Seven questions were replied and one bill approved. The Speaker of the Pyithu Hluttaw submitted his message to be sent to the Speaker of the Pyidaungsu Third regular session of first Amyotha Hluttaw continued for seventh day Hluttaw. U Kyaw Naing Htay of Indaw Constituency asked whether there is a plan to solve the problem that local people use muddy water in creeks nearby villages all the year round due to gold mining works. Union Minister for Mines U Thein Htaik replied that Myanma Gems Enterprise of the Ministry of Mines permitted five companies to carry out jade mining along Laytan Creek in Mohnyin Gems Land and supervise their works. In jade mining works, 1500 feet in the blocks from the confluence, the companies excavate the stone layers with the use of backhoes and screen the stony soils with water. They store muddy water from the production again and use it once more. The muddy water in the creek may be flowed from spilling the embankment. However, the water may not be muddy due to the fact that the muddy water has been settled in the sediment ponds. As both the mining blocks and farmlands are 15 miles from Laytan Creek, the mining works cannot damage the farmlands according to the survey. The companies have been explained not to harm the natural environment and to emphasize flow of clean water to the creek by constructing the sediment lakes systematically. Third regular session of first Amyotha Hluttaw continued for seventh day

Hluttaw.U Kyaw Naing Htay of Indaw Constituency asked

whether there is a plan to solve the problem that localpeople use muddy water in creeks nearby villages all theyear round due to gold mining works. Union Minister forMines U Thein Htaik replied that Myanma Gems Enterpriseof the Ministry of Mines permitted five companies to carryout jade mining along Laytan Creek in Mohnyin Gems Landand supervise their works.

In jade mining works, 1500 feet in the blocks from theconfluence, the companies excavate the stone layers withthe use of backhoes and screen the stony soils with water.They store muddy water from the production again and useit once more.

A piece of adviceBasically, repeating a lesson or subject

by rote is one of the most fundamental ways tolearning any lesson for students. Generally,the method includes reading notes or a textbookagain and again, and re-writing them.

Here, time is the most important thing astudent has. But unfortunately, some studentsare wasting it for nothing. In this context, astudent should draw a schedule that will guidehim best to allocate the available time in themost effective way. It will be a difficult job forhim to stick to the schedule. But he should notsquander his valuable time. So, it’s up to him tofollow his own schedule faithfully. Becauseavoiding study will be the easiest thing for astudent.

Time management for study must be basedon priority system to get maximum benefit.First, a student should listen carefully to thelectures of his teachers in the classroom andtry to identify the important topics so that hecan get the best overall view of all his lessons indetail. It’s like looking at a map before going ona trip. Because the map is the best help to travelin an unknown territory. Then he will have towisely choose the topics to be studied first.Normally, he should learn the most importantand simple topics first. Next comes the importantbut time-consuming ones. He should give lesspriority to the lessons that are difficult and notvery important.

We hope that this piece of advice ormethod may be simple, but it may be helpfulboth for parents and their children and mayalso be instrumental to the success of anystudent pursuing education at any level. Wishingevery student success!

NAY PYI TAW, 21 Feb—A coordination meeting onrehabilitation of displaced persons, who moved in KachinState due to regional security, was held at the hall of KachinState Government Office on 18 February afternoon.

Speaking on the occasion, Deputy Minister for BorderAffairs Maj-Gen Zaw Win said that he and his team met somefamilies wishing to resettle in their region and some wishingto establish new villages in better transport areas. Thanksto food, cluthing and accommodation assistance of theState and the respective organizations, the displacedfamilies are now comfortable, and communication difficultieswere found at only a few relief camps. At a time when theconflicts were over, it needs to systematically keep necessaryaccounts for rehabilitations. In undertaking rehabilitationworks, it is necessary to consider fulfillment for not onlybasic requirements but also reserved rights of the families,he said.

