The function was graced by the Governor Mr. Ganga Prasad as the chief guest, Chief Minister Mr. Prem Singh Tamang as the guest of honour, along with the Speaker (SLA), Mr. L. B. Das, Cabinet Ministers, MLAs, MP (Lok Sabha), Political Secretary to Chief Minister, Chief Secretary, Secretary to Chief Minister, Heads of Departments, Government officials, literary figures, members of Nepali Sahitya Parishad and other dignitaries. The day’s event commenced with the lighting of lamp, offering of prayers, recitation of verses from Ramayana and garlanding to the statue of late Bhanu Bhakta Acharya at Bhanu Udhyaan by the chief guest, guest of honour and other dignitaries present. Governor Mr. Ganga Prasad in his address briefed on the life of Adikavi Bhanu Bhakta Acharya Gangtok, July 14: Chief Minister Mr. Prem Singh Tamang convened an emergency meeting of the State Task Force today to discuss the latest spike in the number of COVID-19 cases in Rongli Subdivision and the immediate measures to be taken. The meeting was attended by Cabinet Ministers, Chief Secretary, DGP and Heads of Departments. At the outset, Chief Secretary Mr. S.C. Gupta apprised the house of the latest developments in the last 24 hours. District Nodal Officer, District Mental Health Programme East District, Dr. Deki W. Phempu, said that assessing and addressing mental health during Pakyong Subdivisions, a few cases have been detected in the community, despite the best efforts of the State Government. He said that the State will now go for 100% testing of each person who enter Sikkim, at the entry point. Chief Minister Mr. Prem Singh Tamang in his address called for strict vigilance from the administration to ensure that cases do not spread further. He invited suggestions from the esteemed members. Cabinet Ministers Mr. K.N. Lepcha, Dr. M.K. Sharma, Mr. Sanjit Kharel and Mr. M.N. Sherpa shared their viewpoints. During the meeting, suggestions and viewpoints were placed by Additional Chief Secretary (Finance and Planning) Mr. V.B. Pathak, DGP Mr. A. Shankar Rao, Principal Secretary, (Health), Mr. K. Shrinivasulu, Additional Chief Secretary, (Labour and Raj Bhawan), Mr. S.D. Negi, (Special DGP) Mr. S. Sudhakar Rao, (DG-cum-Secretary Health), Dr. Pempa T. Bhutia, Secretary, (Coordination) Mr. Rinzing Chewang Bhutia, Principal Chief Engineer, (Transport Department) Mr. Karma Namgyal Bhutia, Secretary (Transport), Mr. Raju Basnet, Secretary (IPR) Ms. Namrata Thapa, Secretary (UDD), Ms. Sarala Rai, ADGP (Law and Order) Mr. Akshay Sachdeva and DIG Range Mr. Prawin Gurung. Chief Secretary Mr.S.C. Gupta summed up the suggestions and placed his view point. After lending a patient hearing to all the suggestions placed in the meeting, Chief these trying times is of utmost importance as poor mental health can affect the ability to make healthy decisions thus compromising the immune system of a person. The Chief Minister said that Bhanu Bhakta was greatly influenced by a Ghasi to do something noble which eventually resulted in the translation of the great epic, the Ramayana, from Sanskrit to Nepali language which he made it accessible, readable and understandable for a wide range of Nepali speaking communities globally. He also threw light on the Ramayana and it’s relevance in today’s world and urged the Environment Department, Government of Sikkim, to provide a platform to display and marketing of the local products. At the onset, Minister Mr. Bhutia visited the new stalls in the marketing space and felicitated the members of the SHGs. Gyalshing, July 09: With amission to improve primaryeducation for children fromremote areas, the West DistrictAdministration under theleadership of District CollectorWest has started a programmefor providing free hostel facilitiesin various schools. Launchingthe programme today, about 20school children from the remotevillage of Mangdher will beprovided hostel facilities inReepbhum Academy in Gangyapand New Horizon Academy inTashiding. Under the initiativethese schools will provide hostelfacilities and primary schoolingto these children.

The initiative is beingfunded by REC Foundation andsimilar sponsorship drive forchildren from other remotevillages in the district will beundertaken in the coming days. Today a sum of `1,08,000/- (onelakhs eight thousand) wasprovided to New HorizonAcademy as hostel fee supportfor six months.

