SECTION 2 – ITQ SPECIFICATIONS

1 INTRODUCTION

1.1 SG Enable Limited (SGE) is issuing this Invitation to Quote (ITQ) to appoint a suitable Vendor to

write the copy for SGE’s Annual Report (AR) FY19.

1.2 The objectives of the SGE AR FY19 are:

Present key initiatives and milestones undertaken by SGE in FY19;

Report on the services provided by SGE for persons with disabilities (PWDs);

Create an engaging brand experience through compelling concept, content, and copy;

Creatively showcase the embodiment of SGE’s vision, mission and brand attributes, i.e.

professionalism, innovation, empathy and enabling; and

Present SGE’s financial information of FY19 to relevant stakeholders and partners.

1.3 The target audiences include the following:

Existing and potential funders and donors

Existing and potential employers of PWDs

Existing and potential partners of SGE’s programmes and initiatives

Government agencies

Grassroots leaders and MPs

Social service agencies and other entities in the disability space

1.4 For the avoidance of doubt, the ITQ Specifications shall be subjected to the Important Notices

as set out in Appendix A of this document.

2 ABOUT SG ENABLE

2.1 SGE is an agency dedicated to enabling persons with disabilities. SGE’s mission is to:

Empower PWDs and caregivers via timely access to information and referral services,

grants and support;

Enhance employability and employment options for PWDs; and

Engage the family, community, stakeholders and public in enabling PWDs as integral

members of society

3 OBJECTIVES

3.1 To ensure that SGE’s achievements and initiatives in the past year are accurately recorded,

and our readers are informed and engaged through a succinct, yet inspirational and relatable

narrative or copy in the AR.

3.2 The AR copy should:

Effectively highlight SGE’s achievements in all the key areas of SGE’s work for FY19.

Link SGE’s efforts, initiatives, and achievements to the wider context, i.e. the impact SGE

makes on the nation’s well-being.

Coherently report and communicate the work we have done in a way that facilitates

easy understanding by the layman and adopts the recommended terminology

guidelines.

Adopt a professional, social, active and confident tone of voice.

4 SCOPE OF WORK

4.1 The appointed Vendor shall provide copywriting services for up to 32 pages of SGE’s AR.

4.2 The copy includes content such as preambles for all the various chapters and sections, as well

as write-ups of key achievements and initiatives.

4.3 The Scope of Work includes copywriting, copyediting, and proofreading. Proofreading must be

done for all copy to ensure accuracy in grammar, spelling, and appropriateness of tone.

4.4 All deliverables for this Scope of Work shall be successfully completed and delivered to SGE

within the agreed timeline, subject to SGE’s inputs and approval.

Requirements

4.5 The Vendor and its assigned team members should possess track records of copywriting for

annual reports.

4.6 The copywriter may be required to do research as only raw info/data will be supplied. It may

also be necessary for the copywriter to conduct up to 8 short phone interviews (15 minutes or

thereabouts) to develop supplementary content for achievements and initiatives, for example

human interest stories of individuals who have tapped on various initiatives.

4.7 Online or face-to-face meetings with SGE staff may also be required for the writer to clarify

certain parts of inputs provided or to better understand the context of particular initiatives.

4.8 Completed drafts are subjected to approval by SGE, and all decisions made by SGE shall be

final. If requested by SGE, the vendor must provide up to 3 rounds of revisions or re-writes per

section or chapter.

4.9 The editorial briefs, directions and angles will have to be agreed to in writing before

copywriters commence work.

4.10 The Vendor shall provide project management services to ensure the smooth running of the

project. It shall designate a Project Manager to liaise with SGE and its nominees on all writing,

edits, or any related discussion. The Project Manager shall remain contactable at all times for

the duration of this Contract. If the Project Manager is not available at any time, the vendor

shall designate another employee to perform his/her duties and functions to prevent any

delays and ensure continuity.

4.11 Should the vendor intend to replace any of their team member(s) assigned to provide the

services under the contract with personnel of equivalent expertise and seniority, it shall do so

in consultation with SGE.

