1. Approval of Minutes of July 20, 2011 APPROVED 2. RTAC Update - The update was handed out, and stated that funding was

reauthorized for another six months, among other things.

3. Population Data Reports –The COG’s now collect all population data, and submit the information to the state demographer’s office. All data for Yuma, La Paz, and Mohave counties and there communities, has been submitted. A report is attached.

4. Review of 2011#4 and 2012 TIP APPROVED The 2011 TIP was reviewed for accuracy by the TAC Members.

Report on ADOT/FTA/FHWA Changes to TIP: Changes are approved as follows:

o Chemehuevi Tribe was awarded Federal Ferry Boat Discretionary Funds: Award amount was $2,915,000, $85,000 less than the request amount, and therefore requires an adjustment on the TIP.

o Colorado River Indian Tribe was awarded Federal Discretionary Funds for a Roadway Relocation Project in the amount of $175,300.

o Kaibab-Paiute Tribe was awarded Federal Discretionary Funds for a Shared Use Pathway, in the amount of $304,670.

o Mohave County was awarded High Risk Rural Road Program funds for safety road improvements in various locations throughout Mohave County, in the amount of $1,003,000.

o Hualapai Tribe and Mohave County will be submitting a TIGER grant for $40,000,000. It is required by the FEDS to have it on the local TIP prior to award.

o Bullhead City requested a project changed for their 2012 HSIP project (BUL12-107) from the Ramar Rd. Goldrush intersection realignment construction project, to Signage, and signal upgrades in various locations throughout the city. The TAC also awarded them the additional 2012 HSIP funds of $7,204 to help with the cost of their project.

o The new amount for the HSIP project was approved up to $207,204

o Fiscally constraining the TIP: o FHWA wants to see a fiscally constrained TIP. Some projects may need to be

moved to other years to ensure compliance. Sharon will provide several scenarios to the TAC to determine how to fiscally constrain the TIP. A motion was made to the move 2013 projects in sequence to 2014, if needed, and Sharon will move the numbers around to make the TIP fiscally constrained.

o The TIP, with the above changes, and the potential changes to constrain was approved to submit to the WACOG Executive Board in October.

o Other corrections or changes: The TAC has officially approved the general 4% inflation rate that will be built into their cost estimates for projects two years and out.

o A policy statement will be added to the bottom of the TIP and it can be amended at any time.

5. Review of Internal Ledger – No Change 6. Discussion for next STP project selection

2016 could be the next programming year for a STP project, depending on, if all programmed projects have obligated, or have been constructed.

At the January 2012 TAC meeting, an agenda item to decide whether the TAC can set a course of action for this programming year.

7. Regional Local Program Reports Quartzsite: The TE Gateway Signage project is nearing completion, and the Hi

Jolly beautification projects has not had a kickoff meeting yet. Mohave County: HSIP project, the JPA has been approved; Bank Street is in the

design process; Jagerson Avenue and Suffock Wash Widening are going through the environmental process.

La Paz: The Oxbow Bridge B#10221 project will be under way in ninety days, and the Alamo Guardrail STP project was approved at the 30% submittal.

BHC: N. Oatman/ Riverview Dr. project has received the TRAC’s number. The Bullhead City Parkway had 30% plans in place.

Lake Havasu City: The 2011 HSIP project is waiting for ADOT procurement of the materials and equipment, then they can proceed forward; The PARA study has started. The North Palo Verde- City Landscaping TE project is progressing forward.

Kingman: The Eastern Ave. - RR TE Pathway project is waiting on environmental clearances, Kingman is self administering the TE project; STP Gordon Drive project is at 30% submittal.

CRIT: A round-about at 95 and Mohave was recommended to the CRIT Council by the ADOT district engineer, and was approved by the CRIT Council.

8. District Engineers’ Report The Engineer’s reports reflected the Status of State Road Projects and the Quarterly

State Project Report.

9. ADOT Representative Report Matt was unable to attend.

10. Functional Classification Review/Training Mike McGill gave a PowerPoint presentation providing all the new mandates and

why each entity needs to use it. To Functionally Classify a road it must be a major collector or above. Fifteen percent of STP funds can be used to fund the Functional Classification. The roads in our region need to be reevaluated to determine if they meet the functional classification guidelines, they were last reviewed in 2004 and 2005.

The classification should be evaluated by rural and urban classifications. Jurisdictional connectivity errors occur all throughout our region. Mike researched the region and made valid suggestions based on traffic counts and aerial views to substantiate the recommendations.

There was discussion throughout the presentation as to how to proceed with the recommendations. To change the roads, the entity can go to the ADOT website and apply to change the roads with a map to clearly show the changes needed to be reclassified (or ask Sharon).

The changes will need to be presented to Sharon for review. She will meet with the entity to determine if the changes are correct and justified. Then she will submit the memo and application to ADOT showing the appropriate changes.

