2. Review of previous meeting minutes
2.1 That the minutes of the meeting held on 22nd September 2015 were true and
correct.

2.2 Discussion regarding actions
2.2.1 Give DPaW dates and locations for when the skip bins are required.
2.2.1.1 Dates were selected for the project to take place (23 -24th
November 2015) and sent to DPaW to organise the skip
bins.
2.2.2 Fill out forms for the Karnet Prisoners Section 95 project team for
the rubbish project
2.2.2.1 Tina has filled out the forms and submitted them to the
Karnet prison for approval.
2.2.2.2 The project was approved and then postponed until
further notice due to the team having to assist in fighting
fires in the State Forest.

2.2.2.3 WAMBA were also interesting in assisting with this
project, however the dates had already been set. But the
invitation was still open should members be interested in
assisting the Karnet prisoners on the Monday and Tuesday
of the 23-24th November 2015.
2.2.3 Get brochures designed for Oakford Trails
2.2.3.1 The funding for this will be discussed at the meeting with
DSR in December.
2.2.4 Investigate the tenure of land identified for float parking in Oakford
(Attachment 1)
2.2.4.1 The parcel of land of (L1519) Reserve 45956 Rustic Place
in Oakford is under the vesting of the Water Corporation
for the purpose of drainage.
2.2.4.2 As the area is 4.63 ha the group thought it would be a great
idea to place a picnic table, float parking and tie up area.

2.2.5 Approach DSR for funding for all brochures
2.2.5.1 A meeting has been organised with Jo Gibellini on Monday
7th December 2015 to look at the potential funding projects
within the Shire.
2.2.6 Finish collecting data (distances for loops),(Attachment 2)
2.2.6.1 Anna has mapped most of the loops in the Oakford area.
2.2.6.2 It was discussed that there needs to be specific loops
identified for the brochure.
2.2.6.3 Some of the loops can be found on the Everytrails website,
with some loops being;
Craighill Road – Peters Way Loop
Thomas road- Kargotich Road Loop
Tonkin Highway/ Cunningham/ Meadows Way Loop
Trail to Forrestdale Lake Bridle trail
There is a 10 km Cardup Loop that Kerryn uses.
Along the Water Corporation drain along Orton Road.
2.2.6.4 Discussion about the fact that there is no room for riding
along Kargotich Road.

2.2.7 Find out further details for approvals process in the Shire regarding
placement of flashing signs along the bridle trails on Masters Road
2.2.7.1 A traffic study will be conducted after Christmas and will
include horse movements. The Shire will be working with
Main Roads and safety experts to assess the traffic on this
road and what signage may be required.
2.2.8 Write a letter to Main Roads once a contact has been determined
2.2.8.1 This would be on hold to see what the recommendations
of the traffic management report are.
2.2.9 Organise a meeting with DSR regarding trails funding
2.2.9.1 See 2.2.5 for details.
2.2.10 Send conference details around to all members
2.2.10.1 This has been completed.
2.2.11 Put in a request for the bridle trail behind Stockmans Close be
burnt.
2.2.11.1 This request was sent into the Fire and Emergency
Department and unfortunately it would be unlikely to
occur this year due to the weather.
2.2.12.2 It was suggested that this could be a project for the
Section 95 team to tidy up the leaves and debris.

2.2.12 Send picture of failing bridle trail to the Shire near Orton Road.
2.2.12.1 This was completed and given to Engineering Officers to
take to the developer for repairs.
2.2.13 Put an action request to operations to widen the gap and prune the
over-hanging branch.
2.2.13.1 Not yet actioned.
2.2.13.2 Clarification was sought as to the exact location of gate
that needs widened and pruned. Along Orton Road
between Northerly Lane and Bullock Drive there is one
branch that needs pruning.
2.2.13.3 An additional area along Orton road itself was identified
for when vehicles and horses are turning from Northerly
Lane where the line of sight down the road is poor and dangerous. The trees need uplifting for safety reasons.

