1. Executive Summary


Korean Clients requires a concept and rough order of magnitude quotation for a turnkey security solution

to protect its E&C / EPC operations in the project.

Bikhan security operations must integrate with Korean clients and / or it’s contractor Health, Safety and

Environment (HSE), Operations Management on site and Emergency Response Teams, and closely

coordinate with and interoperate with the project area security

operations and the Iraqi Police Force (IP) units that

are security the outer perimeter of the project

area.

The security contractor shall

operate within and comply

with local laws and

regulations, project

requirements

and procedures, agreed deviations

and relevant international codes and standards.

2. Understanding of Clients Requirement


Implied tasks include :

■ Conduct of a Security Risk Assessment on Project sites.

■ Development of an Area and Individual Site Security Plans, Supporting emergency / incident response

plans, for each site and facility during the mobilization phase.

■ Mobilization, operation and sustainment of Security Force, PSD and Convoy Escort teams during the

contract period.

■ Establish liaison and close coordination of security plans and operations with Clients HSES and

Operations teams, their Client Security and IP units assigned to protect the area.

The security services will protect Clients personnel, assets, facilities and construction

operations within the project area as well as providing secure transportation between

sites for Korean personnel and other expatriates involved in the project moving to /

from entry point


3. Basic Scope of Security

■ Provision of static security services for sites within Project site : Accommodation Camp, Central Processing Area (CPA), Construction Site, Outer Fences and related temporary work sites & yards, intaking area ■ Personnel Security Details (PSD) and Mobile Security Escort Teams : Transportation of clients personnel to / from and around the project sites, port of entry ■ Security escorts for Third Country National (TCN) workers convoys moving to / from Entry point, Sites on rotation ■ Escort for the movement of important logistics and module deliveries to / from the port of entry and Yard at a location to be nominated to sites within the camp. ■ Mobile patrols to visit sites periodically. ■ Completion of security system works for the project sites within the project area and procurement, installation, commissioning, operation and maintenance of security systems to protect all sites as specified by Clients.


The scope of work includes the following detail services : 1. Provision of static security (guarding, security management, access control, patrolling and incident response and construction site security, K9) : a. Accommodation Camp (Temporary & Main) b. Central Processing Area c. Construction Site d. Temporary worksites 2. PSD / Escort Teams to : a. Protect movement of expatriate personnel to / from accommodation and work sites in the project area b. Protect movement of expatriate personnel and TCN moving to/from entry point on business or rotation c. To conduct periodic mobile patrols around the Camp & Sites 3. Escort for important logistics, plant module deliveries to / from Basra or any proposed Port and to sites 4. Security works, the procurement, installation, commissioning, operation and maintenance of security systems for the clients accommodation camp and construction sites. 5. Security Plan Security Organization and Mobilization Plan for clients construction operations 6. Bill of Quantity and price for site security works and systems proposed for installation 7. A Execution Plan 8. Risk Analysis 9. Relevant Past Performance 10. All works to be performed in accordance with local laws and regulations, in compliance with clients and their client’s Health, Safety, Environment and Security policies and procedures


The main threats to safety and security of Construction operations in Iraq include : (Threat sources may be external or internal to an organization)

• Crime, fraud, extortion

• Attacks by extremist or tribal groups on sites, facilities, personnel, supplies or equipment intransit to /

from the site for political or other motivations1 which could include assaults by armed groups, indirect

fire on area targets (i.e. camps / high value facilities) using mortars / rockets, use of suicide bombers or

vehicle borne improvised explosive devices (VBIEDs), Ambush and attacks on vehicles and convoys

using small arms fire, Improvised explosive devices (IED) and roadside bombs

• Industrial espionage and theft of company information with commercial value

• Kidnap for ransom

• Sabotage

• Robbery, Theft of materials, plant or vehicles from camps or worksites

• Uncleared mines and unexploded ordnance (1980-88 Iran – Iraq war, US war, Terror war, Tribal conflicts)

consultant and bid preparation, security in camp operations, temporary camp construction, catering, camp

maintenance, logistics, security system installations and overall project management through a US or UK expat

based and local Iraqi security partner

Iraq being flood terrorism, and still in remnant war against ISIS. Therefore, in order to undertake project in Iraq

which has its endemic geographical danger, optimized security provider is essential

Local security companies in Iraq having good experience and know-how for oil & gas project. But they are not

appropriate for the project of Korean alone as they have no specified skill for self - operation and reliability to

provide adequate service for Korean client

On the other hand, global security companies in Iraq require higher cost, while they provide high reliability and

quality based on bountiful experience.

Also, the global security companies not tend to provide service customized to Korean customer as they operate

according to their existing manual. Besides, quick response and action may not be available as they don’t have
