Over the last sixmonths the design team have beenworking on outlinedesigndevelopmentsforthefutureofIonaVillageHall.Thekeyworkstagesinvolvedinthisdesignprocessareoutlinedbelow.
Workshop1Feedback from the first day of workshops in May helped to shapedevelopmentofacommunityvisionforthefutureoftheHall.Theworkshops,hostedbyCommunityEnterpriseandWTArchitecture,generateddiscussionontheneedsofIona’speopleandhowdevelopmentoftheVillageHallmightaddresssomeofthoseneeds.
FeedbackReport1Thefindingsfromtheworkshops,togetherwiththeresearchconductedbyCommunityEnterpriseandthesiteandbuildinganalysiscarriedoutbythedesignteamwereputtogethertoformareport.RecommendationsforhowtheprojectmightbetakenforwardwereoutlinedforconsiderationbytheHallCommitteeandfromthisabroaddesignbrieffortheHalldevelopmentwasformed.Itwasagreedthatdesignoptionsforbotharefurbishmentoftheexistinghallandanewbuildingwouldbeexploredbythedesignteam.
OutlineDesignDevelopmentThedesignteamthenworkedsimultaneouslyonboththerefurbishmentandnewbuildoutlinedesigns. Itwas felt thatpresenting twoslightlydifferentinterpretationsofthedesignbriefwouldhelptogeneratediscussiononhowthebuildingcouldbeusedandperformbutthatelementsofeachdesigncouldbeincorporatedintotheother.
EachdesignwasdevelopedinconsultationwithBenAdamofDavidNarroAssociatesprovidingstructuraldesign inputbasedonhis initialstructuralbuildingsurveyandsiteanalysis.
OutlineCostPlanningInitialcostingsweremade foreachdesignbyTommyMcQuadeandJimWorkmanofMorham&Brotchie,Oban.Theoutlinecostplansaccountforlocalcontractoravailability, Iona’s locationand infrastructuralconnectionsandincludecontingencysumsforunforeseencostsincurredonsite.Furthermoredetailedcostplanswouldbecarriedoutastheprojectprogresses.

Workshop2Thetwodesignoptionswerepresentedattwocommunityworkshopeventsandachildren’sworkshopasOptionA(refurbishment)andOptionB(newbuild). Wil Tunnell and Tamsin Cunningham of WTArchitecture hostedinformalworkshopdiscussions and question and answer sessions alongwith Douglas Westwater of Community Enterprise. Community responsetothedesignsattheworkshopswaspositiveandgeneratedmanyusefuldiscussions on the details of how the buildingmight be used and whatopportunitieseachdesignpresentedthecommunitywith.
FeedbackPeriodFollowing the workshops and design presentations WTArchitecture havebeen engaged in gathering and collating feedback on the designs, theresultsofwhicharecontained in this report. In response to the feedbackgathered the design team have also carried out two design revisionsshowinghowsomeoftheissuesraisedcanbeaddressedineachdesign.

OutlineDesignSelectionTheDesignFeedbackReportconcludeswithaseriesofrecommendationsforconsiderationby the IonaVillageHallCommitteeandon thebasisofwhich an outline design can be chosen for further development. Uponconclusionofapreferreddesign,CommunityEnterprisewillcompleteworkonfundingstrategyandcashflow,afterwhichthefinalisedbusinessplanwillbeissuedtothecommittee.
DesignDevelopmentShouldthecommitteedecidetoproceedthedesignteamwouldproposethatafurtherseriesofworkshopconsultationswouldbeheld.Thesefurtherworkshopswould focusonmoredetaileddesigndevelopment, includingexplorationofmaterialstobeusedandpreciselayoutsrequiredforaspectsof the design such as staging/theatre equipment, catering facilities andmanagementofthebuildingandassociatedofficespaceprovision.
With the information contained in the detailed designs a second costplanwouldbecarriedoutlookingingreaterdetailatthecostssetagainstparticularelementsofthebuildingandit’sfit-out.

