• Interoperability achieved by requiring specific formats – Open standards that are formally ratified by an internationally-
recognized standards organization
– IP must be licensed under reasonable, non-discriminatory terms
• Optional formats available to cover market needs– Source devices supporting an optional format must be able to convert