Deputy Minister for Social Welfare, Relief andResettlement U Phone Swe stressed the need to carry outregional development tasks inclusive of rehabilitation tasks.All are to work in concert for improvement of health andeducation sectors as necessary infrastructures are built forregional development. Rehabilitation of displaced families in Kachin State discussed

KUALA LUMPUR, 21 Feb—Malaysian Prime MinisterNajib Razak on Monday pledged full assistance to visitingThai Prime Minister Yingluck Shinawatra to help resolvethe insurgency raging in southern Thailand.

Najib urged armed groups to renounce violence, as heoffered to work with Thailand in seeking ways to defuse thesimmering rebellion along their common border as Yingluckarrived for a one-day trip.

“We both agree (the unrest) is a domestic matter forThailand and people in the south must not seek a separatestate. They must reject violence and extremism,” Najib saidat a joint Press appearance after their talks.

Yingluck, who took office in August, is finishing up around of visits aimed at introducing herself to her neighbours.

Najib said the pair “discussed the need to find a long-term and durable peaceful solution in the south” of Thailand,where a seven-year insurgency has left thousands dead.

“Prime Minister Yingluck has requested Malaysia toprovide whatever assistance and cooperation we can tohelp Thailand in the process towards a long-term solutionin the south,” Najib said at a joint Press appearance.

RAMADI, 21 Feb—Four people were killed and two otherswounded in separate gunfire and bomb attack in Iraq’swestern province of Anbar, a provincial police source said onMonday.

Gunmen using assault rifles stormed the house of SheikhKetab al-Issawi, chieftain of a local tribe in southern city ofFallujah, some 50 km west of Baghdad, and dragged him outof his house before they shot him dead, the source toldXinhua on condition of anonymity.

KHARTOUM, 21 Feb—A major armed rebel group in Sudan’sDarfur region claimed on Monday that it was holding 52international peacekeepers of the United Nations-AfricanUnion peacekeeping mission UNAMID.

Gibril Ibrahim, spokesman of the Justice and EqualityMovement (JEM), said that “The held members of UNAMIDinclude 46 Senegalese, one Yemeni officer, one from Rwanda,and one from Ghana, besides three Sudanese. We believethey work for the Sudanese intelligence and security service.”

Ibrahim told Xinhua on phone that the peacekeeperswere not abducted, but “only being held” by the group.

“We are holding the UNAMID soldiers because theyentered our territory without our permission,” the spokesmansaid.

The rebel spokesman said all the held peacekeepers werefine and at a safe place. “They have been held at a safe placeand they are fine. We are waiting for a justification from themission on why this force moved into the movement’s areas,”he said.

He added that the group also suspected the Sudanesesoldiers accompanying the peacekeepers were working forthe Sudanese security services.

The UNAMID could not be reached for a comment on theevent at the moment.

Darfur rebels claim holding 52 peacekeepers

LASHKAR GAH, 21 Feb—Taleban militants killed fourcivilians for allegedly spying for the government in southernAfghan Province of Helmand, a spokesman for provincialgovernment said on Tuesday.

“Four innocent civilians were beheaded by militants inWasher District on Sunday night,” Daud Ahmadi told Xinhua.

Walmartannounced in May last year it planned to buy a minority stake in Yihaodian, a Chinese websiteselling consumer items and groceries.

Walmart said in a news release that the fresh investment into Yihaodian will take its staketo around 51 percent and will be subject to government regulatory approval. Walmart did notprovide any financial details to the deal.

Or, parents mayhear that any apparent delay is justan illusion because kids are littlegeniuses who can learn manylanguages quickly and easily.

“Both of these views are wrong,”US psychologist Erika Hoff told theAmerican Association for theAdvancement of Science meeting inVancouver this weekend. “It is notthe case that hearing two languagesconfuses the child and impairs theirability to acquire anything. But it isalso not the case that children canmagically acquire two languages asquickly as one.” Instead,psychologists should take a different

approach to testing young children,one that measures their proficiency inboth languages instead of just one.

