1. Introduction

1.1 Background

Australia Pacific LNG proposes to construct an LNG facility on Curtis Island, south of Laird Point on Lot 3 on SP225924. The clearing of vegetation required for this project is subject to conditions of approval and management strategies that have been proposed in the EIS and Environmental Management Plans for the Project.

Conditions outlined in the EPBC approval conditions for the LNG facility development (approval number EPBC2009/477) include:

At least one week before the commencement of clearance of native vegetation associated with the construction and operation of the LNG plant and ancillary onshore and marine facilities, the proponent must undertake pre-clearance surveys to check for the presence of listed ecological communities, listed threatened species, listed migratory species, their habitat, and species identified as contributing to the World Heritage and National Heritage values of the Great Barrier Reef World Heritage Area.

Pre-clearance surveys must:

a) Be undertaken consistent with the Department’s survey guidelines in effect at the time of the survey. This information can be obtained from http://www.environment.gov.au/epbc/guidelines-policies.html#threatened

b) Take account and reference previous ecological surveys undertaken by the proponent for the area and relevant new information on likely presence of MNES

c) Be undertaken by a suitably qualified ecologist approved in writing by the Department

d) Document the survey methodology, targeted species and ecological communities, results and significant findings in relation to MNES

e) Apply best practice site assessment and ecological survey methods appropriate for each listed threatened species, listed migratory species, their habitat, and listed ecological communities. Pre-clearance survey reports (which document the methods used and the results obtained) must be published by the proponent on the internet before commencement and provided to the Department on request.

1.2 Scope of this report

The pre-clearing surveys have been conducted to meet the conditions of approval for the project as documented in the EPBC approval for the Australia Pacific LNG Project.

The EPBC approval conditions require pre-clearance surveys to check for the presence of species identified as contributing to the World Heritage and National Heritage values of the Great Barrier Reef World Heritage Area. The range of species which meet the criteria for this category is extensive. Species applicable to a terrestrial ecology survey include terrestrial invertebrates (i.e. mites, ticks, spiders, centipedes, millipedes and 109 families of insects). Although invertebrates may be noted during the proposed survey effort, there will not be a dedicated survey effort for terrestrial invertebrates.

It should be noted that Condition 23 of the EPBC approvals states that if a listed threatened species or migratory species or their habitat is found during the verification surveys the proponent must submit a separate management plan for each such species, ecological community or other MNES, to manage the impacts of construction and operation of the LNG facility. Each such plan must be submitted before the commencement of construction of the LNG facility. The development of these plans, does not form part of this report.

1.3 Survey Team

Ecologists with extensive experience conducting surveys within the South East Queensland Bioregion were chosen for the assessment. Members of the survey team are shown in Table 1.1.

2. Site history and previous ecological studies The Australia Pacific LNG facility site has undergone a significant ecological survey effort as part of this project extending from the preliminary site selection in April 2007 through to these pre-clearing survey results in March 2011. Additional studies of relevance have been conducted by the other LNG proponents and Gladstone Port Corporation as part of their respective projects. A list of the ecological surveys conducted on the Australia Pacific LNG facility site and a summary of the scope of works for each study is discussed in Table 2.1.

3. EPBC Listed Species and communities targeted during the pre-clearance survey

3.1.1 EPBC Listed ecological communities

The project site does not contain any threatened ecological communities listed under the EPBC Act (APLNG 2009). No threatened ecological communities were targeted during this survey.

3.1.2 EPBC-listed threatened flora

The project site does not contain any historical records of listed flora species and no listed flora species were recorded on site during previous field surveys. The EIS concluded that the site may support suitable habitat for two of these species including large-fruited zamia palm (Cycas megacarpa) and quassia (Quassia bidwillii), based on their habitat preferences and known geographical ranges (APLNG 2009).