Gyalshing, July 12 : Minister forAgriculture Department Mr. L. N.Sharma visited lower Pechrek andMajhi gaon wards under PechrekHeePatal Gram Panchayat Unit ,West Sikkim and took stock of thedamages caused by flash floodtriggered due to torrential rainfallon July 12 at around 9am.

During the inspection,Minister Mr. Sharma directed theconcerned officials to makecomprehensive assessment of thedamaged properties. He also

TheLoan Mela is scheduled to beheld on July 22 at Gyalshing forthe farmers of all eightconstituencies of West District.

Minister Mr.Sharma, inhis address, said that theupcoming event of Krishi LoanMela as one of the historicinitiatives of the StateGovernment for the ruralupliftment and sustainablelivelihood of the farmers.

He also directedconcerned officials to have strictand regular monitoring on thefarming activities of thebeneficiaries after disbursementof loan. Every farmer need toutilise the amount formaterializing assigned project inorder to pave the way forrepayment process.

He also outlined thepurpose to increase numbers ofhigh yielding varieties oflivestock to achieve targetedgoal of producing 2 lakhs litresof milk per day within the durationof next two years. He alsoinformed to allow Gaucharan forfodder plantation and to revivehatchery farm of the district innear future.

Minister Mr.Sharma alsoadvised banks to provide loanalong with the insurancecoverage. He strongly advocatedfor supporting farmers and askedbankers to adhere to the decisionsand declarations madeunanimously in previousmeetings.

He also directed thehouse to constitute a committeefor organising the eventinvolving Chairman of All SikkimContractor Welfare AssociationMr. N.B. Dahal, Chairman ofGyalshing Municipal Council Mr.I.K. Neopaney, Secretaries ofAgriculture, Horticulture andAnimal Husbandry andVeterinary Services Departments,DC (West), SP (West), AGM RBI,Lead Bank Manager and the fewnotable people from theGyalshing Bermiok andYangthang Constituencies.

Secretary, AnimalHusbandry and VeterinaryServices Department Mr. S. B.Subba elaborated various initiatives to be taken up by thedepartment and assured bankersto facilitate and support thefarmers to enhance their capacityfor repayment of the loan. Thedepartment will provide trainingto the farmers to increase theirlivestock rearing skills and thefarmer friendly policies, he added.He also shared work progresspertaining to procurement of

(Rupees one lakhs fifty sixthousand) was provided toReepbum Academy. Theseschools will start providingeducation to these sponsoredstudents after the lockdown islifted.

Speaking on the occasionthe DC (West), Mr. Karma R.Bonpo stated that the StateGovernment has given muchemphasis to improve andinnovate for quality education.This initiative is being launchedto support the mission of theState Government. It is importantto provide hostel facilities forthese children of Mangdhervillage as school facilities is notavailable in the village.Therefore, the students whotravel long distance to otherschools have been providedhostel facility along withschooling in Tashiding andGangyap in consultation withtheir parents.

He stated that he is veryhopeful that these children will

be provided good education andhave a bright future. He alsothanked REC foundation forsupporting the initiative.

The Additional DistrictCollector (West), Mr. KarmaLoday Lepcha also stated thatRMRT (Renjyong MutanchiRong Tarjum) had played a keyrole in identifying the childrenand motivating the parents tosend them to these privateschools. The RMRT, a non profitsocial organization has beenworking tirelessly for improvingthe condition of these remotetribal people. The RMRT alsocontributed an amount of`16000/- each for education ofthese children.

The DistrictAdministration through itsmission of providing hostelfacilities to remote village childrenintends to provide qualityeducation to the disadvantagedchildren so that they are alsoready for the competativechallenges of the future.

AGM RBI Mr. I.Y.T.Namchoo informed that theReserve Bank of India (RBI) hasbeen carrying out all exercises incoordination with the lead bankand other branches. He alsoasked bank branches for inprincipal sanction of the loan forthe farmers.

LDM (SBI) Mr. GopalLama, lead Bank urged concernedbranch managers to encourageentrepreneurs with subsidisedloan to ensure their sustainablelivelihood. Joint Director Agriculture Mr.

