• This module provides the general overview of coordination and management of an NTD Programme.

• It defines the scope of a district health system and relevant management / coordination structures.

• It defines the relevant NTD stakeholders, their responsibilities and how they can be coordinated.

Learning objectives

At the end of the session, the participants will explain:

• general overview of management and coordination of a district NTD programme;

• coordination structures of an NTD programme at district level;

• scope of district health system; ensuring that the NTD programme remains integrated within the existing health system;

• ensure that all stakeholders are identified and roles of each are clearly defined;

• An effective health programme manager (NTD programme manager) at the district level should demonstrate leadership qualities and also able to blend the national development agenda/goals, national health policies and strategies within the district health system.

Concept 2: Coordination

• Coordination is the act of organizing, making different people or organizations to work together in order to achieve a goal.

• Effective coordination requires active involvement of key stakeholders (role players) in a programme/ activity.

• Communication is the key to successful coordination of activities

• Ownership and commitment are built by open and transparent dialogue between all the players.

Concept 3: Management

• Management is an overall function of District NTD manager to use Leadership and Coordination capacity to achieve the set objectives of the NTD programmes.

• Encompasses planning, budgeting, organizing, staffing, coordination, monitoring and evaluating the outcomes of your programme interventions.

• In the management of health programmes at the district level, several internal and external activities related to health and non-health sectors need to be effectively coordinated to achieve set goals harmoniously.

Why do we need a strong NTD district coordination and management capacity?

A strong district coordination framework is vital for effective implementation of the NTD interventions

While previous NTD control efforts were vertical for each specific disease, the current approach integrates implementation of all NTDs in order to: avoid wastage of human, material and financial resources ensure avoidance of duplication of activities amongst

stakeholders avoid unnecessary competition between different partners

The district authorities should be in charge of the NTD Programme to promote ownership and sustainability (A manager should be able to answer key questions; Where are we? and where are we going?).

Its advisable to integrate with other existing health & non health programmes.

District NTD Coordinator / Focal Person: Roles

The district Medical Officer appoints District NTD Coordinator with the following responsibilities :

coordination of all NTD stakeholders “holds the responsibility of communication between all departments, NGOs and other stakeholders” setting and achieving programme goals through planning, budgeting,

organizing, coordination, Implementing, monitoring and evaluating the outcomes of a NTD programme;.

reporting to the DMO for decision making providing technical and programme guidance to various levels in the district Community mobilization and their participation for MDA activities Manages all programme implementation activities involving all the team

members develop and promote programme ownership in the district estimating, procuring and supplying medicines and diagnostics (supply chain

system); and equipments, vehicles etc
