IampleasedtopresentSEPCAnnualReportfor2015-16.ThisisaprivilegedopportunityformehavingthisplatformtocontributetotheservicessectorinmypresentcapacitiesofDirectorGeneralSEPC,anorganizationtodayIndianServicesSectorlooksupto,foritshighlydefinedroles,functions,objectivesandachievements.

SEPChasbeenconsecutivelyaddinguptothehugestridesingrowthandgeneratingenoughsurplusesinexportstohelpthecountryoffsetalargepartofitsdeficitinmerchandisetrade.Inthecomingfewyears,weatSEPCaimtoachievemoreintermsofharvestingimmenseuntappedpotentialofthesector.Sofar,thejourneyhasbeenverymeticulouslytreadedandIshallhopetocontinuereceivingtheguidanceandmentorshipfromfellowmembers,mycolleaguesandgovernmentwhileIsetthebarstandardsstillhigher.

Theservicessectorhasemergedasthemostdynamicsectoroftheworldeconomy,contributingalmostone-thirdofworldgrossvalueadded,halfofworldemployment,one-fifthofglobaltradeandmorethanhalfoftheworldforeigndirectinvest-mentflows.ItremainsthekeydriverofIndia’seconomicgrowth,contributingalmost66.1percentofitsgrossvalueaddedgrowthin2015-16,animportantnetforeignexchangeearnerandthemostattractivesectorforforeigndirectinvestmentinflows.However,theglobalslowdownhascastashadowevenonthispromisingsector.India’sservicessectorcoversawidevarietyofactivitiessuchastrade,hotelandrestaurants, transport,storageandcommunication,financing, insurance, realestate,businessservices,community,socialandpersonalservices,andservicesassociatedwithconstruction.India’s Services GDPIn2015-16,aspertheadvanceestimates(AE),theservicessectoraccountingfor53.3percentofIndia’sgrossvalueadded(GVA)atbasicprices(currentprices),grewby9.2percent(constantprices),marginallylowerthanin2014-15.Theslightslow-ingdownwasmainlyduetothedecelerationingrowthofthecombinedcategoryofpublicadministration,defenceandotherservicesto6.9percentfrom10.7percentin2014-15.Asperthefirstrevisedestimates(RE)ofrealGrossValueAdded(GVA)releasedbytheCentralStatisticalOffice(CSO)fortheyear2014-15,i.e.GVAatconstant(2011-12)basicprices,servicessectorgrowthacceleratedto10.3percentfrom7.8per-centinthepreviousyear.Thisgrowthaccelerationwasmainlyduetohighergrowthinsub-sectorsliketrade,repair,hotels&restaurants(10.7percent),financialservices(7.9percent),publicadministrationanddefence(9.8percent)andotherservices(11.4percent).FDI in India’s Services Sector TherehasbeenasignificantgrowthinFDIinflowsin2014-15and2015-16(Apr-Oct)ingeneralandtotheservicessectorinparticular.ThoughthereisambiguityintheclassificationofFDIinservices,thecombinedFDIshareofthetop10servicesectorssuchasfinancialandnon-financialservicesunderservicessector,telecommunications,trading,computerhardwareandsoftware,construction,hotelsandtourism,hospitalanddiagnosticcentres,consultancyservices,seatransport,informa-tionandbroadcastingcanbetakenasthebestestimateofservicesFDI,thoughitcouldincludesomenon-serviceelements.Thisshareis53.3percentofthecumulativeFDIequityinflowsduringtheperiodApril2000-October2015and53percentduring2014-15.Ifthesharesofsomeotherservicesorservice-relatedsectorslikeretailtrading,ports,agricultureservices,education,andairtransportareincluded,thenthetotalshareofcumulativeFDIinflowstotheservicessectorwouldincreaseto55.6percentand54.5percentrespectivelyfortheabovetwoperiods.In2014-15,whiletotalFDIequityinflowsgrewby27.3percenttoUS$30.9billion,FDIequityinflowstotheservicessector(top10servicesincludingconstruction)grewbyawhopping70.4percenttoUS$16.4billion.Thisrisingtrendiscontinuinginthefirstsevenmonthsof2015-16withtheFDIequityinflowsintheservicessectorgrowingby74.7percenttoUS$14.8billion,whiletotalFDIequityinflowsgrewby26.1percenttoUS$27.1billion.ThehighgrowthinservicesFDIinflowsismainlyduetohighergrowthofthreemajorcategories,namelycomputersoftwareandhardware;servicessectorcategorywhichitselfconsistsofabasketofitemslikefinancial,banking,insurance,non-financial,outsourcingandR&Dandtrading.Thiswasinspiteofthehighnegativegrowthat-61.6percentinFDIequityinflowsintelecommunications.

