Thank you to our wonderful fire brigade volunteers as well as farmers, members of our community and also those from surrounding communities for their efforts during the horrific weekend a couple of weeks ago with fires in the area. A timely reminder to ensure your properties are fire ready this summer.
The opening of the BMX Track with Melissa Price MP and the Hon Mia Davies MLA in attendance was a wonderful day and congratulations to those involved and we hope everyone enjoys many fun times on the track. Our new complex with be 1 year old on the 18 December, celebrations will take place from 6pm and we look forward to seeing the community there to enjoy festivities. Just like to wish everyone a Merry & Safe Christmas. Council’s condolences to Monique & Family on your heartbreaking loss of a very valued community member, Zac. As another calendar year is drawing to a close, it is very pleasing to report that our road construction crew has completed 1.5km stretch of Konnongorring West Road widening out to 7 metre width seal to provide for increasing heavy haulage traffic between the two (2) primary
CBH bin sites and Konnongorring and Calingiri. Over the past 2 months, the road construction crew have been working on Bejoording Road also out to a 7 metre width seal and should be completed by Christmas. Both jobs were extemporarily carried out and the crew is to be congratulated for excellent achievements for both roads. All staff wish everyone a most joyous festive season and look forward to seeing everyone back next year. In closing, deepest sympathy is extended to Monique and family for the tragic loss of a wonderful son, Zac. RIP. Clem Kerp, CEO

Community Development Update…
Installation of water coolers at the recreation grounds:
The Shire of Goomalling with help from the local clubs
have purchased 3 water coolers to be located at the
recreation grounds. One will be located near the
bowling green and another at the tennis courts. A
wheelchair and child friendly water cooler will be
located near the away change rooms on the old
pavilion.
Reticulation of Football & Hockey Oval: The Shire is in
the process of obtaining quotes to install reticulation
on the football and hockey ovals. The current irrigator
system is now water wise or user friendly and the Shire
believes new reticulation is a more efficient, water
wise and effective way to water the ovals. The Shire
will be applying for funding through the Department of
Sport and Recreation for the reticulation, as well as
laver levelling and resurfacing the hockey oval.
Recreation Strategy: The draft Recreation Strategy will
be open for public comment shortly. Keep your eyes
out on the Shire Website and Goomalling Endeavour
for more information on how you can obtain your
copy. The strategy will outline the Shires strategic
direction for the next 10 years.
Shire of Goomalling Town Bike Plan: The Shire has a
grant application pending with the Department of
Transport to update the Shire’s Town Bike Plan. This
document outlines the current foot path networks,
identifies spot improvements and missing links. If the
Shire is successful, the community will be engaged to
help identify any issues and improvements required to
be worked into the plan.
COUNCIL AWARDED IN CHILDREN’S ENVIRONMENT AND HEALTH LOCAL GOVERNMENT REPORT CARD
Council received an award in the Children’s Environment and Health Local Government Report Card in Category 6 Healthy & Safe Food for its collaboration with Goomalling Primary School (GPS) in addition to other initiatives that support healthy children. Shire of Goomalling has developed a partnership with GPS to address barriers that affect children’s learning outcomes and participation, particularly how Council can be involved with addressing barriers of individual families whose children are becoming disengaged. GPS was already participating in the Foodbank School Breakfast Program and saw obvious benefits in the classroom with greater student engagement; they wanted to offer the program more regularly but were restricted by their budget therefore Council allocated two staff members per week to deliver an additional day of breakfast club. Council has been participating in the program for the past two (2) years. The program has enabled every student the opportunity to eat a healthy wholesome breakfast to start their school day, assisting with the brain development and providing essential nutrients for a busy day at school.
Clem Kerp, Chief Executive Officer says “initiatives like this aren’t possible without the passion and dedication displayed by our office staff; everyone has enjoyed developing rapport with the children and giving them the best start to their school day possible.” Office staff members say “Our contribution is a no-brainer, thriving children produces thriving future leaders of our community. Having a chat to the kids whilst making their breakfast is a rewarding exercise and knowing we’re giving them a positive start expands beyond the school, creating a positive start in our own workplace”

DLGC AGE FRIENDLY COMMUNITIES INNOVATION AND IMPLEMENTATION GRANTS Shire of Goomalling recently adopted its Age Friendly Community Plan which outlined the priorities of people over 55 in the Goomalling. DLGC has released a new grant round for implementation of the actions to create age friendly communities. An age friendly community is one that recognises the great diversity among older people, promotes their inclusion and contribution in all areas of community life, respects their decision and lifestyle choices, and anticipates and responds to age-related needs and preferences. The grant round cannot be used for infrastructure but can for publications, events and initiatives that address the above outcomes and align with Council’s Aged Friendly Community Plan. Ideas:
Rejuvenate the welcome pack into a printable booklet, providing comprehensive information about services available in Goomalling and ageing in place.
Community cultural immersion to foster intergenerational relationships, cross-cultural sharing with traditional stories and art forms.
Skills workshops to enable active participation in the workforce/volunteering/community groups.

