KOHAIA NOTES.

It looks as though there was a firefiend in the district. On the night ofJuly 26th the house occupied by Mr.and Mrs. Tulloch was destroyed byfire, everything being consumedtotal loss. The occupants had beenabsent several days one on businessconnected with the telephone, andthe other on a visit. A meeting washeld in the Court-hous- e to considerthe matter of incendiary fires, butnothing was done. A subscriptionwas circulated in behalf of Mr. Tulloch, and it is said that $450 was collected.

Telephone connection through toHilo was enected August 1st.

There are good reasons why workon the road across Walachia gulchcomplained of by "Kenehu," hasbeen delayed, and that on the roadin Amakea continued. It is but rightthat an unfinished job in the centra,part of the district, where considerable heavy carting is done, shouldbe completed. A road well madewill better stand wear and tear inwet weather, and pay better in theend, than one but poorly or cheaplydone where the water can collect inpools and wear into deep mud holes.People living at the eastern side ofthe district should also tke noticethat a large portion of heavy roadwork has been done on the gulchesin their end of the district beforecomplaining -- of the "selfish ex-travagance" of the Road Board,or charging them with making workfor the hands on a certain plantationduring slack times, when everyoneknows that it is very fortunate forthe lload Board that there are slacktimes when gangs of men from theseplantations are available for doingthose heavy jobs of work on theroads.

Furthermore,when the Road Boardfinds it impossible to get a foot ofhill or other land for the purpose ofmaking improvements without pay-ing the highest price therefor, it cer-tainly is no encouragement to under-take such work. People who haveno public spirit a seemingly scarcecommodity in this district shouldnot ask too much.

There has been rain enough herenow to make planting safe, and thegrowing crops begin to look a littlegreener than they did a few weeksago.

From a Ka Leo o Na Lahui editorial.WHAT ARE THE MINISTERS DOING TO EAKN

THEIR SALARIES?

This is a question that many peopleare asking, and echo answers back thelast word "salaries." If anybody cangive us a better answer than echo wewill willingly publish it for nothing andpresent the author with Premier.Parker'sspeeches bound in Waimea sheep. How-ever, the ministers are quite prompt indrawing their salaries. The sun nevergoes down at the end of the month withthis important ministerial function leftneglected, in fact this part of the publicwork is the most successfully performedof any of the public works authorized bythe last Legislature. The exertion re-quired, however, in drawing out thedraft is apparently so great that mentalprostration immediately follows, and thepoor victims do not again recoverstrength or courage sufficient to morethan renew the struggle of drawing theirsalaries when pay day rolls around again.

So far as is known, we find that ourminister-in-chie- f is being used for a glibtongue, to tag around with the Queen,thus placing himself in the not very enviable position with a lot of attendantsand flunkeys, making catch speeches tohis countrymen in favor of Her Majestyand in palliation of the anti-Hawaii- an

and non-progressi- ve attitude of her gov-ernment. Now, we submit, that if thereis any necessity for such work to be donein the interest of Her Majesty's royalprogress, some cheaper official may beemployed, who could more gracefullyand succesefully compete in praisingsecond-rat- e school teachers, and whocould talk with greater effect than thepremier, who is more widely known as athinker than an orator.

If, then, a substitute can be obtainedfor the government leader for stumpingthe country in favor of waning royaltyand against budding democracy and an-

nexation tendencies, it would be wise andfor the benefit of all to make the change,and allow the honorable gentleman atthe head of the administration to attendto the more important duties required ofhim at the present time.

The necessitv for the consideration ofquestions of vital importance to the welfare of the country demands strict attention to duty on the part of every memberof the Cabinet. The last Legislature, foreseeing the necessity for a reconsideration of our treaty relations,passed by an almost unanimous vote aresolution directing the Cabinet to endeavor to extend our commercial relations with the United States. Theeditor of this paper said then that therewas no need for political treaties, but thecountry required an extension of our commercial treaty relations with the UnitedStates.

Now the golden opportunity opens upto our embrionic Premier to show hisstatesmanship, and to initiate a foreignpolicy that will restore joy to the capitalist, contentment to the agriculturist andgrazier, and hope to the mechanic,laborer and people throughout thecountry. What Hawaii needs is fullreciprocity with the United States. Wewant all our products to be admittedduty free into the United States, asnearly everything is now received herefrom that country.

. 'Why is the Cabinet not attending to

this matter? Our Ministry seem to bebetter adapted to play the role of cour-tiers at Her Majesty's Court than of mensuited or capable of appreciating theirduties as public servants.

If Hawaii is to receive the benefits ofthe reciprocal exchange of commoditieswhich nations are endeavoring to makebetween one another, her rulers shouldarouse themselves from that lethargiccondition which they have been in sincethey took office, and apply themselvesto the task of opening up negotiations forfull reciprocity or free trade with theUnited States.

Congress to provide ocean mail servicebetween the United States and foreignports, limiting the compensation to out-ward voyages, he is endeavoring to ar-range for a fast fortnightly service between San Francisco and Australia viaNew Zealand, calling alternately at Weilington and Auckland. He says he transmits this information in order that thePostmaster-Genera- l of New Zealand,he thinks beet, may co-oper- in secur-ing quicker communication and regulating the return voyages in the interests ohis country.

Our attention has been directedto an article on the subject or ra-

mie, printed in the Weekly Exam-iner of San Francisco, giving theopinion of Mr. William C. Stubbs,the director of the LomsianianSugar Experiment Station.

By the use of head-line- s andlarge print, farmers are . warnedagainst ramie for sundry reasons,some of which, at all events, do notreally exist in the actual experienceof ramie cultivators.

Mr. W. C. Stubbs is no doubt avery intelligent man of consider-able experience hi cultivation ingeneral, and not without experi-ence of ramie, but, after all, whathe does say does not really make avery formidable indictment, be-

cause that which condemns the en-

deavor to grow this staple islargely based on negative evidence,whilst whatever he admits in itsfavor stands upon solid experience.

Mr. Stubbs says: "The Exposi-tion of 1885 at New Orleans gaveramie-cultur- e a great boom in ourState. Some ramie cloth and fibrewere shown there, as a matter offact. I exhibited a card which il-

lustrated the whole process, fromthe gathering of the plant to themanufacture of fabrics." So fargood, but further on he states: "Nomachine yet tried has been able towork over an acre a day." Thisstatement should stand thus: "Ihave never seen" any machine triedwhich would do so and so. Nowwe are assured that the HawaiianRamie Company's machine willwork over two acres, and they

The tug Rover arrived safely fromSan Diego, after a passage of 22days. She will be a great help intowing sailing vessels in and out ourharbor.

A fine culvert has been putover the small stream on Wainuenuestreet, near the Catholic School pre-mises, which greatly needed it.
