What is security awareness training?

Security awareness training is an overview of how to be more diligent in the use, management, and access of hazardous materials at a facility.

The use of hazardous materials such as weapons by terrorists has caused a need for better education and diligence in the overall management of hazardous materials and those with access to them.

Many hazardous materials are essential products to industry

• There are many hazardous materials that are essential to industry, but in the hands of a terrorist these same materials can be deadly weapons.

• Two disturbing examples of this are where ammonium nitrate, commonly used for fertilization, was used as an explosive

What types of terroristic threats are most common?

The most common terroristic threats are EXTERNAL.

• EXTERNAL threats are from outside an organization.

• Careful personnel procedures for hiring employees can help to minimize potential for an INTERNAL terroristic threat.

• INTERNAL are threats from within an organization.

It is good for a facility to establish a Security Objective

We are all aware of the reasons that we must be more vigilant to prevent or inhibit the use of our equipment, terminals, or the products we transport by terrorists. All employees are urged to increase awareness and to continuously improve our security efforts

If anywhere can be a target for a terrorist, what does a terrorist look

like?

There is not standard picture or preconceived image of a terrorist.

It is important to monitor behavior as opposed to looks.

Behavior is the best indicator for a potential terroristic threat. Do not stereotype.

Access to hazardous materials should be limited to authorized personnel

• It is important to limit access to information regarding hazardous materials at any facility. If you are granting access to someone (contractor, employee, administrator, etc...), carefully determine whether that person has a need to know the information being provided, and whether or not access should be granted to the hazardous materials.

• A need to know is very important, and access should always be limited.

When should you increase your security and awareness?

You should always heighten and increase your awareness when any of the following occur:

• Heightened National Security

• US Military Action in Foreign Countries

• Government Officials Declare a Heightened State of Alert

• Any Time YOU Notice Suspicious Activity

Refer to 42 CFR 23 to see if your facility is required to develop a

security plan specifically for your hazardous materials

This is not to be confused with standard

security plans. Some facilities are required to

develop a security plan specifically for US

DOT and the management of their hazardous

materials. Refer to 42CFR23.

The following 4 slides are tips for developing a security plan if required.

1. Security Tips for Staffing

• Perform detailed background checks on all applicants for any hazardous materials handler.

• To the extent possible, check for criminal convictions.

• Contact previous employers and references.

• Investigate gaps in employment.

• To the extent possible, have at least 10 years consecutive employment/education records.

• Maintain employee information in a confidential and secure manner, and in compliance with all relevant federal and state regulations and statutes regarding confidentiality and individual privacy.

• Verify that drivers are US citizens or that non-citizens have documentation appropriate to their immigration status.

2. Security tips for preventing unauthorized access to hazardous

materials• Conduct security awareness training for all hazardous

materials handlers, including how to report suspicious incidents or events.

• Require all visitors and outside vendors to sign in.

• All employees should control access to computers, especially those with hazmat information and details.

• Management should inspect facility grounds, maintenance areas, and buildings to identify points of possible unauthorized entry to the property. This will be an important consideration, particularly at facilities having more than one point for access and egress.

• The Company may request periodic checks of facility areas by local law enforcement, especially when facility is not open.

3. Security tips for preventing unauthorized access to hazardous

materials (cont.)• The Facility may develop specific actions for each security

level alert that might be set by the Department of Homeland Security. (e.g.. no preloading during condition Red).

• The Facility will post and periodically review driver anti-terrorism tips.

• Periodically, the Facility may test emergency response communications equipment and procedures.

• The regulated medical waste storage area should be secure and access limited.

• The staff should be alert to any unauthorized access to the regulated medical waste storage area.

4. Security tips for preventing unauthorized access to hazardous materials en route

• Hazardous material service providers should secure their vehicle and load doors at all times while on site and prior to leaving.

• Hazardous material service providers should perform a "walk around" inspection of vehicle after every stop, including deliveries and breaks.

• Hazardous material service providers should not discuss any details about their load or pick-up with unauthorized personnel, such as over the CB radio or at truck stops.

• Shippers should consult with carriers to ensure security of consignee delivery areas. Customer personnel should be available to answer safety or security questions and to certify shipping papers.

• All employees are to report any suspicious events to the company and local law enforcement.

Employee responsibility regarding security

It is the responsibility of each employee to be aware and alert to security. Proper security will help to protect our employees, the patients served, and the community your facility is located in. It is the responsibility of the entire team at any facility to ensure security is never compromised.
