Superintendent
Emergency Notifications
We have some changes this year regarding emergency
notifications. As always school delays and cancellations can
be found through the usual sources. All delays and closing
information can be found on WOI Channel 5, KCCI Channel
8, WHO Channel 13 and WHO Radio on 1040 AM. In
addition, we will send an email to all parents through our
student information system if there are delays or closings for
weather. Also this year we will continue to use a service to
automatically call all parents using the contact information
provided to the school. The auto calls will go out as soon as
any decisions have been made or messages need to be sent.
Teacher Leadership
We are excited to be implementing our Teacher Leadership
program this year. MStM, along with every school district in
the state, was awarded the grant to place teachers in leadership
positions in order to improve practice and boost student
achievement. Our current focus is on teacher mentors,
curriculum, and model teachers. As we get further along with
this program, additional positions will be added and staffed
with current teachers in order to help us continually improve.
Visiting School
To enhance safety for students and staff, we have begun using
the Raptor Visitor Management System this year. Raptor is a
web-based software application that provides an effective,
efficient method for tracking visitors and managing access to
schools. Raptor replaces paper-based visitor logs, allowing
schools to produce visitor badges, to monitor volunteer hours,
and to electronically check all visitors against public
databases.
We welcome visitors to school. Our goal for these safeguards
is to keep our learning environment and school community as
secure as possible.
When visitors enter a school during school hours and desire
access beyond the front office, they will be asked to present a
valid state-issued ID. This procedure includes all visitors
coming for school activities during the hours school is in
session.
On the first visit to the school, the visitor’s ID will be scanned
into the system and checked against a database. The process is
quick and efficient. Once entry is approved, Raptor will
produce a badge that identifies the visitor, the date and the
purpose of the visit.
The system maintains a record of visitors who have IDs
scanned into the system. On subsequent visits, visitors will
provide their ID, but it will not be necessary for school staff to
scan it. Staff will log them into the system and produce a
visitor’s badge. Upon leaving the building visitors will check
out at the front office; staff will do this electronically for the
visitors.
It is important to note that the Raptor system only scans the
visitor’s name, date of birth and photo for comparison with a
national database of registered sex offenders. It does not
gather any additional visitor data from the driver’s license nor
is the system connected to any other system such as the
Department of Motor Vehicles.
If a visitor does not have identification, administrators have
the discretion to allow the visitor access to the building, but
the visitor may be escorted by a school staff member.
A visitor’s badge will not be necessary for those who visit our
school and remain in the office or to simply drop off items.

Secondary Principal
“Isn’t it nice to think that tomorrow is a new day with no mistakes in it yet?”

Everyone makes mistakes; it is an inevitable and essential part
of life. What makes it essential – at least from my perspective
– is that it is the foundation of true learning. Learning from
experience only happens when one takes the time to reflect on
and think about one’s choices and their consequences. For
example, in retrospect, I should have started writing this
newsletter article a lot earlier than I did. Because of my choice
to wait on writing this, I am now having a negative impact on
others who are waiting for my article in order to put the
newsletter to print. For future newsletter articles, I now know
the importance of writing them sooner rather than later so as to
prevent a) putting others in a bad spot by having to wait for
me; and b) put myself in a bad spot by having to rush the
newsletter writing process.
What makes this whole notion of making mistakes so difficult
to comprehend is we don’t know something is a mistake until
it is too late. We like to think we can prevent certain mistakes
and bad choices, yet it is only after we start to experience the
unpleasant parts of our choices that we recognize they were
not the right choices. Additionally, it is impossible to truly
determine the short- and long-term impacts of any single
choice or decision. Now that we are a few weeks into the new
school year, taking the time to look back at the previous year
is an important part of being able to move forward and learn
from our experiences. It can be as simple as answering these
questions:
1) What did I enjoy the most about last school year?
What can I do this year to keep that going?
2) What did I enjoy the least about last school year?
What can I do to prevent that from happening again
this year?
This is not about dwelling on the past or looking for every
little fault or faltering decision. It is more about improving
one’s overall quality of life and capitalizing on those aspects
that bring us joy while minimizing the negative ones. We can’t
always be ready for all of the decisions one has to make over
the course of a year, and we have to be willing to accept the
reality of our mistakes. For my part as principal, there are
aspects of last year that gave me reason to reflect on and
reexamine some decisions. There are some decisions I should
have made sooner, and others that should have been made
later. That being said, upon some focused reflection and
conversations with others, I can confidently say I have learned
a great deal from my experiences that will aid in future
decision-making.
If we look at Montgomery’s quote again, it is important to see
the inherent optimism in thinking about ―tomorrow.‖ For us
MStM Blue Devils, we can take it to be a reference to this new
school year. It is a challenge to us to see the importance of and
need for a new start today while remembering the lessons of
yesterday. Should we accept this challenge at its fullest, we
can and we will make this the best school year to date.
New Secondary Staff
I am pleased to welcome Mr. John Hansen to the high school
teaching staff as a part-time mathematics instructor. His
teaching assignment includes Algebra I and Consumer Math.
Mr. Hansen retired from the Indianola School District at the
end of the 2014-2015 school year and has been a reliable
substitute for MStM during the 2015-2016 school year. His
many years of experience teaching a wide variety of
mathematics with a focus on student learning will be an asset
to our math department and the District as a whole.

