IEPA Grant Plants Trees in Centerpoint Preserve

In May of 2012, 4 trees were planted along the east side ofAddison Creek in Centerpoint Preserve. Two Skyline HoneyLocust and two Greenspire Lindens were planted using a grantfrom the Illinois Environmental Protection Agency andadministered by the West Central Municipal Conference. Thetrees will assist in preventing stream bank erosion. They alsoprovide shade in the water which will encourage aquatic life.Trees also provide a habitat for migratory and native birdspecies and butterfly and insect populations which will supplyfood for the birds.

The City of Northlake received a grant to developa new comprehensive plan to update/replace theprevious comprehensive plan which was done in1994. Although many of the recommendations madein the 1994 Plan have been implemented, the passageof time mandates that we once again look to wherewe have been and where we are going. The grantopportunity to develop this new plan was very timely.

The new comprehensive plan will serve as a guidefor decisions relating to community developmentissues affecting land use, transportation,infrastructure and capital improvements throughoutour community.

The first part of the plan, an “Existing ConditionsReport,” is in draft form, almost ready forpublication. This report is a listing of conditions,both positive and negative, which are existing inNorthlake today. The comprehensive plan will drawupon this report.

Besides noting Northlake’s excellent location fortransportation, other items that were noted were:

- Industrial properties account for nearly half (48%)of all property value in the City of Northlake.

- Northlake has extraordinary low rates of vacancyin its commercial real estate profile, withindustrial at .07 percent and retail at 1.2 percentand office space at .9% vacancy rates.

- Northlake generates substantially more revenuefrom retail sales on a per capita basis comparedto the rest of Cook County and the region.

- Northlake contains nearly one-fifth of allindustrial space within its near Northwestsubmarket.

- Northlake has less housing vacancy (6.8%),93.2% occupied, than either the county or region.

- Northlake has significantly higher ownership ratesthan the county or region within 71.4% of unitsowner occupied compared to 58.2% for thecounty and 65.5% for the Chicago region.

- Northlake’s housing stock is aging, with mosthomes built during the 1950’s.

- Foreclosure rates are increasing in Northlake.- Northlake has lost jobs, reflecting the regional and

national trends, but still retains an above averagenumber jobs when compared to the region with1.7 private sector jobs per household inNorthlake compared to just over one for both thecounty and region.

- Northlake’s average household income is $52,516per year, slightly less than the average householdin Cook County, $53,942.

- More than70% of Northlake’s population is underage 50, with a median age of 36.

The existing conditions reported is a snapshot ofwhere our community stands today. When completed,the comprehensive plan will help guide us to wherewe want to be tomorrow.

On another note, the cooler days of autumn areupon us. Let’s get out there and enjoy them while wecan.

Pace Launches QRCode and Text Optionsfor Real TimeInformation

Riders may havenoticed somethingnew in Pace busshelters - QuickResponse (QR)codes for real-timeinformation. Whenscanned with asmart phone, thesecodes lead to aweb page with thenext real-time busarrival and thescheduled times fortwo subsequent buses. The QR codes are onlyaccessible to those with smart phones and onlywhen scanned with an application (app) that canbe downloaded, typically for free.

For riders without smart phones who want toreceive the same information, text messageautomated responses will be available later thisyear. Riders will text a 5-digit code specific to theirbus stop location and receive a response with thenext real-time bus arrival and the scheduled timesfor two subsequent buses. Another way to receivetexts about a specific route is to sign up for textalerts about service changes at PaceBus.com. Whilethere is no charge to sign up for wireless updates,your wireless service provider may charge permessage. Check with your provider for details onadditional costs.

Autumn Fest (All Ages) – The first 1,000 children will get to pick a pumpkin from thepumpkin patch and receive a gift bag! Tickets for food, rides and activities will be for saleon the day of the event! Bring non perishable food items to donate to local food shelters!Activities will include a trackless train, inflatables, pony rides and a petting zoo, facepainting, games and crafts! Preschool (Ages 3-5) – We are excited to announce that we will be opening up a Northlakelocation for our Fall 2012 school year at Kahl Park! We currently have two preschoolslocated in Melrose Park. Registration for our Fall 2012 school year begins in February2012!