T.N. Bhutia proposed welcomeaddress and informed that thedepartment has scrutinised a totalof 1042 applications for loan, outof which 479 applicants haverequested for dairy farming underDairy EntrepreneurshipDevelopment Scheme, 240 forKCC, 135 for goat farming, 94 forpiggery, 52 for bee farming and42 applicants have applied forpoultry farming.

Namchi, July 10: A meeting ofNamchi Smart City Limited washeld at Namchi under theChairmanship of Mr. BuddhaTamang former Chairman ofNamchi Municipal Council.

The Chief ExecutiveOfficer, Ms. Sarala Rai explainedthe concept of Smart City,its objective and implementationof the project. She said that SmartCity is a process of urbanisationwhere local requirements aretaken care by the Special PurposeVehicle (SPV) with Urban LocalBodies under Smart City Project.It is mandatory to involve thepublic and Urban Local Bodiesof the area. She further stated thatthe Government of India underthe visionary leadership of PrimeMinister, Mr. Narendra Modijiwanted to rejuvenate dying citiesand develop growing citieswhich is only possible under thisproject. A fund of ̀ 40,000/- croreshas been earmarked for 100 citiesin the whole country. Until now,Namchi Smart City Limited hasreceived `196 crores from theCentre Government and 1 croreas state share. The projectsamounting to `518 crores havebeen tendered. The waterdistribution and street lightingare two major projectsundertaken by this company. Toavoid delay and red-tapism underthe bureaucratic system, theMinistry of Housing and UrbanAffairs have introduced Special

Meeting of Namchi Smart City Limited heldPurpose Vehicle (SPV) toundertake these projects whichis registered under the CompanyAct; 2013. The very objective ofSmart City is to ease off life oflocal residents.

The local people andforum expressed their readinessto extend their co-operation intheir respective areas. They havealso demanded that the projectsshould be need based.

The SuperintendingEngineer, Mr. M. K. Rai andNodal Officer, Mr. NavinRai explained the technicality ofWater Distribution system. Theyinformed that water distributionsystem will be divided intodifferent zones and will be easyto monitor. At present therequirement is 5.5 Ml/d atNamchi.

The local peopleexpressed their concern on streetlights also. They have expressedthe fear that the erection ofelectric post has not been doneproperly.

Since the electric post hasbeen erected with the distance of10 meters each and consideringthe height and LED bulbmeasuring 40 watt in street and15 watt in footpath, respectively.The power will be generated bysolar and this will be transferredto Grid Solar Photo Voltaic systemin the evening when theelectric supply for street light isrequired. The generated energy

will be used by the street lights.The CEO expressed her inabilityto pay electric tariff by UrbanDevelopment Department.

Mr. Buddha Tamang calledupon the officers, locals, linedepartment to work as a team todevelop Namchi as a Smart City.

The meeting took thefollowing decision:-

1. The AdministrationSection has been directed to findout the precise manpowerrequirement.

2. To cancel all the workswhere work order has been issuedbut work has not started yet.

3. The representation ofPublic Health EngineeringDepartment to monitorand observe the work of waterdistribution system and submitcorrective measures if required.

4. The electrical pole will besent for technical lab testing tosee if it is as per thespecification.

5. The House felt the needof cost cutting measures.

6. The Divisional Engineerof Power Department has beenrequested to check all electricalpoles and suggest remedy if it istechnically not correct.

7. The House expressedtheir gratitude on decision of theGovernment to bring

The SDZP invites applications for “Empanelment of Vendors for the Supply of various materials encloseat Annexure “A” in the prescribed Format from reputed Distributors/suppliers/agency established in SouthSikkim. This empanelment will be valid for a period of two years from the date of final approval of empanelledsuppliers and it may be further extendable at the sole discretion of the competent authority of SDZP.Interested distributions/suppliers/agency may submit the applications along with one copy each of therequisite documents to the Divisional Engineer, SDZP.

