Transit New Zealand (Transit) gives notice of a requirement for a designation of land in the Auckland City District Plan: Isthmus for a Project for the construction, operation and maintenance of the motorway on State Highway 20 at Onehunga, including widening the existing motorway, construction of a new interchange at Gloucester Park, temporary works at Orpheus Drive and realignment of the access to Selwyn Street.

1. The site to which the Requirement applies is as follows:

The requirement applies to that section of the State Highway 20 motorway network between Queenstown Road and Walmsley Road. This Notice of Requirement relates to land identified on the attached plans, Reference 1/69/82 3104 05 – 08 (of a series to 09). Specifically, Transit proposes to designate the access to the Old Mangere Bridge, Gloucester Park to the north and south of the current SH20, Selwyn Street, Gloucester Park Road, private land adjoining Neilson Street and Gloucester Park Road, and Orpheus Drive to Seacliff Road.

This land is legally described as set out in the “Schedule of Affected Properties” attached to this Notice.

2. The nature of the proposed Project is:

The construction, operation and maintenance of the State Highway 20: Manukau Harbour Crossing Project, hereafter known as “the Project”. The objectives of the Project are:

To provide an integrated, safe, responsive and sustainable land transport system on the existing South Western Corridor between the SH20A interchange and the SH20: Mt Roskill extension that will:

• provide a high standard strategic transport connection as part of the regional alternative route to State Highway 1, connecting Manukau and Auckland cities (the Western Ring route);

• improve efficiency and safety in this part of the existing South Western Corridor; and

• improve access between the South Western and Onehunga-Pakuranga Corridors.

The works required for the Project within Auckland City are described in detail in the Assessment of Environmental Effects (AEE) attached to this Notice. In summary, they are:

• Widening the existing approach to the existing Manukau Harbour Bridge to accommodate extra traffic lanes and to accommodate a new approach to a duplicate Manukau Harbour bridge;

• Addition of an auxiliary lane north bound and south bound south of Gloucester Park Road;

• Construction of a new interchange at Gloucester Park Road including north and south facing on and off ramps, traffic signal controlled intersections, an overbridge and associated pedestrian and cycle facilities;

• Widening of the motorway north to Queenstown Road to accommodate 6 lanes of traffic, involving relocation of Orpheus Drive to a new reclamation immediately adjacent to the current reclamation;

• Pedestrian and cycle access to the relocated Orpheus Drive and re-routing Orpheus Drive to exit on the northern side of Onehunga Harbour Road;

• Intersection realignment of Selwyn Street / Neilson Street;

• Relocation of the Aotea Sea Scouts building;

• Replacement of the Old Mangere Bridge;

• Temporary construction areas;

• Stormwater treatment ponds and treatment systems (both permanent and during construction); and

• New access road from Selwyn Street to existing properties.

3. The nature of the proposed restrictions that would apply are:

The land required will be used for the construction, operation and maintenance of the motorway. Once constructed, access to the formed motorway will be restricted and controlled to provide for the safe and efficient movement of motorway traffic and any associated activities such as maintenance and mitigation works that may be required.

The designation will include land required temporarily for construction. Upon completion of the works, the designation boundaries will be reviewed and may be removed in part, pursuant to s182 of the RMA, to a location sufficient to protect the route and enable ongoing operation and maintenance.

4. The effects that the Project will have on the environment and the ways in which any adverse effects will be mitigated are:

An Assessment of Environmental Effects (AEE) has been prepared in support of the Project. The AEE considers the existing environment, the environmental effects and proposed mitigation of any adverse effects of the works associated with the Project.

Effects

Potential effects arising from works to be authorised by this Notice include:

• Increased vehicular capacity across the Manukau Harbour including passenger transport;

• Improved access to and from the State highway (motorway);

• Improved connectivity to the Onehunga – Pakuranga corridor;

• Improved traffic safety;

• Amenity improvements including pedestrian connections especially to the waterfront, old Mangere Bridge, Orpheus Drive and Gloucester Park;

• Reduced congestion on the motorway in both directions;

• Improved local pedestrian and cyclist facilities across the harbour;

• Stormwater treatment of the new and existing impervious surfaces;

• Temporary traffic impacts due to traffic management measures associated with construction activities;

• Temporary occupation of land for construction purposes;

• Temporary disturbance and disruption to adjacent landowners and communities during the construction period;

• Temporary and permanent loss of open space;

• Removal of trees/vegetation;

• Loss of seabed through reclamation for motorway purposes;

• Changes to views for motorists and some residents;

• Works may be undertaken in areas of significance to Maori; and

• Occupation and use of land currently in private ownership for motorway purposes.