When that is done, researcherstypically find that the two tests add upto about the same level of proficiencyas would be seen in a baby who islearning a single language. “Childrenwho are exposed to two languages...must hear less of each language thana child who hears only one and so ittakes them longer to get the sameamount of experience with eachlanguage,” added Hoff, whoseresearch has focused on highlyeducated bilingual Spanish-Englishfamilies in south Florida.

‘Jacuzzi vents’ model CO2 futureLONDON , 21 Feb — A UK scientist studying volcanic

vents in the ocean says they hold a grave warning for futuremarine ecosystems. These vents have naturally acidifiedwaters that hint at how our seas might change if atmosphericcarbon dioxide levels continue to rise. They are conditionsthat would make it harder for corals and similar organismsto make the hard parts in their bodies. Dr Jason Hall-Spencer’s work suggests our oceans could lose perhaps30% of their biodiversity this century.

The Plymouth University researcher has beenpresenting his latest findings to a major conference inVancouver, Canada. “I am investigating underwatervolcanoes where carbon dioxide bubbles up like a Jacuzzi,acidifying large areas of the seabed, and we can see at thesevents which types of organisms are able to thrive and whichones are most vulnerable,” he told the annual meeting of theAmerican Association for the Advancement of Science(AAAS).

Dr Hall-Spencer treats the vents like a time machine.As he swims towards them, the pH level of the water falls andhe can use particular locations to simulate what the openocean will be like in the decades ahead if emissions ofatmospheric CO2 go unchecked and much of the that gasis absorbed into sea. “What we see as you swim along agradient of carbon dioxide, up to levels we expect for theend of this century, is diversity loss.

“As you go along that gradient, species drop out of thesystem,” he told BBC News. “It’s not all calcified species- ones with hard shells or skeletons - which drop out; thereare other organisms with soft bodies which drop out as well.“This CO2 is a stressor. But scientistshave now developed the Abyss Box, which can maintainanimals in the extreme environment they need. The vessel,containing deep-sea crab and shrimp, will go on show atthe Oceanopolis aquarium in Brest, France.

The volume of the box is quite small (16 litres) butresearchers believe the technology could eventually bescaled up to house larger animals, such as fish. It is hopedsuch vessels will enable scientists to study bottom-dwellingcreatures over long periods of time — something that isjust not possible at the moment.”

Whether there is a plan torebuild the bridge as a suspension bridgeby the State. The deputy minister repliedthat 290-foot Koetan Creek Bridge was builttemporarily in 2011-2012 fiscal year. Dueto heavy rains and 13 feet high torrent wateron 12-9-2006, the bridge was damaged.Then, the bridge could not be rebuiltdepending on the fund and the temporarybridge was built there in open seasonannually.

Koetan Creek Bridge on Thetkelkyin-Phaungpyin-Homalin-Hkamti Road wasincluded in the fifth five-year plan and it willcommence in 2013-2014 fiscal year.

U Soe Soe of Htigyaing Constituencyasked whether there is a plan to build aculvert on Kwanbaung Creek onHtigyaing-Kyaunggon Road nearKwanton-Kyaukaik Village. The deputyminister replied that Sagaing Region spendsits fund on maintenance and upgrading ofthe road, construction of retaining wall andconduits.

Htigyaing-Kyaunggon Road is undermanagement of the Region Government. Dueto strong current of the creek, it should builda bridge than the culvert. Thus, the fund isbeing sought from the region government tobuild 250-foot Kwanbaung Bridge in 2012-2013.

is a plan to make arrangements for smallpassenger aircrafts to land at Pyay Airportof Bago Region. The Union Minister repliedthat the Ministry of Transport is takingresponsibility for waterway and aviationsectors. Its aim depends on raising the fundsof the ministry. Thus, the ministry is difficultto take responsibilities for maintenance ofbank erosion and landslides along all riversand the delta region. In conducting surveyof buildings and necessary measurementsfor Myaywa River Water Pumping Project,the area was eroded due to over volume ofwater. In this regard, the project is beingimplemented to store necessary volume ofwater by applying technology. However,the ministry does not have the funds notonly for the bank erosion in Pyay but also inall landslides along all rivers of the nationincluding that of the delta region. Townshipauthorities are to submit matters related tobank erosions to the President Office throughrespective region/state governments. ThePresident Office will allot the separate budgetfor the tasks. The ministry will not allot itsfund for the bank erosion.

