The government is making efforts for

rapid development of storm-hit areas in

Yangon and Ayeyawady Divisions spending

a large amount of money and with unity and

the use of machinery. As a result, achievements

have been made in no time.

National entrepreneurs and wellwishers

are providing necessary assistance to the

construction of houses, libraries and

dispensaries in the model villages and farm

implements and fishing gear to the farmers

and fishermen.

Village roads and houses have been built

in the Ayeyawady Division and vegetable and

fruit producers and exporters donate seeds to

families living in the newly-built houses.

Arrangements have been made for supply of

safe and clean water in the regions and for

enabling local people to resume their

businesses.

Now, conditions of the villages in the

storm-affected areas are far more better than

in the past due to the arrangements of the

government, assistance of the wellwishers and

cooperation of the people.

Much progress will be made in economic,

education, health and transport and

communication sectors of the regions as the

national entrepreneurs including the people

British hostage inIraq is dead

LONDON, 20 July — A Shiite militia that claimedresponsibility for the kidnapping of five Britons in Iraqmore than a year ago said one of its hostages committedsuicide, a British newspaper reported.

The Sunday Times of London published what it saidwas a statement in a video it obtained from the groupthrough an intermediary in Iraq.

The video, available on the Times Web site lateSaturday night, shows an Arabic-language statementclaiming that one of the hostages — identified only asJason — killed himself on 25 May. A photograph,apparently of Jason, is affixed to the top left corner ofthe statement.

The newspaper said the statement blamed the Britishgovernment for ignoring previous statements that thekidnappers and the captives have made. In the past, themilitia has demanded that that all British forces bewithdrawn from Iraq and that Iraqis held by US-ledforces be freed.

Three killed in Thai southafter “ceasefire”

BANGKOK, 20 July — Militants fired on an army outpost and killed three villagersin separate attacks in Thailand's south, police said on Sunday, days after anunknown rebel group declared a ceasefire.

One soldier was wounded when a grenade exploded at the outpost late onSaturday in Pattani, one of three southernmost provinces where more than 3,000people have been killed in separatist attacks since 2004.

One of the chargers concerned hasthe code marking DE62347066. Othershave no code and are called TravelCharger.

A specific warning has already beenissued about chargers for Nintendo DSand DS Lite machines, but which couldalso be used to charge Gameboymachines.

Brown seeks to boostinvestment in Iraq

BAGHDAD, 20 July— British Prime MinisterGordon Brown made an unannounced visit to Iraq onSaturday, seeking to build on the improved securitysituation in the country to promote investment.

Iraqi officials said Brown was holding talks withPrime Minister Nuri al-Maliki in Baghdad.

Brown is expected to hail a reduction in violencein Iraq, particularly in the southern province of Basra,which was under the control of British troops until theyhanded over to Iraqi forces last December.

Referring to the saying that goes “Close friends arelike relatives, desired dishes are like delicious ones”, itis safe to say that the people in the whole delta are likemy relatives. Indeed, I have made friends and ac-quaintances with them. I enjoyed many lovely mealslocal people served me with generosity. Therefore, Iam grateful to them for their generous donations.

I used to be in service at a department inHainggyikyun for two times: from 1993 to 1994, andfrom 2002 to 2006. During those periods, I visited allparts of the delta. I don’t think even any native has evervisited the places in the delta as many as I have done,and any native knows about the delta as much as I do.In particular, I had to visit coastal regions, the coast, themouth to the sea and the mouths of creeks in the deltaso many times. In that regard, sometimes I took thesmall ship of our department, sometimes a large ship,sometimes a motorized boat or a ferry, sometimes asmall ship with salt on board, a small ship with ice onboard, and sometimes a trawler to travel along therivers and creeks and canals in the delta.

I used to travel from Hainggyikyun not only tomany townships and towns along the coast such asLabutta, Myaungmya, Pyinsalu, Bogale,Mawlamyinegyun, Amar, Pyapon, Dedaye,Kungyangon, Kawhmu and Dalla but also to large andsmall villages. I have visited almost all the places in thedelta. Wherever I was, I made friends with everyone Ihad to deal with. I enjoyed a peaceful life, staying,going somewhere, and having meals together withthem. My friends and acquaintances included well-known rice millers, fishery businessmen, merchants,farmers, gardeners, boat crew and fishermen. So, I saidthat the entire people in the coastal regions were like

my relatives. And there were so many delicious meals Ienjoyed. Up to now, recalling those past events makesme feel nostalgic.