Mitigation measures

Proposed measures to mitigate potential adverse effects on the environment from the Project are outlined in the AEE. The mitigation measures relevant to this notice of requirement include the following:

• Noise barriers along the motorway carriageway and boundary to reduce noise levels adjacent to residential buildings;

• Implementation of stormwater treatment measures;

• Landscaping and planting to off-set the loss of vegetation and trees and to enhance the overall landscape appearance of the Project;

• Ongoing consultation with iwi to ensure appropriate protocols are followed throughout the Project;

• Ongoing consultation with directly affected parties and key stakeholders;

• Preparation and implementation of an Environmental Management Plan and Construction Management Plan to ensure construction can be undertaken with minimal disruption to the environment, traffic and local communities; and

• Use of other appropriate and practicable mitigation techniques as discussed in the AEE.

5. Alternative sites, routes and methods that have been considered are:

The Project is the result of an assessment and evaluation of five crossing options and numerous interchange options.

Alternative sites, routes and methods have been under consideration since 2002.

The consideration of alternatives relevant to Auckland City relate to:

(i) Increasing the capacity of the motorway network;

(ii) Manukau Harbour crossing options; and

(iii) Gloucester Park interchange options

Harbour Crossing Options

The following route options were considered for providing additional capacity for the network across the Manukau Harbour:

• Route Option 1: Widen the existing motorway bridge.

• Route Option 2: Widen motorway and provide duplicate motorway bridge.

• Route Option 3: Widen motorway (Queenstown to Neilson). Provide western Harbour crossing.

• Route Option 4: Widen motorway (Queenstown to Neilson). Provide eastern Harbour crossing.

• Route Option 5: An alternative eastern crossing from Rimu Road to Neilson Street (east of Onehunga Mall).

The options evaluation concluded that Option 2 was the most appropriate option, with benefits for motorway users, relatively low impact on the local community and low environmental impacts compared to the other options.

Gloucester Park Interchange Options

Chapter 3 of the AEE describes the consideration of alternatives to the Project to May 2006. During June to August 2006, further consideration was given to the form of the proposed interchange at Gloucester Park. This additional consideration of alternatives is summarised in Gloucester Park Interchange Further Consideration of Alternatives, a report prepared by Northern Gateway Alliance on behalf of Transit New Zealand, dated 28 August 2006.

The assessment of alternatives has included consideration of the following interchange forms:-

• Standard Diamond Interchange (one way directional ramps in each quadrant); Options to construct the interchange with the motorway remaining either at existing ground level or reconstructed below existing ground level were considered, along

with options to construct the local road crossing either above ground level or below ground level. Various ramp configurations were also considered.

• Full/Partial Trumpet Interchange (directional ramps);

• Single Point Urban Interchange (all four turning movements controlled by a single traffic signal); and

• Cloverleaf Interchange (incorporating rotary, or ‘spiral’ ramps). Various full and partial cloverleaf options were considered.

As a result of the consideration of alternatives to May 2006 as reported in the AEE, and the further consideration of alternatives as reported in the August 2006 interchange report, the proposed interchange now incorporates elements of both a diamond and a cloverleaf interchange form.

Orpheus Drive Options

Options were also considered for the realignment of Orpheus Drive, involving works either on reclaimed land, or within Gloucester Park. As a result of feedback from key stakeholder consultation, relocating Orpheus Drive to the north of the Onehunga Harbour Road ramp on land to be reclaimed was considered a better environmental outcome compared to encroaching into the tuff ring.

6. The Project and Notice of Requirement are reasonably necessary for

achieving the objectives of the requiring authority because:

Transit’s statutory objective (under section 77 of the LTMA) is “to operate the State highway system in a way that contributes to an integrated, safe, responsive and sustainable land transport system”.

The reasons the Project and designations are reasonably necessary are generally as set out below.