India Services TradeServicesexportshavebeenadynamicelementofIndia’stradeandglobalizationinrecentyears.WTOdatashowsthatIn-dia’sservicesexportsgrewfromUS$16.8billionin2001toUS$155.6billion-whichconstitutes7.5percentoftheGDP-in2014,makingthecountrytheeighthlargestservicesexporterintheworld.TheshareofIndia’sservicesexportsinglobalservicesexportsat3.2percentin2014isnearlydoubleitsshareofmerchandiseexportsinglobalmerchandiseexportsat1.7percent.TheoverallopennessoftheeconomyreflectedbytotaltradeincludingservicesasapercentageofGDPshowsahigherdegreeofopennessat50percentin2014-15comparedto38percentin2004-05.Theopennessindicatorbasedonlyonmerchandisetradestoodat38percentin2014-15comparedto28percentin2004-05.However,therecoveryofIndia’sservicestradeintheaftermathofthe2008globalfinancialcrisishasbeentepid,withtheCAGRofservicesexportsinthepostcrisisperiodatjust7.5percentcomparedto30.1percentinthepre-crisisperiod.Inthecaseofservicesimports,theCAGRfellfrom23.6percentinthepre-crisisperiodtojust6.5percentinthepostcrisisperiod.WithuncertainglobalconditionsandweakexternaldemandcontinuingtohamperIndia’sservicesexports,theygrewmarginallyin2014-15to4.1percentfrom4.0percentinthepreviousyear.Thesluggishnessinservicesexportsismuchmorediscerniblesincethesecondhalf(H2)of2014-15witha3.7percentgrowthwhichdeceleratedfurtherto0.7percentinthefirsthalf(H1)of2015-16.Theimpactoftheglobalslowdownonservicesexportsisevident.

Major Services: Sector-Wise PerformanceThissectioncoverssomeoftheimportantcommercialservicesforIndiabasedontheirsignificanceintermsofGrossDomes-ticProduct(GDP)/GrossValueAdded(GVA),employment,exportsandfutureprospects.Tourism including Medical TourismTourismisamajorengineofeconomicgrowth,animportantsourceofforeignexchangeearningsandageneratorofem-ploymentofdiversekindsinmanycountriesincludingIndia.AccordingtotheWorldTravelandTourismCouncil(WTTC),thetotalcontributionoftravelandtourismtoworldGDPwasUS$7.6trillion(9.8percentofGDP)in2014,andisforecasttoriseby3.7percentin2015,andby3.8percentperannumtoUS$11.4trillion(10.5percentofGDP)in2025.In2014,thetotalcontributionofthissectortoemployment,includingjobsindirectlysupportedbytheindustry,was9.4percentoftotalem-ployment(276,845,000jobs).Thisisexpectedtoriseby2.6percentin2015andby2.3percentperannumin2025toreach356,911,000jobs(10.7percentoftotaljobs).India’stourismgrowthwhichwasindoubledigitsat10.2percentintermsofforeigntouristarrivals(FTA)andnearlysoat9.7percentintermsofforeignexchangeearnings(FEE),inUS$terms,in2014,deceleratedto4.5percentintermsofFTAsandfellby2.8percentintermsofFEEsin2015.WiththisFTAsstoodat8.0millionandFEEsatUS$19.7billionin2015.Some Transport-related ServicesShipping Around95percentofIndia’stradebyvolumeand68percentintermsofvalueistransportedbysea.Ason30November2015,Indiahadafleetstrengthof1246shipswithdeadweighttonnage(DWT)of15.37million(10.45millionGT)includingIndiancontrolledtonnage,withthepublicsectorShippingCorporationofIndia(SCI)havingthelargestshareofaround36percent.Ofthis,around369shipswith13.65millionDWT(8.94millionGT)catertoIndia’soverseastradeandtheresttocoastaltrade.Despitehavingoneofthelargestmerchant164EconomicSurvey2015-16shippingfleetsamongdevelopingcountries,India’sshareintotalworldDWTisonly0.9percentason1July2015.AsperUNCTAD,Indiawith11.7million