4.12 SGE retains the rights to republish or adapt all content developed under this project. The

Vendor shall provide editable files at the end of the project.

4.13 The Vendor warrants that the copy submitted does not infringe any copyrights.

5 ESTIMATED TIMELINE

5.1 Proposers are required to propose a draft implementation plan based on the following

tentative project milestones. The final implementation plan will be determined by SGE after

the award of the contract.

6 COSTING

6.1 Proposers shall provide a breakdown of the costing for each component under the Scope of

Work, using the template in Appendix B.

6.2 Proposers shall also include the itemised costing for optional items.

6.3 SGE will make payment to the Vendor upon satisfactory completion of the project.

6.4 The cost(s) quoted in the Vendor’s submission shall be deemed to cover all costs of the project.

The Vendor shall not assign or sub-contract either wholly or in part this contract without written

authorisation by SGE.

6.5 SGE reserves the right not to accept the lowest or any quotation received.

7 EVALUATION CRITERIA

Proposals will be evaluated according, but not limited to the following criteria:

Relevance of Proposer team members’ experience;

Price competitiveness; and

Track record in producing collaterals of similar nature.

7.1 Only complete submissions of documents and materials as stated and compliant with the

guidelines for submission will be considered for evaluation. Please refer to Section 1 for

details on the submission requirements.

7.1 Shortlisted Proposers may be asked to clarify or present their proposals during the evaluation

process.

Criterion Weightage

i) Relevance of the supplier team members’ experience (Section 1) Their credentials, track records, and past samples include

copywriting/writing of more than 20 pages of AR narrative content. The

ii) Positive feedback given by clients for sample works listed (Section 1) The Vendor must ensure that the clients listed are contactable via email, so

that SGE can obtain feedback from them. If the email address provided is

invalid, or if SGE does not receive a response from these clients within 5

working days, the Vendor will not be awarded any points for this criterion.

8 TERMINATION

SGE reserves the right to reject payment for service and products if they are deemed

unsatisfactory or not in accordance to the specifications laid out and agreed upon through this

award.

9 MODE OF SUBMISSION

9.1 It is required for interested Vendors to submit the completed ITQ Checklist found in Section 1

and the Requirements for Cost Estimates in Appendix B, as well as related supporting

documents.

9.2 One (1) softcopy (via email) of the Proposal should reach SGE no later than 12 May 2020 at

1800hrs. Please keep the size of the email small to reduce possibilities of non-delivery. The

subject title for the email with Proposals must be clearly marked as “ITQ – Copywriting,

Copyediting and Proofreading of Annual Report FY19 for SG Enable by <insert company name>”,

and addressed to:

APPENDIX A – IMPORTANT NOTICES

Agencies submitting Proposals in response to the Invitation to Quote (Proposer) are deemed to have

read and understood the following provisions:

1. Interpretation

1.1. The Following words and expressions shall have the meanings hereby assigned to them except

where the context otherwise requires:

"Contract" means any resultant contract between SG Enable and the successful Proposer.

“Vendor” refers to the company that is eventually awarded the contract through the ITQ

exercise

“Contract price” means the total amount payable to the Vendor for the performance of the

services under this contract, excluding GST. Proposers should state their Contract Price clearly

in the proposal.

“Proposal” means any and all documents and information submitted by the agencies in

response to the Invitation to Quote

“Proposers” refer to companies who are submitting a quotation for the ITQ exercise to

provide “Copywriting, Copyediting and Proofreading Services for SGE Annual Report FY20”.

“SGE” means SG Enable Limited with its principal office at 20 Lengkok Bahru Singapore

159053.

1.2. Words importing the singular shall also include the plural and vice versa where the context

requires.

2. Disclaimers

2.1. This Invitation to Quote (ITQ) is merely an invitation to treat and is not intended to create or

impose any binding legal obligations whatsoever on SGE, whether express or implied and

whether contractual or otherwise.

2.2. Nothing in this ITQ shall constitute a contract between SGE and any Vendor. Any Vendor

selected pursuant to this ITQ for participation in the project shall be required to enter into a

legally binding agreement with SGE, the terms and conditions of which shall be agreed

between the parties at a later date.

