Greetings!

With the successful conclusion of the eAGM, I would like to

extend a warm welcome to all our 2020/2021 Management

and Sub-Committee members.

Here’s an update on Club matters

Financial Impact from Covid-19 • In June 2020, we reported a

$1 million deficit which resulted from the drastic reduction in regular income sources such as F&B rentals,

Jackpot, private golf tournaments, banquets and the $1 monthly subscription.

Even if the “new norm” of business operations kicks in, it will not show any drastic improvement to our

financial status in the coming months, even a year ahead. In some ways, we are comforted by the fact that

our reserves will cushion the impact and see us through in the short interim period. We hope that with the

introduction of the new policies set by the government, we will gradually resume all our businesses, and in

turn, reduce the deficit.

Covid-19 challenges • During this period and beyond, members can expect to continue to see new norms

while engaging in activities around the Club. In line with the government’s guidelines and directions,

members can look forward to resuming club tournaments as more facilities will gradually open with

Covid-19 measures in place. In keeping with the instructions from SGA & Sports SG, such activities will

exclude pre and post-event F&B dining.

Members should stay safe and comply with Covid-19 rules when reminded by the Club’s staff and avoid the

risk of club closure due to infringement of social distancing measures.

Enhanced Golf Booking System • This system is put in place to level the playing field for members in

securing a flight. Feedback from golfers on the enhanced booking system has generally been positive.

After the system opened for booking on Aug 23 at 10pm, there were still flights available at 11pm. On the

whole, members are pleased with the new rules and showed appreciation of the efforts taken to improve the

chances of play for everyone. We will be monitoring the system closely and will make adjustments as and

where necessary.

Appeal for Lease Extension • The Club President has sent a letter of appeal on this matter to the Ministry of

Law. For more details, please refer to the President’s letter dated July 9, 2020.

We understand that members are concerned and anxious for an answer. However, we are still waiting for a

reply from the Ministry and seek members’ understanding and patience that such appeal needs to go through

a multi-ministerial decision-making process.

On a separate note, I take this opportunity to introduce Nancy Yap, our new Corporate Communications

Manager. Nancy joined us on Aug 11, 2020 as Joan Yap’s successor. On behalf of the Club, I would like to

thank Joan for her dedication and services rendered during her tenure with the Club.

GOLF NEWS

Fresh from his new appointment, Captain Ng Luo Yi shared his passion for golf and enthusiasm in working closely with the new Green Committee and the Club’s golfing staff to make Keppel Club an enjoyable place for allgolfing members. Captain Ng’s vision is to make golfing available for everyone. This requires subtle and gradual changes to be made. Changes should not be too drastic or sudden so that golfers can continue to enjoy the familiar environment and see improvements as time goes by. Even with the current COVID-19 situation and the end-of-lease timeline, Captain Ng does not believe the Club has to be “sitting ducks waiting for the last day”. There will be more flights for members with equal chances to book and play, and reinstatement of the Early Birds flights. (At the point of publishing, this new golfing system has been launched.) Captain Ng advised that we should not expect things to be perfect from the beginning. He and

his team will continuously review the utilization of the golf course. They will gather feedback from golfers who may encounter problems in booking and those who may have simply given up trying to book. Members are encouraged to visit the golfing office for assistance in using the improved booking system.

The 2020/2021 Green Committee (GC) will be a lean and dynamic team with fresh ideas and the right experiences. The team will inject new energy to prepare for the Club’s golfing needs beyond 2021. In addition, new engagements will be implemented to reach out to members online and offline more effectively. The Club looks forward to the new Captain’s vigour and commitment in leading the new GC and the Club to greater heights.

My name is Ng Luo Yi. I am so honoured and proud to be appointed as the next Captain for Keppel Club.

I have been a member for 14 years and I am also a very active golfer. I have participated in the Keppel ICL team for the last three years and was the “B” Division Captain for the last two years.

As the new Captain of Keppel Club, I will continue to work even harder for the Club but many things will have to be ironed out with my new Green Committee and our golfing staff.

We will definitely come out with better plans and ideas, but I would need time to make things happen. So, I hope I can have your patience and trust.

As for members, staff and friends, all are welcomed with any suggestions. Of course, we will look into them thoroughly and come out with better plans to implement in the future.

I can assure all Keppel Club members that we are going to enjoy our golf even more than yesterday. Thank you, everyone.

