Sec. 553 – Procedures for review of certain military personnel decisions. Final secretarial denial of a request to correct a member’s record must provide the factual and legal basis for the decision together with a statement of the procedure and time for obtaining a review of the decision. Requires that BCMR application must precede any judicial review. Allows 3 years after denial to seek judicial review.

Sec. 541 – Improved access to apprenticeship programs for servicemembers being separated from active duty or retired. Service Secretary may permit separating or retiring servicemembers to participate in an apprenticeship program that provides employment skills training to help transition into a civilian career.

Sec. 525 – Employment skills training for active duty servicemembers transitioning to civilian life. Military secretaries may carry out job training and employment skill training for servicemembers expected to be discharged within 180 days to help them transition to civilian life.

Grants services authority to grant a waiver to enlisted personnel who have served in OIF, OEF, OND or who possess an exceptional overall record to attend military academies. Maximum of 5 waivers per year, and candidate must be 26 or younger as of July 1 of the year they enter the academy.

Sec. 546 – Similar provisions Senate provision adopted (Sec. 553).

Sec. 547 – Report on tuition assistance program for off duty training or education. SecDef must report to armed services committees on methods to increase efficiency of tuition assistance programs NLT 270 days after enactment. Report will include analysis of the effects of requiring servicemembers to pay 25 percent of their education expenses.