1. Instructions for applicants:i. Interested vendors/distributors/suppliers should submit application form in sealed envelopes

super scribing- “Application for Empanelment for the Supply of said items as state in Annexure “A” enclosedseparately”.

ii. The applications should be signed by an authorized signatory of the vendor(S) bearing his/her fullname and status, clearly indicated below the signature along with the office seal of the firm.

iii. Incomplete and conditional application will not be considered.iv At any given point of time, if any of the documents furnished by the vendors/suppliers is found

to be false, it would be deemed to be a breach of terms of contract making the firm concerned liablefor legal action, besides termination of empanelment.

v Strict discipline is expected to be maintained with respect to application forempanelment. No canvassing or repeated communication should be made with the SDZP. Failing to

maintain this discipline, the applicants are liable to be black-listed by the competent authority.vi. The received applications(S) after the due date and time will not be considered.vii. The applications will be scrutinized and shortlisted for empanelment by the tendering Committee.

The short-listed vendors will be informed by email and/ or by regular post for further procedure, or asrequired.

viii. The short-listed vendors(S)/distributors(S)/suppliers(S) for empanelment are required to agreeto supply as per the SDZP “Terms & Conditions for supply of particulars as enclosed separately hereunder.

2. Eligibility for Empanelment for applicants:i. There must be complete minimum three years experience in the relevant field like supply of

goods in different department. (to be enclosed experience certificate)ii. Average minimum annual turnover of fifty lakhs for the last three consecutive financial years.iii. Any distributors /supplier /agency to be blacklisted by any government institution within a period of

last three years would not be considered by SDZP for Empanelment. A separate undertaking must besubmitted by distributions/ suppliers/agency.

iv. The vendor /publisher must be registered with GST, IT and statutory registrations.v. The application processing fee `1000/- ( Non- Refundable) and earnest money deposit of `50,000/

- ( Refundable) must be submitted along with application by demand draft in favour of Senior AccountOfficer ( SDZP).

vi. The Vendor/supplier must be from the South District holding COI/RESIDENTIAL certificate.3. The empanelment for supply of goods as described will be administered by the following

“ Terms and Condition”.

3.1 General:i. The competent authorities of SDZP reserves the right to approved or reject any or all the vendors,

whose decision will be final in all cases in respect of acceptance /rejection/arbitration.ii. SDZP does not bind to place the purchase order to the approved vendor.iii. Any clarification/query regarding the purchase order should be sought from the SDZP working

days of receipt of the order.iv. If the provided reason for delay for supplying the goods is justified with adequate proof

communication from distributor or stockiest, the Competent Authorities may consider extending the supplytime as may deem fit.

v. The supply should be free of freight charges.vi. Every supply should be accompanied by a delivery challen, clearly bearing the details of the items

and titles in supply, their quantity and price . The representative of vendors/ suppliers will be responsibleto arrange as per the guidelines and specific stacking position in the distribution system as per requirementof the norms.

3.4 .Conditions for cancellations of the released purchase orders:i. If the empanelled vendor(s) to whom the order has been placed fails to supply theentire order or any part of the order within the stipulated time, without sending any written communication

to the competent authority regarding delay or its ( their) inability to supply the ordered title(s),then theempanelled vendor(s) will be charged liquidated damages at the rate of 2% of the total value per week andmaximum 10 % of the total value of the order.

ii. Thereafter, the SDZP reserves the right to cancel the order and place the empanelled vendor(s) inits blacklist after providing them an opportunity to represent their side.

3.8 . Payment Termsi. Bills/ Invoice submitted in all respect shall be processed and Paid within 30 days from the date

final supply and submission.ii. All payments shall be made by cheque only and distributions/ suppliers/agency shall submit their

bank details along with their bills/invoices.3.9. Termination of empanelment: i. A vendor’s empanelment may be terminated/dropped/blacklisted from the panel of

suppliers at the occurrence of any of the following events:a) In case of breach of any terms of agreement , or unsatisfactory/inefficient working on the part of

the vendor.b) If at any time , found that the information provided by the empanelled vendor in any form about

publications, services related matters are incorrect and result in losses in any form to the university.

Gangtok: A meeting was held onJuly 07 in the Conference Hall,Education Department chaired by,Director (Elementary Education)and State Project Director(Samagra Shiksha), Mr. BhimThatal regarding home-schoolingfor Elementary Education duringthe lockdown.

Director (EE) presentedthe concept of home-schooling.He mentioned that Article 21A ofthe Constitution guarantees freeand compulsory elementaryeducation for the children in theage group from 6 years to 14years as Fundamental Right.Since the last two decades whenthe Sarva Shiksha Mission (nowcalled Samagra Shiksha) has beeninitiated and since the RtE Act,2009 has been enacted, theprimary focus of Union as well asState Governments has been torealize free and compulsoryelementary education for everyindividual in the age group of 6to 14 years.