Our BeneficiariesKeppel Charity Golf 2020

HCA Hospice CareHCA Hospice Care (HCA) is Singapore’s largest home hospice provider and has been a registered charity since 1989. It provides comfort and support to patients with life-limiting illnesses, regardless of age, religion, ethnicity, nationality and financial status. HCA’s services also allow terminally ill patients to enjoy quality care in the comfort of their homes, surrounded by their loved ones, and enable them to live the last lap of their life journey with dignity.

HCA’s services are provided at no charge, serving about 3,100 patients annually. Its core service, home hospice, provides medical care for patients, as well as psychosocial support for patients and caregivers. A 24/7 hotline ensures help is available round-the-clock. It is also NCSS Centre of Specialisation for palliative care and conducts palliative care training for its patients’ caregivers. Its other services and programmes include day hospice care, paediatric palliative care, bereavement support, and outreach programmes such as the Young Caregivers Programme.

President’s ChallengeStarted in 2000, the President’s Challenge is an annual community outreach and fundraising campaign for beneficiaries selected yearly by the President’s Office. The Challenge represents a coming together of people from all walks of life, under the President’s patronage, to help the less fortunate. It serves as a call to all Singaporeans to do their part to build a more caring and inclusive society by giving of their time, skills and enterprise. In 2012, Dr Tony Tan expanded the areas of focus to include Volunteerism and Social Enterprise. In 2018, President Halimah Yacob refocuses the effort of President’s Challenge towards the empowerment of vulnerable groups with skills and employability. An Empowering for Life Fund was set up to support programmes in skills upgrading, capacity building and employment of vulnerable groups. President’s Challenge aims to raise $10 million for the Empowering for Life Fund over the next 5 years and the Government will provide dollar-for-dollar matching.

Home Nursing FoundationFounded in 1976, Home Nursing Foundation (HNF) is an established charity that provides affordable home healthcare services. Dedicated to all-round support for its patients, HNF delivers comprehensive care programmes from nursing, medical, therapy and personal care to look after patients’ emotional well-being and healthcare needs in the comfort of their homes. HNF has also started two HNF Wellness centres in Hougang and Buangkok, providing general and dementia day care, physical and cognitive therapy, centre-based nursing, art & craft, music, massage and exercises, enabling seniors to spend their days in the company of other seniors, children, or volunteers.

The donation will enable HNF to provide home healthcare services and centre based services for frail and financially needy patients, regardless of their ability to pay.

Down Syndrome Association (Singapore)Borne out of love and devotion by a group of parents of children with Down syndrome, Down Syndrome Association (Singapore) is primarily a self-funding, non-profit social service agency established in 1996 to support and educate families, professionals and the public about the genetic condition. The Association is committed to provide holistic support for families and caregivers, enable a person with Down syndrome to attain his or her full potential and be able to contribute back to the society. The fund from Keppel Charity Golf 2020 will enable DSA(S) to increase the capacity for some of its core programs and enrichment classes. Also, it will allow DSA(S) to explore new enrichment programs and school holiday classes for our beneficiaries.

Alzheimer's Disease AssociationAlzheimer’s Disease Association (ADA) was formed in 1990 because of a growing concern for the needs of persons living with dementia and their caregivers. ADA aims to reduce stigma by increasing awareness and understanding of dementia; enabling and involving persons living with dementia to be integrated and accepted in the community, and leading in the quality of dementia care services for persons living with dementia and their families. ADA hopes to achieve a dementia inclusive society through introducing Centre-Based Care, Caregiver Support, Academy and Community Enabling. The Association aims to advocate and inspire people to regard and respect persons living with dementia as individuals who can live purposeful and meaningful lives. ADA is registered and gazetted as a Charity.

AshramHEB-Ashram Halfway House (HWH), established by the Hindu Endowments Board (HEB) in 1999, is a registered Institute of Public Character (IPC) with the Charities Unit, Ministry of Culture, Community and Youth (MCCY) since 01 Nov 2011. Being the only Indian Halfway House in Singapore, HEB-Ashram assists in the rehabilitation and reintegration of penal offenders, probationers and ex-drug addicts back into society. Presently, HEB-Ashram provides a 6-12 months community-based programme for drug offenders mandated and emplaced by the Singapore Prison Service under the Halfway House New Service Model (HSM). HSM includes pre-care, in-care and after-care programmes for clients to address the preventative, developmental and re-integrative aspects of the rehabilitation process respectively.

