PREFACEAwordfromPastorMike.MynameisMichaelPastore.IhavebeenaDaytonaarearesidentforover22years.Iretiredin2008afteraheartattack,openheartsurgeryandmyriadhealthproblemsbroughtanendto38yearsofworkinginvariousindustries.In2013aftermuchexistentialsoulsearching,IhadanepiphanyofsortsthatIrefertoasaspiritualawakening.Thoughnotanordainedminister,IbegantoseemyfellowmaninadifferentlightandprayedforGodtorevealapurposeandadirectionformyremainingyears.Ienjoyhelpingpeopleandhavefocusedonthemostneedyinsocietythehomelesswhoarepooranddestitute.InamedmyministryNewPromises,aftersomeofmyfavoriteScripturesthatrevealthatGodspromisesareneweachdayandthattheblessingsofGodareavailabletoeverybelieverwhoasksforthem.Mycallingis,firstandforemost,todemonstrateGodsloveinmywordsandactions,tosharemyfaithinanonjudgementalwayandtohelpmyneighborinanywaypossible.MinistrytothehomelessintheDaytonaBeachareaisverydifficult.Ononesidearethepeoplewhoareeitherblindedtothehardships,miseryandsufferingorcansee,butfeelthatthehomelessareresponsiblefortheirfateandcanchangetheirlivestomorrowbyjustgettingajobandliftingthemselvesupbytheirownbootstraps.Thephysical,psychologicalandemotionaltolloneveryhumanbeingwhobecomeshomelessisextraordinary,andactuallyovercominghomelessnessisthemostdifficultthingapersonwilleveraccomplishintheirlife.Unlessyouhavewalkedmanymilesintheirwellwornshoesyoucannotappreciatewhatistrulygoingon.Inordertounderstandthehomeless,Ilivedina9x9storageunitwithabaremattress,pottychair,hotplateandafan.Ifrozeinthewinterandswelteredinthesummerforalmostayear.Mydaysconsistedofwalkingeverywhere,takingthebustotheYMCAtotakeshowersandwaitinginlineformostofmymealswithmyhomelessfriends.Myministrystartedslowlyatfirst,buyingafewpacksofcheapcigarstohandoutafterseeingfolkspickingupbuttsonthegroundandIstartedtogettoknowthesepeople.AkindwordandaprayerattimesquicklyearnedtheirtrustandtheybegancallingmePastorMike.IjoinedforceswithanexArmyRangerthehomelesscalledPastorNeilanda78yearoldwidowedpreacherswifewhoallowedmetostartcookingforthehomelessinherkitchen.

Afterspendingmonthsofsharinghomecookedsoups,stewsandcountlesssandwichesIquicklydiscoveredthatthemosturgent,desperateneedwasasafeplacetosleepatnight,tofeelsecurewiththeirmeagerpossessionsandtobeabletopracticebasichygiene.Aplace,albeittemporarytocallhome.Ithenbeganmypublicadvocacyforthehomeless,speakingatCityCommissionmeetingsandmakinganuisanceofmyselfwithestablishedsocialagencies,thepolice,communityleadersandpoliticianswhoatfirstviewedmewithmildamusementbutIearnedtheirgrudgingrespectformyzealandundisputedgoodworkswiththemostimportant:thehomelessonthestreet.Insubmittingthisplan,Imustacknowledgetheyearsofhardwork,trialanderrorandtheconsistentdisciplineofstayingfocusedontheprize:Aplacetocallhomeforthehomeless.Thosewhocamebeforeme:

LimitedObjectives:Preservationofthestatusquowithoutgoingbackwards,mildrelieftothoseaffectedandlayingafoundationtobuildupon.Timeframe:1218monthsDuringthedaylighthoursthehomelessareexhaustedandhavenoplacetogo,thedowntownbusinessessufferfromthisphenomenon,andpoliceresourcesarespentonarrestingandticketingfortrespassing,panhandlinganddrinkinginpublic.Shorttermfixesareproblematicasanythingthatcanbeconstruedasexpansionofhomelessserviceswillencounterreflexivehostilitybycitygovernment,residentsandthebusinesscommunity.ThereseemstobeanunwrittenrulethataslongasthehomelesscongregateinsmallgroupssuchasCityIslandParkandlibrary,ManateeIsland,BayStreetHUMoffice,NorthStreetHUMcenterandGoodwill,thenalliswell.WhentheCitycrackeddownonChicoandDebbieJimenezsWednesdayfoodsharingIbelievethemainfactorwasthatthecrowdgrewtoover100andwaspostedtoYouTube.Largecrowdsofthehomelessmakepeoplenervous,complaintsweremadeandChiefChitwoodhadtotakeaction.MorelatitudeondayshelteronCityIsland,ManateeortheBalloughRoadarea,ortheuseofadowntownbuildingwouldencounterstiffresistance.TheCityhasdugintheirheelsagainstthatandsomemembersofDowntownMerchantsAssociationandtheDowntownDevelopmentAuthorityhaveevenaskedthatbenchesberemovedfromBeachStreet.ContinualcomplaintsaboutfecesandurineindoorwayswerenotenoughtopersuadetheCitytoallowportabletoiletstobeplacedinalleysandlessvisiblelocationsforthehomelesstouse.InorderfortheCity,thepublicandthebusinesscommunitytoembraceasafesleepingzonewemustdemonstratesomeshorttermreliefforthoseaffectedbyuncoordinatedservicesandhaphazardfeedings.NowthatHUMat340NorthStreetandSalvationArmySocialServicesarecolocatedoutreachworkersshouldbedeployedtodirecthomelessclientstoservices.Weshouldbeworkingtogethertoheadoffcomplaintsaboutstinky,dirtyandunkemptstreetpeopleandencourageorevendrivethemtotakeshowers,getahaircutandputoncleanclothes.

