On motion, the agenda was unanimously approved as amended. DEACONS’ REPORT –None. Deacon’s Meeting was cancelled due to weather. On motion, at 7:08 pm, the regularly scheduled Session Meeting was suspended for a meeting of the Foundation, returning to the Session Meeting by motion and approval vote at 7:12 pm. NEW BUSINESS/COMMITTEE REPORTS ADMINISTRATIVE COMMISSION Jeff Charis Carlson Work Session scheduling will be delayed until the Synod response and/or input is known. A neutral meeting site is under consideration. CG&P - Brian Price, Ruth Ann Tobey-Brown On motion, unanimously approved the following:
Adopt the Personnel committee description presented by the commission
Name Rev Katie Styrt as Acting Executive for Personnel Matters in addition to serving as Associate Pastor; and pay her a bonus for this temporary service.
Approve a policy that Rev. Katie, serving as Executive and in concert with the Personnel Committee, be in charge of deciding who has access to all electronic records. (A full copy of the Administrative Commission’s Personnel Committee Description can be found in the Appendix of the Official 2019 Session Minute, and on the FPC Davenport, org website.)
Diane Pumphrey will update the FPCDavenport.org website to align with the Personnel Committee Description document.
WORSHIP AND MUSIC –
Technology volunteer, Jerry van Loon, has concluded his 20 years of service to the Congregation. A reception February 24, 2019 after the Annual Congregational Meeting will provide an opportunity to express our appreciation to Jerry.
Volunteers are being recruited and trained to cover Technology needs on a rotating basis. Initially, Mike Bawden and Nathan Bawden are providing this service.
Sound Advisory Council has been formed and is evaluating needs, receiving recommendations and quotes. It was recommended to consider blue tooth availability compatible with hearing amplification.
On motion, unanimously approved the plan for single Worship Services at 10:00 am on the following Sundays:
July 14th, 2019: Vacation Bible Camp Sunday
August 4th, 2019: Bix Sunday
December 1st, 2019: Advent Lessons and Carols

January financials were not yet closed.
2019 Budget is in progress with next budget meeting scheduled for February 20, 2019.
Realistic plan is to have a deficit budget, and a proposal for funding that budget, to present at the March 18, 2019 Session Meeting.
It appears there are funds available to operations through this transition year. Serious restructuring and difficult decisions will be required if pledges and donations do not rebound by the close of 2019.

OLD BUSINESS
IPNC – Sarah Greim Presbytery approved the Ministries Information Form on February 9, 2019. The IPNC will now select a Congregation Member to serve with them. Jeff Charis Carlson is the appointed Administrative Commissioner to resource this committee. PRESBYTERY REPORT – Paula Burnett
Presbytery is functioning with Co-Moderators for leadership.
Delegation reported on trip to Pakistan, visiting the Boys & Girls School
FPC Davenport has donated 1/3 of the assessed Per Capita Figure which is contributing to Presbytery dipping into reserve funding to meet expenses.
Safe Gatherings, training program for Pastors is designed to assist in the prevention of exploitation and sexual abuse in congregations.
