Happy new year! We are just a few days into 2012 and many of us have the best intentions to keep our New Year’s resolutions. Gyms are packed with new members who by month's end (as history tells us) will never step foot in there again. Why is change so hard? I have no doubt that 2012 will be a year of fiscal and operational changes for all of us. We will need to guide our organizations through the coming changes as we go about our daily business. Change can feel overwhelming but here are a few suggestions to make change more manageable.
Start small. What mini-milestone can you define in the next few months to show your team that you are making progress? When you reach that milestone, celebrate it and define the next mini-milestone.
Over-communicate. If change is coming, err on the side of over communicating to get people onboard with the effort. One email buried in the avalanche of our inboxes is not going to be effective if are asking people to take action. That message will need to be repeated in meetings, other emails, newsletters, on your website, etc.
Encourage good fiscal habits. Just like going to the gym, people stick to change far more effectively when behavior becomes a habit. Promote good habits to initiate change; for example, update SOPs and conduct routine checks on controls; review documentation for adherence to the SOPs. Let staff know what you expect to be a habit in 2012 and encourage a dialogue on how to make that happen
And finally, our local ASMC network can help us inspire change in each other by sharing ideas, best practices, and creative solutions to the challenges we all face. We can highlight and celebrate each other's success as we tackle those challenges.

Rear Admiral Metruck serves as the Assistant Commandant for Resources and Chief Financial Officer for the U.S. Coast Guard. In this capacity, he is responsible for all Coast Guard financial management and
resource activities including planning, programming, budgeting, and execution of the service's appropriations. Rear Admiral Metruck was promoted to flag rank in July 2011.
After an initial tour afloat aboard Coast Guard Cutter DURABLE, Rear Admiral Metruck has operationally served principally in the Marine Safety, Security, and Environmental Protection mission areas, including field assignments at Coast Guard Headquarters, and Marine Safety Offices Tampa, Florida and Buffalo, New York. For three years following the attacks of 9/11, Rear Admiral Metruck served as the Commanding Officer of the Marine Safety Office in San Diego, California. He has also served in special assignments as a Congressional Fellow to Senator John F. Kerry of Massachusetts and U.S. Coast Guard Liaison to the U.S. Mission to the United Nations in New York City.
Rear Admiral Metruck is a native of Massena, New York and a 1982 graduate of the U.S. Coast Guard Academy, where he earned a Bachelor of Science degree in Ocean Engineering. He was awarded a Master's Degree in Public Administration from the Harvard University John F. Kennedy School of Government. He served as a Military Fellow at the Center for Strategic and International Studies in Washington, DC and

Fellow on the Chief of Naval Operation's Strategic Studies Group based in Newport, Rhode Island.

The Coast Guard in the 21st Century
The United States Coast Guard was established on August 4th, 1790 by Alexander Hamilton. Although the Coast Guard is the oldest continuous seagoing service in the U.S. Armed Forces and larger than some foreign navies in personnel and fleet size, it has undergone significant changes since the events on September 11th, 2001 transpired.
Some of these changes over the last ten years have included:
Joining the Department of Homeland Security (DHS) on 1 March 2003 under the Homeland Security Act and strengthening pre-existing maritime law enforcement and search & rescue coordination with other federal agencies, as demonstrated during the Hurricane Katrina response efforts;
Increasing interoperability with the DOD and foreign militaries, including deploying overseas with U.S. Army and Navy commands in support of the War on Terror;
Introducing the Integrated Deepwater System Program to replace aging fleet assets with new ships and equipment, including the National Security Cutter;
Becoming the first branch of the U.S. military to successfully pass an independent audit of the Consolidated Balance Sheet and Statement of Custodial Activity on 15 November 2011;
Undergoing a full-scope audit of all financial records during Fiscal Year 2012.
Coast Guard capabilities have significantly advanced over the last several years, and they will continue to evolve over the coming years. The Coast Guard’s interoperability with DOD and DHS agencies, disaster response preparedness, maritime law enforcement expertise, fleet renewal and financial stewardship efforts keep the Coast Guard Always Ready – Semper Paratus to serve this great nation.

Change in CPE requirements for CDFM certification renewal
In an effort to continue to increase the value and distinction of the CDFM designation, the ASMC is adding a new requirement to the certification renewal process, effective January 1, 2012.
Two of the 80 CPEs per renewal cycle must now come from ethics training. The following details should be helpful:
The number of CPEs that must be earned each two-year renewal period will remain at 80, but must focus on ethics training;
If ethics training is already included in your professional development programs, it can be used to fulfill this new CDFM renewal requirement;
If your CDFM is up for renewal in 2012, you have until December 31, 2012 to attain the ethics training, but only need one ethics-related CPE. You will need to renew by the date on your CDFM certificate, but you can renew with 79 CPEs, attaining the one ethics CPE by December 31, 2012; and
ASMC members can use the ASMC Online Learning Center which offers two ethics-related workshops from the 2011 PDI at no charge: “Ethics Between Government and Contractors” (1.2 CPEs) and “Current Developments in Ethics” (1.4 CPEs).

PURPOSE: To recognize outstanding graduating high school seniors for their past achievement and aid them in accomplishing their career goals.
AWARDS: Each award is a gift of $1,000 to be used in attaining educational goals. Winners will be recognized by the Society at a luncheon and presentation ceremony. In past years, the Washington Chapter of ASMC has made up to ten awards. The top three award winners, if they maintain eligibility, will also receive $1,000 per year for up to three additional years and be eligible for a “signing incentive” if, following undergraduate graduation, the student is employed by DoD or USCG. The top two award winners will also be recommended to the national organization for consideration for an additional $2,000 one-time Scholarship.
ELIGIBILITY CRITERIA FOR THE AWARD: Applicants must be outstanding graduating high school seniors who intend to continue their education. They must be entering a field of study related to financial operations; e.g., business administration, economics, public administration, operations research, accounting, finance or other related field. Items that will be considered in the evaluation process are: scholastic achievements, extracurricular activities and leadership roles in those activities, and career goals. Students selected as recipients of our award who are also awarded full scholarships by the institution they decide to attend will be recognized for their outstanding achievement, but will no longer be eligible to receive the scholarship portion of the award. Parental or guardian membership in ASMC is not required.
APPLICATION PROCEDURES: Applications will be accepted from students attending Virginia, Maryland or Washington, D.C. high schools. Any number of qualified students may apply from one school. Applications postmarked after the deadline will not be considered and will not be returned. The attached ASMC application form must be completed and submitted with; (1) three letters of recommendation, (2) an official transcript, and (3) a copy of the Scholastic Aptitude Test (SAT) scores. No applications will be returned. Only award recipients will be notified.
CEREMONIES AND PUBLICITY: Winning students will be notified in April 2012 and recognized by the Washington Chapter of ASMC at a luncheon meeting in June or July. The awards presentation will be publicized at luncheon meetings, in newsletters, and in the “Armed Forces Comptroller.” A check will be mailed to the educational institution designated by each of the winning students in August 2012.