I have not been there for about two years. But I neverforget them. I remember past events whenever oppor-tune. These days, I remember my relatives in the deltaevery day due to the storm ‘Nargis’.

I feel heartrending for heavy damage to the wholedelta triggered by Nargis and the dire straits my relativesare suffering. So, I am making donations to the stormsurvivors constantly. I am also overloaded with worriesabout their basic needs. I am encouraged to witness andlearn that well-wishers from the four corners of thenation are donating cash and kind to the storm victims.

Actually, natural disasters are unavoidable.Whenever in the face of a natural disaster, anation suffers loss of life and property based on itsstrength. There is no use of crying for the loss ofproperty. A storm is a natural disaster, so it is notto blame. So, if we face a disaster, we have to try torise from it, and regenerate the storm-affectedareas. The people of the delta work hard to helpimprove the economic growth of the nation. Ifirmly believe that they are capable enough toreconstruct their own regions.

The government is carrying out reconstruction taskswith the motto “We must replace earth bricks with stoneones”. While the catastrophe was raging on 3 May, theNational Disaster Preparedness Central Committee ledby the Prime Minister held an emergency meeting andlaunched rescue measures immediately. In compliancewith the instruction “Every survivor must continue tosurvive”, rescue tasks were launched in no time. And therescue tasks were carried out at the national level. As a

result, the majority of the survivors could be rescued.As part of the rescue and resettlement tasks, five basecamps, 15 transit camps and 12 forward camps wereopened and more than one million people were res-cued. Food supplies were distributed to the interiorparts of the storm-hit areas by mortorized boat and byhelicopter.

In their inspection tours, the Head of State and theDeputy Head of State cordially met with and com-forted the victims, and gave work guidelines. Thatresulted in great success in expediting the rescue andrehabilitation tasks. Without any doubt, the State lead-ers are worried about the future of the victims manytimes more than I am.

Thanks to energetic efforts the government, thepeople and the Tatmadaw are making in harness, alongwith generous donation of relief supplies of internaland international donors, the rescue and rehabilitationoperation has proved successful. Therefore, now reha-bilitation tasks are under way. I can breathe a sigh ofrelief regarding the future of my relatives in the delta.

In order to achieve the objective of “conditionsmust be better than that before the disaster” in imple-menting the rehabilitation tasks, 16' x 20' durablehouses roofed with corrugated iron sheets along withconcrete post shoes and wooden floor and bamboo matwalls are being built, and they are being provided forthe homeless victims. I am very pleased to see thedurable houses in row in the villages of fishermenwhere there were only small huts in the past. Surely, thefishermen are more pleased than me for the houses. Ilearnt that with the aegis of the government, well-wisher companies are planning to establish new townswith 1000-house wards in the places where there canbe no strong winds or floods.

Now, all the schools in the storm-hit areas havebeen opened. The affiliated schools where some of mysubordinates and I took classes part-time have beenupgraded to government basic education schools. Inthe past, my nephews and nieces attended classes withmany requirements, but I think now they are in betterconditions than in the past. I wish them a brighterfuture.

tor stations have been opened. Local farmers are nowploughing fields with the use of power-tillers. Previ-ously, the majority of the farmers had to rely on cattleto plough their fields. Now, power-tillers, diesel, paddyseeds, fertilizers and pesticides are being distributedunder bill payment system to farmers. Moreover, smallloans are being given acre-wise under the system.Now, Ayeyawady dwellers are working hard in theiragricultural businesses. I am sure there will soon begreen paddy fields that stretch out as far as one can see.

Fishermen are now resuming their livelihoodafter salvaging their sunken boats and repairing themwith the help of the authorities concerned. At thesame time, off-shore fishing has returned to normal asthey were fulfilled with fishing boats, fishing nets,fuel and other necessities. One in some storm-hitregions can earn his living if he has a boat and afishing net. In such situation, I didn’t need to worryabout my relatives in those regions. Likewise, thosewho are engaged in salt industry and prawn breedingwill soon be able to do their business with peace ofmind.

