2015 Sioux FallsEconomic Development Progress Report

This has been a year of laying foundations for a brighter future.

Our organization exists for the purpose of building for the future. But seldom in the sixty year history of the Sioux Falls Development Foundation have so many innovative foundations been laid to facilitate the future growth of our regional economy. In addition to participating in another record year of growth in Sioux Falls during 2015—our third record-setting year in a row—the Development Foundation pursued a wide range of new initiatives.

Economic development succeeds through partnership, as local government, businesses and development organizations work together toward the goal of prosperity. This year, the Development Foundation forged new partnerships, working with SAB Biotherapeutics on strengthening a vital and growing industry for ourcommunity. We also partnered with the Technology Business Center, Forward Sioux Falls and the University of South Dakota on the USD Discovery District, an opportunity zone sharing a campus with the Graduate Education and Applied Research Center near University Center. These high tech connections will play a critical role in the technology future of Sioux Falls. Near the Discovery District is Campus Crossing, the Development Foundation’s exciting new commercial area for northwest Sioux Falls and home to a new Walmart store.

Perhaps the most dramatic and forward-looking strategy for our organization this year was the announcement of Foundation Park, the state’s first economic development megasite. Created in partnership with the Governor’s Office of Economic Development, the City of Sioux Falls and Forward Sioux Falls, the 820 acre development lies at the intersection of Interstates 90 and 29. With the potential to create thousands of new jobs and millions in new capital investment, Foundation Park is the largest investment the Development Foundation has ever made in the future of Sioux Falls. We think it’s also one of the best investments we’ve ever made.

We’ve only begun the process of laying foundations for the future. This past year has been a vivid example of what partnership, innovation and community spirit can do. Here in Sioux Falls, the excitement is building!

The Sioux Falls Development Foundation announced a $3 million equity investment that will help Sioux Falls-based SABBiotherapeutics grow its unique disease-fighting platform.

SAB Biotherapeutics, Inc. is a biopharmaceutical company on the leading edge of innovation, developing natural technologiesthat have the potential to transform the treatment and preventionof diseases from cancer to Ebola, and diabetes to influenza.

The equity position in SAB has the potential to provide futurefunding for the Development Foundation to continue its work indeveloping available sites, aiding the expansion of existing SiouxFalls regional companies and attracting new industry to the area.

The Development Foundation’s investment was facilitated bya State of South Dakota Future Fund grant intended to supportand encourage development of the state’s biotechnology sector.

The South Dakota Technology Business Centerserves as the resource helping innovators and entrepreneurs as they launch, grow and expand theircompanies in Sioux Falls. The University of South Dakota Discovery Districtmoved into the implementation phase this year, as stakeholders including the South Dakota Board of Regents,the University of South Dakota, the City of Sioux Falls,Forward Sioux Falls, the Sioux Falls Area Chamber ofCommerce and the Sioux Falls Development Foundationlook to a new strategy for building the future.

The Discovery District has the potential to be a platform for bringing together a strong cross-section of the great research and commercial opportunities inSouth Dakota from around the world. The campus is amodel for global innovation and long-term investment inthe future of the region.

The first phase of road and utility infrastructure hasbeen designed, and construction of the 2,039 linear feet of street and utilities is underway. Currently, a feasibilitystudy is being conducted for the first potential new building.A need for pharmaceutical and biologic production spacewas identified during the master planning process. Thefeasibility study will evaluate the requirements of potentialtenants, model a facility design and construction costs and recommend strategies for developing and operating a facility.

During the past year, the Interns in Industry programawarded 51 scholarships to deserving students whoserved internships in partner companies around SiouxFalls. In its 13th year, the program placed students withbanks, manufacturers, organizations and communicationscompanies, providing the students hands-on experience in a potential career field and businesses with excellentemployee candidates. ShadowED offers career explorationOne of the best ways for a business to create a pool

of future workers is to showcase available opportunitiesto young students. For over a decade, ShadowED, a Forward Sioux Falls program directed by DevelopmentFoundation staff has placed students in area businessesfor a half day during the school year to explore and discover the opportunities that exist within that organization and career field.

The ShadowED coordinator serves as a liaison between the business and school participants, making job shadow arrangements a simplified process for bothparties. ShadowED arranges shadow experiences for approximately 400 students each year. Because of theprogram’s success, ShadowED receives strong supportfrom its 200+ business partners.

Industrial and WarehouseDevelopments

A-OX Welding Supply Co. Inc. relocated to the formerDakota Beverage building at 101 North Harlem Avenueearlier this fall. The facility provides additional room for the growing company that specializes in industrialmanufacturing and medical gasses.