11. LUNCH (At Noon) 12. HSIP Workshop – Questions and Discussion

Irene gave a presentation regarding the new application, and answered any questions. Irene is updating the Systematic Projects list so each entity will be able to determine which projects are systematic. Safety Improvement projects are provided on the application as examples to show how to qualify the project.

The application auto fills in the cover letter, and various parts of the form.

13. Open Discussion – Announcements Tribal Transportation Training – Oct. 13 WACOG will be hosting. A Webinar is

available. GIS Traffic County Project:

o Mark Hodges provided a general overview of the new ADOT GIS system. He stated that ADOT really needs local traffic counts, and would like to see more permanent counters on appropriate local roads.

o The ADOT - MS2 web site shows the counts that would be electronically submitted through the permanent counters. This will help the HPMS submittal counts.

o Unused WACOG SPR funds are eligible funds for such a project, and depending upon WACOG management, the TAC may be able to utilize

some of those funds for this project.

o The TAC members will submit what they want for counters to Sharon, utilizing the cost estimate for counters that was supplied by Mohave County. Once she has the total, Steve Latoski, the TAC Chair and Sharon will present the project, costs and determination of SPR funds to WACOG management. APPROVED

o Pre-App due to WACOG Sept 21(report) Sharon only received 3 to date. Several TAC members said they would provide her with the pre-app next week.

Below is the tentative WACOG timetable for submission of your grant this year.

The Transportation Enhancement workshop will be scheduled for December or January. A flyer on this meeting will be sent out to you shortly. It is highly suggested that you attend if you will be submitting an application. We will go over all the grant application details.

Please follow the instructions when writing and submitting your grant application. It is in PDF this year, so you will only have a limited amount of space to work in your narrative. Also, read carefully the requirements for maps, photos, page limits, and no duplex pages, etc. DO NOT bind your application. Staple one corner; no covers, no card stock, etc.

The PDF (narrative) is already page numbered (1 of 14, etc.), as is the cost estimate (C1of C4, etc.). For your appendix, please start your page numbering at Appendix 1 of 19.

Please stick to the timetable for submission in order for me to have time to review your applications and return my comments to you. You may submit at any time prior to the timetable dates. As you will note, there is some room in the timetable to work with, but we need to keep as close to the proposed timetable as we can.

The WACOG TAC institutes a 4% inflation formula for all projects that are programmed out two or more years. This includes HSIP, STP, TEA, HRRRP, and any other funding source not directly allocated to WACOG.

Email from Lisa Danka: All – per our discussion today at the Greater Arizona COG/MPO Planner’s meeting or my subsequent conversations with a few of you, please put December 2nd from 10 to noon on your calendar. The meeting will be here at ADOT. Geri Davis in our office will follow up with the location, agenda and other details as they become available. At this meeting, we’ll continue our discussion regarding an approach to ensure all Arizona’s obligation authority (OA) can be used each year. As we discussed today, in FFY 11, ADOT struggled to absorb about $50 mil in local OA, which we won’t be able to do in the future. If you have any ideas or thoughts, or know of best practices from other states, please send them to me by Tuesday, November 22nd so we can compile them for the group. In addition, MAG has just recently revised their federal aid project guidelines to deal with some of the very problems we discussed today, and they’ve agreed to share their approach. Lisa Danka Deputy Chief Financial Officer Arizona Department of Transportation 206 S 17th Ave, Mail Drop 200B Phoenix, AZ 85007 (602) 712-7441  NOTE:  Basically this means we need to ensure our STP projects that are programmed in 2012, can obligate by May/June 2012.  Therefore, a very solid update, with an aggressive but realistic schedule on each project needs to be developed by February.  At our March meeting, the TAC will determine which projects WILL NOT make it and which ones will, and if we need to program a ‘ready to go’ project in order to keep our STP funds within WACOG .  

In February, if all projects can show a realistic schedule to obligation by May/June, then we are good, and no action is necessary. 

If there are projects that WILL NOT make the obligation scheduled deadline, we need to find projects that are ready to go and place them on the TIP in 2012, for obligation. 

Those projects that do not obligate will be re‐programmed in different years.  The TAC can decide on how they want to do this. 

Remember, starting in 2012, NO STP funds will roll over to the next year.  This is the same process as our HSIP project funds.  Use it or lose it, period. 

 There is still some confusion on the ‘obligation’ situation.  Work with Rob Knighten on this.  Rule of thumb:  If you project has not completed ALL the federal requirements, and received a letter (or notification) from ADOT stating your project is now ready to go to bid, your project is NOT ready to obligate.    Remember, we are provided the apportioned amount each year from FHWA ($1.3 M), but we DO NOT have the OA or Obligation Authority (we don’t have the authority to spend the apportioned amount).  We can only receive that authority by ensuring the design, scoping, clearances, etc. on projects have gone through the federal process.  Once your project has completed that process, you get the authority to ‘spend’ your apportioned amount.