However, in recent times,because of the COVID-19pandemic, our children of this agegroup have been grosslydeprived of the right to have freeand compulsory education. In theevent of schools been reopenedin the coming months also, we donot have any plans for theschooling of our students ofelementary level.

Keeping these thoughtstogether and also in order to workout a system for enabling theseelementary students to have theirbasic right of education protectedand maintenance of learningcontinuum, we are lookingforward to opting for home-schooling.

The concept of home-schooling would includeelementary teachers visiting thehomes of such students andteaching the students. DirectorMr. Bhim Thatal mentioned thathome-schooling would mean thatif the child is not able to come toschool, let the school go to thechild. The students at homeshould have access to educationthrough teachers, parents, SchoolManagement Committeemembers and such otherstakeholders coming togetherand supporting education of thechildren at home. Medium andresources like digital media,online classes, voluntary supportfrom the youths and D EL Ed /BEd students and various othermeans are required to beharnessed. Child centric learningand change of method to adaptwith the needs of the students isrequired. Parenting component isalso an important factor of home-schooling.

A proposal on home-schooling was submitted to theGovernment which was acceptedand approved. Followingguidelines in the form of circularare therefore issued by theDepartment on July 14, 2020 forthe purpose of home-schooling

in Sikkim during the lockdownperiod:

Home-schooling willcater to educational needs ofstudents from KG classes toClass Eight as per the provisionsof the Right of the Children toFree and Compulsory EducationAct, 2009. There will be threelevels of approach for home-schooling (i) for KG (ii) forClasses 1 to 5 and (iii) for 6 to 8with different strategy to cater totheir educational needs.

Surveying and mappingphysical locations of studentsand teachers will be done by theBlock and Cluster ResourceCentre Coordinators (BRCCs &CRCCs) to locate students andteachers along with any otherindividual (D El Ed, B Ed, collegestudents, educated youths)willing and capable to cater to theeducational needs of ourstudents. Heads of Institutions(HoIs) should formulatestrategies and map challenges.The HoIs will monitor, help andsupport the teachers in makinglearning happen effectively.

Teachers will have theliberty to adopt innovative andpossible medium of teaching andas far as practicable, personalattention will be provided to theprimary learners. However, for thestudents of Classes 6 to 8, acombination of digital learningand personal attention will beadopted.Pre-Primary Teachers, Primary

Teachers, Graduate Teachers,BRCCs, CRCCs will be engagedfor this purpose at differentlevels. Active participation of thestakeholders SchoolManagement Committeemembers, Public Representatives,Parents, elder students, educatedyouths, D El Ed students in thelocality will be there in home-schooling.

Methods like meeting atsuitable place other than school,visiting homes of students orcalling the students to the homesof teachers with abundantprecaution against viral infection,maintaining social distancing andother COVID-19 protocol wouldbe adopted.

Curriculum slash andprioritization of learning atdifferent levels will be analysedby the teachers. Essentiallyimportant contents as expectedfor a child at a given grade wouldbe incorporated in the remainingpart of the academic curriculumin line with the revised NCERTcalendar and with the support ofthe SCERT. During the lockdown

period, many private andunorganised schools are alsoclosed and the students going tosuch schools are equallydeprived. Hence, extendingsupport to students of privateschools also will be the role ofthe teachers of the governmentschools so that education as awelfare activity is realized.

updated the Union Minister aboutthe initiatives taken by the Stategovernment in coordination withthe bankers. Further, he apprisedon the review committeeconstituted at the District level toensure subsidised credit to thefarmers.

The Minister alsoinformed the Union Minister aboutthe distinct nature of Organic Stateand requested for subsidy onpurchase of organic inputs suchas organic manure, bio-fertilizersetc. to the State.

Union Minister Mr.Tomar emphasised on PM KISANYojana and Kishan Credit Card(KCC) drive. He asked all Statesand Union Territories to work forbenefits of the farmers. He advisedto encourage investment,production and marketing forgrowth of rural economy. Mr.Tomar expressed his happiness foractive participation of the Statesand mentioned that the Ministryhas noted all points raised by theState and assured to reply inwritten at the earliest.