NextSteps
ApplicationsFollowing the conclusion of the design process the design team wouldworktoprepareanapplicationforplanningpermission.Thiswouldinvolvepre-applicationdiscussionswiththeplanningdepartmentandnegotiationbetweenthehallcommitteeandtheownersofadjacentlandtotheexistinghallpropertyonsaleorleaseofadjacentland.
Followingthesecuringofplanningpermissionthedesignteamwouldthenmoveontopreparinganapplicationforbuildingwarrant.Thiscoversmanyofthedetailsofconstructionandmaterialityforthebuilding.
TenderingOncebothbuildingwarrantandplanningpermissionhavebeensecuredforthebuildingapackageofproductioninformationwillbepreparedcoveringthe information required to construct the Hall. A selection of qualifiedcontractorswouldbeinvitedtotenderfortheprojectandwouldbeassessednotonlyonthecostofconstructionreturnedbutalsotheirproposedworkingmethodsandprogrammeforthebuild.
ConstructionOnaprojectofthescaleoftheHalltheconstructionperiodislikelytobearound12months.Obviously thishasagreat impactonthecommunity’suseoffacilitiesandsomethoughtshouldbegiveninadvanceastothebestwayofprovidingalternativefacilitiesforcommunityactivities.

CommunityDesignBrief
Thecommunityquestionnaires,focusgroups,workshopsandstakeholderinterviews carried out prior to the first community research and needsanalysishavebeenusedtoshapethebrieffortheHall.Somekeythemesregardingthepotentialuseofthebuildingemergedfromthisconsultationand are issueswhich thedesign teamhave focussedon throughout theoutlinedesignprocess.
Keyaspectsofthebuilding’sbriefincluded;
ArtsandCultureTherewasastrongfocusincommunityresponsesontheimportanceofartsandculturalactivitiesbeingprovidedforintheHall.Thespacesprovidedmustthereforeallowforarangeofsmallandlargescalemusical,theatricaland artistic performances and events. An ambition for realisation of abuildingthatwoulddrawbothlocalpeopleandthosefromfurtherafieldwasalsoimportant.ItwasacknowledgedthatuseoftheHallasacreativeandculturalvenuewouldcontributevitalfinancialsupportfortheupkeepoftheHallforcommunitypurposes.
Theuseofthebuildingasaperformancevenuealsobringsintoconsiderationprovisionof‘backstage’facilities;changingspace,greenroom,storageandseparatebackstageaccess.

ExternalSpaceCommunityresponsesshowedclearlythatprovisionofgoodoutsidespacewasveryimportantandsomethingthatmanypeoplefeltwasmissingfromtheexistingHall.Thedesignteamhaveworkedtowardsprovidingamixtureofcoveredanduncoveredexternalspacewithparticularfocusonprovisionofsafeplayspaceforchildren.Theplayspaceswererequiredtohavegoodvisualconnectionstoinsideandoutsidespacesoccupiedbyparentsanditwasagreedthatplayprovisionshouldtaketheformofinformal,landscapedplayspaceratherthanformalplayequipment.
FlexibilityAvitalaspectofthedesignbriefwastheprovisionofavarietyofspacesallowingfordifferenttypesandsizesofgathering.Animportantconsiderationforthedesignteamwashowthesedifferentspacescouldoperateindividuallyandautonomouslyandwhatprovisioncouldbemadeforflexibleboundariesbetweenspaces.
SmallerSpacesOneofthekeyfacilitieswhichwerefelttobelackingintheexistingHallwastheprovisionofsmallermeetingspacestoallowforusebysmallergroupsof people in instances where the hall space itself would feel too large.Followingcommunityandstakeholderresponsesthedesignteamworkedtowards providing smaller spaces that provided for informal gatheringsofsmallgroupsandmoredefinedmeetingspaces forcommittees,smallconferencesandworkshops.

