The Agricultural Training Institute-Region IVA will always take pride in their accomplishments holding on to the solid tradition of excellence and oneness in mission. The year 2007 was very productive year for the ATI-Region IVA staff. All the projected trainings and extension activities were carried out with minimal adjustments. Development of human resource of the ATI-Region IVA staff was evidently given attention by participating in trainings offered within the country and abroad. Strengthening linkages and networking became the major strategy in hastening the delivery of training and extension services to the intended beneficiaries and in coping up with some financial limitations. Apparently, we have built the momentum and moving toward bringing out change in the lives of our clientele through synergistic efforts and complementation of resources among various stakeholders in the CALABARZON area. We are also maximizing information and communication technology with the use of existing ICT infrastructure of the center to expand the capacity to reach more people at a faster rate. After all has been said and done, what remains is the true essence of public service. All the efforts toward enhancing competencies and being proactive in its training offerings including extension activities must redound to better service to farmers, fisherfolk, rural women, youths, extension workers and others. The ATI-Region IVA exists to become the Center of Excellence in training and extension for agriculture and fisheries in the CALABARZON area.

To act as catalyst in the effective delivery of agricultural training and extension services for all stakeholders in the CALABARZON area.

ATI-Region IVA adheres to a sense of commitment and unity to strive for responsiveness, proactive stance and relevance in all our undertakings. It upholds judiciousness and utmost efficiency in the use of government resources and highest level of accountability in dispensing the duties and responsibilities. It addresses the various clientele and all publics in a manner worthy of credit and credence. It upholds the outlined vision of the ATI Organization and the Department of Agriculture for the attainment of its goals and objectives.

The ATI-Region IVA has a total manpower of 29 personnel. There are two (2) Center Directors, two (2) Assistant Center Directors (ACDs) , 19 Administrative Staff and six (6) Technical Staff. The two ACDs also function as technical staff engaged in training operations including other technical staff from other sections such ARMS and AKMS. One staff from ARMS took a study leave for one year and came back October 2007 and another staff from AKMS studied abroad for four months starting October 2007-January 2008. Out of the total manpower, one (1) Center Director acting as Team Leader and four (4) Administrative Staff are assigned at the Satellite Center in Trece Martires City, Cavite. Aside from conducting training courses, the ARMS and AKMS staff also has their own responsibilities, activities and outputs in support to training and extension thrusts of the center. Most of the staff in ATI-Region IVA has been working together for more than 15 years. The greatest blessing and asset of the center is the human resource. Through the years, ATI-Region IVA had developed a culture of excellence, unity in diversity and commitment to work.

The total MOOE regular budget released from ATI-Central Office (ATI-CO) for the year 2007 amounted to P1,162,209.00. Fifty four percent (54 % ) or P 628,463.79 went to mandatory expenses (electricity, water, telephone, secu-rity and janitorial services) including office supplies, gasoline and oil, repair and maintenance of vehicles and travelling expenses. Barely P292,790.60 was left for training operations which is 25 % of the total regular budget allocation and P128,824.26 (11%) for the ARMS and P112,130.95 (10%) for AKMS including broadband interconnectivity. Thus, the training center had to source out additional funds or transacted cost-sharing schemes to Local Governments Units and other government agencies and non-government organizations in order to accomplish all the projected trainings and extension activities of the center. Additional funds were received from ATI-CO under the GMA Rice and Corn Programs and also from the Local-Government of Lopez, Quezon, STAR-RDEC (Southern Tagalog Agriculture and Resources Research and Development Consortium /PCARRD (Philippine Council for Agriculture, Forestry and Natural Resources Research and Development, National Agriculture and Fishery Council/COCAFM (Congressional Oversight Committee on Agriculture, Fisheries Modernization under the Young Farmers’ Program, National Federation of Cooperatives of Persons with Disability, Department of Education and LGU in Cavite amounting to P990,995 all converted into training activities.

It is also worthy to mention that most of the trainings were cost-shared by the Local Government Units of the extension workers and farmers in terms of providing transportation allowance to the participants coming from their municipality/province.

There were 26 training courses implemented for the year 2007. It was 160% accomplishment compared to the targeted number of 15 training courses. Among those training courses conducted were special projects sourced out and requested by government and private institutions like the International Trainers’ Training Course on Agricultural Marketing Strategies sponsored by the ASEAN South-South Cooperation Project, the Orientation Course on Entrepreneurship for Young Farmers (Batch 8) funded by NAFC/COCAFM, the training on Devel-oping and Packaging Winning Proposals sponsored by STARRDEC/PCARRD and the Training Course on Hydroponics funded by the National Federation of Cooperatives of Persons with Disability.

There were also training courses conducted under the GMA Rice and GMA Corn programs funded by ATI-Region IVA and ATI-Central Office for a total of six (6) training courses. There were four (4) courses focused on Institutional Capability Development such as the Orientation on the Voice Over Internet Protocol, Lecture Demonstration on the Production of Computer-Generated Visuals, Mid-Year and Annual Review and Planning Workshops.