COUNCIL RECEIVES $32,000 COMMUNITY POOLS REVITALISATION GRANT THANKS TO DSR
Council received $32,000 from the Department of
Sport & Recreation’s Community Pools Revitalisation
Program.
Department of Sport & Recreation state “Aquatic
centres in regional towns and cities are important for
recreation, learning, exercise and rehabilitation. They
are an integral piece of infrastructure. Aquatic centres
also facilitate swimming lessons, including in-term and
vacation swimming classes, school carnivals, teaching
children and adults about water safety and survival
techniques. Evidence supports that in remote
communities, regular visits to the aquatic centre helps
reduce chronic disease and improve educational and
social outcomes.”
Shire of Goomalling has received this grant funding for
the past three (3) financial years. In 2014/15 funding
was spent on minor maintenance to the facility
including replacing the lint pot, paving, bench seating
as well as life guard training for pool managers.
Allocations for 2015/16 and 2016/17 have been
transferred to a term deposit awaiting 2017/18
allocations to complete major improvements to the
bowl and chemical shed.
DLGC HAVE RELEASED COMMUNITY DEVELOPMENT GRANTS Department of Local Government and Communities has released a new grant round for implementation of community development initiatives. Grant amount is maximum $20,000 per project. Funding may be used for:
Costs directly related to project delivery including:
Equipment/venue hire
Minor administration costs such as postage or phone
Publication costs of materials produced through the project
Resource materials
Publicity, communications and marketing costs

BUSHFIRE INCIDENT – SATURDAY 26 OCTOBER 2016 - KUNZIA WAY, GOOMALLING
Saturday 26 October 2016, a fire ignited in the native bush land north east of town near Kunzia Way and Salmon Gum Way initial response to 000 call at 11.45am, outside temperature approximately 35 degrees. Damage report indicates 225 hectares of bushland and agricultural land was destroyed, 2/3 was unharvested crop. The fire was a result of a
vehicle being burnt in the said bushland which quickly spread out of control. Council would like to express its gratitude to the men and women who gave up there time on Saturday to fight the fire that threatened homes and bush land no more than 2kms from Goomalling town site. It was devastating to learn the destruction that spread from a burning vehicle, but it was also a moment of immense pride, in the people of our
Farmer Bushfire Response Vehicle Identifier Stickers
Farm firefighting units form an important part of the Shire’s overall bushfire response. To assist
authorities identify vehicles which can assist DFES in bushfire response, DFES and the Shire encourage
owners of such vehicles or machinery to apply for a Fire Response Vehicle Identifier windscreen sticker.
During bushfire events the Shire works with Police and Main Roads to manage or restrict traffic into
affected areas. The presence of a Vehicle Identifier Sticker will help in quickly identifying vehicles and
machinery which may be permitted on the fire ground. Eligible vehicles include farm firefighting
appliances, bulk water trucks and earth moving machinery. Application forms are available from the Shire
Administration Centre or Shire website. Further information can be found on the Shire’s website

community and those around us who humbly pledged themselves to protect our homes. At peak sixteen (16) bush fire service appliances from five (5) shires including Goomalling, with air support and observation including six (6) winged aeroplanes’ and one (1) helicopter, numerous farm support and private water carters, private and shire machinery formed the defence and recovery artillery. Dowerin Railway line was closed for three (3) hours. Western power inspected the power in the area. No houses were damaged. Burnt faces, covered in ash and complete exhaustion was evidence of its brutality and while we all lay asleep volunteers were out there, making sure the fire wouldn't reignite. THANK YOU Goomalling VFRS, Konnongorring and Jennacubbine brigades and our local members of the community who contributed to the recovery effort. Thank you to the surrounding communities/brigades that came to our aid: Northam VFRS | Northam FCO | Irishtown | Clackline | Grass Valley | Meckering | Toodyay | Toodyay Central | Toodyay VFRS | Dowerin | Minnivale This is a timely reminder to be BUSHFIRE READY and have up to date fire fighting equipment on hand. In addition farmers/utility owners need to ensure they obtain a VEHICLE IDENTIFICATION STICKER which identifies you as a permitted emergency response vehicle to outside authorities.