3.1.3 EPBC-listed threatened fauna

The tidal mudflats of the project site have been mapped as likely habitat for the water mouse (Xeromys myoides). This species is listed as vulnerable under the EPBC Act and the Queensland NC Act. Best practice survey effort for the water mouse is outlined in the draft EPBC Act policy statement 3.20 Significant impact guidelines under for the vulnerable water mouse (Xeromys myoides) (DEWHA 2009). Surveys for the water mouse are being conducted separately, and did not form part of these pre-clearance survey effort. A summary of the water mouse survey results is provided in Section 5.2 of this report.

The squatter pigeon (Geophaps scripta scripta) has been identified as potentially occurring on the project site (APLNG 2009). This species is listed as Vulnerable under the EPBC Act and the NC Act. The recommended survey technique for this species involves area searches or transects, and the survey effort required for 50ha of potential habitat is 15 hours over 3 days (DEWHA 2010). There is 247ha of eucalypt woodland habitat which will be disturbed within Lot 3 on SP225924. As such, the survey effort required for this species within this lot is 75 hours. This effort was incorporated into the overall fauna pre-clearance surveys.

Marine flats on the south side of the salt pan provide some habitat potential for the yellow chat (Dawson) (Epthianura crocea macgregori), which is listed as Critically Endangered under the EPBC Act. However, grazing and disturbance by feral horses and cattle have greatly reduced habitat quality and the likelihood of this species occurring is considered low. The recommended survey effort using area searches over 50ha is 12 hours over 4 days for this species (DEWHA 2010). Survey for the yellow chat (Dawson) was incorporated within general survey and nest location as part of the fauna pre-clear surveys.

The project site has been identified as been potentially within the foraging area of the red goshawk (Erythrotriorchis radiatus) (APLNG 2009). This species is listed as Vulnerable under the EPBC Act and Endangered under the NC Act. The recommended survey method for this species is to conduct area searches for their characteristic nests. The recommended survey effort for 50ha is 80 hours over 10 days (DEWHA 2010). The EIS concluded that red goshawk is unlikely to nest within the project site.

Survey for this species was incorporated within general survey and nest location as part of the fauna pre-clear surveys.

No survey guidelines have been published for EPBC-listed reptiles. Two EPBC-listed reptile species were considered by the EIS to have a low probability of occurrence on the project site: yakka skink (Egernia rugosa) and brigalow scaly-foot (Paradelma orientalis). These species were targeted during pre-clearing surveys by active searching of potential habitat, which is considered the most effective method of detecting their presence.

3.2 Migratory species

A study has been prepared for the LNG facility on Curtis Island detailing the results of wader bird surveys undertaken between November 2009 and March 2010 (BAAM 2010). This study provides an understanding of the current utilisation of the wider project area by migratory shorebirds. Consequently, migratory shorebirds were not specifically targeted as part of the pre-clear surveys. However, general observations of migratory shorebirds were noted during the transect survey effort as discussed in Section 5.2 and listed in Appendix 2.

Aside from shorebirds there are several other migratory birds identified as potentially utilising the habitat within the wider project area. Some observations of habitat utilisation within the wider project area by EPBC-listed migratory species (which are not migratory shorebirds) include:

• White-bellied sea-eagle (Haliaeetus leucogaster) – active nest located off the project site between the northern property boundary and Laird Point (pers comm. Ben Nottidge).

• Eastern Osprey (Pandion cristatus) – active nest located on North Passage Island (BAAM 2009).

Observations of habitat utilisation within the wider project area by EPBC-listed migratory species (which are not migratory shorebirds) were noted during the transect survey effort.

3.3 Significant weed species Three significant weed species have been recorded on site during initial site investigations with a further four species identified through database searches of the wider project area (Table 3.1) (APLNG 2009).

