Village News

Re-instatement of the Shipley Village Green 2014

On Sunday 30th November 2014, following consultation and approval through Shipley Country Park, a dedication service was held at the re-instated Village Green at The Field, Shipley. The Parish Council has provided a quality hardwood timber bench, dedicated to all the brave soldiers from Shipley who lost their lives in the World Wars. A young winter flowering cherry was also planted, together with spring bulbs as depicted in the photograph above. Timber bollards protect the site. In addition, the Parish Council has also arranged for vehicle advisory speed signs to be installed around the area to remind drivers of the speed restrictions within this beautiful village. Road markings have also been enhanced.

The Parish Council extends it thank to members of the Royal British Legion who kindly attended and led the service of dedication. Many

Shipley Women’s InstituteReport

2019 is proving to be yet another busy year for our club.

Besides our monthly meetings with a variety of speakers, in April we opened the doors to our first Friendship Cafe. We provided complimentary drinks and cake (home-made of course!) and a place to sit (our lovely Parish Room) and chat or read the paper. It was a huge success and so in July we opened our doors once again, an event really appreciated by all the Weleda visitors. Thank goodness we had enough cakes! We’re hoping to open up again in the Spring-watch out for the flyers.

August saw our club visit to the Arboretum, Arlewas - a memorable day for everyone.

Our charity for this year is CRY (Cardiac Risk in the Young) and in September we held our Autumn Fayre to help support this worthy cause. It was a wonderful day where we sold home produce, crafts, dabbled in games and of course ate cake.

October was a special club night for us as thanks to a bursary from the West Leys Group we were able to hold a “Taste of India” evening. Two of our members not only provided saris to authenticate the evening but cooked a magnificent meal for all of us. Shakti Academy provided the entertainment and henna tattoos. It was a wonderful evening.

We also have a thriving book group, luncheon club, walking group and craft group and try to cater for all tastes.

We’re a friendly bunch which meets the first Tuesday in the month 7.15pm Parish Rooms Shipley.Interested?

It’s that time of the year again for your update on matters and events in the Parish from me Richard your local Councillor for the ward.

Firstly I would like to thank the members of your Parish Council for the often unseen and sterling work they carry out on your behalf to ensure the smooth running of the Parish and it’s events. The work they do is vital for the running of the various facilities enjoyed within our village.

The playground on Pit Lane continues to prove a popular attraction for the children and their carers and is always maintained to a high standard by the Parish Council for your enjoyment. The village green area below the Parish Rooms has a commemorative bench and is annually decorated and last year had the addition of an unseen soldier, together with a bugler playing the Last Post. The British Legion also attended to pay their respects to the fallen of the parish by the unfurling of banners whilst The Last Post was played. I’m sure that this service will be repeated again this year but have no details to hand at the time of writing. These will however be made available nearer the time on the parish notice board.

The former play area on Hassock Lane has now been leased by the Parish Council to Shipley Eco Action Group (SEAG) who are at present working hard on the site with plans to create an eco-friendly environment for all to enjoy. I would like to take this opportunity of wishing them every success for the future. I understand that they are seeking help from interested volunteers in the furtherance of this project.

As I am sure most of you will by now be aware that the former American Adventure site has been completely cleared and nothing remains with the exception of the lake which is to stay in situ. Work to commence at sometime in the future when plans are finalised. Sadly, however, we must wave a fond farewell to the former Theme Park site.

The Wildlife Trust continues to operate and expand its activities and is a valuable asset to the area and it’s residents. Refreshments being available in abundance all around the park and when you have eaten your fill there is always the trim track to work it off !

Latest News 5

New lease of life for the former American Adventure Theme Park.

Plans to reclaim and redevelop the site of the former American Adventure theme park, between Heanor and Ilkeston, were revealed by Waystone Developments during a series of public consultations in November 2012, with local people giving their views on Waystone Developments’ proposals for the site.

The Alfreton-based company is proposing a sustainable, mixed use development for the land around the lake, which it hopes will eventually feature a small business park, commercial and retail sectors, along with education, healthcare, retirement, leisure and new homes.

The proposals include…• re-opening of the lakeside area to the public • 307 new homes • a business park including office and hybrid

industrial space

• a leisure focused garden centre• an area for training / leisure / education facilities • healthcare and retirement provision • pub, restaurant, hotel and conference suite on the

island site

Following the submission of more detail by Waystone. Amber Valley Council Planning Board were unanimously minded to approve the outline planning application for the site on the 13th July 2015 and the Section 106 has been finalised which allowed Waystone to commence to the next phase of the project. Shipley Lakeside – Waystone now has a site office off Pit Lane, Shipley as excavations of the surrounding land for development continue. Waystone Developments has completed a comprehensive Site Investigation Study of the whole of the Shipley Lakeside development.

Further information will be made available when appropriate.

Shipley Parish Council was allowed submission of comments on the application, with the decision on the proposals approved through the Local Authorities.

Shipley Parish Council continue to liaise with the company for updates on development of the site, road infrastructure and protection of the environment.

Shipley’s beauty blighted by continual flytipping and driving incidents.

This beautiful part of Derbyshire does not escape its green landscape eclipsed with flytipping on a regular basis. Thanks to the vigilance of both Parish Councillors and the excellent work of Shipley Country Park Rangers, most of the evidence is quickly removed from sight.

