(StatCaB) Programme for
NSOs of OIC Countries
Doha, 25-26 September 2018
SESRIC STATCAB PROGRAMME
Was initiated in early 2007.
Facilitates flow of statistical and professional know-how among NSSs of OIC countries based on a South-South and Triangular Cooperation approach.
To assess the needs and capacities of NSOs of OIC countries, SESRIC collects information from the NSOs of OIC countries by conducting biennial questionnaires. Last survey was circulated in August 2017.
Based on the corresponding needs and capacities, a matching is done among OIC countries to organise short term statistical courses, study visits, and technical missions.

GLOBAL NETWORK OF INSTITUTIONS FOR STATISTICAL TRAINING (GIST)
• The UNSD invited SESRIC to be the Founding Members
on 1 November 2017.
• Established on 5 January 2018.
• Overall objective: Facilitate collaboration among
members of the network in the delivery of trainings on
statistics in a more harmonized and standardized manner.
GLOBAL NETWORK OF INSTITUTIONS FOR STATISTICAL TRAINING (GIST)
• Following-up the establishment of GIST, SESRIC
attended the first meeting of GIST on 8 March
2018 in New York, USA. In this meeting, it was
identified that there is a need to pursue multiple
streams of work to address various challenges in
statistical training.
• As a follow-up, 5 main work streams were
established and SESRIC is being the member of
Task Team 5: Outreach, Communication and
Statistical Literacy, together with ILO, PARIS21,
UNITAR and China International Statistical
Training Center.
CAPACITY DEVELOPMENT 4.0
• In May 2017, the Task Team of Capacity
Development (CD) 4.0 was established following the
mandate of the PARIS21 Board.
• SESRIC participated in the Workshop on New
Approaches to Statistical Capacity Development
organised by PARIS21 and UNDP in France in
December 2017 and since then being the member of
Task Team CD 4.0.
• The main goal of the Task Team was to formulate a
conceptual framework for analyzing new
approaches to CD 4.0 in NSSs, identifying good
practices and operational mechanisms for implementing
them, and defining a set of quantifiable metrics for
assessing progress of such implementation efforts.
HANDBOOK OF STATISTICAL ORGANISATION
• Following the decision of the 49th Session of the UN-
StatCom to update the Handbook of Statistical
Organization, the UNSD invited SESRIC to join an
advisory group that will be responsible for providing
overall guidance to the drafting team.
• The primary objective of the Handbook is to guide
chief statisticians and senior managers of statistical
organizations in developing and maintaining statistical
capacity that is fit for purpose.
• SESRIC agreed to be part of the Advisory Group
and confirm its involvement for selected parts of the
Handbook concerning Statistical Capacity
Development.
RESULTS OF THE TENDENCY SURVEY ON
SDG PRIORITIES OF OIC MEMBER COUNTRIES
• SESRIC continues to conduct the “Tendency Survey on SDG Priorities of OIC Member Countries” in accordance with the Resolution #117 of 31st Session of the Standing Committee for Economic and Commercial Cooperation (COMCEC) in 2015.
• Objective: To identify the priority SDG areas for the Member States via surveys.
• The Survey was circulated to the OIC countries in August 2016. Subsequent reminders have been sent with a deadline of 31 August 2018 for the completion of the Survey.
• COMCEC Resolutions request SESRIC to submit periodical reports on the Survey Results. Accordingly, periodical updated are sent to the COMCEC Follow-Up Meetings in each May and COMCEC Summits in each November.
BREAKDOWN OF THE RESPONSE RATE OF TENDENCY SURVEY ON SDG PRIORITIES OF OIC MEMBER COUNTRIES
• The response rate for the Survey as of 10 September 2018:
• Completed (17 countries: Cameroon, Chad, Guinea, Jordan, Indonesia, Iraq, Kuwait, Libya, Malaysia, Niger, Pakistan, Palestine, Saudi Arabia, Sudan, Togo, Uganda, Yemen)
• Partially Completed (19 countries: Afghanistan, Albania, Azerbaijan, Bahrain, Bangladesh, Brunei, Burkina Faso, Gambia, Iran, Kazakhstan, Kuwait, Kyrgyzstan, Maldives, Mali, Palestine, Qatar, Senegal, Somalia, Sudan, Suriname, and Turkey)
• No Response (20 countries: Algeria, Benin, Comoros, Cote d'Ivoire, Djibouti, Gabon, Guinea-Bissau, Guyana, Lebanon, Mauritania, Morocco, Mozambique, Nigeria, Oman, Sierra Leone, Tajikistan, Tunisia, Turkmenistan, UAE, Uzbekistan.)
SDG PRIORITIES OF OIC COUNTRIES
SALIENT FACTORS AFFECTING ACHIEVEMENT OF SDGs
The most salient factors that have a limiting impact on the ability of respondent countries to achieve each SDG:
• Shortage of financial resources is the most salient limiting factor in front of the achievement of all SDGs followed by
• Lack of data sources to monitor and evaluate and Lack of technological/IT means;
• Inadequate human resources capacity and Lack of methodological knowledge;
• Lack of political support and Lack of coordination among relevant agencies/stakeholders; and
• Lack of laws, regulations, policies.

CAPACITY DEVELOPMENT NEEDS BASED ON SDG DATA AVAILABILITY STATUS
• The SDG data availability status of OIC countries also sheds light concerning the StatCaB activity planning of SESRIC. The SDG data availability criteria are as follows:
• Trend analysis possible (Trend OK): If a particular indicator has two or more data points available for 50 per cent (or more) of the OIC countries between 2000-2017;
• Only status analysis possible (Status OK): If a particular indicator has only one data point available for 50 per cent (or more) of the OIC countries between 2000 and 2017;
• Limited status analysis possible (Status LIMITED): If a particular indicator has at least one data point available but for less than 50 per cent of the OIC countries between 2000 and 2017;
• No analysis possible (No Data): If no data points are available for any of the OIC countries between 2000 and 2017.
