Nature of the problemNature of the problem
• Increasing demand for information• Collecting environmental data is expensive• Overlaps and duplication• Need for streamlining reporting• Gaps, lack of comparability• Information transfer too slow, not timely• Some reporting still not electronic• Lack of interoperability across policies and
sectors• Current ICT technology not used optimal for
environmental data and information sharing

SEIS concept SEIS concept
SEIS is a collaborative initiative of European and National bodies to establish an integrated and sustained information system for sharing environmental data.
A system where the public authorities are the providers but also the main end-users and beneficiaries
A contribution to the Commission’s commitment to better regulation and simplification
(Go4, 2007)

WSIS, 21 May 2007 Geneva
SEIS PrinciplesSEIS Principles• information should be managed as close as
possible to its source• information is provided once and shared
with others for many purposes• data and information should be readily
accessible to end-users to enable them to access it timely
• information should be made available to the public after due consideration of the appropriate level of aggregation, given possible confidentiality constraints, and at national level in the national language(s)
WSIS, 21 May 2007 Geneva

WSIS, 21 May 2007 Geneva
It will set out:
• the political framework for SEIS an integrated and common implementation strategy and
• its links with INSPIRE, GMES, GEOSS and the streamlining and updating of reporting and monitoring provisions of a) thematic legislation both existing and new proposals and b) the Reporting directive, Aarhus Convention, PSI etc;
• suggest policy options to go from 'Concept to Reality'