KitchenandWCprovisionIntermsofpracticalprovisionoffacilitiesthemostpressingdisadvantageoftheexistinghallwasfelttobethesmallkitchenandexistingWCprovision,thebuildingfabricofwhichwasfelttobeinapoorstateofrepair.Thebrieffollowedforthesefacilitiesconcentratedonprovidinggoodaccess,greaterspace,improvedstorageforthekitchenandaccessibleandbabychangingWCfacilities.Itwasfeltthattheabilityforthekitchentoactasabar/servingareawasalsoveryimportant.
DesignQualityAlthoughthecommunityresearchindicatedgreataffectionfortheexistingHall,opinionwasgenerallyquitefocussedontheparticularaspectsoftheexistingbuildingwhichwerewell liked.Theaspectsthatwereparticularlyvalued included the proportion and daylighting of the Hall and internalfittings suchas the timber lining, flooring, fixedbenchesand theetchedglassdoors.
UrbanDesignAlthoughthearrangementofthewidervillagecontextisoutsideofthedesignteamsappointmentfortheproject,itwasapparentfromthefirstcommunityworkshopsthatthereareurbanlayoutissueswhichareimportanttoconsiderwhendesigning foraccess to theHall. Issueswithvisitororientationandpedestrianroutesandlevelsoftrafficformedkeyissuesconsideredbythedesignteamregardingentrancesandpositioningofthehallbuildingonthesite.

Having defined the community brief for the Hall the design team haveworked on addressing the requirements of this brief through two designoptions.EachoftheseoptionswaspresentedtotheHallCommitteeandthecommunityatthesecondseriesofworkshopsinSeptember.
Theformattotheworkshopsfollowedasimilarstructuretothefirstworkshopson brief development. Each workshop started with presentations fromDouglasWestwaterofCommunityEnterpriseontheprojectprocessandapresentationofthedesignapproaches,keyprinciplesandoutlinedesignsforOptionAandOptionB.
The presentations were followed by question and answer sessions withfurtherinformaldiscussionthereafter.Communitymemberswerealsoaskedtorecordcommentsoneachdesignandweregivenashortquestionnaireontheirresponsestoeachdesignoptiontotakeawaywiththem.
Thequestionnairesweresubsequentlymadeavailabletoanybodyunableto attend the workshops, with community members also encouraged toemailcommentsdirectlytoWTArchitectureorpostcommentsonthedesignalbumsontheIonaVillageHallFacebookpage.

OptionAThefirstdesign,OptionA,showshowtheexistinghallstructurecouldbere-configuredandextended toprovide for theadditionalaccommodationrequired.Thisoptionwouldstillinvolveasignificantamountofworktotheexistinghallstructure,withareplacementoftheroof,largeopeningsmadeinthewallsofthehallspaceanddemolitionofthelean-toextensioncurrentlyhousingtheentrancelobby,WCsandstorageroom.
Thefocusofthisdesignisinretainingthefamiliarmassandformofthehallitself,withnewextensionsremainingsubservient totheexistingstructure.Thenewhallwouldenjoygoodconnectionstoashelteredoutsidespacesharedwith theLibrary.Dueto thepositionof thehallon it’ssiteandthenecessitytoextendtothesouthandeastthehallwouldnothaveadirectconnectiontotheviewsoversurroundinglandscapeinthisoption.Howevertheadditionalgatheringspaceandmeetingspacewouldenjoywideandopenviewsoverthevillageandtowardsthecoastline.
ThedesignsarebasedonanassumptionthatsomeadditionallandcouldbepurchasedorleasedfromtheNationalTrust,thecurrentownersoftheadjacentfieldtothesouthandeastandthataccessfromtheroadviathesouthboundaryoftheLibrarycouldbenegotiated.

OptionBThisdesignexploreshowthecommunitybriefcouldbemetbyapurpose-builtnewstructureinplaceoftheexistinghall,extendingbeyondthefootprintoftheexistingbuildingtothesouthandeastandwithaccessviatheeastboundaryoftheLibraryasinOptionA.
Withouttheconstraintsofthelocationoftheexistinghallthenewhallspaceisabletoenjoyamoreprominentposition,visiblefromtheroadandvillageandwithviewsoverthevillageandtowardsthecoastline.Thismeansthatthegatheringspacesitsfurtherbackfromthegableofthehallspacebutstillenjoysviewsout towards thevillage,albeitslightly lesspanoramic innaturethanthegatheringspaceinOptionA.
ThefocusofthisdesignisincreatingamoreattractivemainhallspacewhichcapatilisesonthebeautifullocationoftheHall.ThesupportingfacilitiessuchastheWCs,kitchenandstoragearepushedtothebackofthesite,whilstthespaceswhichbenefit fromviewsandhigher levelsofdaylightingarearrangedatthefrontofthesite.
AslightlydifferentinterpretationofthebriefwasemployedforthedesignofOptionBinordertogeneratediscussiononthewayinwhichthebuildingmightbeused.OptionBdoesnotthereforeincludeaseparatelargemeetingroombutplacesgreateremphasisontheuseofthegatheringspaceasamoreinformalmeetingspace.OptionBalsodemonstrateshowasidestagecouldbeemployedinconjunctionwithlargerflexiblestagingincomparisontothefixedstageattheendofthehallspaceinOptionA.Itisenvisagedthatelementsofeitherdesigncouldbeincorporatedintotheotherdependingonthenatureofcommunityfeedback.