Our preschool program offers the ideal environment for you and your preschooler.Imagine your child being inspired daily by dedicated teachers, meeting new friends,singing, dancing, creating art, and much more!

Early Childhood

Little Bear Big Bear (Ages 12-30 months with one Adult) – Toddlers and theirparent/caregiver will enjoy playing together through finger plays, songs stories, andgames. Classes will be held on Thursdays September 20th & 27th, October 4th& 11th,from 1-2 pm at Kahl Park, 255 Palmer in Northlake. The fee for this class is $20 InDistrict, $25 Out of District. Cooking Kids (Ages 5-8, this is a drop off class) – September is the perfect time to cookwith apples. Be sure to inform your instructor if your child has any food allergies. Music Munchkins (Ages 3-5, this is a drop off class) – Experience the joys of music inthis basic class. Pee Wee Playtime (12 months – 5 years old with an adult) – Come and play on our softplay equipment. There will be balls, hoops, cones, an ABC floor puzzle and more to add toyour play experience. This class will be held on Tuesdays starting September 4 (Noprogram December 25 or January 1) and runs until May 7, 2013 from 10:30 – 11:30 a.m.or 1:30 – 2:30 p.m.at the Grant Recreation Center Gym. Applicious (Ages 3-5 drop -off class) – This class is all about apples. It will be a funpacked hour and a half of eating, baking, and learning about apples. Xtreme Trampoline (11-15) – Xtreme Trampolines is large warehouse filled withcommercial grade trampolines. This trip will take place on Friday, September 21st, from6:30-9:30pm. Pre-registration is required and the deadline for registration is September18th. Each participant must have a waiver completed and signed by parent/guardian. Thefee for this trip is $20 per person. Teen CenterThe Trumbull Teen Center is re-opening its’ doors for the Fall 2012 school year and we arerevamping our programming! The Teen Center will be hosting different activities every daywe are open. Monday is Sports Day, Wednesday is Volunteer Club, & Friday isGaming/Movie Day. Adults

Dog Obedience ClassesVeterans Park District offers Dog Obedience classes throughout the year. New classesstart on October 20th include American Kennel Club Canine Good Citizen, Puppy STAR,and Agility/Rally-O Intro. Classes are held on Saturday mornings/afternoons at BulgerPark. Fall Co-ed Volleyball League (Ages 18 and up) – At least 3 females must be on the floor atall times. Our regular season will be followed by a single elimination playoff tournament.Monetary awards will be awarded to 1st and 2nd place teams in both the regular seasonand playoffs. All league games will be played on Wednesday nights at the Grant ParkRecreation Center. League will be utilizing in house rules. League packets can bedownloaded from our athletic website at www.quickscores.com/vpd. The captains meetingwill be held at 7pm on September 26th at The Grant Park Recreation Center. Fitness

Grant Park Zumba (Ages 16 and up) – No dance experience is necessary and all fitnesslevels are welcome. Ditch the workout and join the ZUMBA party! Please bring your waterbottle, sweat towel and exercise or Yoga (sticky) mat (if you have one) for the cool downportion of the class. This class will be held on Thursdays from September 13 – October18 from 6-7pm at Grant Park Recreation Center, 44 W Golfview Dr., Northlake, $45 InDistrict, $50 Out of District.

Pilates/Yoga Fusion (Ages 16 and up) – Pi-Yo provides a dynamic and refreshing blend ofyoga poses with Pilates mat exercises, tightening our mid-section while increasingbalance, flexibility and total body strength. Mats are provided or you may bring your own.This class will be held on Thursdays from September 13 – October 18 from 7:30-8:30pmat Kahl Park, 255 Palmer, Northlake, IL 60164. Aquatics

American Red Cross Learn to Swim Program (Ages 6 and older) – Six progressive levelshelp swimmers of varying ages and abilities develop their water safety, survival, and swimskills. This class will be held on Tuesdays and Thursdays, September 4th to September27th, from 6-7p.m. or 7-8pm. The class will be held at East Leyden High School 3400Rose Street, Franklin Park and the fee is$50 In District, $55 Out of District. For moreinformation please call (708) 343-5270.