twenty-footequivalentunitsofcontainer(TEUs)andaworldshareof1.7percent,rankedninthin2014amongdevelopingcountriesintermsofcontainershipoperations.Port Services ThecargotrafficofIndianportsincreasedby8.2percentto1052.21milliontonnesin2014-15,withtrafficatnon-majorportsincreasingatafasterratethanatmajorports.DuringApril-September2015,whilecargotrafficatallportsincreasedby1.1percent,majorportsreportedanincreaseof4.1percentandnon-majorportsadeclineof1.0percentascomparedtothecorrespondingperiodinthepreviousyear.InIndia’sMaritimeAgenda,thetargetfortheyear2020is3,130milliontonnesofportcapacitywithaninvestmentofapproximatelyINR2,96,000crore.Morethan50percentofthiscapacityistobecreatedinthenon-majorports.In2014-15,10publicprivatepartnership(PPP)projectswereawardedatanestimatedcostofINR9376.43croreforcapacityadditionof95.11milliontonnesinthemajorports,comprisingconstructionofberthsandterminalsandmechanizationofexistingberths.Someoftheinitiativestakenbythegovernmenttoimprovetheperfor-manceofportsaredeepeningdraftto18metrestohandlelargeandmodernvessels,establishingdryportsattheJawaharlalNehruPortTrustandKandlaandprovidingfinancialassistancetohelpthemprocurepollutionresponseequipment.Thethreeprominentports-relatedperformanceindicatorshaveshownimprovementwiththeaverageturnaroundtimeandaveragepre-berthingdetentiontimefallingto2.08daysand0.17dayrespectivelyandaverageoutputpershipberthdayimprovingto12,570tonnes in2015-16(uptoNovember2015).Comparedto2000-01,the improvement inthethree indicators isremarkable,thoughinthecaseofthefirsttwoitcouldpartlybeduetolowervolumeshandledatsomeportsonaccountoftheglobaldownturn.Some Professional ServicesIT –BPM ServicesIndia’stechnologyandbusinessservicesindustryisoneofthemostdynamicintheworld.FromofferingbasicITserviceswhenitbeganinthe1990s,theindustryhasmovedaheadrapidlytoofferingfunctionalITlaterinthe1990sandenterpriseresourceplanningandproductivitysoftwareintheearly2000s,andhasbecomeacrucialcomponentoftheIndianeconomy.TheIndianIT-BPMindustryconsistsofITservices,whichconstitutethelargestsegmentwithashareofaround52percent,followedbyBPMwithshareofaround20percent,softwareproducts,engineeringresearchanddevelopment(ER&D)andproductdevelopment,whichtogetheraccountforaround19percentshare,andhardwarewitharound10percentshare.Theindustrycurrentlyemploysmorethan3.7millionpeopleandisIndia’slargestprivatesectoremployer.Itisalsoplayingakeyroleinpromotingdiversitywithintheindustry,withmorethan34percentwomenemployees,over170,000foreignnationalsandagreatershareofemployeesfromnon-tier1Indiancities.TheworldwideIT-BPMspendin2015wasUS$2.3trillionincludinghardware.Buttheglobaltechnologyindustryisfacingatumultuousenvironmentwithmultipledisruptivedigitaltechnologies.Overthenextdecade,80percentof incrementalexpendituresmaybedrivenbydigitaltechnologies,suchasplatforms,cloud-basedapplications,bigdataanalytics,mobilesystems,socialmediaandcybersecurity,aswellasservicesneededtointegratethesetechnologieswithremaininglegacycoretechnologies.Thesefactorshavealsoimpactedglobaltechnologyspend.WorldwideIT-BPM(excludinghardware)spendin2015wasclearlyimpactedbythevolatilityinglobalcurrencies,resultinginanearflatgrowthof0.4percent(US$1.2tril-lion)in2015.DespiteturbulenteconomicconditionsincludingthedevastatingrainsinTamilNadugreatlyaffectingthesmallandmediumsizedcompanieswithstandalonefacilities,India’sIT-BPMsectordemonstratedflexibilityandresolvetoadjustandisexpect-edtotouchanestimatedshareof9.5percentinGDPandmorethan45percentintotalservicesexportsin2015-16asperNASSCOM.Computerandrelatedserviceswithashareof3.5percentinIndia’sGVAgrewby9.7percentin2014-15asperthe CSO. 5.16 CAHOCON 2016 - “Quality beyond Accreditation”SEPCparticipatedatCAHOCONwhichisanyearlyeventorganizedbyConsortiumofAccreditedHealthcareOrganizations(CAHO).ThisyearCAHOCON-2016wasorganizedon19thand20thMarch,2016atHotelLalitAshok,Bangalorewhere500+ delegates participated from accredited and non accredited hospitals and laboratories from different parts of the

