Honoring Rich Trumka’s legacy with passage of the U.S. PRO Act

O ur union held its 44th Convention this August and there was lots to celebrate. I was glad to see so
many ironworkers together face to face again, honored to be elected to serve another term as general president and proud to see our union celebrate its 125th anniver- sary. But we dealt with an unexpected tragedy as well: the death of Richard Trumka, president of the Ameri- can Federation of Labor (AFL-CIO) and my friend and brother.
Rich came out of the Mine Workers. He led his union dur- ing the tough Pittston strike, winning a long battle with a company that was determined to crush the miners. As head of the AFL, Rich always told it like it is. He would go toe to toe with anyone to defend workers and didn’t pull any punches with his friends either when we were in the wrong. That kind of honesty is tough to find. His legacy is something we will always remember in labor.
I’ve heard many members of our union ask what the AFL-CIO is and why we belong to it. The AFL is an alliance of unions across the United States that band together to protect our rights. We have a similar coali- tion, the Canadian Labor Congress (CLC), in Canada.
With so many unions at the table, it can be hard to agree on things. Labor is a family, and like any family, sometimes it seems like all we do is argue. But when all of us do speak with one voice, nothing is more powerful. That’s only possible with the AFL to tie us together.
Sticking together as unions is more important now than ever. Rich’s passing shocked us all, but the AFL is in good hands. I sit on the AFL-CIO executive council and was proud to vote for Liz Shuler to finish the rest of Rich’s term. Liz is an IBEW organizer out of Oregon who served alongside Rich as the AFL’s secretary-trea- surer for years. She’s made history as the first woman to lead the AFL.
President Shuler is a great leader and understands where we’re coming from in the trades. She’ll serve as the voice of American labor. It’s up to us to back her up and make that voice heard.
Our path forward is clear. Rich spent the last year of his life devoted to passing the U.S. Protect- ing the Right to Organize Act (PRO Act), a powerful pro-labor bill that would strengthen unions and help us grow. Since his passing, there have been calls to rename it the “Richard L. Trumka PRO Act.” I think there’d be no better tribute to Rich’s legacy.
The PRO Act would help the Iron Workers and every other union fighting to take back the economy for work- ers like us. It would defend what we’ve gained from union busters and level the playing field for workers try- ing to bring a union to their company. It’s passed the House of Representatives and now the Senate needs to vote for it. Joe Biden will sign it if it reaches his desk.
Every union worker — whether they’re a teacher, nurse, ironworker, or what — needs to pull together to get the PRO Act passed. Every one of our unions is dif- ferent and sometimes it feels like we disagree on more than we agree on. But everyone believes in a strong labor movement we can be proud to be in. On this bill, the Richard L. Trumka PRO Act, we all need to work together to win.
As the great organizer Mother Jones said when she was helping coal miners win a union a century ago: “Pray for the dead and fight like hell for the living!”

I n northwest Indiana, a short drive from the south- ern shore of Lake Michigan, a new bridge rises above a landscape characterized in equal parts by
heavy industry and natural beauty. Dubbed the “Gate- way of Lake County,” the Cline Avenue Bridge in East Chicago, Indiana, reconnects SR 912 to Interstate 90, providing the most direct route between Chicago and Lake County, Indiana.
HISTORY The new Cline Avenue Bridge replaces its predecessor that was closed and condemned in 2009 after 26 years of service across the Indiana Harbor and Ship Canal.
Formerly, 35,000 vehicles traversed the bridge daily. After the original bridge closed, the need for a new bridge was apparent; however, government funding for the project was unavailable. Years passed and traf- fic detoured onto local streets, accelerating street wear and increasing travel times in neighboring communi- ties. The private infrastructure company, United Bridge Partners, offered to rebuild the Cline Avenue Bridge with no federal, state, or local funding — making it a privately owned toll bridge.

