INTRODUCTION

Public Establishment Joint Technical Secretariat is preparing Lithuania – Russia cross-border co-operation programme 2014-2020 (hereinafter – the Programme).

Considering incompatibilities of the Programme with the terms, defined in 6.1 – 6.4 articles of the resolution of the Government of the Republic of Lithuania No.1467, issued on December 23, 2014, “On amendment of the resolution of the Government of the Republic of Lithuania No. 967, issued on August 18, 2004, “On confirmation of the description order for strategic assessment of the impact of plans and programmes on environment””, where the assessment is required, following the terms defined in sub-article 6.5, the selection for the strategic assessment of the impact of the Programme on environment (SAIE) is performed. The procedures of the Selection reveal whether the SAIE is required. Following the certificate, issued on December 10, 2014 by the Chancellery of the Government of the Republic of Lithuania, the Department of Rural Affairs and Sustainable Development No.NV-3874 “On amendment of the resolution of the Government of the Republic of Lithuania No.967, issued on August 18, 2004, “On confirmation of the description order for strategic assessment of the impact of plans and programmes on environment” No. 14-0893-N”, after the performance of the initial procedure – the selection which reveals that the SAIE is required, a separate document on the volumes of the SAIE is not required. Thus, the volumes of the assessment have been defined considering the proposals of the assessment subjects on the volume and comprehensiveness of the assessment (14, 15 articles of the Description).

Information for the selection document of strategic assessment of the impact of the Programme on environment has been prepared with reference to the order issued on August 27, 2004 by the Minister of Environment of the Republic of Lithuania No. D1-456, which confirmed the description order for strategic assessment of the impact of plans and programmes on environment (published in information release “Valstybes zinios”, No.136-4971, 2004) (hereinafer - the Description).

Aims of the Selection performance:

• to assess whether implementation of the Programme might have any significant negative effects on environment;

• to determine whether the strategic assessment of the effects on environment is necessary for this Programme;

• to ensure consideration of the environmental issues in the earliest planning stage, anticipating the measures of prevention and avoidance of any negative effects.

Selection document of strategic assessment of the impact of the Programme on environment consists of the information presented by the Programme implementation organiser and the table containing the data on the significance of the Programme implementation effects on environment (prepared with reference to the Description, appendix 3).

2. INFORMATION ON THE PROGRAMME 2.1. Title of the Programme

LITHUANIA – RUSSIA CROSS-BORDER CO-OPERATION PROGRAMME 2014-2020

2.2. Main objectives of the Programme

Objective 1 – promotion of local culture and maintenance of historic heritage (priority 1 – restoration and adaptation of historic heritage, support of culture, cultural networks and tourism development); Objective 2 – promotion of social integration and fighting against poverty (priority 2 – promotion of social integration and co-operation in cross-border region, ensuring health, social, education services and communal initiatives); Objective 3 - support for local and regional management (priority 3 – promotion of co-operation between public authorities and local communities); Objective 4 - border management and border safety promotion, management of mobility and migration (priority 4 – assurance of effective border crossing functions).

2.3. Links between the Programme and other plans or programmes

The Programme is related to and will complement the other cross-border programmes to be implemented during the period of 2014-2020. Information on participation of the particular regions, which are located in the Programme territory, in the other cross-border programmes has been presented in the table below.

Both Lithuania (all the country) and Kaliningrad region of the Russian Federation will participate in implementation in the Baltic Sea Region Programme 2014-2020 (the programme of supranational co-operation).

Lithuania – Russia cross-border co-operation programme is also related to the European Union funding, which should be provided to Lithuania in 2014-2020 from the European Union

Internal Security Fund. Lithuania – Russia cross-border co-operation programme and the European Union Internal Security Fund will contribute to the security increase and sound border activities. Thus, implementation of the Programme (especially what concerns Objective 4 – border management and border safety promotion, management of mobility and migration) should be closely coordinated with the Internal Security Fund.

Lithuania – Russia cross-border co-operation programme will have to be closely coordinated with the support from the European structural and Cohesion funds, which is provided to Lithuania via investment in economic growth and creation of work places – primarily, following the European Union Structural Funds Investment Actions Programme 2014 – 2020.

Implementation of the Programme will contribute to the strategy “Europe 2020”, which is designed to direct the European Union towards advanced, sustainable and integrational economics, creating high employment, efficiency and social integration.

