Host countryAfter ten years, Aqua~Media International is very pleased to be returning to Danang,Vietnam, for ASIA 2018, the seventh regional conference on Water Resources and Renewable Energy Development in Asia. VNCOLD, MARD and EVN support the event, and look forward to welcoming the world water and energy community.

Vietnam has around 14 500 MW of installed hydro capacity at large and small plants, supplying more than 30 per cent of national electricity, and today the country is alsoexploiting other renewable energy options, such as solar and wind power.

The country has much valuable experience to share, of impressive water storageschemes such as the recently completed Son La, Lai Chau and Trung Son schemes, andthe on-going Huoi Quang and Thuong Kon Tum projects. With the aim of adding about90 GW of new generating capacity by 2030 to meet current demand growth, Vietnam isstrongly encouraging private sector development.

Future plans also include pumped-storage development. Dam safety, climate resilience, flood control and transboundary schemes are key areas of interest.

Congress CentreThe Ariyana Convention Centre (ACC) is a recently completed state-of-the art meetingfacility, adjacent to the luxurious and attractive Furama resort, where ASIA 2008 tookplace. This new centre is appropriate to host our conference, which has also grown overten years in size and scope. In November, ACC hosted the APEC 2017 gathering of heads of state and economic leaders of the Asia Pacific region.

The ASIA 2018 conference sessions and exhibition will take place within ACC, and delegates will also be able to benefit from all facilities of the Furama resort close by.

Access to DanangDanang will be an ideal meeting point for delegates from all parts of the world. The airport, the third largest and busiest in the country, has being expanded earlier thisyear. There are already direct connections with a number of international airports suchas Bangkok, Singapore, Kuala Lumpur, Seoul, Hong Kong, Tokyo, Siem Reap,Hangzhou, Chengdu, Nanning, etc, as well as the Vietnamese cities of Hanoi and Ho ChiMinh, to the north and south, respectively.

Danang International airport is located less than 15 minutes drive from ACC and Furama.

Nationals of some countries do not require visas for a stay in Vietnam of less than 15days. However, for those requiring a visa in advance, further information will be provided at the time of conference registration.

AccommodationRooms are being blocked for ASIA 2018 participants in a range of hotels to suit allbudget categories. The luxurious Furama hotel will be the main headquarters hotel, and other hotels close to the conference centre and Furama resort will also be availableto book through our event managers:

ASK Event Management Ltd, UK. Please note that this is theonly organization officially representing the ASIA 2018 conference for accommodation bookings. ASK will also be handling conference registration and tours.

Please beware of scam accommodation bureaux, which often approach conferenceparticipants by telephone or email, implying that they represent us. We strongly recommend that credit card details are not given to these organizations.

Pre-Conference Workshops

Many factors are considered in the design andconstruction of the optimum hydropower project. Allparts of a scheme are interrelated and interdependent.Change one component and all others are affected. This workshop, following the successful one held atASIA 2016 in Vientiane, Laos, is aimed at people whoare, or will be, involved in hydropower developmentas part of rural electrification programmes. It willcover run-of-river hydro projects in the ‘pico’ to ‘mini’range: approximately 1 kW to 1 MW capacity.

As this is a diverse form of energy production, thereare always areas which are unfamiliar to people, despite many individual specialisms. This workshopaims to fill in the gaps, and help people to gain agood basic grounding in the topic. All relevant aspects will be covered, from rainfall toenergy evaluation, including:

•Analysis of scheme location and definition of potential catchments•Turning rainfall into an available flow range from a catchment and development of a flow duration curve•Power and energy generated calculation•Intake structures, channel and/or pipeline routes and sizing•Turbine selection•Generator, controls and switchgear options•Grids, national and local

This will be a ‘hands-on’ workshop, which will involvethe participants, working in groups, in developing anactual hydropower project during the day. After presentations on the individual scheme aspects, thegroups will put together the components of the project. This will follow through to the completed design.

The tour will depart mid-morning from theAriyana Convention Centre, arriving first atMarble Mountains. Of the five mountains, ThuySon is the most famous, with several caves whichbecame home to Buddhist sanctuaries. Visitorscan choose to ascend the 156 steps to thesummit, or take the elevator, before beingguided through the caves and pagodas.

Travelling via the famous Dragon Bridge, thegroup will arrive at the Waterfront Restaurant fora three-course lunch, with views overlooking theHan river. After lunch, the tour will continue ashort distance north of the city centre to the SonTra peninsula. Clearly visible from the city below, the impressive Lady Buddha statue stands 67 m

high, alongside the beautiful Linh Ung Pagoda.Guests will have the opportunity to learn aboutthe spiritual place of worship, as well as taking inspectacular sea views, before returning to theconference hotels.