OutlineCostPlan
Initial cost plans have been prepared byMorham and Brotchie for bothrefurbishment and extension Option A and new-build Option B. Theseprovideabroadindicationof thecomparativecost levels forconstructionforeachdesignbutareobviouslybasedonbasicoutlinedesigninformationatthisstageinthedesignprocess.Shouldeitheroptionbetakenforwardforfurtherdevelopmentaseriesofcostingupdateswouldbemadeatkeystagestoensurethattheconstructioncostmatchesthefundingavailableandtoallowinformeddecisionstobemadeonthevalueofdifferentelementsofthebuildingdesignandfit-out.
DuetotheextensivenatureofthedemolitionandstrippingoutrequiredtotheexistinghallstructureinOptionAandthecostofworkingwithexistingstructures, the cost difference at this stage between the two designs isrelativelysmall.BothconstructioncostsincludecontingencysumstocoverunforeseeneventualitiesonsiteandarebasedonratesspecifictoIona’slocation.
Community Enterprise have indicated that both initial cost plans showconstruction budgets that would fall within the range of likely fundingsourcesandthatthefiguresgivenareconsistentwithsuccessfullyfundedcommunityprojectsofasimilarsizeandtype.

Giventhepositivereactiontobothdesignsthedesignteamfeltthatitwasimportanttoidentifytheareasinwhichpeoplefeltimprovementscouldbemadetoeachdesign.WTArchitecture,workingwithDavidNarroAssociateshavereviewedbothOptionAandOptionBinthelightofthesecommunitycommentsandhaveworkedontwodesignrevisionswhichseektoaddressthecommentsandconcernsmade.
InthecaseofOptionAthishasresultedinonlyfairlyminimalalterationstointernallayoutasthepositionoftheexistinghallrestrictsmorecomprehensivealterations.
InthecaseofOptionBthelayoutofthebuildinghasbeenrevisedmorefullytoallowthebuildingtooperateinamoreflexibleway.Thishasnecessitatedsomerevisions to the treatmentof roofsandexternalwallsandwindows.Howeverthemainprinciplesbehindtheorientation,massingandgeneralappearanceofthebuildingremainthesame.

ItwasstronglyfeltbymanythatgoodaccesstoboththekitchenandtheWCswithminimal disturbance to activities was very important. For bothoptionsitwasstressedthataccesstothehallwithoutintrudingongatheringspaceactivitieswasespeciallyimportantforeventssuchasweddings.
Goodaccess to the kitchen and theWCs from the outsidewas also thesubjectofmanydiscussionswithvehicularaccessclosetothekitchendoorbeingaparticularlyimportantissueforthoseinvolvedinpotentialcateringactivitiesinthehall.
FurtherdiscussionwillberequiredontowhatextenttheWCswillactasapublicconvenienceoutoftheusualopeninghoursofthehallbeforeafinallayoutcanbedetermined.Layoutofthesefacilitieswouldalsobesubjectto discussions with the Building Control department during the buildingwarrantapplicationprocess.
Another factorwhichwould influence forthcomingdetaileddesignofWCfacilitieswillbetheextenttowhichtheWCsareusedonaformalbasisbytheLibrary.Somediscussiononapartneringarrangementforeventsandperformances between theHall and the Library, building on the existinginformalarrangementwascoveredattheworkshops.
Therevisionstobothdesignstakeintoaccounttheneedforindependentand discrete access to these facilities, whilst maintaining the importantconnectionbetweenthekitchenandthegatheringspaceineachdesign.The issueofaccesstoWCsoutofhourshasbeenpartiallyaddressedintherevisedOptionAlayoutbutwouldrequirefurtherdiscussionforeitherdesign.