Harvest/Total Movement Ban Notifications

Harvest/Total Movement Bans in the Shire of
Goomalling be sure to register your number at the
Shire Office by calling 9629 1101 or email
Prohibited Burning Period
We are currently in the “PROHIBITED” Burning Period
until 14th February 2017. This may be extended by
Council depending on seasonal conditions.
No burning is allowed for any reason
during this period. This includes the
burning of garden refuse and open
cooking or camp fires.
Restricted Burning commences 15th February and
Permits are required. Again this date may be
extended depending on conditions.
Harvesting over Christmas/New Year Period
An automatic ban on all harvesting, vehicle
movement and hot works will be imposed on all
public holidays.
Saturday 24th December & Saturday 31st December
will be automatic bans if the Fire Index if Very High
or above.
Thereafter, all Saturday & Sundays will be automatic
ban if the fire index is very high or above until
6.00pm, therefore no SMS will be sent. Check BOM

VINTAGE CARS TEAR UP RAILWAY TERRACE
Shire of Goomalling received $4,500 from the Royalties
for Region Wheatbelt Community Chest Fund
facilitated by the Wheatbelt Development Commission
for the Vintage Car Sprint and Spring Festival, to add
value by providing family friendly entertainment.
Hon Mia Davies MLA Minister for Sport & Recreation,
Water and our local member opened the event on
behalf of the Department of Regional Development,
where car enthusiasts travelled near and far to have a
piece of Railway Terrace.
Streets were barricaded in preparation for an
adrenaline filled afternoon, each competitor testing
their abilities on the track. The Railway Station bend
took breaths away, every subconscious well aware that
control of the outcome it completing in a strangers
hands. Fingers rested on mesh anticipating that the
driver can manoeuvre elegantly and without error.
Clem Kerp, Chief Executive Officer and Councillor Julie
Chester tempted fate as passengers in the Come n’ Try
segment.
Cars lined the streets outside the Goomalling Tavern;
Hoddy Street showcased exquisite craftsmanship in the
Show & Shine while Railway Terrace was the race pits.
Fatfender was people’s choice in the Show & Shine
competition; owner Doug Forward creamed the
competition with his electric blue masterpiece.
The Community centre driveway became a labyrinth of
wares and creations from local artisans and small
business owners, the fragrance of sausage sizzle
seeping through the space alluring the crowd. If they
could get passed the nacho stand run by the gym
group.
Anstey Park was adorned in colour for “Fiesta de la
jueventud” funded by the Department of Local
Government and Communities for youth friendly
community planning. Young people chilled in their
space, discussing youth issues and enjoyed the
atmosphere before things really fired up when the
piñata was let loose. The galaxy meltdown had more
victims than victors, difficult for even the most agile
youth. Ferris wheel and Merry Go Round rides
produced contagious childish glee and enabled
recovery from the inflatable obstacle course.
The event showcased the strength of our community
spirit, with representation from a number of
community organisations.

Hospital Auxiliary, Goomalling Ambulance, Goomalling
Primary P & C, the gym group & Goomalling CRC for
contributing to the event, your volunteers were
invaluable to the successful outcome.

CACTUS - WANTED DEAD OR ALIVE
Western Australia is host to many cactus varieties that pose a threat to
agriculture and the environment.
The Department of Agriculture and Food is bringing attention to this pest by
marking ‘cactus month’ this November – urging local landholders and
communities to report infestations.
A range of cacti are now classified as declared plants in Western Australia
under the Biosecurity and Agriculture Management Act 2007(BAMA).
This means that if these plants are on your property, you are required by law to
manage them according to their categorisation.
Typically, problem plants that are not present in WA are declared under the prevention category, which means they
are prohibited from entering the state. Declared species that are present in WA are assigned different categories such
as eradication or control.
Of 27 species of opuntioid cacti species, 23 are present in WA. If you have these on your property, you must take
action to control or eradicate them.
WA is in a fairly unique position when it comes to these cacti. We have a relatively low number of known infestations
and the total area infested is also low, compared to other states. In NSW for example, Hudson pear cactus infests
60,000 ha in the Lightning Ridge area. Hudson pear has been found in WA but has not yet reached the proportions as
it has elsewhere.
This means WA has a good opportunity to prevent further spread and even eradicate many infestations of opuntia.
To achieve this we first need to know the extent of their distribution and this is where everyone can play a part.
In Shire of Goomalling we know of approximately 90ha of Opuntia cacti including Opuntia tomentosa “Velvet Tree
Pear”.
There are a range of trials using a variety of techniques currently underway to manage these infestations. To support these control efforts it is vital that all infestations, no matter how big or small are reported and recorded. If you are unsure whether or not you have a declared plant or animal on your property that you are required to
manage, visit the Department of Agriculture and Food (DAFWA) website. You will find information on all declared
pests in WA including images for identification and the most effective control techniques.
If a new species of invasive cacti can be detected while the population is small, eradication is often feasible. There are
numerous examples of successful eradication.
Unfortunately, many infestations go un-noticed and are not reported. Don’t let this happen in your neighbourhood;
get it before it gets hold on your property.