Muscular Dystrophy Association (Singapore)The mission of Muscular Dystrophy Association (Singapore) (MDAS) is to maximise the quality of life of people with Muscular Dystrophy and their families, to integrate them into society and support research towards a cure. It aims to support people with Muscular Dystrophy, provide health and public education as well as support medical research on the condition. This year’s donation will be used to fund the operating costs of MDAS’ existing core framework, Bridge Pro, a customised holistic umbrella-curriculum built towards developing each person with Muscular Dystrophy from foundational life-skills, personal and wellness development, to vocational and job-readiness skills. The curriculum creates consistent support in various aspects of an individual’s life journey, so that the success of one aspect will supplement various other aspects exponentially.

REACH Community Services SocietyREACH Community Services Society (RCSS) was established in 1998 by Grace Assembly of God to help the hurting and needy in our community who are not able to receive help directly from the Church. Its residents include individuals from low-income, needy and vulnerable families, underprivileged children and youths at risk, distressed couples losing trust in marriage or in fractured family relationships, and poor, socially isolated seniors. Registered as a society separate from the Church in 1998, a charitable organization in 1999, and a full member of the National Council Social Service in 2000, RCSS has been an approved Institution of Public Character since 2009. In the past year, at least 3,500 lives were positively impacted through RCSS’s team of dedicated staff and volunteers as well as the partnership of generous givers. The funds raised by Keppel Charity Golf will be used for programme expenses including coaching and mentoring sessions for children and youth enrolled in RCSS’s youth programmes, subsidies for low-income individuals (including youth) and families suffering from mental health issues in the receiving of professional counselling and therapy, as well as volunteer recruitment and training for RCSS’s vulnerable seniors which include outreach and the organisation of meaningful activities and workshops at its two new senior centres.

OdysseyFounded in 1999, Odyssey Dance Theatre Ltd (ODT Ltd) is a non-profit organisation with IPC charity status that has contributed and impacted many people’s lives for the past 20 years to the well-being of the cultural, education, social, creative and corporate sectors through comprehensive programmes and productions by its six divisions – ODT International, ODT Arts Education, ODT Cares, ODT Arts Hub, ODT Gives & ODT Dance, supported by ODT Gem – Home of ODT Ltd.

NKFThe National Kidney Foundation (NKF) is committed to journeying with kidney patients every step of the way in their treatment and rehabilitation as living with kidney failure is a difficult path to walk alone. From the time they are diagnosed with kidney failure, we render all possible support and pre-dialysis education so that they can make the right decision on their treatment choice, and journey alongside them through a range of holistic care support programmes for a smooth transition and integration back into the community. We also advocate kidney health in the community so that people from all walks of life and of all ages can learn more about kidney failure, its leading causes, and how it can severely impact and affect the norms of our daily lives. Through education and outreach initiatives, we aim to empower everyone to care for our kidneys and collectively curtail the rising rate of kidney failure for a healthier community. As a community care integrator, we embed ourselves in the community, working hand in hand with government and healthcare agencies, restructured hospitals and community partners to provide seamless, integrated renal care while making a difference in the renal landscape to benefit kidney patients and the community at large.

Lembaga Biasiswa Kenangan MauludLBKM, with the support of the community, foundations and organisations, has successfully disbursed 31,000 bursaries, worth a total of $26 million, to students from primary to postgraduate levels. It strives to remain a relevant beacon of light in the community and believes that no child should be deprived of education because of financial constraints. Funds received from Keppel Club each year were disbursed to part of its 31,000 recipients, from all levels of education. LBKM will continue to disburse the funds received from this year’s event, to more students in need to help them move up the socioeconomics ladder.

Society for the Aged SickSociety for the Aged Sick (SAS) is a non-profit nursing home that provides long-term residential and respite care services for the elderly, especially the less privileged. With a team of committed healthcare professionals and caregivers, it believes in adding years of quality life to residents through holistic caregiving. Established in 1968 as a 16-bedded facility, there are now 404 beds in its current location. About 98 per cent of the residents are either wheelchair or bed-bound, while about 40 per cent do not have families or next of kin. Donations from Keppel Charity Golf 2018 were used to upgrade the daily equipment and heavy duty machines like laundry and drying machines in the Home. This year, the donation received will be used to fund the operating needs of the Home, including developing programs to improve the quality of life for the residents and improving the welfare of the staff.