Implementation of the Programme will contribute to the achievement of general priorities of the co-operation between the European Union and Russia in the Baltic Sea region. Implementation of the Programme will enable to achieve the general priorities of the Social and Economic Development Strategy in the north-west federal district of Russian Federation by 2020 as well as the priorities of the European Union Baltic Sea Region Strategy. Five general priorities have been identified: civil security (accidents at sea and on land), transport, environment (including agriculture), population relations and business co-operation/innovations.

2.4. Description of the alternatives of the Programme

Selected alternatives of the Programme:

1. Zero alternative – implementation of all the measures anticipated in the Programme is refused.

2. Programme implementation alternative – all the measures anticipated in the Programme are implemented.

3. INFORMATION ON THE PROSPECTIVE LOCATION OF PROGRAMME IMPLEMENTATION

3.1. Information on the possible alternative locations of Programme implementation

Alternative locations of Programme implementation have not been anticipated.

3.2. Information on each anticipated location of Programme implementation

The Programme involves the major (Klaipėda, Marijampolė, Tauragė counties) and adjoining (Alytus, Kaunas, Telšiai and Šiauliai counties) Lithuanian regions as well as major Russian region - Kaliningrad region.

3.2.1. Territory protection status The territory, where the Programme is due to be implemented, covers a wide variety of

natural environment. Following the regime of protection, the territory of the Programme covers the following types of protected territories:

• National parks; • Regional parks; • State nature reserves; • State reserves; • NATURA 2000 territories; • Unique natural values of international importance (biosphere reserves, Ramsar

wetlands).

The list of the protected territories that are located in the major regions of the Programme have been presented in the table below.

18490 Part of the territory have a Birds and Habitat protection status.

There are more protected areas in the territory of the Programme in Lithuania. The territories with the highest protection level – national parks, state nature reserves and state reserves – cover nearly 0.5 per cent in the Russian territory of the Programme, and 2 per cent in the Lithuanian territory of the Programme.

The territories with lower protection level (regional parks) cover nearly 9 per cent of the Programme territory in Lithuania.

European ecological network “Natura 2000”, which covers the territories significant for habitat protection and birds‘ protection, works only in Lithuania, where the territories significant for habitat protection cover nearly 17 per cent, and the territories significant for birds’ protection - nearly 11 per cent of the territory of the Programme. The biggest part of these territories overlap with other protected territories, thus, their areas cannot be summed up.

It can be stated that the protected territories, which determine significant barriers for investment, make nearly 25 per cent of the Programme implementation territory in Lithuania, and about 0.5 per cent – in Russian Kaliningrad region.

3.2.2. Does the territory cover protected species of fauna and flora and/or natural habitats, other protected values of natural or cultural heritage?

The territory is rich in protected species of fauna and flora, natural habitats and other protected values of natural and cultural heritage.

3.2.3. Might implementation of the Programme determine exceeding of the environment quality norms in the territory?

Implementation of the Programme will not determine any background for the environment quality deterioration and discrepancy of the quality norms in the territories.

3.2.4. Is the territory sensitive and (or) valuable from the point of view of environmental protection? Some territories, where the Programme is due to be implemented, are sensitive and/or

valuable from the point of view of environmental protection. However, implementation of the Programme will not determine any deterioration of the current state of the territories.

5. OTHER INFORMATION

5.1. Information on the measures anticipated for prevention, mitigation or compensation of the negative effects of the Programme on environment

The activities anticipated in the Programme basically include the measures on when particular actions will not be performed due to the risk of their negative effects on environment. Only a small part of the measures that have been pointed out in the Programme (infrastructure construction, development and modernization) may have relatively insignificant short-term local effects on environment.

The measures anticipated in the Programme for the period of the border development will be continuously applied on the basis of co-operation between the both countries in order to minimize plausible negative effects on environment. While planning investment measures, the most valuable nature territories will not be covered. It is important to note that different types of construction and similar activities are legally banned in the protected, nature and cultural heritage territories. Thus, locations of the planned objects will have to be selected so that any negative effects on the protected territories as well as nature and cultural heritage objects would be prevented.

5.2. Information on the plausibility of public discontent related to the Programme The Programme will not have any negative effects on society and environment. On the

contrary, main aims of the Programme are directed towards assurance of the social welfare, especially what concerns the most vulnerable society groups, and better integration. Thus, public discontent related to this Programme is not plausible.