The Project is a key part of the Western Ring Route. Once completed, the Western Ring Route will provide a genuine alternative to SH1 between Manukau City and Albany via SH20, SH16 and SH18. Transit plans to actively manage traffic flows on both the Western Ring Route and SH1 to contribute to the long-term sustainability of the network overall and to provide more reliable travel times.

Currently, traffic congestion through Auckland’s motorway network is recognised as one of the most serious issues in Auckland. Transit has identified a number of priorities to both address current congestion levels and reduce future congestion. Projects that are progressing to relieve congestion and improve accessibility through the South Western Corridor are:

• SH20 Mt Roskill Extension;

• SH20 Manukau Extension;

• SH20 Manukau Harbour Crossing;

• SH16/18 Upper Harbour Corridor Projects; and

• SH20 Waterview Connection.

These projects will combine to provide the strategic alternative to SH1 known as the Western Ring Route.

Additional projects considered to assist with Transit’s wider congestion relief efforts incorporate the improvements on SH1 including the Central Motorway Junction works, Newmarket Viaduct Improvement Project and the Victoria Park Tunnel.

The congestion relief component of the Project is the additional traffic lanes north bound from Rimu Road to link into the Mt Roskill extension and south bound from Rimu Road to SH20A. The proposed Duplicate Bridge will provide four lanes each way with dedicated lanes for entering and exiting the motorway network at Rimu Road and Gloucester Park.

The Project also includes bus shoulder lanes along the motorway, plus bus priorities on the approaches to the Rimu Road northbound on ramp and the Gloucester Park southbound on ramp. Bus services anticipated to use the motorway will either be running between Onehunga and Mangere Bridge Township (and beyond) or between the Airport and the Auckland CBD. Buses will benefit from the journey time improvements for general traffic, and the general reduction in congestion in the area as a result of the Project.

The Project will resolve problems relating to safety of existing on and off ramps, lane width safety and improve access and connectivity to the wider arterial network.

The designation is necessary as it will secure the land required for the Project and will enable Transit to carry out the necessary works. The principal reasons for adopting the designation process to facilitate this Project are:

• The designation is required in order for Transit to achieve its statutory objectives under the Land Transport Management Act 2003(LTMA);

• The designation is necessary to achieve the specific project objectives and to facilitate the benefits of other SH20 Projects’ works already underway;

• The designation allows Transit and or its authorised agents to undertake the Project in accordance with the designation, notwithstanding anything to the contrary in the District Plan;

• The designation will allow land required for the Project to be identified in the relevant plans, to give a clear indication of the intended use of the land;

• The designation enables the Project to be undertaken in a comprehensive and integrated manner; and

• It protects the site from future development which may preclude the construction of the Project.

Auckland Regional Plan: Sediment Control 2001

RMA Section

Description of the Activity

S9 Land use consent application for earthworks and sediment control and vegetation removal to undertake 22ha of earthworks within the Sediment Control Protection Area.

A Notice of Requirement for an alteration to an existing designation has also been given to Manukau City Council as part of the Project. Activity RMA Section Rule/Activity Status

Manukau City Council – to accommodate works outside of the designation. The proposed works comprise the construction, operation and maintenance of a motorway on land currently outside the existing designation.

8. The following consultation has been undertaken with the parties likely to be

affected:

Consultation began in 2000 as part of the ‘State Highway 20 Walmsley Road to Queenstown Road Strategy Study’ and has continued for the Manukau Harbour Crossing Project in three separate stages since 2003.

Consultation undertaken with parties likely to be affected by the designation includes:

• Letters to potentially affected parties; • Follow up phone calls; • One on one meetings with stakeholders, iwi and potentially affected parties; • Distribution of project newsletters (x 2); • A dedicated Project website (www.transit.govt.nz\projects); • Public notification of Community Information Days in the New Zealand Herald; • Community Information Days on the 20th & 22nd October 2003 and the 15th & 16th

of November 2005 were held at the Onehunga Community Centre and the Mangere Bridge School Hall respectively;

• Opportunity to provide written feedback; • Follow up meetings and correspondence.

A detailed description of consultation undertaken in relation to the Project including specific parties consulted is contained in Chapter 7 of the AEE and in the Consultation Report in Volume 2, Technical Appendices.

Communication and liaison with directly affected parties will continue throughout the Project until its completion.