Elementary Principal
Welcome to a new school year! We have so many exciting
things to celebrate as we begin another year at MStM. Our
students are enjoying a brand new playground, for one! We
will be completing phase two of the playground project next
summer with a bank of new swings. Needless to say, we have
happy students!
Teachers were back in the building officially on August 17th
.
With the adoption of new literacy materials, we spent a day in
training learning about ―Journeys‖ and all of the wonderful
resources available for use in the classroom. An addition to
elementary classroom time this year will be a ―Writer’s
Workshop‖ and additional work on handwriting. This is very
exciting for all, but a tremendous amount of work! Taking on
anything new creates a bit of a learning curve. You can count
on our teachers to embrace the ―new‖ and encourage their
students to be their very best! Look for news from the
classroom teachers regarding Journeys and the online
connections as well.
Have you heard from your children about MStM SWAG??
SWAG stands for STAY Safe, WORK Hard, ACT
Responsibly, and GIVE Respect. During the first two days of
school, the students had lessons in five common areas of the
school, where they learned how to show their ―SWAG.‖ The
students will be acknowledged for great behavior and can earn
privileges in the classroom, using this new behavior system.
A team of teachers was trained in Positive Behavioral
Interventions and Supports (PBIS) last school year in
preparation for this initiative and will continue to support our
teachers and students as we work towards full implementation.

Senior Timeline
SEPTEMBER:
1. Register for fall ACT test, if you are planning to go to a
four year university in the fall of 2017.
2. Make sure you meet the admissions requirements of the
colleges that you are interested in. Change your schedule in
the counseling office if you need to take extra courses.
3. Double check college admissions deadlines.
4. Start the process of getting recommendation letters from
teachers and/or people who know you.
5. Search for scholarships online and review the scholarship
notebook.
6. If planning on playing sports in college, be sure you register
ASAP with the NCAA Clearinghouse at
www.ncaaclearinghouse.net.
OCTOBER:
1. Make final decisions on possible colleges.
2. Complete college applications, paying close attention to
early admission deadlines.
3. Request teacher and/or counselor recommendations if
needed.
4. Request transcripts from the counseling office as needed.
5. Attend college sponsored campus visit programs.
6. Search for scholarships online and through the scholarship
notebook.
6. Be aware of admissions deadlines, housing deadlines,
scholarship deadlines, etc.
7. Take ACT or ACT tests. Make sure that the official scores
are sent by the testing company to the colleges or universities
that have made your final list of schools.
8. Register with the Selective Service if you are a male and 18
years old.
Junior Year Responsibilities

7. Register with NCAA Clearinghouse if you plan on being a
college athlete for Division I or II schools. Registration can be

A memorial has been placed at the base of the flagpole in front
of the school in honor of Cory Fast who passed away on May
23, 2016. Cory had a great love for the school that went far
beyond his job duties and will be missed by his MStM family.

MINUTES OF BOARD MEETING JULY 11, 2016
The Board of Directors of the Martensdale-St. Marys Community School District met in regular session, pursuant to law on July 11,
2016.
Members Present: President, Nicole Bunch; Ralph DiCesare, Dawn Reeves and John Ralls together with Superintendent Tom Wood;
Principal, Josh Moser; Principal, Beth Happe; Maintenance Director, Wade Gibson and Business Manager, Jill Gavin.