Diaper Dippers (Ages 6 months to 3 yrs. old) – Parents and children learn together toincrease children’s comfort in the water. Build a foundation of basic aquatic and watersafety skills such as feeling of security in the water, as well as aquatic adjustments andswimming readiness skills. This is NOT a swim lessons program. This class will be heldon Mondays, September 10th, 17th, 24th, October 1st , from 7-8pm. This class will beheld at East Leyden High School and the fee is $40 per session. Swimming Safety (Ages 3, 4, and 5) – Children participate without a parent in the water.One lifeguard will be responsible for one child. This class will be held on Wednesdays,September 10th, 17th, 24th, October 1st, from 7-8pm. This calls will be held at EastLeyden High School and the fee is $40 per session. A birth certificate is required at the

Aqua Zumba (Ages 16 and older) – Heat up the pool party! Jump into the Latin inspired,easy to follow, calorie burning dance fitness party that makes working out a splash. Thisclass will be held on Wednesdays, September 5th, 12th, 19th, 26th, October 3rd, 10th,from 7-8pm at East Leyden High School. The fee for this class is $50 In District, $60 Outof District. Adult Swimming Lessons (Ages 18 and older) – These classes are 45 minutes of lessonsand 15 minutes of free swim, taught by American Red Cross certified water safetyinstructors. Special Recreation

Veterans Park District, in cooperation with the village of River Grove, provides year-roundrecreation and leisure activities for individuals of all ages with special needs. Our goal is toprovide opportunities for new experiences, socialization and quality programming. Youthand preschool programs are inclusion programs that are open to children with or withoutspecial needs. Teen and adult programs are set up to accommodate individuals withspecial needs.

NEW EARLY CHILDHOOD SPECIAL RECREATION PROGRAMS!!!!!

Tiny Town (3-10) – Tired of being cooped up but don’t want to play outside? Get ready torun, jump, laugh and play? Join the Veterans Park District for an open play time! All of theequipment will be set up and designed as a soft play area. This class will be held onSaturdays, September 15 & 29, for ages 3-6 class will run from 9:30-10:30am and forages 7-10 class will be from 10:45-11:45am. This class will be held at Kahl Park inNorthlake and the fee is $4 for a single drop in or $20 for 6 drop in classes. For moreinformation please call (708) 343-5270

Art Class (8 & Up) – The Veterans Park District would like to welcome Art Therapist,Heather Donovan into our special recreation department! This class can be taken bybeginners or experienced individuals. Heather will use her years of experience toindividualize the class to everyone's needs! This class will be held on Saturdays,September 8, 22, October 6, & 20. For 8-12 year olds class will be from 10-11am, 13017year olds class will be from 11am-12pm and for 17 & older class will be from 12-1pm.Classes will be held at Kahl Park in Northlake and the fee for this class is $24 in district or$26 Out of district. Saturday Club (18& up) – Come join your friends for a wonderful social experience. Wewill be doing different activities, anything from cooking to watching movies and crafts too!This class will be held on September 8th & 22nd from 10am-2pm at Trumbull Park inRiver Grove. Gym Rats (Ages 13 & Up) – Break a sweat at the Cimbalo Fitness Center every Mondaynight. This program promotes physical fitness and independence. This class will be heldon Mondays, September 3 – October 29, from 6-7:15pm, Bus pick up (between 5-6pm) isavailable for in district residents for $12. Breakfast Club (18&Up) – We will be heading out to breakfast joints and sampling theirarray of breakfast goodies. Each participant will need to bring their own money forbreakfast. Transportation is the only cost. This class will be held on Wednesdays,September 5th, October 3, November 7, & December 5. Bus pick up will be between 9amand 10am for in district residents only or participants can be dropped off at Grant ParkRecreation Center in Northlake by 9am. Dinner and Movie (14-22) – Join your friends and the VPD staff for dinner and a movie.Each time we meet we will make dinner and watch a movie at Trumbull Park. We willtransport from West Leyden High School. Pick up will be at Trumbull at 8pm. This classwill be held on Wednesdays, September 26, October 24, & November 28, at 6pm. We willpick up participants from West Leyden High school and bus them to Trumbull Park inRiver Grove. The fee for this class is $12 In district or $15 out of district. Especially for Seniors

Birthday Bingo (Adult/Senior ages 21-99) – This is a celebration of Birthdays because if itis your birthday this month this program is free. New law protects families ofchildren with autism

“No parent should ever have to choose between continuing achild’s medical treatment and paying the bills.”