Regarding the second question,Myanmar is practicing market economy, theminister said. Aircrafts once landed PyayAirport which is under maintenance of CivilAviation Department now, he said. As thereis no passenger, there is no flight groundingPyay Airport, the minister pointed out. If therepresentatives wish the airport to operateflights and they can assign an agent thereand book passengers for half of the flight,the aircrafts are ready to board them, theUnion minister answered.

U Tin Maung of ChanmyathaziConstituency asked whether there is a planto upgrade Chanmyathazi Airport inMandalay Region by the Uniongovernment to give a facelift to the city.The Union minister answered: the airportemerged in parallel with the Independence.Its original length is 4000 ft and width, 75 ft.Its current length is 6500 ft and width, 100 ft.F-28 aircrafts weighing 75 tons and abovecan land the airport. It is a global fashionconstructing new airports in cities if theycome to development. TadaU Airport wasbuilt to handle international flightsMandalay.

Mandalay Chanmyathazi Airport wasextended to 6500 ft in 1996. Since opening ofTadaU Airport in September, 2000, it wassuspended. 450 aircrafts are crossingMyanmar’s aviation territory. Of them, 200have to report to the airport which plays asignificant role in global aviation route. Everycomputer has the distance of the airport. It isplanned to swing the airport into action.

It is planned to open civil aviationtraining school to nurture qualified pilots forlocal and international airliners and to openflying club for aviation enthusiasts andamateur pilots. The principal and trainers ofDefence Services (Air) Aviation TrainingSchool are being recruited for opening thecivil aviation training school.

After the flying club is opened, it will be

packed with training aircrafts, amateuraircrafts and buildings of the club and willbecome a glory of Mandalay where aviationeducation is provided. The airport could alsobe used a reserve airport of TadaU Airport.

It is planned to keep the airport ascompulsory report point on internationalaviation route, civil aviation training schooland flying club.

U Win Myint of MyingyanConstituency asked whether there is a plan

to perform maintenance tasks alongAyeyawady River course in MyingyanTownship. The Union minister answered:The question is similar one raised by U WinMyint of Pyay Constituency. Hsimikhon isa significant site along the Ayeyawady rivercourse. Flowing south to north, the riverchanges its course from east to west as itpasses over Hsimikhon village. Till now,vessels of Inland Water Transport are loadingand unloading in Hsimikhon village. If thequestion is about the plan to contain theerosion, the answer is no as there is no fundallotted to do so. Though, there is a plan tobuild a terminal in joint venture with privateentrepreneurs regarding the constructionindustrial zone in Hsimikhon region. Whilebuilding the terminal, the conservation taskswill be carried out simultaneously.

The earthen road linking MezaliSarphyusu and Kangyi and Kyonton inEinme Township is 23 miles and six furlongslong. The 4-furlong distance of the19-mileroad section of the road in Einme Townshipwas upgraded to gravel one in the 2008-2009 fiscal year and two-furlong distancewas upgraded in the 2009-2010 fiscal yearby Einme Township Development AffairsDepartment, he added.

Einme Township Development AffairsCommittee would spend 80 million kyatson upgrading the two-mile-long section ofthe road in Myaungmya Township and K 40million on upgrading the one-mile longsection of the road in Einme Tonship in the2012-2013 fiscal year, he said.

Afterwards, U Aung Nyein of MagwayRegion constituency No. 2 asked to help theshortage of drinking water in GwaybinModel Village in Gwaybin Village-tract inChauk Township.