St Luke’s HospitalSt Luke’s Hospital, the first hospital in Singapore dedicated to the elderly sick, has expanded its services to enrich more lives. As an Institution of a Public Character, it sees about 2,000 inpatient admissions and 3,000 outpatients yearly. Most patients are of lower income. They may have cancer, stroke, pneumonia, dementia, fractures, or may have undergone surgery and amputation. They may have lost a limb, an ability, a job, even hope, and may have social, emotional or financial needs. Assistance from this year’s Keppel Charity Golf will go towards care for the whole person in every ward, including the dedicated dementia ward, palliative ward, wound ward and rehabilitation gyms. The hospital also offers financial assistance to patients who need medical care, and improves access to community healthcare needs through St Luke’s Community Clinic and homecare services.

SPDEstablished in 1964, SPD is a charity in Singapore that seeks to enable people with disabilities of all ages to be as independent and self-reliant as possible, by providing rehabilitation, employment and educational support services so that they can participate in school, work and daily life within mainstream society. Straits Times School Pocket Money FundThe mission of the Straits Times School Pocket Money Fund (STSPMF) is to reach out to every child in need and

provide them with the resources to do well in school – and beyond. Started in 2000 as a community project initiated

by The Straits Times, the STSPMF was established as a Trust on Oct 20, 2010 and received charity status on Nov 14,

2011 with Institution of A Public Character status effective from 2012.

STSPMF provides pocket money to children from low-income families to help them through school. From 2013,

it has also extended its help to students progressing from secondary schools to ITE, Junior Colleges and Polytechnics.

STSPMF disburses about $6m yearly, helping more than 10,000 needy students. Funds received will go towards school

pocket money disbursements and support of the social and educational development of the children and youths.

Our BeneficiariesKeppel Charity Golf 2020

VSALaunched in September 1993 by Singapore’s Ambassador-at-Large and VSA Patron, Professor Tommy Koh, Very

Special Arts Singapore is a local charity organisation dedicated to providing opportunities for people with disabilities to

be involved in the arts.

As of 2020, VSA(S) is the only charity in Singapore that accepts, and helps people with any disability into our

Visual, Performing and Literary Art programmes. They have, and strive to remain dedicated to serving the needs of

people with disabilities in our community by enabling them to reap the benefits of the Arts. For the past 25 years, VSA

Singapore has been running successful art programmes, workshops, competitions and art exhibitions for the special

needs community, creating awareness among members of the public of their immense talent and resilience.

The earliest newsletter coverage was in June 1977 when Keppel Club hosted “The Asean Putter Challenge Trophy” under the patronage of Dr Toh Chin Chye, then Minister of Health. About 160 golfers played the 9-hole course to raise $4,000 for the Home Nursing Foundation. From the modest sum raised in the 1970s, the charity event known as “The Keppel Charity Open” in the 1980s raised five-figure amounts for local charities and attracted hundreds of golfers from various clubs in Singapore and Malaysia. In the 1990s, our fund-raising efforts crossed the six-figure mark through partnerships with corporate sponsors such as Hewlett-Packard. In 1992, the Club renewed its 30-year land lease and embarked on a major upgrading programme to introduce night golfing and the monocart system. Keppel Club celebrated its 100th birthday in 2004 with a commemorative Centennial Anniversary Charity Golf on its

Keppel Links 2014.

newly refurbished 18-hole golf course officially opened by then Senior Minister Goh Chok Tong. In 2014, Keppel Charity Golf raised $1,009,352 and has since raised over a million dollars every year. Sadly in the same year, the Club was informed that its land lease will not be renewed upon expiry at the end of 2021. With the end-of-lease looming in the future, and through the peaks and troughs of economic cycles, the Club has relentlessly done its part to help the less fortunate. The next and probably last Keppel Charity Golf event will be held on Oct 25, 2020. We look forward to your participation and generous support to make this a fulfilling event.

Singapore Food Culture

Significance of the mooncake

For a long time in Chinese history, mooncakes were used as a sacrifice during the Mid-Autumn Festival. The predecessor of the mooncake is the Taishi cake during in the Shang Dynasty and Zhou Dynasty in the 17th century.

The tradition of eating mooncakes during

the festival began in the Yuan Dynasty (1279 –

1368), a dynasty ruled by the Mongols. Messages

to rebel against the Mongols were passed around

in mooncakes.

