includes provisionof national identity cards, software to control

the high-rate graphic personalisation stations used forsecure printing of personal details, and electronicpersonalisation stations to load biometric data ontothe chip.

By 2013, more than 20 million cards had beenproduced using this innovative system.

Identity cards and passports for the CZECHREPUBLIC

In 2000, the national printing office of the CzechRepublic (STC) selected Thales to introduce the country'snational identity card and passport productionsystem. The contract included setting up thepersonalisation lines for both types of document as

well as interfaces with the enrolment stationswhere citizens apply for new cards and passports.The automated document production systemproduced an annual average of 1.7 millionidentity cards and 1.5 million passports for theCzech Republic annually, and was in serviceuntil the end of 2011.

Latest-generation e-passports for UZBEKISTAN

In 2010, Thales was awarded a contract with OberthurTechnologies to introduce a comprehensive e-passportmanagement system for Uzbekistan's Ministries ofInternal Affairs and Finance.

Thales supplied 411 TAME3S data acquisition stations,including a number of mobile terminals, which wereinstalled throughout Uzbekistan and in Uzbek embassiesabroad. Thales also provided its TIDMS centralisedworkflow solution for managing passport applicationsand document production, as well as its TAMMIS,Thales’AFIS for biometric identification of applicants.Under this contract, 56 border control stations wereequipped with the TBCS Thales Border Control Systemin 2013.

By 2013, more than 4 million biometricpassports had been issued throughoutthe country every year. The entire end-to-end secure ID management solutionwas supplied by Thales.

CWIC: a pilot project for the national ID cardin the UNITED KINGDOM

In 2008, the British government awarded Thales acontract for the Critical Workers Identity Cardproject.

Under the contract with the Home Office, Thaleswas to supply the pilot system for the UnitedKingdom's future national identity card programme.The initial system was designed to issue identitycards for staff employed at critical infrastructuresuch as airports, and was intended as a pilotfor the full-scale roll-out of the country's nationalID card scheme.

Thales installed 20 TAME3S enrolment stations ingovernment offices around the country to acquireapplicants' biometric data and personal details, andits TAMMIS identification solution was interfaced withthe existing system.

The set-up was used to produce 500,000 secure IDcards. The project was stopped following a changeof government.

Biometric visas: a top priority

Visas are issued in addition to passports to provide proof that the holder has been authorised toenter the country, and biometric visas are a key component of efforts by state authorities tomanage migration flows.

France's BioNET system for issuing biometricSchengen visas

Thales was selected by the French Ministry of theInterior in 2010 to develop the BioNET system undera plan to outsource Schengen visa application processing.

Thales manages enrolment of visa applicants andprovides end-to-end security management for the system.

Built on the TAME3S enrolment software platform, thesolution is used to acquire the personal details andbiometric data (face, 4-4-2 fingerprints) of visa applicants.It is interfaced with the TIDMS data managementsolution for secure transmission of visa applicationswith guaranteed data integrity and confidentiality.

The system is used to manage visa applications bynationals of the countries concerned, working inconjunction with the interior and foreign affairs ministries.

The system was first deployed to Frenchconsulates in Algeria, the United Kingdom andTurkey. In 2013, the system is being extendedto other parts of North Africa and West Africaas well as South Africa and several countriesin Asia and the Gulf region.

The rise of border control solutions

Border control system for UZBEKISTAN

In 2010, the government of Uzbekistan awardedOberthur Technologies and Thales a contract to providean e-passport management system .

For this project, Thales provided the Ministry of theInterior and Foreign Affairs with TAME3S enrolmentsystems, the TIDMS central workflow system, thebiometric passport issuance system and the TBCSThales Border Crossing Solution, with interfaces in thefour main languages used in Uzbekistan.

By 2013, Thales had supplied all the componentsrequired to read data stored on the electronic chipembedded in the passport for authentication of individual

travellers. These components have been integratedwith third-party legacy applications and deployedat the 56 ports of entry equipped with the TBCSThales Border Crossing Solution. Approximately20 fixed and mobile passport control stationshave been installed at ports of entry to optimiseauthentication and improve flows of travellersentering or leaving the country.

Thales has proposed border controlsolutions including the supply andmanagement of a secure system basedon a high-reliability, scalable infrastructure.

Responding to steady growth in traveller numbers and the emergence of new threats, governmentshave taken steps to automate border control procedures at airports as well as land and maritimeports of entry.

Their key objective has been to ensure rapid authentication of travellers' identities to speed upborder crossings while assuring high levels of reliability and security.