Ag Growth International purchased land in the JansmickIndustrial Park for a new Hi Roller production facility. The 120,000 square foot facility, completed spring 2015,houses all production and office operations and represents a nearly $15 million investment. Approximately30 new jobs were created.

Dakota Millwork relocated/expanded into the formerGroomer’s Choice facility at 1501 North Industrial Avenuenear the Sioux Falls Regional Airport.

Construction was recently completed on a new 51,000square foot manufacturing facility along 60th Street Northfor Diamond Mowers. Building the new facility allowed operations to be consolidated into one building.

FedEx, located at 4401 East Producer Lane in Sioux Empire Development Park VIII, expanded their distributionfacility with a $1.2 million, 18,473 square foot addition.

Global Sterilization and Fumigation, a Nevada-basedbusiness specializing in a natural and organic alternativesterilization process, purchased the former Dakota Beverage warehouse. The company renovated the 29,000square foot facility prior to starting operations earlier thisyear. The company created approximately ten jobs.

Groomer’s Choice Pet Products, formerly known asSenproco, purchased 6.5 acres in the Jansmick IndustrialPark and completed a new 55,000 square foot facility earlier this year on Northview Avenue. The facility represents a $6.75 million investment and provides capacity to double the size of the building in the future.

Interstate Office Products constructed a 9,000 square foot warehouse facility in northeast Sioux Falls offof 60th Street North and Velocity Avenue.

Midwest Motor Express completed a $1.1 million expansion to their transportation facility at 2807 North First Avenue in Sioux Empire Development Park III.

Construction is nearing completion on Republic NationalDistributing’s new warehouse/office facility at 4101 North Potsdam in Sioux Empire Development Park IV.The 145,600 square foot facility will provide nearly triplethe space when the company relocates in early 2016 tothe $9 million facility.

Soukup Construction is in the process of building a new 30,000 square foot office/shop facility at 725 NorthEbenezer Avenue in northwest Sioux Falls. The companyplans to move into the $6 million facility in March of 2016.

TJN Enterprises opened their new facility on 25 acrespurchased from Xcel Energy along East Rice Street inSeptember. The new 66,000 square foot facility housestheir expanding metal recycling business. The $10 millionproject includes processing operations, storage and officespace. The company, with 40 employees and plans to hire more, will continue to operate the previous location as a retail and consumer drop off site.

Western Products opened a showroom at 3809 NorthFourth Avenue in Sioux Empire Development Park I inMarch. The North Dakota-based home improvement company is one of the largest in the Midwest.

Office, Commercial & Medical Developments

Construction wrapped-up earlier this year on the new $5 million hotel located at the Sioux Falls Regional Airport.The AeroStay includes 79 rooms.

Grocery chain Aldi is opening a store in 23,000 squarefeet of the former Big Lots space at 2808 South Louise Avenue. The store is scheduled to open early 2016.

Avera wrapped up construction on the $25 million AveraPrince of Peace project earlier this year. The two-story,121,000 square foot facility replaced the former facilitywith private rooms and a wing of assisted living. AveraMcKennan Hospital expanded their NICU to 16,500square feet with a recently completed $7 million remodel;and site work is underway on a new clinic that will housethe state’s first free-standing emergency department at28th and Marion Road.

Badlands Pawn, Gold & Jewelry plans to open onThanksgiving Day. The $15 million, 55,000 square foot retail entertainment complex along Russell Avenue includes a foundry, radio station, deli and shooting range.Over 20 people will staff the retail and entertainmentvenue.

The Bakery opened in a renovated facility at 910 North Main Avenue in May. The building provides community space to bring students, mentors, entrepreneurs and businesspeople together.

Iowa-based Bank Midwest entered the Sioux Falls market in the nearly $2 million remodeled former Howalt McDowell building on Minnesota Avenue in July.

Work wrapped up this fall on Co-op Natural Foods’$1 million expansion and remodel at 18th Street and Minnesota Avenue.

The Country Club of Sioux Falls, formerly Westward Ho,broke ground in 2014 on a new 35,000 square foot clubhouse. The facility was completed summer 2015.

A $5 million, 40,000 square foot training facility for D1 Sports Training, a franchised concept, is under construction in partnership with Orthopedic Institute andGreatLife Malaska Golf & Fitness. The facility is located on the northwest side of 69th Street and Southeastern Avenue with completion scheduled for spring 2016.

Construction was completed in April on Dataware’s new11,300 square foot, $2 million data center. The facility is located in The Edges office park development near the I-29 and I-229 interchange. Dataware is a division of Omnitech.