Four (4) training courses were jointly sponsored by ATI-Region IVA and other government institutions like the Local Government Units of Lopez, Quezon, Los Baños, Laguna and Indang, Cavite and also by STARRDEC. All of the said training courses were requested by the partner agency mentioned. The focus were on Postharvest of Vegetables, Women Entrepreneurship, Cassava Processing and Entrepreneurial Competencies and Presentation

The remaining seven (7) training courses funded under the regular funds of ATI-Region IVA were partly cost-shared by some Local Government Units in terms of transportation allowance for their respective extension workers and or farmers. Those training courses included were the Annual STAR-RDEC Planning Workshop, Technology Updates on Mango Enterprise, Technical Briefings on Nutritive Value of Vegetables (2 batches), Nursery Management of Fruit Bearing Trees, Landscape Designing and Manage-ment and Flower Arrangement.

The 26 training courses conducted for the year 2007 has produced 916 graduates or 235% compared to the target of 390 individuals. The most numbers of individuals trained belonged to rural-based organizations followed by extension workers, government officials/representatives and farmers.

The regular activities of the ARMS are the following: • monitoring activities (covered mainly the province of Laguna under the

Farmer-Led Extension Program (FLE) • spearheading In-House Review and Planning Workshops • attending Field Day Demonstrations together with the Center Director • submitting reports to the ATI-Central Office and other documents related to

center’s operations • preparing project proposals for possible outside funding

Technical advisories whether via phone, walk-in inquiries or internet were part of the center’s effort to reach out to the clientele. Techno-demonstrations were also maintained to showcase viable agricultural projects like orchard, heliconia production and others.

One of the major outputs of the Agricultural Knowledge Management Section (AKMS) was the implementation of the School on the Air. It was a joint under taking by the ATI-Region-IVA, the Batangas State University, the Office of the Veterinary and Agricultural Services under the City Government of Batangas and the Department of Agriculture Regional Field Unit IVA. The actual airing of the “Radio Eskwela” started January and ended last day of March 2007. The first graduation was held last April 18,2007 at the Batangas State University Stadium in Batangas City Campus. There were 104 official graduates of the said three-month long activity.

There were also corporate-related and technology-based materials produced by the AKMS. There were also reproduction/reprints of previously produced materials distributed to various clienteles like the ATI-Region IVA info kit and the DENR-ERDB Charcoal Briquetting pamphlet. Among the newly developed materials were the Annual Accomplishment Report entitled “ATI-Region IV-A Soaring High”, the first issue of the Balitang LB, the techno-based material on vermicomposting entitled “ Ako si Eugene and Inyong Kaibigang Bulate”, the “Radyo Eskwela Unang Pagtatapos” (completion report) and “A glimpse of the International Trainers’ Training Course on Agricultural Marketing Strategies” ( documentation report).

Updating of the webpage twice a year and maintenance of the Local Area Networking (LAN) and interconnectivity were part of the regular activities under the Information and Communication Technology Unit. In-House staff development is also a priority in terms of orienting the staff on the use of computer (software and hardware) like the Voice Over Internet Protocol. Library management and provision of library, documentation (for special projects) and audio-visual services were also included in the responsibilities of the AKMS.

Year 2007 was a blessed and fruitful year for the staff in terms of professional development. Most of the technical personnel had availed of trainings and study leave abroad and also trainings within the country particularly those offered by the ATI-Central Office. Three staff attended trainings in Thailand (Marites Cosico), Sri Lanka (Mariel Celeste Cortez) and India (Rolando Maningas). One staff studied for one year in Netherlands (Jocelyn Marivic Concepcion). Three staff namely Veronica Esguerra, Pia Cosico and Mariel Cortez also had the opportunity to be part of the Filipino team who conducted Phase II of the Trainers’ Training on Food Processing and Extension System in Timor Leste. The said experience is also very rewarding in terms of professional development. There were also local trainings attended by some technical staff to further enhance their capabilities on a specific technology/ies, social mobiliza-tion, packaging winning proposals, monitoring and impact evaluation tools and methods.

There are five (5) staff manning the center headed by Center Director Cesar Vida. The rest of the staff are doing administrative functions. They are also tapped as support staff during on-site trainings held within Cavite province. They are in-charge of maintaining the techno-demonstration on mango production. For this coming year 2008, a technology demonstration on nursery management and plant propagation will be established.

The ATI-Region IVA will continue to support the national goals and priority thrusts of the Department of Agriculture. With vibrant leadership from the ATI-Central Office down to the center level, coupled with committed staff, any and all challenges that will be brought by the changing demands and conditions of the country as a whole will even make the institution more stable. The ATI-Region IVA will continue to foster complementation of resources among all the stakeholders of agriculture in the CALABARZON. It will continue to offer relevant training and extension activities. The use of internet connectivity and ICT infra-structure will further reach more clients in a faster and easy way. The ATI-Region IVA will continue to harness the strengths of each other guided by their wisdom and faith. There will always be diversity but all will be working toward the common good and common mission.