SafeSleepingZonePROPOSEDSOLUTIONInthenearterm,thehomelessneedasafe,legalandconvenientplacetorestandrecoveratnight.Webelievethatalarge,tensionedfabricstructuresuchasareusedindisasterrecoverywouldbeaneconomical,practicalsolution.Welikethisbarracksstylearrangementtoavoidthecriticismthatatentcitywouldengender.Simple,spartanandnotfancy.Thesetypeofstructurestypicallyhaveopenendswherelargeindustrialfanscouldbelocatedforsleepingcomfort.Rentalportabletoiletsandhandwashingstationswouldprovidebathroomfunctionality.Usingthecoldsheltermodelwherechurchesopenupwithaneveningmeal,matsorcotsforsleepingandasacklunchinthemorningisagoodplacetostart.Openat6pm,lockinby8pmandoutby7amwouldbeoursuggestion.WearenotproposingalocationasanysuggestionswouldimmediatelybeseizeduponbytheNotInMyZoneortheNotInMyBackyard.phenomenon.TheMayor,CityCommissionandCityManagershoulddirectstafftocomeupwithsuitablelocations.ThekeyconcepttocommunicateisthatthisarrangementwouldsunsetassoonasareliableopeningdateisannouncedforVolusiaSafeHarbor.Thestructurecouldthenbetakendownbythevendorandthesitereturnedtoitsoriginalstate.TheoperatingresponsibilityandstaffingwouldbedecidedbytheSafeHarborWorkingCommittee.Duetoliabilityconcernstherewouldneedtobealeadagencyinordertosecureinsuranceandothercharitiesandvolunteerscouldpitchintohelpoperateit.ItisimportanttoavoidmissioncreepwhenthisisaBandAidsolution.Ultimatelythebestlongtermsolutionisaregionalemergencyshelterwithreliablefunding.Nothinginthisproposalshouldbeconstruedasbeinganalternativeorasubstituteforthelongtermplan.TheproposalthatfollowsfromMahaffeyisonevendorthatdoesthissortofthing,Wearenotweddedtoanydesignorvendorandissimplyprovidedasastartingpoint. `

The structure is engineered with sides 8 high and a center height of 17. The structure is also rated for 90 mph wind gusts, giving both you and your insurance company peace of mind. To complete the structure, Mahaffey can provide personnel doors, lights, and

metal roll-up doors to make it a fully functional facility.

Mahaffey provides our customers a turnkey service using dedicated, non-union crews who travel

nationwide installing and dismantling structures. These personnel employ safe and efficient work

practices, which allow us to offer firm-fixed pricing. Our installation / dismantle charge includes all

necessary trucking, labor, and heavy equipment such as forklifts. This eliminates the worry of

unbudgeted charges and costly overruns.

Attached beneath this letter is a diagram of our proposed structure. Ive also included some photos from similar projects weve completed. Installation of your structure will be approximately four days, and we could dispatch a crew as early as two weeks from the receipt of a Purchase Order.

Notes: This proposal has been priced based on the following conditions:

1. Proposal includes all non-union labor for installation. If a prevailing or union wage is present and

required, this quote will have to be refigured to include these wages.

2. Pricing assumes anchoring into an unobstructed, level surface. If delays are caused by obstructions

over or under the surface, or elevation changes require additional equipment, or time, the project would

require a change order and price change.

3. Mahaffey crews normally work 10 hour days, seven days per week, until the job is completed. This job

has been priced accordingly. If the closing of a job site prohibits continuous work flow, standby time may

be added to the pricing.

4. The job site is accessible with a semi-truck within 50 of work site. Structure requiring additional travel distances after off-loading may require additional labor charges.

5. If site specific safety training is required in excess of one hour, training time may be added to this

proposal.

6. Applicable taxes, and permits are not included.

7. This proposal is valid 30 days, and is subject to equipment and crew availability at the time the Lease

Agreement is signed.