4. Survey methodology

4.1 Desktop assessment and site planning

Pre-clearing surveys were undertaken to fulfil the conditions outlined in the Coordinator-Generals report and the EPBC Act conditions for the Project approvals. The purpose of the pre-clearing surveys was to identify significant flora and fauna features of Lot 3 on SP225924 and specifically identify the following features on site:

• The presence of listed ecological communities, listed threatened species, listed migratory species and their habitat

• Potential nesting and roosting sites

• Locations of hollow bearing trees

• Threatened or Regionally Significant flora and fauna

• Significant weed species

• Type A species which may require salvage according to the conditions of the clearing permit.

Pre-clearance surveys were conducted over a 12 day survey period between 13 - 25 March 2011.

4.2 Field surveys

The clearing area utilised for the Environmental Authority (EA) application was used as the investigation area for the surveys effort. To allow for inaccuracies in satellite access the area used in the EA application was buffered by an additional 20 meters and uploaded onto hand held GPS units.

The GPS units were then used as a guide for the survey and the investigation area was broken into survey sections. These sections were then surveyed using a series of transects to cover sections of the investigation area separately. Transects were conducted across the site at approximately 30 metre intervals. The variation in the width of the transect reflected the degree of openness of the vegetation in areas where the vegetation community was open and visibility was greatest the width between transects was up to 80m. As the flora and fauna teams operated independently and used separate GPS devices the sections surveyed between the two teams varied in both space and time. The exact transect paths were recorded using a GPS and are shown in Figure 1 and Figure 2.

In addition to the transect survey a dedicated fauna survey was undertaken. Call play-back was conducted on in three locations in and around the mangrove areas over three days for the yellow chat (Dawson) (Epthianura crocea macgregori). Additional searching for this species took place across the survey period. Active searching under logs and bark was carried out both during the tree habitat transects and in the clearance area following the completion of the transect survey effort. This active searching was conducted to specifically target threatened reptiles.

Night surveys and dawn/dusk bird surveys were not carried out during the pre-clear survey period due to access restrictions on site.

4.2.1 Flora data collection

The locations of all listed threatened ecological communities, listed threatened flora species and significant weed species observed during the transect survey were recorded using a handheld GPS.

Data for each GPS point was collected in the field using a Windows mobile excel spreadsheet. Column headings for the spreadsheet are shown in Table 4.1 and the full results of the flora transect survey are shown in Appendix 1.

4.2.2 Fauna data collection

Along with habitat data, both incidental fauna sittings were noted as well as all observations of migratory and threatened fauna (both EPBC-listed and NC Act–listed). The migratory and threatened fauna were recorded with details about habitat features and the location using the hand held GPS. The full results of the fauna survey are tables in Appendix 3, showing the fauna habitat transects and the incidental species list. Fauna transect survey datasheet headings are shown in Table 4.2.

The arboreal termite nest hollows were recorded because they are used by a variety of birds and reptiles. Only termite structures with observed hollows were recorded. Large logs, piles of logs or an area of many logs were recorded and searched as potential habitat for both Yakka Skink (Egernia rugosa) and Brigalow Scaly-foot (Paradelma orientalis). Trees with scratches were also searched and the ground beneath searched for koala scats.

5. Results

5.1 Flora Survey Results

The flora transect survey confirmed the results of the previous ecological investigation. No EPBC listed threatened ecological communities or endangered regional ecosystems occur within the Australia Pacific LNG facility site. No flora species listed as threatened under the EPBC Act were observed during the flora transect survey.

A full list of the results for the flora transect survey, including the location, species and numbers of individuals is shown in Appendix 1.

5.1.1 Significant Weed Species

The flora transect survey confirmed the presence of three significant weed species on the island. The greatest density of significant weed species is located along the north western sections of the salt pan located in the centre sections of the Australia Pacific LNG facility where significant infestations of rubber vine and lantana dominate the first 5 metres above the intertidal zone.

A full list of the significant weed species observed during transect survey is provided in Appendix 1 and summarised in Table 5.1. The location of these species across the Australia Pacific LNG facility site is shown in Figure 1.