Deputy Minister for Border Affairs Maj-Gen Zaw Win replied that the ten-year projecton drinking water supply in rural areas wasimplemented from the 2000-2001 fiscal yearto the 2009-2010 fiscal year, benefiting23225 villages out of 64349 villages in thecountry and a total of 34858 water supplyfacilities were built during the ten-yearproject, he said.

Thirty-six tube wells were drilled and36 lakes to storage rain water wereconstructed in Chauk township at the cost ofK 257.96 million funded by ChaukTownship DAC , donors and the State,benefiting 45 villages.

Gwaybin Model Village has over 260households and has a population of 1555.There is a tube-well and three lakes built in1979. Though the township DAC repairedthe tube well in the 2008-2009 fiscal year asthe water supply from the tube-well haddecreased, it did not work again, he added.The deputy minister gave a green light to thetownship DAC to repair the tube well at thecost of K 36.47 million.

U Kyaw Kyaw of Rakhine Stateconstituency No. 2 asked whether theministry had a plan to upgrade Konthedanwooden bridge in MraukU to the bridgewith reinforced concrete pillars andwooden floor and to upgrade BandoolaBridge in MraukU to the iron reinforcedone.

The deputy minister replied thatKonthedan Bridge is 120 ft long, 6 ft wideand 18 ft high. The wooden bridge wasrepaired by MraukU Township DAC in the2006-2007 fiscal year and in the 2008-2009fiscal year spending the funds of the townshipDAC. The local people and MraukUTownship DAC also repaired the bridgeagain as it was damaged by the naturaldisaster in 21 July, 2011.

MyaukU Township DAC would spendK20 million on the first phase of upgradingthe bridge in the 2012-2013 fiscal year andthe remaining works would be carried outaccording to yearly plan, he said.

The bridge wouldbe upgraded to the iron reinforced concretebridge at the cost of K250 million accordingto the yearly plans of MraukU townshipDAC.

U Nyan Lin of Ayeyawady Regionconstituency No. 3 asked whether theministry had a plan to construct Natsinngu-Yenatchaung Bridge for the developmentof Kyonpyaw, Yekyi and Laymyathnartownships and to complete the gravel roadlinking Chingon and Ngapiseik in YekyiTownship.

The deputy minister replied that it wasestimate that it would cost around K100million to construct the 200-foot-in-lengthNatsinngu-Yenatchaung Bridge andKyonpyaw Township DAC would spendK30 million to start the work in the 2012-2013 fiscal year and the remaining workswould be carried out according to yearlyplans.

Chingon-Chaunghpya-NgapiseikRoad is five miles long and one mile andfour furlongs road section of the road waspaved gravel in the 2006-2007 fiscal yearand four furlong was paved with grave in the2010-2011 fiscal year, he said.

The remaining earthen section of theroad would be upgraded in the 2012-2013fiscal year and one mile distance of theremaining three miles would be upgraded atthe cost of K 40 million : K20 millionfunded by Yekyi Township DAC and K 20funded by the State, he added.

U Aung Cho Oo of Bago Regionconstituency No 11 asked the ministrywhether it had a plan to upgrade the roadlinking Chaukgtinkwin, Kywephyuma,Ywashaung and Wai villages in OkpoTownship, the road linking Gonnyindan,Boketho, Didubin and Kanthaya villagesand the road linking Kyatsudaw, HtooChaung, Kinponchon, Othegon villages toan all-weather road.

The road linking Chaukgtinkwin,Kywephyuma, Ywashaung and Wai villagesin Oakpo Township was constructed by thelocal people in the 1990-1991 fiscal yearand the earthen road was 13 miles long and10 ft wide. The 5-furlong distance of theroad was upgraded to the laterite road at thecost of k 1.2 million in the 2004-2005 fiscalyear by the township DAC.

The township DAC spent K11.435million on upgrading the one mile and 2.6furlong distance of the road to the lateriteroad in the 2011-2012 fiscal year and it wasestimated that it would cost k130.3 millionto upgrade the remaining road section whichwas 12 miles and three furlongs long. In the2012-2013 fiscal year, the township DACwould spend K4.4 million on upgrading thethree furlong distance of the road section.

