Gaba further says two of the sus- pects are foreign nationals who will be repatriated. Gaba added that the operation was conducted to ensure that the law is respected by the traders, em- bracing issues of health, water, bu- siness registration, title deeds, per- mits, and other by-laws. “These operations are going to be spread throughout the entire re- gion. It is alleged that the ow-ner of the business and five employees wereinside the shop when two armed suspects en-tered. One jumped over the counter and theother kicked the owner and instructed him tolie on the floor. This suspect demanded thekeys to the safe. Several other armed suspectsentered the shop and pushed the employeesaround. Two employees sustained minor inju-ries. The suspects fled the scene in a whiteVW Golf 4 with an undisclosed sum of moneyand cell phone airtime vouchers. SEDIBENG. - Police had to use a chopperto trace 60 of the 68 cattle that were stolenfrom a Barrage farm recently. Farm owner,George Letlosane woke up to an empty kraalrecently. After contacting the police, a searchwas conducted by the police with the assistan-ce of a chopper. Police spokesperson Serge-ant Mofokotsane said police followed thefootprints of the cattle towards Lawley farmnear Ennerdale and police managed to confis-cate 60 cattle but the other eight are still mis-sing. The alleged suspects managed to escapeinmmediately when they saw the police. Let-losane managed to identify his cattle throughtheir identifying mark. Police advise farmowners to put electric fences and other securi-ty measures on their farms.

ELM councillor’smother in fraud case

EVATON. - The mother of an Emfuleni Lo-cal Municipality (ELM) councillor is em-broiled in fraud allegations.The 53-year-old mother was arrested by

Emfuleni Local Municipality’s investigativeofficers last week in Evaton, simultaneouslysubmerging her son’s life in deep chaos.

Three months ago ELM investigative of-ficers were working on a case of fraud thatlinked the councillor’s mother, whose nameis omitted as she has not appeared in court.The suspect is said to have been collecting

rental money from stand number 946 in-Avondale Road, Evaton, which is alleged tobe a municipal stand.The suspect claims the stand belongs to

her family, which lives in Soweto. Accor-ding to ELM investigative officer ColonelChauke Ramphaku, the stand belongs to themunicipality and thewoman has been collec-ting money from the tenants.Ramphaku says, “We started our investi-

gation in December, when we were alertedabout the issue.“Through our investigation, we managed

to trace the suspect.“The dodgy element is that the suspect

uses the name of the councillor, who is saidto be her son,” says Ramphaku.The suspect was caught red-handed as she

was collecting money.Tenants were asked to come out with their

receipts of payments.They claim the suspect has been collecting

money for some time.“We demanded proof of payment and a

title deed that says it’s her family’s stand butnone of that was brought forward.“It was in December when she came with

the receipts that had the EML stamps witha wrong ward. “We live in Ward 43 undercouncillor Jabu Zondi and she stamped ourreceipts with another councillors’ stamp,”says Elizabeth Makhobe, a tenant.The suspect claims that her grandson (11)

is the one who stamped his father’s (thecouncillor) municipal stamp on the receipts.Police spokesperson Constable Tshifiwa

Mitileni confirms that a case of fraud hasbeen opened by Police.Stanley Gaba of the Emfuleni Local Mu-

nicipality (ELM), confirms they are awareof the fraud case in Evaton of an elderly per-son using themunicipal stamp for rental pay-ments. Gaba says, “The municipality cannotsaymuch at this point since the matter is sub-judice, but the matter has also been referredto the Council Speaker in as far as the invol-vement of the councillor and the alleged usa-ge of the councillor’s stamp by an unauthori-sed person.”

facility was completed and handed over to theSedibeng District Municipality during theprevious quarter.

However, the facility has not been used andis still locked.

This project is a venture undertaken by theProvincial Department of Roads and Trans-port in order to provide sustainable transportinfrastructure that will improve the quality oflife of the people and to create a unique pro-duct of public value.