Mrs. Bunch called meeting to order at 4:00 p.m. and welcomed all guests.

Congratulations to Mr. Klemesrud and his wife of the new arrival of their baby girl, Olivia Grace!
Mr. Moser congratulated the MStM Softball team for advancing to the finals of Regionals. They play tonight to go to State. Good
Luck! The MStM Baseball team will begin their first round of Regionals tomorrow night. Both teams are continuing to excel and
meet expectations.
Mr. Moser recognized Mr. Bixby for offering renewal credit for the teachers over the summer. He commended his effort and the
continued learning of the teachers who are taking this opportunity over the summer months. Seven teachers enrolled for credit.
Ms. Happe recognized several teachers who requested recommendations to pursue graduate school. It is great to pursue more
education which helps us all grow as we all learn from each other.

V. Old Business
A. Presentations
1) Facilities Report Mr. Gibson
We will be providing a tour of the building at the August board meeting to see all the improvements that have been made over the
summer. Almost all the classrooms are completed. The new lockers will be arriving soon.
2) Principal’s Report Ms. Happe
Ms. Happe updated the board on the playground project. The concrete has been poured and the tile will be installed this week. Most
of the materials for the new Journeys curriculum are now here. Many of the teachers have already been in the building to grab their
materials to spend time going over them over the summer. The Positive Behavioral Interventions and Supports (PBIS) team continues
to work over the summer to prepare for the new school year.
3) Principal’s Report Mr. Moser
Mr. Moser informed the board that summer school was completed on July 1st. The students were very productive and 25 courses were
made up during summer school. He discussed the book study that seven teachers have voluntary completed for license credit. The
book covers why today’s youth is more assertive and more miserable than ever before. It provides insight in the world of the modern
teenager. Mr. Moser is still searching for a 7-12 Math teacher. He has had two failed searches as they were not able to pass the
reference calls. He is planning on revising the ad to state that the individual would be willing to obtain a math license. Math is a
shortage area.
4) Superintendent’s Report Supt. Wood
The 2016 Legislature passed SF 2170, which changes the Notice to Bidders process in Iowa Code Section 26.3 for informing potential
bidders of your intent to solicit competitive bids for a public improvement project such as a new facility. Under the new law, effective
July 1, 2016, there is no longer a requirement to publish a Notice to Bidders in a local newspaper. Instead, the Notice to Bidders must
be posted in three online sources which meet specific criteria. IASB has partnered with Master Builders of Iowa to make this new
process easy—and free—for members. Master Builders is providing the way to meet the first two required postings. IASB offers the
third option, or we can post on our own website.

Mr. Ralls motioned to approve the appointment of Jill Gavin as Board Secretary and Business Manager for the 2016-2017 school year,
seconded by Reeves. Roll call: 4 ayes.