The mooncake is not just a food. It

symbolises family reunion and is the most important

food of the Mid-Autumn in China.

In Chinese culture, roundness symbolizes

completeness and togetherness. Thus a full moon

symbolizes prosperity and reunion for the whole

family. The round shape of the mooncakes is made

to complement the harvest moon in the night sky

during the Mid-Autumn Festival.

Huh… optimise?

Yes, it’s possible, although CPF may not be easy to fully understand. Hence, some of us may have missed certain things. So, let me briefly share a “secret” and just 3 key things for consideration.

“Secret”: Make Your Child a Potential Millionaire!

Do you know that you can activate and fund CPF Accounts for your child from birth? Okay, I exaggerated the bit about “secret,” but wouldn’t you agree this is a little-known fact? And one that could be potentially useful!

Most of us would have missed this for our children. Money would have been tighter in the early years of our careers anyway. But it can be acted on anytime. And for those with money to spare and adult children now – isn’t this an interesting possibility for your grandchildren instead? It may be a good alternative to giving big angpows for them to spend.

While children who are born from 2015 will now automatically have their Ordinary, MediSave and Special Accounts because of the MediSave new-born grant, they will still not have an active Ordinary Account. This where parents or grandparents can start an active long term “saving plan.”

$100,000 deposited and compounded annually for 60 years at 4% will turn into $1,051,962.74. Okay, the initial outlay is a bit much for young parents, but you get the point. It can be any amount. While the use of funds is limited to housing, medical, education and retirement, it’s a good thing. And it beats the bank!

#1 Keep Your CPF Nominations Up to Date Have you nominated one or more persons to be your CPF beneficiary? Or do you need to update it as nominations will be automatically revoked upon marriage and inapplicable if a nominee is no longer alive.

Otherwise, your CPF Savings will be transferred to the Public Trustee’s Office (PTO). They will then distribute it to your family members according to the Intestate Succession Act (or the Inheritance Certificate for Muslims). This will take longer and may not be according to your preferred wishes.

#2 Optimise the Use of CPF for Health InsuranceIn addition to using CPF for MediShield Life Insurance, CPF members can use their CPF MediSave funds to enhance their healthcare benefits. They can buy Integrated Shield Plans for themselves and their family members (such as spouse, children, siblings, parents, and grandparents).

The Integrated Shield Plan is a combination of MediShield Life managed by CPF Board plus an additional private insurance component. This makes it a single integrated insurance coverage. They are not separate or duplicate coverages.

Under the standard Integrated Shield Plan, large hospital bills and certain costly outpatient treatments at the Class B1 level in public hospitals are covered. If you wish to have the option of staying in private hospitals or A wards in public hospitals under insurance coverage, then you should upgrade your Integrated Shield Plan. This should be done earlier so there are no medical conditions that may complicate your eligibility.

#3 Leverage on CPF Interest Rates to Grow Your Funds As a CPF member, you can enjoy the following risk-free interest rates for your 4 CPF Accounts (AC): Ordinary AC (up to 3.5%), MediSave AC (up to 5%), Special AC (up to 5%), and Retirement AC (up to 5%).

The above rates include an extra 1% interest that is payable only on the 1st $60,000 of the combined account balances (of which up to $20,000 can be from the Ordinary Account). However, the rates exclude an additional extra 1% on the 1st $30,000 of combined account balances that those aged 55 and above will earn. Please double check the CPF website on the latest on the rates applicable for different quantum and age.

This simply means that (1) CPF offers a risk-free and better rate of return than fixed deposits and some other investments, and (2) you can voluntarily contribute funds into your CPF to enjoy higher interest rates and its compounding effect.

So, here are some ways of optimising your funds: • Make a Voluntary Contribution in Cash to Ordinary, MediSave and Special Accounts • Make a Retirement Sum Topping Up in Cash to the: (a) Special Account (for recipient below age 55) or (b) Retirement Account (for recipient age 55 & above) • Make a Retirement Sum Topping Up by Transfer within CPF to the: (a) Special Account (for recipient below age 55) or (b) Retirement Account (for recipient age 55 & above)

If you have sufficient funds externally or within CPF, you may also grow the CPF of your spouse and family members by contributing or transferring to their CPF Accounts. There are detailed guidelines and conditions for doing so.

This area of leveraging on CPF interest rates is worth considering for yourself and/or family members.