Springfield, IL- Families of people diagnosed with autism are facing apotential crisis: the loss of insurance coverage. The American PsychiatricAssociation is considering changing the definition of autism spectrumdisorder, and the new definition could potentially disqualify many Illinoisfamilies, forcing them to choose between giving up medically necessarytreatments or spending thousands and thousands of dollars.

“No parent should ever have to choose between continuing a child’smedical treatment and paying the bills,” Harmon said. “Children who havealways been considered ‘autistic’ and who are already receiving medicaltreatment shouldn’t lose their insurance because of a definition change.”

Harmon’s solution to the problem, Senate bill 679 is now state law. Itbecomes effective January 1, 2013.

“Under this plan, anyone who has been diagnosed with autism will be ableto keep their coverage,” Harmon said. “If the diagnostic definition changes,then doctor will use the new definition to make new diagnoses.”

“Insurance coverage for a large percentage of children diagnosed withautism could be jeopardized if the proposed changes to the diagnostic criteriaare implemented, which is causing many families a great deal of distress,”said Laura Cellini, a parent advocate who worked with Senator Harmon onthe legislation. “Parents are very grateful for Senator Harmon’s efforts toensure their children will not lose insurance coverage for the medicallynecessary treatments that are helping their children.”

West Nile Virus AlertThe count of the West Nile carrying mosquito is

very high. West Nile Virus (WNV) emerged in theUnited States in the New York metropolitan areain the fall of 1999. Since then, the virus, which canbe transmitted to humans by the bite of an infectedmosquito, has quickly spread across the country.Mild cases of West Nile infections may cause aslight fever or headache. More severe infections aremarked by a rapid onset of a high fever with headand body aches, disorientation, tremors,convulsions and, in the most severe cases, paralysisor death. Usually symptoms occur from three to 14days after the bite of an infected mosquito. Personsat the highest risk for serious illness are those 50years of age or older. No specific treatment orvaccine for WNV exists. In severe cases,hospitalization may be necessary.

Leyden Township provides mosquito abatementfor the entire township. The mosquito abatementprogram includes mapping of large standing water,larvecide treatment in catch basins and mappedstanding water and adulticide spraying.

You can help! Don’t allow mosquitoes to breed.

Please look around your property for standingwater. Empty wading pools should be stored upsidedown; however, water can collect in the rims ofwading pools. Clean gutters and keep grass andweed cut short, secure covers on boats. Eliminatetires, cans, buckets, bottles and anything else thatcan hold water. Water that is allowed to stagnatefor three or four days becomes a breeding groundfor mosquitoes. Remember, if it holds water, itbreeds mosquitoes.

When outdoors between dusk and dawn, coverskin with lightly colored, loose fitting clothing anduse mosquito repellent with DEET, picaridin or oilof lemon eucalyptus. Always follow the directionson the label.

Mosquito pools in 48 communities that span allregions of suburban Cook County have testedpositive for West Nile Virus. Residents are asked tocall (708) 633-8025 to report a dead birds such asblue jay, crow or robin so it can be picked up andtested for WNV.

For the first time in a presidential election,Illinois voters can vote by mail whenever they wantwith no excuse at all. It’s easy. Voters candownload a mail ballot application online,complete it, sign it and mail it.

The County will begin mailing ballots aroundSeptember 27. Ballots should arrive a week or soafter an application is mailed. Voting by mail isconvenient and ensures that no last minute snafusinterfere with voting. Registered voters should visitcookcountyclerk.com for applications and to trackthe status of their ballots.