Mrs. Bunch administered the oath of office to Jill Gavin.
C. Designate Official Depositories and Signature of Checks Supt. Wood
Mrs. Reeves motioned to approve City State Bank in Martensdale and Norwalk as our official depository for up to $1,000,000 for the
2016-2017 school year and the signatures on checks of Mr. Wood and Mrs. Gavin on the Activity and Hot Lunch Funds, seconded by
Mr. DiCesare. Roll call: 4 ayes.
D. Discuss/Approve Transfer of LOSST Funds Supt. Wood
Mr. DiCesare motioned to approve the transfer of LOSST funds monthly in accordance with the 2009 Revenue Bond issue, seconded
by Mr. Ralls. Roll call: 4 ayes.
E. Discuss/Approve Resolution Authorizing Inter Funds Loans Supt. Wood
Mrs. Reeves motioned to approve the resolution authorizing and directing the Board Treasurer and Chief Financial Officer to process
inter fund loans between the General Fund, Activity Fund, Management Fund, PPEL fund, Capital Projects Funds, Nutrition Fund,
Trust Fund, and or Agency Fund not to exceed 35 days in duration, with all loans to bear interest at the rate established by Iowa Code
section 74A.6(2) per annum, for the fiscal year July 1, 2016-June 30, 2017, seconded by Mr. Ralls Roll call: 4 ayes.
F. Discuss/Approve 2nd
Reading Policies 202.5, 704.6, 906 Supt. Wood
Mr. Wood recommended tabling policies 202.5 regarding student school board representatives and policy 906 regarding unmanned
aircrafts and drones. Mr. DiCesare motioned to approve Policy 704.6 regarding Online Fundraising Campaigns, seconded by Mrs.
Reeves. Roll call: 4 ayes.
G. Approve Engagement Agreement with Ahlers Cooney Supt. Wood
Mrs. Reeves motioned to approve Ahlers & Cooney as Bond Counsel for the proposed issuance of the bonds, seconded by Mr. Ralls.
Roll call: 4 ayes.
H. Consider Financing Proposals for Revenue Bond Supt. Wood
Mr. Matt Gillaspie, Senior Vice President of Piper Jaffray & Co. presented to the Board the bid details that were received for our 2009
Sales Tax Bond. Piper Jaffray reviewed the bids and calculated the most favorable bid and compared structuring options to refinance
our current 2009 Sales Tax Bond. Mr. Gillaspie distributed the summary and analysis to the Board. All final transactions and legal
documents will be approved at a special board meeting on July 26, 2016 at noon by conference call. The district received an interest
rate of 1.98% with a savings of almost $261,650 to the taxpayers of the district. This savings will help the district to determine future
purchases like school buses.
I. Approve Resolution Directing Sale for Revenue Bond Supt. Wood
Mr. DiCesare motioned to approve the resolution directing the sale of $3,020,000 school infrastructure sales, services and use tax
revenue refunding bonds, Series 2016, seconded by Mrs. Reeves. Ayes: Ralph DiCesare, Dawn Reeves, John Ralls, Nicole Bunch.
Nays: None.
J. Approve Engagement Letter with Piper Jaffray for Bond Issuance Supt. Wood
Mr. DiCesare motioned to approve the engagement letter with Piper Jaffray for Bond Issuance, seconded by Mrs. Reeves. Roll call: 4
ayes.
K. Approve August Board Meeting Date and Time Supt. Wood
Due to scheduling conflicts and to determine the public hearing for the Instruction Support Levy, the board agreed to move the August
board meeting to August 17, 2016 at 4:00 p.m.
L. Approve Resolution of Intent to Participate in Instructional Support Levy Supt. Wood
The district’s Instruction al Support levy will expire at the end of fiscal year 2017. The Board of Directors of the Martensdale St.
Marys Community School District in the County of Warren, State of Iowa, does hereby resolve to participate in the Instructional
Support Program for a period of five (5) years, to levy annually, as determined by the Board, an instructional support property tax
upon the taxable property within the District, commencing with the levy of property taxes for collection in the fiscal year beginning
July 1, 2017, and an instructional support income surtax imposed annually for each budget year, the percent of income surtax (not to
exceed twenty percent (20%)), to be imposed upon the state individual income tax of each individual income taxpayer resident in the
District on December 31, 2017, and each year thereafter.
The funds thus collected, when combined with Instructional Support State Aid shall not exceed ten percent (10%) of the regular
program district cost, including the budget adjustment pursuant to Iowa Code §257.14 for any budget year. Instructional Support
Program funds may be used for any general fund purpose.
Mr. DiCesare motioned to approve the Resolution of Intent to participate in the Instructional Support Levy for the next five years,
seconded by Mrs. Reeves. Roll call: 4 ayes
M. Approve Notice of Public Hearing for Instructional Support Levy Supt. Wood
A public hearing on the question of the Martensdale-St. Marys Community School District's participation in the Instructional Support
Program is hereby set for August 17, 2016 at 4:00 o'clock p.m. in the Martensdale-St. Marys Superintendent’s Office and the
Secretary of the Board is hereby authorized to give notice of the time and place of the public hearing by publishing said notice in the
Indianola Record Herald, not less than ten (10) nor more than twenty (20) days before the date of the public hearing. At the public
hearing the Board will announce the date, no longer than 30 days after the hearing, on which it will take action to adopt a resolution to
participate in the Instructional Support Program. At the public hearing the following proposition, as may be modified as a result of
discussion and input, shall be considered for inclusion in the resolution to participate in the program. Mrs. Reeves motioned to
approve the notice of public hearing for the Instructional Support Levy for the August 17, 2016 board meeting, seconded by Mr. Ralls.

