FIGURE 3.5: FOOD INSECURITY More than 14 million people, or about 35% of the population in rural areas, are estimated to be vulnerable to food insecurity. Among these, women, children and the elderly are the most vulnerable. The right to enough food is well established in international human rights documents, and is also mentioned in the South African Constitution where food security is recognised as a basic human right. In reality there is a widening gap between the rich and the poor in South Africa. High unemployment numbers mean that many households cannot meet their daily food requirements. People living in poverty cannot find the means of getting enough food either through practising small-scale farming or buying food.