across the United States, meeting the needs of under- funded state and municipal governments to replace failing bridge infrastructure. United Bridge Partners acquired the land from the Indiana Department of Transportation and began construction in June 2017. In December 2020, the new Cline Avenue Bridge opened to the public, renewing a critical transportation link and providing reliable and efficient access to the region’s many attractions.
“This project offers so many benefits to the sur- rounding communities such as reducing congestion, spurring economic growth, reducing emissions, pro- viding local first responders with a more efficient
route and making Lake County more accessible,” said Terry Velligan, general manager of operations at Cline Avenue Bridge, LLC. “We are proud to bring the new Cline Avenue Bridge to life, ushering in a new era of opportunity and greater connectivity for our region.”
SPECS The new construction is a pre-cast segmental bridge standing 100 feet tall at its apex and stretching 6,236 feet across. It connects to an existing 2,400-foot steel beam bridge for an overall length of 1.7 miles. It has 28 cast- in-place concrete piers that support 685 post-tensioned single-cell box girder concrete segments between nine

to 14 feet tall, each weighing between 60 to 100 tons. They were cast indoors in a 24,600-square-foot facility constructed on-site by Ross Group ironworkers spe- cifically for that purpose. The proximity helped reduce transportation, labor and material costs with the bonus of enabling segments to be cast year-round in a con- trolled environment.
Approximately 2.6 million linear feet of PT strand went into the new Cline Avenue Bridge, along with 14,473 tons of black bar and 16,811 tons of epoxy bar.
The bridge was constructed using the balanced can- tilever method, where segments are erected beginning at the top of a pier and added at alternating ends. When two cantilevers met, the remaining gap was filled with a cast-in-place closure, then the final tendon stressing for that cantilever was performed.
TEAM EFFORT Building a bridge of this magnitude is truly a team effort, one in which ironworkers played a vital role. Before building could begin, excavation and grading were per- formed to prepare the site. Once the ground was ready, 16-inch diameter steel piles were driven to create foun- dations for the cast-in-place piers.
“The ironworker crew was a major part of building the heavy and very complex piers. With great planning and ingenuity, the flared pier caps were able to be built on the ground and hoisted into place,” shared Christine Clausen, president of Clausen Structures.
Clausen added, “I would like to recognize super- intendent Steve Bass and foreman David Bass for playing a critical role in safety, efficiency and the lift- ing/rigging design. Being involved in complex rebar and structural steel projects is Clausen’s specialty. The Cline Avenue Bridge was a complex post-tension proj- ect, and Steve, David, and the Local 395 (Hammond, Ind.) ironworkers did an excellent job completing this project. I am very proud of all their hard work and dedication.”
Ironworkers from Risch Construction were respon- sible for assembling the rebar “skeleton” cages that serve as the core of each segment. During fabrication, each rebar cage went into a mold and was rigged into place. The concrete was poured and after setting, fresh segments emerged ready to be match-cast to its adjacent segment to ensure each fit together perfectly. Every segment is unique and engineered for its precise location within the bridge, with built-in curves and angles. After initial fabrication, segments were transported to the lay-down yard on-site for storage.
“This was a bucket list project for Local 395 members; one like this doesn’t come along often in northwest Indiana,” said Ron Ware, business manager for