2.2.14 Contact landowner to find out why the drain access is being blocked
2.2.14.1 The Emergency Services Department will be working with
the Water Corporation in the near future to survey all drains in the SJ Shire regarding their access for
emergencies. This action can be addressed with this issue,
as can the issue of access to other potential Water
Corporation drains for public use. Hopefully this opens a
discussion with Water Corporation regarding further
trails along their drains.
2.2.14.2 Discussion about the Water Corporation drain from
Northerly Lane to Hopkinson Road.
3. Progress of projects
3.1 Serpentine Sports Reserve
3.1.1 Not discussed.
3.2 Clean-up the State Forest project
3.2.1 As discussed in 2.2.1 and 2.2.2.
3.3 Trails Brochures
3.3.1 As discussed in 2.2.3, 2.2.5 and 2.2.6
4. General business
4.1 Volunteer grants (Attachment 3)
4.1.1 Currently there are Volunteer grants open from the Australian
Government for amounts between $1000- $5000, closing on the
9th December 2015.
4.2 Lot 33 Hopkinson Road
4.2.1 Members were advised to keep an eye on the Shire Website to
comment on an MRS amendment for the area to become urban,
and then a Local Structure Plan will be submitted and open to public
comment in the New Year.
4.3 Wetlands Walk- Jarrahdale
4.3.1 A site visit was conducted on 20th October 2015 with Jamie Ridley
to have a look at the wetlands experience walk in Jarrahdale. This
area is experiencing a large amount of illegal motorbike activity and
the visitation to this site is quite low.
4.3.2 It was discussed that the Section 95 team could be used to fix up
the boardwalks that have deteriorated overtime and has been
vandalised.

4.3.3 It was decided that the wetlands experience should be re-badged
to something like a birdwatching experience because the wetlands
no longer exist and people expect to see wetlands when they visit
the walk.
4.3.4 The SJ Trails group could be used as a body/community group for
DPaW to gain funding to fix and improve the walk, including signage.
4.4 Jarrahdale Bridle Trail hub concept
4.4.1 Anna had a meeting with Steve Pretzel from PX2 to discuss the
potential of a bridle trail hub using the Jarrahdale Oval.
4.4.2 This could be developed up as a project brief for DSR funding for
the trail head. It would include a sign posted easy trail and a sign
posted longer trail.
4.4.3 The project would be a pilot for the new Horse Trail Strategy.
4.4.4 Discussion about the Trails hub in Dwellingup going ahead and being
community driven rather than Shire driven. A comment was made
that the Les Cousins Bridle Trial has been shortened.
4.5 Darling Downs Residents Association
4.5.1 Keith is interested in engaging the community in Oakford to become
part of the Darling Downs Residents Association to encompass the
Oakford trails area.
4.5.2 Currently the Oakford Locality Funding pot from the Shire is sitting
at around $90 000, and it was suggested that this could be used for
funding works in and around trails.
4.5.3 It was brought to the meeting that the picnic tables in the Darling
Downs area were disintegrating and needed replacing. It was also
suggested that funding would be needed to replace these items. It was also suggested that mounting blocks should be added to the
picnic areas.
4.5.4 It was suggested that SJ Trails could assist the Darling Downs
Residents Association with this matter.
4.6 Thomas Road crossing need
4.6.1 Discussion about the requirement for a safe crossing across Thomas
Road for both kids and horses.
4.6.2 Discussion about how there was originally a bridle trail proposed for
the MUC in Red Gum Brook estate, which was removed.
4.7 Email from WAMBA
4.7.1 It was suggested that an event could be run and organised between
Mountain bikers and Horse riders, with a possibility of a cross
country style race against each other.
4.7.2 The suggestion was made that it could be run as a charity event,
where both disciplines have a similar route and distance on marked
trails on different tracks.
4.7.3 It was suggested that we talk to Kerryn Willing as she has been
involved in organising something similar in the past.

4.7.4 Something similar has been done along the Kep Track into Northam
in the past.
4.7.5 It could be a walk, run, rider, bike event. The more inclusive, the
better.
4.7.6 Suggestion of using time trials, having everyone use the same track
but on different days.
4.7.7 Ride to Conquer Cancer was an example given that already has a
large coverage.
4.7.8 Apparently in 2003, there was a 12 day trek to Kalgoorlie which
included both mountain bikes and horses in the event. This was
more about the distance, not the time.
4.7.9 Discussion about the Blackwood race, with mixed teams which
would help to educate both sides about each other.
4.7.10 Jarrahdale oval was suggested as an option for a location and
Tumblegum farm could also be used.
4.7.11 It was suggested that the 100 model where corporates sponsor the
event for $100.
4.7.12 It was suggested that the surrounding Pony Clubs could be
approached to participate in the event.
4.7.13 To organise such an event there needs to be lead agency. Events
also need to be approved by the Shire and/or DPaW (if on their
land).
4.7.14 Discussion about RWWA who have donated lots of money to
events of between $5000 – $10 000 and is high profile.
4.7.15 Members already have contacts with Hoofbeats, WA Horse
Council and ATHRA that could help to advertise and/or sponsor
events.