Thisreducesthearearequiredfordedicatedbackstagespaceandprovidesaspacewhichcouldbeusedflexiblyforotherpurposeswhennotinuseasagreenroom.
Theissueofwhetherthisroomcouldalsofunctionasanofficewillobviouslydependuponthedecisionstobemadeonstaffingandmanagementofthebuildingandwhetherdedicatedspaceisrequiredforfilestorage,computersandcashstoragefromticketsalesandbookings.
The locationofanyofficespaceprovidedwillalsodependon theway inwhichthebuildinganditsactivitiesaremanaged.Manypeoplefeltitwasimportantthatanypersonemployedintheroleofdutymanagerorsimilarshouldbevisibleonarrival in thebuildingand that theyshouldhave theopportunity to supervise the comings and goings at the entrance to thebuilding.
BothOptionAandOptionB revisions showpotential office spacebeingcombinedwiththegreenroom/smallmeetingroombutitisacknowledgedthatfurtherdiscussiononthedetailsofthisarrangementisrequired.Itshouldalsobenotedthatduetothespecificrequirementsregardinglocationofagreenroomincloseproximitytoabackstagearea,thisnecessarilyplacestheofficespaceawayfromtheentrancetothebuilding.
ProvisionofaCloakroomOneoftheveryusefuldiscussionscarriedoutatthedesignworkshopswasontherequirementsforstorageofwetcoatsandbootsinabuildinglocatedinaclimatelikeIona’s.Itwasagreedthatthisspaceshouldbelocatedatorneartotheentranceandthatitshouldbeseparatefromthegatheringspacesoastoallowwetclothestodryoffinaseparatespace.
Bothrevisionsnowincludeadedicatedcloakroomspaceattheentrancetothebuilding,withbenchseatingandspaceforstorageofshoesandboots.
WindloadingAnumberofpeopleexpressedconcernaboutthedamagingeffectofthehigh winds experienced on Iona on roofing and roof cladding. In someinstancesthiswasthereasongivenforstatingapreferenceforeitherOptionAorOptionB,althoughvotesweregivenforbothoptionsonthisbasis.
Withregardtothestructuralstabilityofthelowprofileroofsandoverhangingeaves shown on both designs, David Narro Associates stated that thefollowingstructuraldesignapproachwouldbeemployed;
The structural design of the building includes the fixity of cladding and the effects of localised effects from wind and snow. The edges of roofs and walls are designed with higher local pressures in mind, and roof canopies are given special consideration, with much more detailed analysis on the site-specific conditions. Glazing and cladding will be specified with fixings to suit the increased pressures, although it should be noted that we can only assume a worst-case scenario in relation to the current design standards allow (otherwise structural elements would be over-designed for any given extreme event.

We have successfully designed buildings with similar detailing in the Western Isles, including Tiree and Coll which should bode well for the design principles followed for Iona. We would also listen to any local knowledge of site-specific events which could influence the design.
The other issue raised regarding roofing was the ability of sedum roofstowithstandextremewind loadings in theHebrides.Whilst this isavalidconcernregardingsedumblankets(alayerofplantingwhichisrolledoutovertheroofingsubstrate)theproposalforthesedumroofssuggestedforbothOptionAandOptionBwouldbeforplugplanting,whichinvolvesamuchmoresubstantialplanted layer. It is important tonotehowever thatany notes on materiality are suggestions only at this early stage in thedesignprocessandthatmuchmoreinvolveddiscussionsandworkshopsonbuildingmaterialswouldneed tobecarriedoutas theprojectmovesforward.
Foranymaterialorstructuralelementeventuallyproposedinfinaldesignsan extensive research process would first be carried out, involving thedesignteamandproductmanufacturersandfocussingparticularlyonthesuitabilityofproposals for theclimateandconditionsexperiencedon thehallsite.
DesignSpecificComments
The comments given onOption B design have all been covered by theprecedingparagraphs,howevertherewereanumberofcommentsrelatingtothespecificlayoutofOptionB.
IssuesspecificallyrelatingtoOptionB
SideStageTherewasmixedresponsetotheproposalforafixedsidestage,withsomepeoplegivingapositivereactiontotheimpactthiswouldhaveonuseofthehallspace,whilstotherswereconcernedaboutthedesigninrelationshiptosight-linesforaudiencemembers.
