It also includes the requirements of the Waste Management licences (WML 57055, WML 57301, WML 57079, WML 57128, WML 57056), and the requirements for monitoring at the Calder Landfill Extension Segregated Area (CLESA), as defined in the current version of the Environmental Monitoring Programme report No 05327-2F, produced by the Waste Management consultant. 1.2 Purpose This document underpins SLM 2.11.01, Environmental Management Manual and supporting SLP 2.11.09, How do I manage records and reports to comply with environmental permits, and is supplemented by SLF 2.11.114, Environmental Sampling Form. Its purpose is to define the techniques employed by the company to carry out a programme of environmental sampling and monitoring, as required by condition 3.2.5 (a) of Permit KP3690SX. Not included within this document is the management of the Site Perimeter Monitoring System (SPMS), however, this is covered in SLM 2.02.03, Sellafield and Windscales Site Emergency Arrangements Emergency Plan. 1.3 Procedure This document provides details of the programme of environmental monitoring and sampling with regards to locations, frequencies and required analysis. 1.1 Instruction

This document has been prepared in compliance with the Environmental Permit Radioactive Substances Regulation (KP3690SX) and PPC Permit (EPR/BM4317IX), issued by the Environment Agency, and its associated Compilation of Environmental Agency Requirements (CEAR), relating to the Sellafield Ltd Environmental Monitoring programme. It also includes the requirements of the Waste Management licences (WML 57055, WML 57301, WML 57079, WML 57128, WML 57056), and the requirements for monitoring at the Calder Landfill Extension Segregated Area (CLESA), as defined in the current version of the Environmental Monitoring Programme report No 05327-2F, produced by the Waste Management consultant.

1.2 Purpose

This document underpins SLM 2.11.01, Environmental Management Manual and supporting SLP 2.11.09, How do I manage records and reports to comply with environmental permits, and is supplemented by SLF 2.11.114, Environmental Sampling Form. Its purpose is to define the techniques employed by the company to carry out a programme of environmentalsampling and monitoring, as required by condition 3.2.5 (a) of Permit KP3690SX. Not included within this document is the management of the Site Perimeter Monitoring System (SPMS), however, this is covered in SLM 2.02.03, Sellafield and Windscales Site Emergency Arrangements Emergency Plan.

1.3 Procedure

This document provides details of the programme of environmental monitoring and sampling with regards to locations, frequencies and required analysis. Monitoring and sampling will be carried out as defined in this document at the specific locations, as defined in supporting Reference Document; EMA/RD/01.

1.4 Environmental monitoring and sampling programme

The agreed environmental monitoring and sampling programme is reviewed on an annual basis, in conjunction with the Environment Agency. The Environment Agency requires Sellafield Ltd to carry out an environmental monitoring and sampling programme. This is defined within Table 1 of this document. Sellafield Ltd will take all reasonably practicable measures to undertake specified monitoring and to obtain required samples, actively seeking appropriate permission wherever relevant. Where circumstances beyond the control of Sellafield Ltd prevent the undertaking of the environmental monitoring and sampling programme (such as lack of access to monitoring locations or the lack of availability of samples), Sellafield Ltd will take all reasonably practicable steps to obtain appropriate alternatives.

When conducting the environmental monitoring programme specified in Table 1, Sellafield Ltd will:

Take samples using the methods specified in best available techniques where no method is specified.

Conduct analysis as indicated in the final column of Table 1 using the analytical methods specified in Table 2 or best available techniques where no method is specified. The analytical methods shall be adequately validated and controlled such that they could be accredited by the United Kingdom Accreditation Scheme (UKAS) under ISO 17025. Best available techniques is considered to include arrangements to minimise the possibility of sample cross contamination.

Take all reasonably practicable measures to achieve the detection limits specified in Table 3 and, if the analytical limits of detection exceed the investigation level given in Table 3, the salient features of the analysis will be investigated and recorded.

Use the results of the programme to undertake an annual (unless otherwise stated) retrospective radiological assessment. The results from the programme shall be supplemented by modelled estimates where necessary to provide a complete assessment. In estimating effective doses, the values and relationships given in Annexes II and III to Council Directive 96/29/Euratom of 13 May 1996 shall be used unless the use of alternative data can be justified. The radiological assessment shall include the impact on humans of its operations, including liquid and gaseous discharges (past and present) and direct radiation. All realistic exposure pathways shall be included in the assessment according to guidance provided by the Environment Agency. Sellafield Ltd shall assess:

o the annual critical group dose;o the annual dose to the most exposed group to liquid discharge and to the most

exposed group to gaseous discharges;o the collective dose truncated at 500 years to the UK, EU and world populations

1.5 Environment Agency Specification

As detailed in CEAR specification 4.2.2 Part 2 Para 3, Sellafield Ltd shall report the results of the environmental monitoring programme on a quarterly basis within the timescales specified in 4.2.2 Part 2, in accordance with the following:

(a) all positive results (ie those exceeding the detection limit) shall be reported with an uncertainty which is at the 95% confidence level (ie 1.96 standard deviations) and includes all analytical uncertainties in accordance with ISO 17025. Where results are less than, or equal to, the detection limit, the detection limit value shall be reported.(b) reasons shall be identified for why any:- results are late; - sample has not been obtained;- analysis has not been undertaken;- relevant detection limit has not been achieved;- radiological assessment has used alternatives to the values and relationships given in Annexes II and III to the Council Directive 96/29/Euratom of 13 May 1996. The alternative data used shall be provided.(c) The type(s) of instrument used for contamination monitoring shall be specified.(d) Where gamma spectrometry has been carried out on samples, any positive results for other gamma emitters shall be reported.(e) Any positive result which exceeds the mean plus three standard deviations of the previous 12 results shall be highlighted, and as far as reasonably practicable, an explanation shall be provided for any such elevated value.

(f) Any result, where the criteria in (c) can not be applied (due to a lack of previous results) which exceeds three times the expected background value or twice the limit of detection in cases where the expected background is limit of detection, shall be highlighted, and as far as reasonably practicable, an explanation shall be provided for any such elevated value.(g) The report for the last quarter of each calendar year shall include annual means and annual ranges for each type of measurement at each location.

As detailed in CEAR specification 4.2.2 Part 2 Para 4, Sellafield Ltd shall notify the Environment Agency without delay of:

any positive environmental monitoring result which exceeds the mean plus 4 standard deviations of the previous 12 results and details of the investigations the Operator is undertaking to provide an explanation of the result;

any result, where the above criteria cannot be applied (due to a lack of previous results), which exceeds ten times the expected background value or twice the limit of detection in cases where the expected background is limit of detection;

instances where the Abnormal Find protocol is triggered. The location of such finds will be recorded with a grid reference of the type ‘NY180068’ and the item(s) removed, where reasonably practicable, and stored at a safe and secure location; and

As detailed in CEAR specification 4.2.2 Part 2 Para 4, Sellafield Ltd shall notify the Environment Agency of any changes to sampling or analytical methods which may result in significant changes in reported environmental monitoring results.

2 Definitions/Abbreviations

2.1 Definitions

Detection Limits: The detection limit is the concentration for which there is 95% probability of detection when a single analytical result is obtained, detection being defined as the concentration which has a 95% probability of being greater than zero. This is alternatively expressed as a 95% probability of exceeding a decision level (or critical level) where the decision level is the level of activity which has a 95% probability of being greater than zero.
