Statistical Business Registers (SBR)

• LSB compiles and conducts Economic Census (every 5 years)

• Ministry of Industry and Commerce, Department of Enterprise register and management issues business license and enterprise bases.

• Tax Department-base on Business license to monitor and record some information on business registration using (TIN-Tax identity Number) exercise in Central level, Vientiane Capital and Savanakhet.

• Strategy for Development of National Statistics System in 2010 to 2020 was established.

• The Statistics Law was approved in 30 June 2010 and officially implemented

• The Lao Statistics Bureau was established later that 2010.

• Lao Statistics Bureau (LSB) has the status equal to sub-ministry, under the Ministry of Planning and Investment

National Statistics System (NSS)

Overview Lao Statistics Bureau (Centralize system):

• Vertical statistics system includes: - Lao Statistics Bureau (LSB); - Statistics Center at Province, Municipality, - Statistics Center at District, Sub-district; - Village statistics unit

• The Horizontal Statistics System includes:

- The organization of sectors at the central and local levels;

- The organization of production units/economic units.

• LSB play and important role, to be a central of coordination within statistics system (V/H), monitor, examine and evaluate the use of sound statistics methodologies and implementation of SDNSS,…

Economic Census and SBR

• Economic census: EC in (2006, 2013) is the best source for LSB in order to access to statistics of establishment, economic trend and register statistics and apply to NA

• Conduct sample survey establishment survey since 2002 to 2007 base on EC

• Data aggregate by urban, rural, province and areas

Framework • Definition of Statistical Unit (establishment,

enterprise, others; type of unit: single or multi-unit)

• System of National Accounts base on SNA1993, using ISIC.Rev3 but we are updating to ISIC.Rev4

• EC 2013 using Lao Standard Industrial Classification (LSIC) base on ISIC.Rev4 version

Coverage and Framework

Content • Contact details (such as business name, postal

address, contact person, telephone and fax numbers, email address, etc)

• Business characteristics (age, activity, employment, compensation, receipts, expenses, assets, inventory, etc)

• Variables relating to business demography (birth, death and survival indicators)

• Not cover household business (Base on Lao Expenditure and Consumption Survey)

• Budget constraint- we do sample- (village has 10 or over unit)

1. Coverage: EC 2013 shows only 34.4% of enterprise is registered.