The Bophelong community and the localtransport service providers cite lack of con-sultation. According to key project stakehol-ders they need to be informed of the statusof the project. Solly Nkhi, DA Member ofParliament for Gauteng Provincial Legislatu-re, says, “Concerted efforts need to be madeto keep the public informed on the constructi-on’s progress and the completion thereof.This commitment to transparency is not al-ways kept.”

It is believed that the Committee is of theview that the Department sets unrealistic tar-gets without proper consultation with stake-holders to consider all matters related to theimplementation of a project.

This is, however, evident with the Bophe-long intermodel facility completed and han-ded over to the Sedibeng District Municipali-ty during the previous quarter. Findings madeduring the committee site visit was that thefacility is not used and is locked at all times.

The Department stated that the Bophelongcommunity and transport service providers inthe area rejected the facility, claiming thatthere is lack of consultation between the par-ties involved.

The committee urges the Department toseek interventions to the challenges faced bythe facility and supports the integration of pu-blic transport modes as they enhance and de-crease commuter travel time.

BOPHELONG. - The non-utilisation of theBophelong intermodal facility (rank withstalls) is a concern to residets at large. This

Letlhake says numerous plans are in thepipeline. Letlhake says proposed plans cover50% of Zone 7 and 30% of Evaton, includingZone 6. “As the municipality, we are at thedepth of development within the mentionedareas. Vaal will be surprised by the biggestmall ever built in the history of Gauteng atZone 6 next to TK’s Petrol Station.

“The construction of the roads and infra-structure for the mall has already started,”says Letlhake.

Besides the erection of the mall, Zone 6residents - who have been living in horrificconditions due to the storm water drains is-sue, can breathe a sigh of relief as thesestormwater drains have been restoredthrough the partnership local governmentand Rand Water. Letlhake further says theyhave allocated land to two non-profit-orga-nisation (NPOs).

When asked about crime and drugs, Leth-lake became emotional about his ward.

“This needs to be a collective measuretaken by the police and community, inclu-ding the government.

Crime affects us all and ‘nyaope’ kills ourchildren daily.” says Letlhake.

SEDIBENG. - Chaos is the word that bestdescribes RDP housing areas after beneficia-ries nonchalantly decided to build back yardshacks. While one of the aims of buildingproper housing structures was to rid societyof informal settlements, the efforts ended invain because the number of shacks beingbuilt in areas under development increasesdaily. According to ELM housing managerFelicity Human it is illegal for RDP benefici-aries to build shacks in their back yards andlease them out. “No RDP beneficiaries areallowed to build any shacks in their backyards, especially corrugated iron shacks.

If an RDP house beneficiary needs accom-modation to lease out to or to accommodate

their extended families, they have the rightto submit a proposed building plan to theBuilding Control Department.

“Once that has been approved they canbuild proper backyard structures with brickand mortar, and by doing this help the muni-cipality to have better control over infra-structure.” adds Human. According to Hu-man, beneficiaries can only lease out properstructures.

“Beneficiaries have the right to lease outthe property as they are the rightful ownersof these properties, and it is advisable for thetenants to sign a lease agreement with thelandlord.” She adds that it is the responsibili-ty of the landlord to ensure that the buildinghas proper sanitaion and electricity.

Sedibeng as part of their consultative process onthe redetermination of the municipal boundaries.A meeting will be held at the Vereeniging CivicHall today (Thursday, April 11) at 10:00.TheMDB is an independent authority responsi-

ble for the determination of municipal boundaries.The Board’s status as an independent authority isalso protected by Section 3 of the Local Govern-ment.In addition to the determinations and re-deter-

minations of municipal boundaries, the MDB isalso mandated by legislation to declare the districtmanagement areas, to delimit wards for local elec-tions, and to assess the capacity of municipalitiesto perform their functionsThis is the second round of the MDB-convened