The grace period granted to voters who missedthe registration deadline, but who still wish to votein the election, was extended this year to stretch allthe way to the Saturday before Election Day.Voters who wish to register or update theirregistration during grace period, are required tovote at that time. This convenience will be offereddowntown at 69 W. Washington Street and may beoffered elsewhere in Cook County. Severe storms recently left 7” of rain inNorthlake in a 5 hour period. As a result manyhomeowners had extensive damage to theirproperty. Scam artists are often quick to takeadvantage of people when a natural disasterhappens. These “storm chaser” businesses mayinclude roofers, contractors, landscapers, sidingcontractors, tree service companies, windowcontractors and even auto body repair companies.

If anyone comes to your door offering to beginwork on damage, take their information and tellthem that you will follow up if you are interestedin using them for repairs. The Better BusinessBureau advises consumers to use precaution inselecting contractors. They offer the followingtips:

• When approached by a contractor, ask forproof of licensing and bonding.

• Try to get at least three quotes fromcontractors and insist payments be made tothe company, not to any individual.

• Do not pay for the job in advance. Be wary ofany contractors that demand full payment upfront.

• Do not hire people who show up at your door

Uses for MulchThere may be different types of mulch, but they

all perform at least three basic functions: theyreduce soil water losses, suppress weeds andprotect against temperature extremes. In severalstudies, soil moisture percentages in areas thatreceived mulch were twice as high, thetemperatures of the soil were 8 to 13 degrees lessand the amount of time required to remove weedswas reduced by two thirds.

It can be used as ground covering in a flowergarden to prevent weeds. It protects the roots andbark of the trees when put around a tree base, andit can also be decorative, covering areas that maynot grow anything because of shade.

Drive Carefully: Be Aware of Childrenand Activity

As the school year has already begun, parents,pedestrians and motorists need to be aware ofchildren’s activities. Children will be walking andbiking along our city streets on their way to andfrom school. School buses will be picking up anddropping off children. Motorists are encouraged to

drive carefully and be alert to the presence of littleones crossing streets, waiting for school buses orriding bikes.

Parents are encouraged to be patient during thetime frame surrounding the drop off and pick upprocedures. Please obey “No parking” signs. Theywere put there for children’s safety. Do not blockcross walks, and pick up children in designatedareas only.

When approaching a stopped school bus fromany direction, motorists must come to a completestop and remain stopped until the bus’s stop armhas been withdrawn, the flashing red stoplights areturned off and the bus has moved on. Drivers onstreets separated by a median are not required tostop for a school bus on the opposite side of themedian. Motorists who violate this law are givetickets, which may result in a fine of $150 and a3-month suspension of your driver’s license. Asecond violation may result in a $500 fine and a 5-year suspension of your license. Also rememberthat the speed limit is 20 miles an hour Mondaythrough Friday during school hours when childrenare present.

Parents are encouraged to supervise youngchildren and to teach them to follow safety rulessuch as crossing only at crosswalks, obeying trafficsigns and lights and following the instructions ofcrossing guards and safety patrol members.Children who ride bikes should always wear ahelmet, ride in a straight line on the right side andstop at stop signs, stop lights and intersections.

Let’s be careful out there and give our childrenevery chance to have a safe and happy school year.

Murray, Beverly Anne, nee Wegmann, age 74, passed away Saturday,Aug. 18, 2012 at Edward Hospital in Naperville, late of Plainfield, formerlyof Northlake, loving mother of Howard (Angela) Murray, James Murray,David (Kathleen) Murray, Rebecca (James Walton) Murray and Thomas(Donna McEldowney) Murray; cherished grandmother of Daniel, Kyle,Kayla, Samantha, Brenna, Matthew, Erin, Jack, Grace, Matthew,Christian and Amanda; aunt of numerous nieces and nephews. Precededin death by her husband Howard Murray, parents Albert and BeulahWegmann, brothers James and Anthony Wegmann and a sister DoloresMatheny. Visitation was held at Anderson Memorial Chapel, inRomeoville. Interment was at Queen of heaven Cemetery in Hillside.