N. Discuss/Approve Preschool Handbook 2016-2017 Supt. Wood
Discussion was made in regards to Standard 3 of the handbook. Mrs. Reeves motioned to approve the Preschool Handbook for 2016-
2017, seconded by Mr. DiCesare. Roll call: 4 ayes.
O. Discuss/Approve Elementary Handbook 2016-2017 Supt. Wood
Ms. Happe reviewed the revisions to the Elementary Handbook. Character Counts will now be PBIS. The handbook covers the same
behaviors just different language. The entire staff will be learning and implementing the new PBIS process. Discussion was made
about allowing students to wear coats in classroom. Mrs. Reeves motioned to approve the Elementary Handbook for 2016-2017,
seconded by Mr. DiCesare. Roll call. Ayes: Mr. DiCesare, Mrs. Reeves, Mrs. Bunch. Nays: Mr. Ralls.
P. Discuss/Approve Elementary Staff Handbook 2016-2017 Supt. Wood
Ms. Happe reviewed the Elementary Staff Handbook. No major changes but staff names and adding the PBIS information. The
handbook is a reflection of the Master Contract. Mrs. Reeves motioned to approve the Elementary Staff Handbook for 2016-2017,
seconded by Mr. Ralls. Roll call: 4 ayes.
Q. Discuss/Approve Secondary Handbook 2016-2017 Supt. Wood
Mr. Moser reviewed the revisions made to the Secondary Student Handbook. Revisions included new language for School-to-Work,
PSEO classes, work completion and reassessment policy, junior high promotion policy, graduation requirements, credit recovery,
excusal from PE, closed campus, tardy policy, dress and appearance, locker policy and student driving policy. Revised language was
provided regarding backpacks. The new language now states, ―students are discouraged (instead of prohibited) from carrying
backpacks during the school day‖. The number and size of the backpacks have created potential hazards to the learning environment
and backpacks that are too full can cause injury and strains. The administration strongly encourages students to keep belongings in
lockers when not in use. The board was concerned about the transportation of laptops to classrooms if backpacks were not allowed,
due to the district not offering cases for them.
Discussion was made in regards to the use of cell phones during the day. The recommended language proposed that cell phones and
non-school-issued electron devices would not be permitted during the school day. It was discussed to allow them to use them during
the lunch period, during seminar or during designated times. We are currently increasing our bandwidth and the proposal to prohibit
cell phone use would free up our current bandwidth. Discussion was made that we need to focus on teaching students the appropriate
time and place of using cell phones. There is a great deal of frustration from teachers about the amount of time students are on their
devices. Some teachers allow them for curriculum purposes. The cell phone policy should be the same for teachers. The board
encouraged the enforcement of the current policy which allows teachers to prohibit cell phone use within their classrooms. Mr. Ralls
motioned to approve the secondary handbook with no changes to the cell phone policy, seconded by Mrs. Reeves. Roll call: 4 ayes.
R. Discuss/Approve Secondary Staff Handbook 2016-2017 Supt. Wood
Mr. Moser reviewed the Secondary Staff Handbook. No major changes but staff names. Language for work expectations, dress code
and enforcement of said policies regarding late work, make up work, grade reporting and the use of JMC were updated and will be
enforced. Mrs. Reeves motioned to approve the Secondary Staff Handbook for 2016-2017, seconded by Mr. DiCesare. Roll call: 4
ayes.
S. Discuss/Approve Photographer Contract for 2016-2017 Supt. Wood
Mrs. Reeves motioned to approve the Photographer Contract with Malinda Palmer for 2016-2017, seconded by Mr. Ralls. Roll call: 4

T. Discuss/Approve Personnel Recommendations Supt. Wood
Mr. DiCesare motioned to approve Ashley Woosley, Elementary Special Education teacher; Chaniese Crowe, 7-12 Science teacher;
and Diane Merhi, K-12 Art teacher, seconded by Mrs. Reeves. Roll call: 4 ayes.
U. Discuss/Approve New Desks and Chairs Room 214 Supt. Wood
Mr. Gibson updated the board about purchasing new desks and chairs for room 214. The district is in the process of updating the
furniture in the secondary classroom on an annual basis. Mr. DiCesare motioned to approve the purchase of desks and chairs with
School Specialty, seconded by Mrs. Reeves. Roll call: 4 ayes.
V. Confirm – Next Meeting Dates Supt. Wood
Due to scheduling conflicts and to determine the public hearing for the Instruction Support Levy, the board agreed to move the August
board meeting to August 17, 2016 at 4:00 p.m.