Marketing firm Epicosity is investing nearly $1.5 million inthe purchase and renovation of the former Good Shepardfacility at 300 North Main. At 10,000 square feet, the new location will provide triple the space for the growingfirm. Epicosity hopes to move into their new headquartersby the end of 2015. Continued on page 10...

Office, Commercial & Medical Developments

Construction continues on the Evangelical LutheranGood Samaritan Society national campus. An 84,000square foot, two-story office facility called the Ryan Building is under construction and scheduled for completion spring 2016. Major remodeling is underway on the Hoeger Building and the Jerstad Center will convert to offices as part of the $30 million project. GoodSam is also building a 32-unit assisted living center on thePrairie Creek campus scheduled to open summer 2016.

Work continues on the second grocery for FarewayStores at the southwest corner of 41st Street and SycamoreAvenue. The $3 million, 28,000 square foot store is scheduled to open early 2016, employing up to 80 people.

The first production brewery opened at 1400 East RoburDrive in northeast Sioux Falls. Fernson Brewing Companyoperates out of a 12,000 square foot facility housing a 30-barrel brewing system with seating for 95 in the taproom.

Billings-based First Interstate Bank opened a limitedservice branch at 4930 South Western Avenue earlier thisyear. The branch, with a dozen staff members, offers residential mortgages and construction loans.

Work wrapped up earlier this year on First Savings Bank’snew facility near 69th Street and Western Avenue. The $2 million, 14,000 square foot full-service bank will includeroom for some of the bank’s corporate staff.

An $800,000 renovation of The Foundry, the former Traditions Furniture building in downtown Sioux Falls, intoretail, office and lofts was completed in spring. The facilityhouses Duluth Trading Co., one of the area’s newest retailers, and the headquarters of Cega Innovations.

The first floor of The Plaza, the former CNA building, ishome to the downtown offices of Frontier Bank. Servicesat the bank’s second location are provided by six staffmembers. Pappy’s The Original coffee shop also openedearlier this year on the first floor along with WoodGrainBrewing Co.

By the end of 2015, roughly $20 million will be invested inarea golf courses and fitness clubs through GreatLifeMalaska Golf & Fitness Club, including improvements,renovations and an addition to Woodlake Tennis & FitnessCenter; a new 16,000 square foot $2.2 million clubhouseat Willow Run Golf Course, and numerous fitness facilitiesthroughout the region.

Historic Towne Square is the name of the new development encompassing the former School for theDeaf complex on East 10th Street. The development willhouse the corporate offices of Wheel City Auto in remodeled facilities; with plans for renovated apartments,a new strip mall and additional housing units in the works.

Construction continues on Journey Group’s new $5 millionheadquarters facility at 58th and Solberg Avenue in the Interstate Crossings office park. Employees will move intothe 22,000 square foot, two-story building early 2016.

The Marketplace at Lake Lorraine, a 130-acre development, is home to Sioux Falls Lighthouse andThe SandBar which opened earlier this year. The lighting/home furnishing store, and beach-themed restaurant, were joined by Mainstream Boutique and CornerstoneEye Clinic. The development will include Grand Living, a 200,000 square foot, 156-unit senior living, assisted living and memory care complex on 8.5 acres scheduledfor completion in 2017.

Metabank leased additional space at 6009 South SharonAvenue for their growing business with plans to create 50new jobs.

The former Illinois Central Roundhouse at Fifth and Weber is undergoing renovations and an addition, and will be home to the architecture and interior design firmPerspective. The facility will provide additional space forthe firm to grow as well as studio space for their artist-in-residence program.

Earlier this year, construction started on a new two-storyoffice building in the Three Fountains development near85th Street and Western. Developer RMB Associateswill relocate offices to the 31,000 square foot facility as will Paradigm Construction. Construction will wrap up summer 2016 on the $4-5 million facility.

Construction continues along 18th Street on the $30 million, 48,000 square foot Edith Sanford Breast Center on the Sanford campus, and ground was broken in September on Sanford Imagenetics. The 100,000 square foot, three-story facility will house various clinics, labs and research programs in addition to space for patient and community education. Both facilities should wrap up construction in 2017.

The Shoppes at Dawley Farm Village development, located near Arrowhead Parkway and Highway 11, features a 50,000 square foot, $6.6 million Burlingtonstore that opened in May creating 65 new jobs. A newlyconstructed 15,000 square foot retail center will housenew tenants including Massage Envy, Olive Destination,The Barbershop, Mainstream Boutique, Perfect 10 Nail & Beauty Bar and AT&T.

TownePlace Suites, a 92-room hotel at 6400 South Connie Avenue just south of 69th and Louise, recentlyopened.