Meanwhile, schools, hospitals, monasteries andgovernment offices are being reconstructed. Thosebuildings are being designed and reconstructed ascyclone shelters so that they can withstand the impactof possible disasters. It is also learnt that the five mainroads project in coastal regions will be implementedup to the status of earth roads in the rainy season. Theroad sections close to villages will be built up to theheight from 20 to 30 feet, and they will be used asshelters in the event of disasters. Work is under wayfor preservation of mangroves capable of alleviatingthe impact of disasters. As the government is takingsystematic measures for prevention against possibledisasters, we no longer need to worry about ourrelatives who reside in coastal regions.

As a matter of fact, the government has tospend billions of kyats plus the generous contribu-tions of departments, companies and the people inorder that the storm-hit regions can return to normal.Likewise, the global nations, the UN agencies,neighboring countries as well as INGOs and NGOshelped the storm-hit regions with donations in cashand kind. All should recognize the generous contri-butions of well-wishers, international donors andlocal companies under the leadership of the govern-ment.

The volume of relief items donated was huge,and they are of different kinds. Here, I would like topresent the volume of rice donated from 4 and 5 Mayto 14 July for storm survivors in figure as rice is ourstaple food. As rice is imperative for Myanmar peo-ple, the government provided storm victims with ricemost.

tematically to cope with food security of people intimes of emergency. It has purchased the reserve ricewith the State funds. When the storm “Nargis” hit thenation, it delivered the reserve rice right to the storm-hit regions to save the storm victims from starvation.Soon after the storm, it had to prepare food for those inrelief camps starting 4/5 May. There were by thenaltogether 726 relief camps with over 1.3 million stormvictims.

At such a situation like this, the government hadto provide the storm victims with the reserve rice. Asthe relief measures were in full swing, it was able tofully supply the storm victims with household andkitchen items. And then it provided the storm victimswith rice at the original price so that they can cook andeat it. The government is providing them with rice upto date and will continue to do so to a certain extent.

Up to 14-7-2008, the rice received for the storm-hit regions is 378,363 bags of rice (18,918.15 tons) bythe government, 233,167 bags of rice (11,658.35 tons)by companies and well-wishers and 66,824 bags ofrice (3341.2 tons) by WFP totaling 678,354 bags ofrice (33,917.7 tons). Of them, 423,677 bags of rice(21,183.85 tons) have already been delivered to storm-hit regionsup to 14-7-2008. The government has al-ready stockpiled more 254,677 bags of reserve rice(12,733.85 tons) for the storm survivors. It providedthe storm-hit regions with over 400,000 bags of riceout of about 700,000 bags of rice it had stored. Viewingthe amount, one can vividly see how much the govern-ment has spent funds on the relief operation.

By percentage, the donation of rice by the gov-ernment is 55.7 per cent, companies and well-wishers

34.4 per cent and WFP 9.9 per cent. And the donationof the government, companies and well-wishers isabout 90 per cent. Rice demand for storm victims willbe surely high, for the government had to supply over400,000 bags of rice within two months. The need ofrice for the storm victims will rise in future as there areonly 250,000 bags of rice left. If the donations do notmeet the demand the government will have to con-tinue supplying its reserve rice. No government willignore the people in distress. Particularly, our govern-ment used to pay more attention to the affairs ofpeople in distress since the government and the peo-ple of the country deal with one another like parentsand offspring. This being so, we should realize thegratitude of the government.

The donations for storm victims included instantfood such as biscuit, dried noodles, canned fishes andsoft drinks. But only the figures of rice donated areemphasized as rice is our staple food. I will continuepresenting the figures of donated farm equipment,fisheries items and construction materials.

To sum up, the delta region is the granary ofMyanmar. The entire people including me have torely on rice produced by those from AyeyawadyDivision. But we are now in a position to providethem with rice. It is an opportunity for us to repay theirgratitude. Therefore, it is necessary for us to continuegiving a helping hand to them. The quantity of ricedonated only reveals the need for more donations.