country.Differentsessionsforhospitalsand laboratorieswere organized alongwiththeplenarysession.

This event created a learning platformwhere best practices were exchangedamongthehealthcareorganizationsonhow to sustain healthcare quality andstrategies which can take the qualitybeyond accreditation standards. Ina nutshell it was agreed by all thathealthcare quality accreditation is thebeginning of a journey for continuousqualityimprovementandpatientsafety.

The chief guest of the event wasPadam Vibhusan Dr. KrishnaswamyKasturirangan. There were over 40speakers from different hospitalslocatedindifferentpartsofthecountry

whoexpressedtheirviewonthetopicswithinthesphereofqualitybeyondaccreditation.AfewoftheeminentspeakerswereDrDeviShetty,DrKKKalra,MrAnilRelia,DrIrinaPapieva,DrAnupamSibbal.

From SEPC, Ms. Jyoti Kaur, Dy. Director General gave a detailed presentation on the healthcare portal (www.indiahealthcaretourism.com)whichisaone-pointinformationsourceandcovershospitalrelatedandtravelrelatedinformationinIndia.Therewerealsootherspeakersamongthevariousgovernmentsupported/governmentagencieswhoexpressedtheirviewon the importanceofhealthcarequality in medical tourism and aboutthe need for energy conservation inhospitals.Theseagenciesalsoinformedthe delegates about the support thatthey can provide to the healthcareorganizations.

Therewasaninteractivesessionwheretheparticipantsweregivenopportunityto clarify their doubts directly withthe CEO of NABH and Director ofNABL. This session highlighted manychallengestheaccreditedorganizationwere facing. The leaders assuredthe hospitals that they will be doingtheir best for the resolution of thechallenges.

Thesessionon the4theditionof theNABHstandardsalongwiththesessiononcommonnon-conformitiesduringNABHassessmentandtheirclosurewereveryinformativeandclarifiedthedoubtsofmanydelegates.Thesessiononthetechnologyandqualitygaveaninsightontheusageoftechnologyinimprovingquality,efficiencyandpatientsafety.

Theabstractswereinvitedfromalltheaccreditedhospitalsonthethemeofqualitybeyondaccreditation.Total86abstractswerereceivedoutofwhich10wereshortlistedforpaperpresentationandtop3gottheprize.ThepostercompetitiononthecareofvulnerablepatientsinassociationwithNABHwasalsowellperceivedbythehospitals.Total47posterswerereceivedoutofwhichtop3postersweregivenprizeattheevent.Theeventwasverymuchappreciatedbyallthedelegates.

• FilmBazaar2016wascreatedandorganisedbytheNationalFilmDevelopmentCorporation,itiscountedasSouthAsia’slargestfilmmarketanditsaplatformspeciallycreatedtostrengthentiesbetweenInternationalandSouthAsianfilmfra-ternities.ThemainfocusbehindtheFilmBazaarwastodiscover,supportandshowcaseSouthAsiancontentandtalentinfilmmaking,productionanddistribution.Alongwiththis,thebazaaralsofacilitatedthesalesofworldcinemaintheSouthAsianregion.Thisyear,FilmBazaarhasreceivedovera1,000international,aswellasdomesticdelegatesfromover35countries.