Shire of Goomalling received $20,000 through the Department of

infestations throughout the shire and will continue to partner
throughout the project.

BMX POCKET PARK OFFICIALLY OPENED AND FREESTYLE NOW SHOWCASE MAD SKILLS
A warm spring morning to welcome the new day and official open the pocket park. Hon Mia Davies Minister for Sport & Recreation, Water and our local member eloquently congratulated Council for its commitment to the youth of Goomalling who will be future leaders of our community. Ms Davies expressed more communities are investing in ‘unstructured’ recreation, developing life skills through the natural order of play. The track demands that young people learn to share, to be leaders empathetic of smaller riders, to fail and try again all extremely positive learnt behaviour. Melissa Price expressed her congratulations to Council for expanding on the facilities available for young people and its success in Stronger
Communities Programme Youth Round part of the Australian Government’s Stronger Regions initiative. Goomalling was one of ten successful community projects in the Durack region and the first facility to be opened 13 November 2016. Once the formalities were over sausage sizzles and cool drinks were available courtesy of Goomalling & Districts Community Bank®. Thank you to staff, board members and Regional Manager Martyn Neville for attending. Freestyle Now conducted a BMX beginners workshop, competitions and stunt show funded by the Department of Local Government and Communities youth friendly planning initiative. Congratulations to Connor O’Garr for highest jump and Finley Simpson quickest in time trial. Everyone displayed great aptitude and endeavour, sharing bikes and cheering each other on. Whilst the pocket park is officially open there are still a few minor works to be carried out including cleaning up the site and installing the shelters.

Environmental Health & Building Update
SWIMMING POOLS - Portable and Blow-up People purchasing portable or blow-up swimming and paddling pools need to be aware that any such pool capable of holding water of a depth of 300mm is classified as a pool under the Building Act and is required to have an approve pool barrier around it. Most sales promotion leaflets do state on them that in nearly all Councils in Australia require that pool fencing is to be installed in accordance with Australian Standards AS 1926.1 – 2012. Failure to install the required safety barrier e.g. fencing, can result in an immediate fine of $750.00
BUILDING PERMITS All constructions are required to have a building permit in the Councils town sites and also in the rural area as the Building Act applies to all of the Goomalling Shire. In some cases, you may be also required to apply for Planning Approval if your shed/garage is over 65sqm or is a new construction where there has never been a building on that Lot or rural location. SMOKE ALARMS Please be aware that smoke alarms need to be replaced when they are 10 years old. There is no difference between a 9v battery one or a hardwired one. If it is 10 years old………replace it.
The reason is, that the minute amount of radio-active material used as a sensor, weakens as time goes on. The Building Commission has issued a notice with the aforesaid advice.
LIVING IN SHEDS People need to be made aware that the living in sheds and the like, is prohibited, unless the structure has been built as a class 1 dwelling. Both the Health Act and the Building Act 2012 state that these structures are classified as “uninhabitable”. One their own, a shed is a class 10 but can be converted to a Class 1 with a number of installations such as framing, insulation, kitchen, bathing, laundry and toilet amenities. In other words, just like a house. A part of a shed can (with Council Approval) be converted by installing the above and also separating the 2 parts with a firewall. Living in a shed or the like can only be approved in Council’s Light Industrial and Commercial zoned areas as listed in our Town Planning Scheme. Living in a shed or a caravan on a rural Lot is also prohibited. For further advice, please contact Council’s Building & Health Surveyor on 0427 413 060.