The storm survivors have now been able toregenerate their original livelihood such as agricul-ture, fisheries and salt industries. And they will soonbe able to live a more prosperous life than ever. Theunforgettable events in the past put me in the mind ofthe future prosperity of those from Ayeyawady Divi-sion. We feel pleased and honoured to see theirrelentless efforts being exerted with unyielding spirit.If the government, private companies and well-wisherscontinue providing the division with necessary assist-ance it is sure that it will be more prosperous thanever. Hence, all are urged to contribute their shares inthat regard.

On 1st July, our newsteam arrived at Pyinsaluof Labutta Township forthe second time. From thejetty, we saw progress ofrehabilitation andreconstruction works inPyinsalu. Along the

Strand road, houses forthe people were underconstruction by MaxMyanmar Company in theplaces of tarpaulin tentsthat we had witnessedduring our first trip.

The houses weresystematically alloted inwards. We sawparticipation ofconstruction workers ofMax Myanmar Companytogether with local people,members of State/Division Union Solidarityand DevelopmentAssociations andTatmadawmen in

building the houses, andwe had interviews withresponsible persons.

Major Myo Myintexplained that a total of 81Tatmadawmen from No. 1Tatmadaw VocationalTraining Depot under theDirectorate ofResettlement of the

Ministry of Defence and 19Tatmadawmen of No.1Recruitment andResettlement Unit, totaling100 were taking part in thehouse construction projectbeing implemented by MaxMyanmar Company.

We also witnessedofficers and other ranks ofthe Defence Services(Navy) who were carryingconstruction materials fromthe port of Pyinsalu. Theywere 50 naval servicemenfrom Ayeyawady NavalRegion CommandHeadquarters. Lt-CmdrMaung Maung Myint

explained that they werestationed in Pyinsalujoining hands with the localpeople in undertaking theremoval of debris,construction of housingestates, cleaning offarmlands and lakes,reclamation of farmlandsand ploughing task inLayyinkwin, Ywathaaye,Nanthagon, Kongyi,Waboegon andKyarchaung villages ofPyinsalu.

Actually, USDAmembers of States andDivisions, who were basedin Pyinsalu, made field tripsto surrounding villages ofPyinsalu and participatedin rehabilitation andreconstruction tasks.Moreover, they dailyundertook sanitation at theenvirons of houses,

fumigation, dredging oflakes, maintenance of roadsfor smooth transport andassembling of power-tillersfor agricultural purpose incooperation with theworkers of AgriculturalMechanization Depart-ment.

We saw the USDAmembers fumigating bothsides of roads in Pyinsalu.In an interview, Monywa

District USDA executiveU Phyo Maung Maung saidthat their group comprised49 USDA members fromSagaing Division, YangonDivision, Chin State andAyeyawady Division. In theregion, they observed therequirements of the regionand provided necessaryassistance for the region, hesaid. He added that theUSDA members weredivided into three groups inassisting the local people.He continued to say thatsix-member teams of thegroup-2 participated infumigating two times dailyin the morning and in the

evening and constructionof houses. The group-1 andthe group-3 maintained theroads in Waboegon Village,while the medical teamprovided health careservices to the people inLayyinkwin Village, headded. He explained thatthe local people welcomedtheir voluntary works. Inaddition, he said that thelocal people hand in hand

with the USDA memberscarried out developmenttasks. As a result, thevillages were kept clean andpleasant day after day andthe farmlands were readyfor cultivation, he said.

We viewed ploughingat farmlands near Ward 3 ofPyinsalu. MyanmaAgriculture Service hassupplied paddy strains tothe local farmers. Likewise,Agricultural Mechani-zation Department hasdistributed 76 power-tillersto them. Up to now, a totalof 700 acres of farmlandshave been ploughed.

Tadao Chino, formerpresident of the Manila-based AsianDevelopment Bank(ADB), has passed awayat the age of 74, theregional lenderannounced Friday.

Zimbabwe introduces100-billion-dollar noteHARARE, 20 July — Zimbabwe, grappling with a

record 2.2 million percent inflation, has introduced anew 100-billion-dollar bank note in a bid to tacklerampant cash shortages, the central bank said Saturday.The new note will go into circulation on Monday, thebank said in a statement cited by state media, joiningabout half a dozen new high denomination notesalready issued this year.