Local 395. “I’m proud of the job that the ironworkers did. They brought a unique skill set to safely and precisely set segments over 100 feet in the air, with some work occur- ring over a body of water. To be involved in this from the beginning to end — it’s something you can point out to your kids and say, ‘I helped build that.’”
Ware added another facet of the project that made it unique: the bridge’s use of post tensioning.
“Getting to the right PSI of segments — it’s what holds the bridge up. The balanced cantilever aspect is cool. People wonder, ‘how do you do that?’ The answer is through post tensioning and precision,” Ware said. “I look at the finished Cline Avenue Bridge and I’m proud to say, ‘ironworkers did that!’”
Multiple gangs from Hampton Ironworks were involved in setting up segments, setting up and tear- ing down the pier shoring towers, and grouting and fabrication.
“This is a project we are especially proud of. We had over 100,000 work hours invested, providing more work hours to our hall than any other contractor that year,” shared Mike Casey, estimator and superintendent at Hampton Ironworks. “Working on the Cline Avenue Bridge was a unique experience because a bridge like this has never been built in our area before, and our crew loved the opportunity to learn something new and gain the experience.”
For at least one ironworker on the job, the bridge pro- vided a family connection.
“It was an awesome experience building a bridge that connected to a bridge my father built almost 40 years ago as a first-year apprentice. I was able to have my father out the day we set the piece that connected the bridge I was involved in building to the bridge he
had built. Cline Avenue Bridge was one of those once-in-a-lifetime jobs,” said Jeremy Thompson, setting and detail general foreman at Hampton Ironworks.
OTHER BENEFITS Beyond its practical benefits, the Cline Avenue Bridge is elevating the commu- nity in other ways. As part of a revenue share agreement, 10 cents from every collected toll will be provided to the city of East Chicago, furnishing an additional revenue stream that can help benefit local residents.
As part of its company ethos, Cline Avenue Bridge, LLC believes it has a
responsibility to contribute to, rejuvenate, and improve the community in which they reside. It invests in the community by supporting neighboring nonprofit orga- nizations, job creation with local labor and materials, and building and operating its projects with the highest environmental standards.
“Our project has brought some well-deserved recog- nition to our region, highlighting the integrity, hard work and focused problem-solving of ironworkers. It is also evidence of how private investment can work with the ironworker community to build something that will instill a sense of pride in the whole commu- nity and provide lasting benefits. We are thankful for their contributions that helped bring this project to life,” said Velligan.

W e’re confident that everyone realizes trying to recruit employees right now is a challenge, to say the least, let alone finding quality employees!
What do we mean by “quality,” you ask? Someone who gets to work every day, getting there on time, and is willing to give the extra effort to get the job done right the first time. It seems like every busi- ness everywhere is faced with this monumental challenge. This is not the first time you’ve heard us say this, but there’s an organiza- tion that can help us all find these quality employees; it’s called Hel- mets to Hardhats (H to H).
Let’s talk about another H to H success story — his name is Michael Rumpel, a third-year apprentice and member of Local Union 172 in Columbus, Ohio. Brother Rumpel spent 18.5 years serving as a member of the United States Marines. When discharged, his last rank was a staff sergeant. Upon leaving the Marines, Rumpel attended the welding school at Eastland-Fairfield Career Center in Groveport, Ohio. He told us the first time he heard about H to H was during a routine visit at

the VA hospital. It was there that Brother Jeremy Gilpin, the apprentice coordinator from Local 172, got a chance to speak with him and talk about some opportunities.
We asked Rumpel why he chose the building trades as a career. “I just couldn’t see myself sitting in an office after being in the infantry for such a long time. I am a hands-on learner and love being outside,” he said. Young men and women like Rumpel bring some things with them needed by our local unions and those that employ us.
Learning discipline through the military, being punctual, having flexibility and honor are traits Rumpel believes his military experience taught him. “I took great pride in everything I did in the service and I brought that with me to being an ironworker,” he said. Rumpel added he learned to work together as a team and to be part of a cohesive unit. “Every day, we have each oth- er’s lives in our hands in the military and in ironwork,” he added. “I have my brothers’ and sisters’ backs and I know that they have mine.”
Rumpel was asked to share his thoughts on the benefits of joining the Iron Workers. He responded,
“Representation by my union, I rest easy at night know- ing that my local union leaders have my back fighting for a good living wage and safe working conditions. It also provides some stability allowing me to provide for my family.”
We asked him if he would choose the same pathway and he said, “It was a great honor to serve my country and now building my country is a dream come true.” Brother Rumpel wanted to say thank you to his sons Brandon and Brodie for keeping him going. He also wanted to thank the leadership at Local 172 and his apprentice coordinator for their leadership.
We just don’t think you can find someone with bet- ter qualities or a more positive attitude than a guy like Michael Rumpel. Recruiting new members, increasing our market share and replacing retirees are the chal- lenges each local union faces. After all, those that we hire and train today are the future of our great union. Helmets to Hardhats is not a “fix-all,” but it’s a pipeline.