However, the continual undercover visits from people dumping their rubbish in the countryside instead of visiting the free refuse collection area at Loscoe is taking its toll. Costs and damage caused have to be borne by you as residents of Amber Valley.

The Parish Council is also aware of some very dangerous incidents which have occurred with driving along the route from Marlpool to Shipley Village, more recently a vehicle stolen and crashed into the woods, caught on camera.

People out jogging at that time were missed by seconds – the impact could have been lethal.

For these reasons, Shipley Parish Council is working with the authorities to consult on proposals for closure of the back road for general through traffic, restricting access to just allow all non-motorised vehicles,(scooters for disabled, bicycles) and of course make the route safer for pedestrians and horse riders. Residents, deliveries and workers requiring entry will be provided with the means of access. Residents will still be able to drive under the bridge from Marlpool up to Derby Lodge and the Shipley Hall site, where parking is available for residents requiring vehicular disabled access to the park.

The scheme would be funded by Shipley Parish Council with some financial support from local business, subject to further agreement.

UPDATES FOR THE PARISH

UPDATES FOR THE PARISHShipley Parish Council negotiated a lease of the football fields to a local club for junior teams. Plans are underway to improve the layout of the site and enquiries are being made for installation of water and electricity.

The recreation play area is inspected regularly by Councillors who are qualified to assess the condition of equipment, fencing and surround. The site is a haven of peace and enjoyment for families; signs are in place to advise dog owners their pets are not allowed within the play area for the protection of children and families.

Amber Valley Borough Council News

Derby Lodge Tea Rooms Shipley Park Flossie enjoying Shipley Park

Amber Valley Borough Local Plan The Council discussed this important issue in September 2019. The original plan was withdrawn in May 2019 and it was established the Council would be required to support a new plan to the end of 2038. The Council has recently approached the Planning Advisory Service for advice and support in relation to the plan-making process with all parties working together to prepare a robust document for consultation. A timescale of 2023 for adoption of a new plan has been indicated, details of which should be ready for presentation to the Borough Council Full Council meeting 13th November 2019 at Ripley Town Hall.

Plans to extend Dog Control Order - a new order, aimed at controlling dogs in all public spaces and requiring owners to remove dog faeces is being proposed by the Borough Council (also receiving the support of Shipley Parish Council). The Public Spaces Protection Order is underway with consultations taking place.

The new order would introduce the following terms:-• A requirement to remove dog faeces from all land

to which the public are entitled to have access

• A requirement that a person in charge of a dog on any land open to the public must be able to demonstrate to an Enforcement Officer that they have suitable means in their possession for cleaning up dog faeces, for example a suitable bag

• A requirement for dogs to be kept on a lead in specified cemeteries and burial grounds and

• A prohibition on allowing a dog to enter a children’s play area within parks and open spaces.

Failure to comply with the order would carry a maximum penalty upon conviction of £1000, subject to payment of a fixed penalty (more details from website). This order would provide Enforcement Officers with much greater power to tackle the serious anti-social problem of dog fouling in public places.

May I firstly extend a warm welcome to all readers of the Shipley Parish Newsletter.

This is my third year as Chairman of Shipley Parish Council, and it`s amazing just how fast time seems to be flying by.

There are many things to report on in this edition of the newsletter, mostly good news and achievements and things to look forward to, but some things that are not so good.

Unfortunately, I have to include in my report the rise in anti-social behaviour. This includes theft, fly-tipping, litter dropping and the increasing occurrence of speeding and dangerous driving that has been witnessed and evidenced, both in Shipley Village and on Hassock Lane.

Projects to combat and reduce this selfish behaviour are underway to protect the safety of residents, visitors to Shipley Park, and the conservation status of Shipley Village.

These projects include the restriction of through traffic from Marlpool that use the bridleway through the village as a short cut and the use of CCTV monitoring cameras. The bridleway will become a safe route for pedestrians, horse riders, cyclists and persons with mobility scooters.

Door to door visits conducted by members of the

Parish Council uncovered that many incidents that were witnessed of anti-social behaviour were not reported.

There are plans to form a Neighbourhood Watch within the village, so that information on anti-social behaviour can be quickly passed on between residents as well as the Police.

On a more positive note, I am delighted to report that Heanor Junior Football Club have signed a lease to use the football pitch at Pit Lane playing area for girls football teams. Plans for further facilities to enhance this area are being made.

Also, another lease has been agreed between Shipley Parish Council and Shipley Eco Action Group (SEAG), for the use of the former playing field at Hassock Lane. Exciting plans to use the area for the benefit of the community are being brought together, so to find out more or be a part of this venture, please visit our website.

On the subject of our website, a new look Shipley Parish Council website has been created. It is still in development, but will contain links to all business aspects of the Parish Council, diary events, and links to the Parish Rooms hire site and SEAG.

This year a warm welcome was given to Councillor Sue Iliffe, who has been elected onto the Parish Council. Also, our sincere appreciation was extended to Margaret Jackson, who stepped down after many years on the Parish Council. The recent co-option of Councillor Graham Kearton now completes the full seating of Council to 8.

It just leaves me to thank all my fellow Members of the Parish Council, for all their commitment, as well as our Amber Valley Borough Councillor Richard Illife, and County Councillor Alex Stevenson, for their continued support.

Finally, a big thank you to our Clerk and Finance Officer, Sheena Trower, for her hard work throughout the year, and for producing this newsletter.
