She led the Millers to three state finals, including a 1987 state champion- ship. Unl that day I am sll just a bill By KATHY RICHARDSON State Representative, District 29 The first part of the legislative session has gone very quick- ly. Tuesday, Feb. 21, is the last day that a bill can get out of a committee in the In- diana House of Rep- resentatives. Every year the 100 legislators begin- ning after their election in November have the opportunity to file bills in the House (we are limited to 10 bills each or a poten- tial of 1,000 bills). Once the bills are filed then the Speaker of the House assigns the bills to one of our number of committees. These bill assignments are posted on a Bill list and are handed down by the Speaker for what is known as the first reading of a bill. The committee chairman takes the list of bills that have been assigned to their committee and decides what bills the committee will hear. Once a bill is sched- ule for a hearing the Author of the bill will present the bill to the full committee. The chairman can decide to not take a vote on the bill, hold the bill for amendments or vote the bill out of committee. Once the bill has passed committee it will go to the full house for 2nd reading of the bill where there is a chance for the oth- er members of the house to amend the bill. The next step is the bill is placed on the 3rd reading calendar at which time there will be a final roll call vote in the house. If the bill passes, then the bill is sent to a Senator who will become the Senate sponsor and the process will begin all over. The deadline for bills in the house on 2nd reading is February 23rd and the last day for 3rds is February 27th. As of Friday, Feb. 17, of the 681 House filed this year 156 have been passed out of committee and 90 have been passed out of the house on their way to the Senate. As an update on the Senate their 50 members filed 580 bills and 193 have been passed out of committee and 109 have passed out of the Senate on their way to the House. Whatrsquos smartermdashpaying off debts or investingBy COREY SYLVESTERCicero Edward Jones

If yoursquore just starting out in your career you will need to be prepared to face some financial challenges along the way ndash but herersquos one thatrsquos not unpleasant choosing what to do

with some extra disposable income When this happens what should you do with the money Your decisions could make a real difference in your ability to achieve your important financial goals

Under what circumstances might you receive some ldquofoundrdquo money You could get a year-end bonus from your employer or a sizable tax refund or even an inheri-tance However the money comes to you donrsquot let it ldquoslip through your fingersrdquo In-

stead consider these two moves invest-ing the money or using it to pay off debts

Which of these choices should you pick Therersquos no one ldquorightrdquo answer as everyonersquos situation is different But here are a few general considerations

Distinguish between ldquogoodrdquo and ldquobadrdquo debt Not all types of debt are cre-ated equal Your mortgage for example is probably a ldquogoodrdquo form of debt Yoursquore using the loan for a valid purpose ndash ie living in your house ndash and you likely get a hefty tax deduction for the interest you pay On the other hand nondeductible consumer debt that carries a high interest rate might be considered ldquobadrdquo debt ndash and this is the debt you might want to reduce or eliminate when you receive some ex-tra money By doing so you can free up money to save and invest for retirement or other goals

Compare making extra mortgage pay-ments vs investing Many of us get some

psychological benefits by making extra house payments Yet when you do have some extra money putting it toward your house may not be the best move For one thing as mentioned above your mortgage can be considered a ldquogoodrdquo type of debt so you may not need to rush to pay it off And from an investment standpoint your home is somewhat ldquoilliquidrdquo ndash itrsquos not al-ways easy to get money out of it If you put your extra money into traditional in-vestments such as stocks and bonds you may increase your growth potential and you may gain an income stream through interest payments and dividends

Consider tax advantages of investing Apart from your mortgage your other debts likely wonrsquot provide you with any tax benefits But you can get tax advan-tages by putting money into certain types of investment vehicles such as a tradi-tional or Roth IRA When you invest in a traditional IRA your contributions may

be deductible depending on your income and your money grows on a tax-deferred basis (Keep in mind that taxes will be due upon withdrawals and any withdrawals you make before you reach 59frac12 may be subject to a 10 IRS penalty) Roth IRA contributions are not deductible but your earnings are distributed tax-free provid-ed you donrsquot take withdrawals until you reach 59frac12 and yoursquove had your account at least five years

Clearly yoursquove got some things to ponder when choosing whether to use ldquoextrardquo money to pay off debts or invest Of course itrsquos not always an ldquoeither-orrdquo situation you may be able to tackle some debts and still invest for the future In any case use this money wisely ndash you werenrsquot necessarily counting on it but you can make it count for you

Dear EditorThank you all for reporting on HB

Through the Hamilton County Re-porter I have learned there are folks with completely different perspective than we have

We live and farm in White River Township We have very different val-ues in this northern township of Hamil-ton County Some in southern two thirds of Hamilton County may not realize we even exist

We are a township of farmers with a few crossroad communities We are one of the two original townships in Hamil-ton CountymdashWhite River township and Delaware township

Our township trustee and township advisory board look out for our needs One example is a grain rescue tube and training for our volunteer fire depart-ment She approached several farm fami-lies who stepped up to bat with thousands of dollars to purchase a grain rescue tube Becks Hybrids sponsored the training for our volunteer fire department and neigh-boring fire departments Purdue Univer-sity presented the training program No taxpayer dollars were used They spend much time and effort looking out for our best interests and tax rates They work diligently to protect us from being taken over by neighboring taxing units which

did happen during the 1960sWe are not outdated This is how we

live Without our township government there would be no one to represent the citizens of White River Township Ham-ilton County Government officials do not have time or the finances to care for the individuals of White River Township We are not just a group of people who live in Hamilton Countymdashwe are White River Township residents with our own needs

We are proud of our low tax rates our citizens our churches our communi-ty building our fire department complex etc

Our votes for a township trustee and advisory board members are the only voting areas where we get to pick from our own neighbors who will represent us With any other political race on our bal-lot we are so outnumbered that our votes may not count in the outcome

Our township government serves a purpose and those elected are answerable to us the voters of White River Town-ship

We have not out-lived our usefulness and we are cost effective

With reference to the School district superintendents we used to have a coun-ty School Superintendent That position was eliminated during the 1960s as a re-sult of school consolidation

Jeanne Flanders White River Township

White River Township pride is alive and well