Walmart broke ground earlier this year on its fourth Sioux Falls store at 85th and Minnesota Avenue. The $10+ million, 185,000 square foot facility is scheduled toopen early 2016. In addition, the eastside Walmart underwent a three-month renovation.

A new $3+ million office building for Zuercher Technologies was completed earlier this year in the Interstate Crossings office park. The nearly 29,000 squarefoot facility more than doubled the company’s space with potential for future expansion.

Ribbon cutting ceremonies were held at the new three-story, 47-room hotel in Hartford, the community’s first. The AmericInnopened earlier this year.

Badlands Motor Speedway, formerly Huset’s, is investing $6 million in speedway restorations, concessions, restroom andgrandstand refurbishing at their facility near Brandon. Badlandsplans to host additional races as well as concerts when complete.

C&C Manufacturing purchased one acre in the Corson Devel-opment Park and constructed a new 8,000 square foot facility.

Carl V. Carlson constructed the new 20,000 square foot Cemcast facility near Hartford to accommodate expanded services and the addition of pre-cast concrete pipe manufacturing.The company broke ground in May 2014 on the $5 million manufacturing plant and was fully operational earlier this year,adding approximately 20 new positions.

Carolan Rental expanded to a new 14,000 square foot showroom in the Harrisburg Industrial Park. The new facility provides additional room for the growing business.

Construction wrapped up on a $35 million dairy in Lincoln County west of I-29 and the Viborg Exit. Dakota Plains Dairywill be able to house 4,250 dairy cows and employ 35.

Dakota Traffic Services moved into a new $1 million, 10,000square foot facility in the new Tea industrial park over the summer.

G.A. Johnson Construction moved to a new $1 millionoffice/warehouse facility on Highway 115 between Sioux Fallsand Harrisburg.

Cemcast Pipe & Precast near Hartford.

GrandStay Hotel & Suitesopened a 50-suite hotel in June. The three-story hotel in Tea includes a pool, meeting room and bar.

Leeco Steel purchased eight acres in the Corson DevelopmentPark for a new 58,000 square foot steel distribution center thatrecently came on line.

Canton-based Legacy Electronics Inc. purchased their facilityand expanded their footprint to 42,000 square feet. The companyplans to add workers over the next three years.

Lone Star Enterprises, Inc., moved to a new 10,000 square foot facility in the Regional Livestock development located onHighway 18 at the Canton/I-29 exit.

Marmen Energy purchased another 25 acres in the Brandon/Corson Development Park to provide room for additional windtower storage.

Rosenbauer America constructed 22,000 square feet of additional space to assist with their growing global fire-truck manufacturing business. With the expansion, the company plansto add 30 new hires over the next few years. The facility and additional equipment represent a $2.5 million investment in Lyons.

Showplace Wood Products added a 60,000 square foot, $10 million, stand-alone manufacturing plant on their Harrisburgcampus to provide production space for their new Evo productline. The expansion will create 30-100 new jobs. In addition,Showplace Kitchens nearly doubled their Harrisburg showroomwith a 5,000 square foot addition.

Weisser Distributing purchased the former Dakota Millworkspace in Tea for their automotive supplies distribution center. The 40,000 square foot facility provides more than triple thespace for the growing firm that plans to add a dozen employees.

International TradeThe South Dakota International Trade Center

provides export/import consulting services and assistance to businesses in regards to international law,logistics, freight and insurance rates, compliance, documentation, foreign and domestic rules and regulations, foreign currency exchange rates, foreignand domestic duties and taxes, etc. The ITC hosts anumber of educational seminars each year and livestreams the events. As a primary resource center, theITC staff administers the State’s two Foreign TradeZones and acts as a liaison between client businessesand over 60 U.S. government agencies to resolve issues and answer questions that may arise.

The Spirit of Sioux Falls Award is given annually to a person who has demonstrated leadership and commitment to the economic growth and development of our community. The award honors the memory of David Birkeland, Angus Anson, and Roger Hainje who perished in the plane crash along with Governor George Mickelson and other state officials and staff in April of 1993.

Each year the Sioux Falls Development Foundationawards up to four Spirit of Sioux Falls Scholarships toSioux Falls residents or students who have completed atleast one year of post-secondary work in business-relatedareas of study. The scholarships were established by theSioux Falls Development Foundation in 1993 to honor the memory of Roger Hainje, Angus Anson and DavidBirkeland, Sioux Falls business and economic development leaders.

Four students have been chosen to receive the 2015Spirit of Sioux Falls Scholarship to continue their post-secondary business education. The winners of this year’s$2,500 scholarships are:

Sarah Reardon, University of Sioux Falls, majoring inaccounting and business administration.
