Settlement Target Group The Settlement Target Group Criterion in the Settlement Reporting Facility (SRF) can be used to generate ad-hoc Settlement Arrivals Information reports using up-to-date data. The reports can be tailored to a specific timeframe.

The Settlement Target Group Criterion identifies a group of settlers who may be eligible for settlement services. Information regarding the settler’s migration stream, English proficiency, principal/dependent status, and location are used to decide whether each settler is ‘In Settlement Target Group’ or ‘Not in Settlement Target Group’.

The Settlement Target Group Criterion must be used in conjunction with the Current Grant Location filter, the Date Type option and the Date Range to narrow down the group of settlers to those who were in Australia when their visa was granted, with visa grant dates within the selected timeframe, and those who were overseas when their visa was granted, with arrival dates within the selected timeframe.

Two reports must be run to access this data, one which uses Australia as the Current Grant Location in conjunction with Grant Date, and another which uses Offshore as the Current Grant Location in conjunction with Arrival Date. The total figures shown in ‘In Settlement Target Group’ must then be added together to determine the actual number of settlers eligible for settlement services.

Settlement Target Group DefinitionSettlement Target Group is a group of settlers eligible for settlement services. It consists of settlers who meet the following criteria:

Onshore settlers in the following categories are included in the SGP Target Group:

permanent Humanitarian migration stream settlers; permanent Family migration stream settlers with low English proficiency; temporary Family migration stream settlers with low English proficiency living in

rural/regional locations; dependants of permanent Skilled settlers with low English proficiency living in

rural/regional locations; dependants of temporary Skilled settlers with low English proficiency living in

rural/regional locations; settlers holding subclass 151 (former resident) visas and have who have accessed

the Adult Migrant English Program (AMEP).

Settlers are considered to have low English proficiency if:

their English Proficiency is recorded as Good, Poor or Nil in the Settlement Database (SDB); or

their English proficiency has not been recorded in the SDB, and their Birth Country is classified in the SDB as EP3 or EP4 (see English Proficiency (EP) Country Group for details).

All locations are regarded as rural/regional, except for the following Statistical Divisions (SDs):

Settlement Target Group Criterion vs FilterCriteriaIf you select the Settlement Target Group Criterion, then your report output will display and give a figure for each of the Settlement Target Group options in this listing.

In the SRF there is one criterion available for Settlement Target Group. This is:

*Please note that this criterion will only display when a 2Way report type is selected and the first criterion selected is Statistical Sub-Div (Name).

FiltersFilters work differently to criteria; they allow you to narrow down your report data.

If you were only interested in settlers who were included in the Settlement Target Group, you could use the Target Group filter to narrow your data down to this.

When you select a filter you will be presented with the list of fields available for that filter. Some filters have more than one layer, such as the Country of Birth (Regions) filters. This means that you begin by selecting field/s from the top most layer and can narrow your search down to one of the lower levels if you wish.

In the SRF there is one filter for Settlement Target Group. This is:

Target Group

Current Grant Location, Date Type and Date RangeAs well as meeting the criteria of the Settlement Target Group criterion, a settler must also be identified as currently living in Australia with a Grant or Arrival date which falls within a specified Date Range. This is achieved though the combined use of the Current Grant Location filter, the Date Type option and the Date Range.

The Current Grant Location filter identifies settlers who were either onshore (in Australia) or Offshore (outside of Australia) when their current SDB visa was granted.

The Date Type option allows for the selection of either Arrival date or Grant date to be applied to the Date Range.

The Date Range allows for the selection of a specific timeframe. (The SGP Settler Information Arrivals booklets use a timeframe of 5 years).

When used in a certain combination, the Current Grant Location, Date Type and Date Range allows for the identification of settler’s who were:

in Australia when their visa was granted, with visa grant dates within a selected Date Range; and

1. Producing a report by Settlement Target Group for all Statistical Sub-Divisions in a Statistical Division

In order to correctly identify all settlers who are in the Settlement Target Group you will need to produce two reports:

one for settlers who were granted their current SDB visa offshore using arrival date, and

one for settlers who were granted their current SDB visa onshore using grant date.

The totals given in the ‘In Target Group’ will then need to be added together to give a total count of the number of settlers eligible to receive settlement services.

Select the Statistical Sub-Div (Name) option from the first Report Criteria drop down menu.

Select the Settlement Target Group option from the second Report Criteria drop down menu.

Click on (click to show/hide filters) to view all filters options.

Select the Place of Residence (State, SD, SSD, SLA) filter.

Select the Current Grant Location filter.

Select Darwin in the Statistical Division of Residence filter options by clicking on it in the left-hand column.

To get results for all of the Statistical Sub-Divisions in Darwin Statistical Division, click next without selecting any Statistical Sub-Divisions.

To get results for a particular Statistical Sub-Division, click on its name in the left-hand column.

Click on the Next button.

Type the security word as it is seen on screen.

Click on the Submit report button.

Example of a 2 way report by Statistical Sub-Division and Settlement Target Group by Current Grant Location (Offshore) for arrivals between 1 January 2009 to 1 January 2012

The report above shows the number of settlers who are ‘In Target Group’ and who are ‘Not in Target Group’ for each of the Statistical Sub-Divisions in Darwin Statistical Division.

Adding the ‘In Target Group’ Totals:In order to work out the actual number of settlers who are in the settlement target group you must add the ‘In Target Group’ counts from both reports.

In the two examples above this would be:

Darwin City:

389 + 689= 1078

Litchfield:

18 + 14 = 32

Palmerston-East Arm:

31 + 114 = 145

Total:

438 + 817 = 1255

2. Producing a report for Settlement Target Group by a specific location

In order to correctly identify all settlers within the Settlement Target Group for a specific location you will need to produce two reports:
