cious injury in allowing a ferociousdog at large, and whose trial wascontinued till y, was acquitted.Ah In disclaimed ownership ol thedog, and, according to the testimony ofan elderly native, the animal belong-

ed to another Mongolian. His Honorin acquitting t'e prisoner advisedthe native, who had the dog in hispossession, awaiting judgment of theCourt, to destroy the dog. The na-

tive expressed approval of the deci-

sion and said he would do it as soonas he reached home. It has beenlearned later that the native, true tohis word, killed the animal, but dis-

posed of it in true Hawaiian fashion.He iuvited his neighbors and had a

luau of the animal cooked in tileaves.

SNEAK THIEVES.

Another campaign of sneak thievesseems to have been started. Thelast of the clan wasn't got out of theway when "Barefooted Bill" and theChinese robber of Waikiki were senton the reef. A lodging fiouse onPunchbowl street was entered theother night, and the pockets of twolodgers were gone through. Onelost $3, the other $D. The first one,an engineer of a Wilder's steamer,was fortunate in not having drawnhis wages Saturday evening, or hewould probably have lost all.

This morning a milk can with itsfresh contents was stolen from thesteps of a newspaper man's house on"Nob Hill." It is charitably as-

sumed that the thief did nrjt knowhe was despoiling an editor's break-fast table. Otherwise he must beregarded as a lurid illustration oftotal depravity.

respondent might have included him-

self in the general reprobation, as

the columns of the Biki.etis have

been open to free discussion of pub-

lic questions all along. This paperdoes not accept the wholesale censureof the press indulged in by " By-

stander, " as it some lime ago criti-

cised the series of franchise amend-

ments as being unlikely to find favorwith either the Hawaiian or the for-

eign voter. The Bulletin would

like the opportunity of supportingsuch a modification of the Noblesfranchise as would make it less a

matter of money income and more

one of independent social condition.That is, a landholder's and house-

holder's franchise. What a man

raises off a pint of ground for his

sustenance should be accounted asof equal value in giving one politicalstanding to the money that anotherman living on a salary has to expendfor procuring his sustenance. So faras "stake in the country" is con-

cerned, the one who gi ts his livingdirect from the soil stands superiorto the one who lives off mere wages,

who is here to-d- and goneA man who maintains a house-

hold, paying rent, taxes, water raits,etc., out of twenty dollars a week,

has a deeper interest in good govern-

ment than one who has only a ward-

robe and a bank book to be anxiousabout, on forly dollars a weik.

The Bulletin, in respect to thespecific question at issue, regardsthe proposed amendment as an

unwise compromise to have everbeen submitted to the people. It is

believed by soino persons that a

number of the members voting for

the amendment were under the im

prcssion that it would not be retroactive in disfranchising those for

eigners who were enrolled as votersbefore it came into effect. Such a

notion on the part of legislators is

hard to imagine as the fact. Theonly legislation that could be called"retroactive," as against the consti-

tutional prohibition, would be suchlegislation as would nullify the re-

sults of the exercise of the franchisebv voters at a previous election. Itis hardly necessary, however, foranybody to get into a heat over theDronosed amendment. The nativeshave never asked for it, but, such ofthem as are dissatisfied w ith the pre-

sent franchise, are asking for some-

thing quite different. Foreign votersmay be put down as certain not tovote for any candidate who, if elected, would support a measure deprivina them of the suffrage. Withalthe apparent anomaly of aliens hav

ing votes, there is nothing outrageousabout it. The best test of a nation'sconstitutional fitness to exist is itscapacity for adapting its laws to itspeculiar circumstances. If no wrong

ha9 been done to the Hawaiian King-

dom or its native people by the exercise of the franchise by foieigners,there is no reason why the privilegeshould be rashly abolished.

serving portions of the leaseholds forsettlement. His propositions werereceived very favorably by the lesseesand the prospects are, therefore, thatthe Queen's scheme of colonizationwill become one of the most import-ant of laud transactions in the his-

tory of the kingdom.