Gonnyindan-Kanthaya Road is 5 mileslong and 10 ft wide. Though two miles andsix furlong distance of the road had beenpaved with laterite, the road was the earthenroad today. The 0.83 furlong distance of theroad was paved with laterite in the 1998-1999 fiscal year funded by the townshipDAC, 1.15 furlong in the 1999-2000 fiscalyear and road works was carried out on the6000 sq ft on the road in the 2011-2012fiscal year.

The road was being upgraded inthe 2011-2012 fiscal year funded by OkpoTownship DAC and one mile and 2.6 furlong

road section had been paved with laterite.It was estimated that it would cost K 51million to pave the five-mile distance of theroad in an attempt to upgrade the road to anall-weather road and the four-furlongdistance would be upgraded at the cost of K5 million in the 2012-2013 fiscal year. Theupgrading of the road would be carried outaccording the yearly budget of the township

DAC.Kyatsudaw-Htoochaung-Kinponchon-

Othegon village-to-village linking road wasseven miles long and 10 ft wide and wasconstructed by the local people in the 1990-1991 fiscal year. The one-mile section of theroad was upgraded to the laterite one at thecost of K12.9 million funded by the townshipDAC.

The one miles and 2.6 furlongs sectionof the road was being upgraded at the costof K11.435 million funded by OkpoTownship DAC in the 2011-2012 fiscalyear. It was estimated that it would costK87.2 million to upgrade the remaining 6-mile long earthen section and to constructa wooden bridge across the Gamone Creek.Therefore, the township DAC would spendK5 million on paving the four furlongdistance of the road in the 2012-2013 fiscalyear as a first phase.

Regarding the question of U Nain KhinPaung of Chin State Constituency No.7 on“ Plan to continue the construction of roadthat links Khampat Sub-Township andKeekha Sub-township and Manipura river-crossing bridge,” the deputy minister said:The road that links Keekha Sub-township ofChin State and Khampat Sub-township ofSagaing Region, is 65 miles long.

Under border area developmentprogramme, Field Engineering Battalionhas constructed earthen road. The site forconstruction of Manipura river-crossingbridge is far about 20 miles of KeekhaTownship. So, it needs to construct about300 -ft-long suspension bridge on the 250-ft-wide river. Construction of road will goon and matter on construction of Manipurariver-crossing bridge would be submitted tothe Central Committee for implementationof border areas and national racesdevelopment, based on Chin StateGovernment’s findings and feasibility inorder to get assistances from the government.

Manycountries show interest in making investmentin Myanmar. In doing so, there might be thosewho want to invest in a legal way as well asopportunists. They suggested that monitoringmeasure for the foreign investors should beadded to Commission’s duty.

Dr KhinShwe of Yangon Region Constituency No.9,U Saw Tun Mya Aung of Kayin StateConstituency No.5, Dr Banya Aung Moe ofMon State Constituency No.7 and U Nu ofYangon Region Constituency No.10discussed the proposal on U Hla Swe ofMagway Region Constituency No.12 on“Urging the Union Government to campand turn out youth athletes for the 2013 SEAGames to be held as a host country afterholding Inter-Basic and Higher EducationSchools sport competitions, Inter-region/state sport competitions, inter-ministry sportcompetitions including Ministry of Defenceacross the country”.

Their discussion is that holding of inter-basic education, higher education schoolssport competitions across the country for the2013 SEA Games. Inter-ministry sportcompetitions including Ministry of Defenceneeds to be held for selection of athletes;selections are to be carried out without givingfavors; Encourages are to be given to school-aged children so as to do sport according totheir hobbies; and measures to turn outoutstanding athletes in all kinds of sports andcamp them as a national duty.

Scientists say the number ofsea otters found dead alongthe California coast due toshark bites has risen sharplyin recent years.