2.3. All submissions of Proposals, clarifications, discussions and presentations relating to this ITQ

are made entirely at the risk of the Vendor. SGE is not liable for any loss by any Vendor.

2.4. SGE does not make any representation or warranty, whether express or implied, or accept any

liability for the completeness, relevancy, accuracy and/or adequacy of the information

provided by SGE in relation to this ITQ.

2.5. SGE does not make any representation of fact or promise to the future in respect of any

project contemplated by SGE relating to this ITQ.

2.6. SGE accepts no liability or obligation in relation to any Proposal submitted pursuant to this ITQ

and/or any subsequent clarifications, discussions or presentations thereon, whether

requested by SGE or otherwise. The Proposer shall bear all costs and expenses associated with

the preparation and submission of its Proposal, and any subsequent clarifications, discussions

or presentations thereon. SGE will, under no circumstances, be responsible for reimbursing

any costs incurred by the Proposer during the process, regardless of the conduct or outcome

of the evaluation and selection process.

2.7. SGE shall have the absolute discretion to accept or reject any Proposal, whether in whole or in

part, without giving any reason whatsoever. The receipt by SGE of any Proposal pursuant to

this ITQ shall under no circumstances impose any form of obligation or amount to an

acceptance of or an agreement to abide by any terms or conditions stated therein or

elsewhere on the part of SGE.

2.8. SGE shall have the absolute discretion, at any time, to terminate this ITQ or to change the

nature, scope, procedures or timelines for the ITQ, including the proposal selection process

and criteria. Under no circumstance shall SGE incur any liability in respect of such termination

or changes.

2.9. SGE shall not owe any liability to any party for any loss or damage whatsoever (including loss

of profit, savings, business contracts, or revenues, and all other forms of actual, direct, special,

incidental, or consequential loss or damage) arising from or related to any response to this

ITQ, including but not limited to the submission of Proposals.

3. Ownership of Documents and Intellectual Property (IP)

3.1. All proposals and other documents or materials submitted to SGE pursuant to this ITQ shall

become the property of SGE. Notwithstanding the foregoing and without prejudice to any

subsequent agreement with SGE to the contrary, any background IP contained in any Proposal

and/or such other document submitted to SGE shall not be transferred to SGE.

3.2. For the avoidance of doubt, all IP in any documents issued by SGE pursuant to this CFP shall

remain vested in SGE. SGE is not liable in the event that there are similar ideas or concepts

from submitted proposals.

4. Confidentiality of information

4.1. SGE may require any party receiving confidential information from SGE in relation to or arising

from this ITQ to sign a written non-disclosure agreement setting out such party’s

confidentiality obligations in relation to such confidential information.

4.2. SGE accepts no liability or obligation in relation to any confidential information disclosed to

SGE by a Vendor pursuant to this ITQ unless otherwise agreed by SGE in a written non-

disclosure agreement setting out SGE’s confidentiality obligations in relation to such

confidential information.

5. SGE’s Right to Seek Recovery

5.1. Nothing herein shall prejudice or limit SGE’s right to seek recovery from the Vendor for any

loss, damage, costs, expenses, or liability incurred by SGE and/or its officers, directors and

employees, directly or indirectly arising out of or relating to the submission of the Proposal by

the Proposer and SGE’s retention and use thereof, including but not limited to any claim that

the Proposal infringes any third party’s IP right.

APPENDIX B – REQUIREMENTS FOR COST ESTIMATES

Proposers should provide an itemised breakdown of the costs.

SGE reserves the right to award the above items in full, in parts, or not to award.

Awarded rates shall remain valid for a period of 12 months from date of award.

Price quoted shall be deemed all-inclusive and firm to fulfil the requirements stated in the

Requirement Specifications. Any additional claims on grounds of omission shall not be

entertained.

Final payment for all mandatory requirements will be based on actual quantity delivered at

the end of the project.

All prices quoted shall be in Singapore dollars and exclude GST.