I have never been one to shy away from healthy compe-tition nor have I ever been one to keep quietwhen thingsare obviously being exaggerated in favour of the oppo-sition.This is because I believe that to be a success you must

compete with the greatest and not be mediocre and ignorant.But my heart felt wounded this past week when I had to en-dure unwarranted accusations and assumptions that weremade by certain individuals.I would not like to dwell much on these for as the sayinggoes, ‘An empty tin makes ta lot of noise’ and I would notlike to dignify some of the statements made by ill-informedpersonas. In our life there can be quite a few occasions whenwe may have disagreements with others. Two human beingscannot be precisely the same in physical structure or inmentalmakeup. In the clinical sense, jealousy has been proven tomake a person resentful, angry, violent, and socially isolated.These emotional swings are seriously disrupting to social re-

lationships. Jealousy destroys precious human bonds.Diversity is there and it adds up to the splendor of nature.So, diverse views are always more beautiful and char-ming. They add spice to dull and bleak human life.They are the core of democratic thinking. In the timeli-

ne of the world, jealousy has generated nothing but evil,evil and more evil.Abhorrence and annihilation. In conclusion, in the fu-

DUTIES• Responsible for GIS by collecting and integrating data into the municipal GIS.• Operating GIS database to maintain data, prepare maps and reports, performs analysis and implement program updates.• Complete fi eldwork necessary to maintain the GIS database.• Assists in the preparation of the GIS system plan and budget. • Control and management of developed and undeveloped urban environment. • Issuing of clearance and zoning certifi cates in accordance with regulations.• Respond to public enquiries and assisting the public with completing applications as required.• Responsible for the administration of town planning procedures and by-laws. • Conduct site inspections and prepare reports on observations including photographic records and measurements.• Comment on development plans, Town Planning applications and other planning related functions.• Assess Site Development Plans and Building Plans.• Perform general administration including fi ling.

1. WHAT IS HOUSING UPGRADE?

Some of the houses in Evaton are old and dilapidated. As a result such houses are almost not suitable for human habitation. They are mainly owned by old, indigent community members. The Housing upgrade programme is a Department of Housing initiative under the Evaton Renewal Pro-gramme (ERP). It seeks to improve the living conditions of the residents of Evaton by refurbishing their houses through either renovation of existing houses or the building of new houses.

2. WHAT IS THE PROCESS FOLLOWED?

2.1 Firstly, houses that need to be upgraded are identified. Next, the owners are notified and have to enroll into the programme. Alternatively, the owners approach the ERP office to alert the officers about the poor state of their houses and have to enroll into the program. Then the Ownership Status of the house is confirmed. If it is established that the applicant is the rightful owner of the property that is the holder of the title deed, then the second stage follows.

2.2 Secondly, the identified houses are evaluated to establish their structural situation. This will help in putting the houses in the right category, either for renovation or the construction of a new replacement house.

2.3 Thirdly, if a house is still structurally sound, only necessary renovations such as roofing, electrical works, plumbing etc are carried out. If it is beyond rehabilitation, a new 42 m2 house is build to replace the old one, once normal building requirements for Emfuleni Local Municipal-ity have been met. Since the old house is no longer habitable, it has to be demolished once a new dwelling has been completed.

3. WHO ARE THE TARGET BENEFICIARIES?

Over and above ownership of the identified property, beneficiaries must meet the normal Departmental qualifying requirements for state-funded houses.

These include:

• South African Citizenship • Household income of less than R 3,500.00 • Ability to contract (a person of sound mind; over the age of 21)

But havingsaid this: not everyone who is involved infootball loves this sport. No! There are those

who are involved or - should I say - peoplewho ‘run football’ - but are not passionateabout this sport. In fact, to them football isjust a job or career.This is a concern because it means our

for football. The reality is that not many peo-ple love this sport as much as me, Ntate Le-hoko and several others. Some people wantto be paid to love this beautiful game. It islike trying to convince a husband to love hiswife or the other way around. Can we reallypay somebody to love their spouse?To make it worse, some development coa-

ches come unprepared at games, or they don’tpitch up at all. Look, football starts from thetraining ground and not on match day! Thesame can be said of a football administrator.They run our football with cell phones andremote controls.