Half-day Cultural Excursion

Globally, women in the renewable energy sector make up 35 per cent of the workforce. About 46 percent of women in renewable energy companies perform administrative roles, 28 per cent technicaland 32 per cent managerial roles. Despite some representation of women in high level positions atthese organizations, there is room to improve genderdiversity in the management and workforce ofrenewable energy companies. Research demonstrates that hiring more women injobs and departments with predominantly men improves team dynamics and performance. Companies that engage in gender diverse leadershipearn up to 35 per cent more return on equity. In

addition, engaging women in renewable energy development and investments ensures equitable benefit sharing and reduces risk. In this workshop, hydropower professionals will have theopportunity to discuss the business case for genderdiversity in renewable energy companies. As IFC and ICHenvironmental and social specialists will demonstrate, byincreasing gender diversity, companies improveefficiency and enhance sustainability.Drawing on examples from the region, workshopparticipants will explore how to mainstream genderinto their work. Tools and gender-smart approacheswill be introduced to help guide companies betterunderstand how to conduct gender environmental and

social impact assessments. To register for this workshop please contact KateLazarus, IFC Hydro Advisory Team lead at:[email protected] or Laura Bull, ICH Head of Studies at:[email protected]

Panel discussion:While there have been advances in the use of risk assessment for largedams, on the other hand, treating the safety of the thousands of small damsis continuously neglected because their individual risk is too insignificant tobe seriously considered. This disregards the considerable cumulative damageof thousands of small dams with their higher failure rate as compared withlarge dams. Panellists will discuss this issue from engineering, social andenvironmental perspectives.

Arrangements are being made, in collaboration with the Vietnamese National Committee on Large Dams, the Ministry of Agriculture and RuralDevelopment and EVN, for three technical tours. One, in the central part of the country, will visit the A Vuong and Song Bung 4 schemes. The other twotours will be in the north, both starting with a trip to Hanoi, with options to visit either the recently commissioned Trung Son scheme or Lai Chau.

The following itineraries are provisional.

Post-Conference Study Tours

This trip will depart from Danang around 08.30 hrs, and proceed first for a visit to the 83 m-high, 250 m-long A Vuong RCC dam, onthe A Vuong river (a tributary of the Vu Giariver) in Quang Nam Province. The damimpounds a reservoir with a storage capacity of 343 ¥ 106m3.

The associated hydropower plant has an installedcapacity of 201 MW.

Construction of this project began in 2003, andthe two generating units were commissioned inOctober and December 2008.

Annual production from the plant is around815 GWh. The electromechanical equipmentwas supplied by Power Machines of Russia and Sumitomo of Japan.

The A Vuong dam and powerplant are owned byEVN, and were built by the Infrastructure Development and Construction Corporation. Aswell as providing electricity, the dam serves forriver regulation and flood control.

After lunch at A Vuong, the trip will continue on atwo hour coach journey to the 156 MW SongBung 4 plant, also in Quang Nam province. This was the first major scheme in Vietnam tohave been funded by the Asian DevelopmentBank. The investment was around US$ 250million.

The main features of Song Bung 4 are: a 110 m-high RCC dam, an intake structure, a 3.2 km-

long headrace tunnel with a diameter of 7.2 m,a 16 m-diameter surge shaft, and the powerhouse.

There will be a guided tour of the dam and powerplant, before the journey back to Danang, with arrival scheduled for around 19.00 hrs. There will be an option to return either to the airport or the city centre, and accommodationcan be arranged in Danang if required.

Tour B - Northern Vietnam: Hanoi, and either (1) Trung Son (16-18 March) or (2) Lai Chau (16-19 March)

Tour A - Central Vietnam: A Vuong and Song Bung (One day, 16 March)

The group for Tour B, options (1) and (2), willtravel together to Hanoi, on a flight departingfrom Danang at 10.30 hrs on 16 March.

Lunch in Hanoi will be followed by a guided tourof the city, including the Temple of Literature,Ngoc Son temple, and the old quarter.

There will be an overnight stay at the Coniferhotel, after dinner in a restaurant overlookingHoan Kiem Lake.

(1) Trung Son visitOn 17 March the group will travel from Hanoi toTrung Son, stopping en route for lunch.

The 260 MW Trung Son plant, on the Ma river, was funded by the World Bank and the fourthunit was commissioned in September (2017).

This multipurpose scheme, for flood control andirrigation as well as hydropower production, isregarded as a ‘major driving force for economicand social development’ in the Quan Hoa district.

There will be a guided tour of the site with atechnical briefing, before an overnight stay inMai Chau.

On 18 March, this group will travel back to Hanoi

by minibus; there will be an option to go direct tothe airport, or stay overnight in the city.

(2) Lai Chau visitThe second option will offer the opportunity todepart from Hanoi (after the overnight stay) andtravel on a late morning flight on 17 March toDien Bien, where the group will have lunch. In the afternoon the journey will continue byminibus to Muong Lay, on the border of LauChau province. After dinner in a local restaurant, the group will have an overnight stay.On 18 March, the tour will proceed by bus to theLai Chau dam and 1200 MW (3 x 400 MW)