5.2 Fauna Survey Results

During the survey 60 fauna were identified on or flying over the proposed clearance area, these are listed in Appendix 2. Across the site, 25 arboreal termite nests with hollows, 17 nests, 13 logs or patches of logs and 6 trees with exceptional habitat qualities of exfoliating bark were recorded. The full details of each recorded habitat feature are listed in Appendix 3.

5.2.1 Migratory and Threatened fauna

White-bellied sea-eagle (Haliaeetus leucogaster), satin flycatcher (Myiagra cyanoleuca) and Rainbow Bee-eater (Merops ornatus) were identified during pre-clear surveys. These species had all been identified on the APLNG site during previous surveys (Worley Parsons 2010) for the EIS. Fork-tailed swifts (Apus pacificus) were identified flying over the site on 6 of the 12 days during this survey. This species has not been previously recorded over the APLNG LNG facility during surveys for the EIS or subsequent works, but were identified in the APLNG EIS as likely to occur in the project area (Worley Parsons 2010). It is know that a White-bellied Sea-Eagle nest is situated 100m to the north of the APLNG LNG facility site and is outside the survey area for this study. This nest has been observed being used during the last breeding season and two juvenile White-bellied Sea-Eagles’ were observed flying over the mudflats during this survey.

During the pre-clearance survey the white-bellied sea-eagles, fork-tailed swifts and the rainbow bee-eaters were all identified while in flight. All three were observed flying over the entire clearance area on multiple days. Satin flycatchers were observed flying and feeding in and around the mangroves on the northern area of the mudflats.

Yellow chats were not seen or heard on site across the 14 days. Call play back was conducted on the edge of the mudflats and within mangroves on three days. No evidence of them occurring on site was recorded during call playback, nor during general searches of suitable habitat.

5.2.2 Water mouse survey and habitat assessment results

Following a preliminary habitat assessment for the water mouse, Biodiversity Assessment and Management (BAAM) conducted an independent survey for water mouse on the LNG facility site. Water mouse has not been recorded in the Gladstone region previously. However, this is likely to be an artefact of a general lack of surveys, or low survey intensity for the species in the region. The species is known from the Rodds Bay area (DEWHA 2009) located approximately 45 km south of Gladstone. To the north the species has recently been observed in the Shoalwater Bay area approximately 170 km north of the Study Area (O’Neill 2009).

Methodology

The Water Mouse field investigation was carried out over a period of four days and three nights from 1st to 4th March 2011 inclusive. Investigations included additional daytime habitat assessment as well as a trapping component. Daytime habitat assessment and searches were carried out over the study area with a focus on identifying potential nest sites as well as identifying prey middens. Searches were carried out at all trapping sites and along much of the landward edge of the mangroves. Elliot A type traps were utilised for the trapping component of the survey. Traps were positioned on the outgoing tide in the evening using fresh pilchard as bait. Traps were checked and removed several hours later before being inundated by the incoming morning tide. Trapping was carried out over three consecutive nights with fresh bait used each night. To ensure no doubt over identification photographs were taken of captured animals and hair samples were provided for specialist analysis by Queensland Museum staff.

Results

Habitat searches were opportunistically carried out throughout the study area during the survey. Specific habitat assessments were carried out at several points within the study area including the site previously identified as containing potential nest mounds. The nesting potential for water mouse ranged from being good in areas to the north of the vegetated inlet that supplies tidal flows to the salt pan in the centre of the site to low in area with mangroves only and no nesting substrate.

For the trapping survey, 120 traps were used for the survey over three nights giving a total of 360 trap nights. A single water mouse was trapped on the final survey night. The individual was photographed and a hair sample taken. Museum staff confirmed the identity of the species as water mouse. The specimen was caught in the forest adjacent to the southern end of the sand bank on the northern side of the vegetated inlet.

Conclusion

Considering the current literature, the most suitable areas of potential nesting habitat for Water Mouse appear to be within the northern and southern extent of vegetated inlet, where the supralittoral banks occur.