ENLIGHTENING MAUI.

The chief towns of Maui are aboutto shine with metropolitan splendor.Mr. VV. V. Lockwood returned bythe steamer Kinau from that island,where he had beet) promoting thisgreat metamorphosis from darknessto light. In plain language, he wasputting in a plant at Wailuku forfurnishing the de-nizens of that town with light andmotive power. It is a storagesystem plant similar to that in suc-cessful operation by the HawaiianElectrical Works in Honolulu. TheWailuku one is an extension of theKahului system, both being theproperty of the Maui Electric Lightaud Power Co. .The motive poweris water, of which there is a nevcr-failin- g

Overhead is the skylight ofstained glass, having in reliefcharacters in Walter Scott's "Ladyof the Lake," the following beingrepresented in different panes,Kit. James, Ho terick Dim, AllanBayne, the Hermit, Allan Douglas,and on the corners a toad, pelicanand ram. Hung on the wall directlyin front as you enter is a scene ofthe famous "Pass of Leny," in thehighlands of Scotland, after whichthe ship is na ncd.

ployed in guiding the vessel. Themasts are of steel, the mainmast be-

ing composed exclusively of ouepiece without joint or splice. Upfor'ard is the crew's quarters, shelt-

ered from wind and storm, and onoue side, enclosed in somewhat of acage, are two white English pigswith hardly a speck of dirt on them,a fact attesting the cleanliness main-

tained by the ship's crew.The bark Pass of Leny was built

in 1885 and is therefore a new craft.She is of 1315 gross tonnage andcarries about twenty men, exclusiveof officers. Her length is 233.5 ft.,main breadth 36.45 ft. and depth21.45 ft. She carries double-gallan- t

yards.The bark will dock at the Oahu

Railway & Land Co.'s wharf, whereshe will discharge some heavy nr.achi-ner- y

for the Makaweli Plantation,Kauai. After discharging her nextdestination will be Astoria, Oregon.

A HEROIC DEED.

On the voyage of the British barkPass of Leny hither, a deed such asis seldom chronicled in the annals ofthe sea was witnessed by those onboard. fortunate lad's plight and jumpedafter him. Seizing the lad he stroveto keep his head above water amatter of great difficulty until aboat could come to his assistance.A boat was lowered and the barkhove to, but it was some time beforethey were picked up. Both therescuer and rescued were totally fag-ged out when hauled into the boat.They had been in the water altnosttwo hours. The lad revived shortlyafter, but his rescuer is hanging be-

tween life and death in the (Queen'sHospital. Such a brave and heroicdeed should not escape the sympathyand kindly feelings of our good com-munity.

Some time ago the Park Commis-sioners arrived at the conclusion toplace in the . Park a large number ottropical plants, and to that end ar-

rangements were made that differentvarieties should be brought from theSandwich Islands- - On the last tripof the Australia the plants arrived,and to-d- the Pack wagons wereengaged in hauling them from thesteamer.

It may not be generally knownthat the Park Commissioners havealso made arrangements to have acocoanut tree brought to this cityand planted in the park. One hasbeep purchased, and unless the Com-

missioners change their mind thetree, foil of fruit, will no doubt ar-

rive on the next trip of the Australia.The tree would have reached thiscity on the last trip had it not beenfor the fact that the matter wasdelayed too long. In height the treeis twenty-seve- n feet and togetherwith the box that it will be shippedin will weigh about six tons.

The tree was purchased from theowners of the Old Plantation in Ho-

nolulu, and an effort was made tobring it on the last trip. It wasfound, however, that its height inter-fered with moving it owing to over-head wires, and they would have tobe cut down so as to allow the treeto pass on a wagon from the planta-tion to the wharf without being dam-

aged.On its arrival here the tree will be

housed over to protect it, and anopportunity afforded San Francis-cans to see cocoanuts growing. - f S.F. Bulletin, Oct. 2C.