In January, a 10-million-dollar note was issued, thena 50-million-dollar note in April. In May, notes for 100million and 250 million dollars were issued, swiftlyfollowed by those for five billion, 25 billion and 50billion.The southern African nation, currently grippedby a post-election crisis, has been ravaged byhyperinflation which shot up from 165,000 percent inFebruary to 2.2 million in June.

Mom’s diabetes tied toearly diabetes in offspring

NEW YORK, 20 July— Babies who are exposedto mom’s diabetes and obesity while in the womb areat increased risk of developing type 2 diabetes inadolescence, according to new research.

To prevent “youth-onset” type 2 diabetes, “wemay need to take a life course approach, targeting, inaddition to childhood obesity, the increasing numberof women with pregnancies complicated by obesityand diabetes,” researchers conclude. Dr Dana Dabeleaat the University of Colorado Denver and co-investigators studied 79 youths who were diagnosedwith type 2 diabetes before their 20th birthday and190 nondiabetic control youths.

They found that far more diabetic youth thannondiabetic youth were exposed to mom’s diabetesin the womb (roughly 30 per cent versus 6 per cent).The same was true for overweight and obesity, with57 per cent of diabetic youth versus 27 per cent ofnondiabetic youth being exposed to maternaloverweight/obesity. — MNA/Reuters

Number of poor people reaches7.9 mln in France in 2006

PSRIS, 20 July— The number of poor people inmetropolitan France in 2006 was estimated at 7.9million, which is equal to about 13.2 per cent of the totalpopulation, France’s National Institute for Statisticsand Economic Studies (INSEE) has reported.

According to a report published Friday by the state-run premier statistics body, the rate of poverty in thecountry has stabilized at almost the same level since2002 after falling consistently over the previous years.

“Poor people accounted for 13.2 per cent of thepopulation in 2006,” said the report, which noted thatthe standard of living for this category of people was“less than 880 euros (about 1,364 US dollars) permonth,” in a country where the median income is 1,470euros per month. By comparison, the minimum insertionincome ceiling for a single person was 433 euros permonth as of January 1, 2006. In total, the number of poorpeople living below the poverty line in France in 2006was 7.9 million, according to the report.

Study says limit sucrose aspainkiller for newborns

NEW YORK, 20 July —Giving newborns a smalldose of a sucrose (sugar)solution seems to ease painassociated with havingblood taken (venipun-cture) for the standardnewborn screening testbut it does little to curbpain associated withintramuscular injectionsor heel lances, results of astudy suggest.

Oral sucrose is widelyused to manage painassociated with certainstandard proceduresperformed in healthy termnewborns, “even repla-

cing established anal-gesics such as opioids andlocal anesthetics”, thestudy team notes in areport in the CanadianMedical AssociationJournal.

In their study, Dr.Anna Taddio at theUniversity of Toronto inOntario and colleaguesrandomly assigned 120newborns to sucrose and120 to placebo given twominutes before variouspainful procedures. Painwas assessed largely byinfant’s facial expres-

sions and behaviourand changes in heart rateand oxygen intake.“Sucrose reduced overallpain in newborns whenadmini-stered beforepainful medical pro-cedures during the firsttwo days after birth,” theyreport.

However, “unexpec-tedly,” they note, the sugarsolution did not seem tocurb pain during eitherintramuscular injection ofvitamin K or duringrepeated heel-lancing forblood sugar monitoringin newborns of diabeticmothers.

Kaka's advisor revealedthe Brazil playmaker waskeen to join the Premier

League giants in a worldrecord deal.

Tsunamiwarning lifted in

N-E JapanTOKYO, 20 July—

Japan’s MeteorologicalAgency lifted the tsunamiwarning it issued fornortheastern Japan onSaturday after anearthquake struck off theeast coast of Honshu.

There were no initialreports of damage fromthe quake.

The biggest tsunamimeasured was 20centimetres (7.9 inches)along the coasts ofFukushima and Miyagiprefectures, the agency said.

The US GeologicalSurvey said the 7.0magnitude tremor struckbeneath the north PacificOcean, 77 miles (123kilometres) east northeastof Iwaki, Japan at 0239GMT at a depth of 25miles (40 kilometres).

Three Indonesians, includingmother, son convicted for murder

JAKARTA, 20 July—Indonesia has executedthree people convicted formurder, including a motherand a son, an official saidon Saturday, the latest in astring of recent executionsin the country.