Head of Department,Microbiology, STNM Dr. TaraSharma, shared that ever since theViral Lab started functioning on29th May, 2020, her team at the labhave tested more than 9,237samples till date. She expressed

that the commencement of the virallab in the State has contributedimmensely to the containment ofCOVID-19 in Sikkim.

NOTIFICATIONThe Ministry of Personnel, Public Grievance and Pensions,

Government of India has extended the benefit of 10% reservation forEconomically Weaker Sections (hereinafter referred to as “EWSs”)not covered under the reservation scheme for SCs/STs/OBCs inrespect of direct recruitment in civil posts and services in theGovernment of India vide office Memorandum No. 36039/1/2019-Estt(Res) dated 31st January, 2019.

1. In pursuance to the aforesaid Office Memorandum, the StateGovernment has decided to identify the Economically Weaker Sectionsfrom amongst the people belonging to the other Backward Classes(State list) for availing 10% reservation in direct recruitment in civilposts and services in the Government of India. The persons of thecommunities belonging to the Other Backward Classes (State list)i.e. i)Newar ii) Bahun iii) Chettri and iv) Majhi has been identified asthe eligible persons for 10% reservation in direct recruitment in civilposts and services in the Government of India.

2. The eligibility criteria for identification as EWSs for theCommunities belonging to the Other Backward Classes (State List)shall be the persons whose family has gross annual income below`8.00 lakh (Rupees eight lakh only). Income shall also includeincome from all sources i.e. salary, agriculture, business, professionetc for the financial year prior to the year of application.

3. Persons whose family owns or possesses any of the followingassets shall be excluded from being identified as EWSs, irrespectiveof the family income:-

(i) 5 acres of agricultural land and above;(ii) Residential flat of 1000 sq.ft and above;(iii) Residential plot of 100 sq. yards and above in notified

municipalities;(iv) Residential plot of 200 sq. yards and above in areas other

than the notified municipalities.4. The property held by a “Family “in different locations or different

places/ cities would be clubbed while applying the land or propertyholding test to determine EWS status.

5. The term “Family” for this purpose will include the person whoseeks benefit of reservation, his/her parents and siblings below theage of 18 (eighteen) years as also his/ her spouse and childrenbelow the age of 18 (eighteen) years.

6. The District Magistrate/Additional District Magistrate/Sub-Divisional Magistrate shall be the issuing authority to issue theCertificate of Income and Asset in the prescribed format as given inAnnexure-I after carefully verifying the relevant documents to theperson’s claim as belonging to EWS.

7. Any other eligibility criteria as laid down in the O.M. No. 36039/1/2019-Estt (Res) dated: 31st January, 2019 of the Government of Indiashall also be followed to determine EWSs from the OBC (State list).

Clinical Psychologist,STNM, Dr. Sonam O. Lassopa, saidthat containment zones have beendeclared by the State governmentfor the safety of the entirepopulation of Sikkim as a wholeand that people at these zonesneed not panic. She stressed onprioritizing the best approachestowards a healthy mental statusand urged all to focus on stayingconnected while also managingthe information intake. Thesetimes call for overcoming negativethoughts and embracing positivethinking, she added.

She further informed thattrained counsellors andpsychiatrists have already beenmobilised by the HealthDepartment in all the PHCs of thedistricts in order to address thestress level and anxiety of peopleowing to the Covid-19 pandemic.

Psychiatrist, STNMhospital, Dr. Upashna Gurung,

said they have been receivingnumerous cases of panic attacksand anxiety caused by the fear ofcontracting coronavirus. Shestated that the doctors andcounsellors have been providingboth medical and psychologicaltreatment to such patients.

She further added thatthis situation of psychologicaldistress owing to the Covid-19pandemic can be controlled byreaching out for proper help,avoiding fake rumours andinformation being the top priority.She encouraged all to promotemental health at an individual leveland fight against the mentaldistress collectively whileavoiding stigmatization.

State IEC Officer, Mr.Sonam Gyaltsen, reiterated thegolden rules required to be appliedeveryday to combat the Covid-19pandemic. Practising regular andthorough hand hygiene, avoidingtouching eyes, nose and mouth,proper usage and disposal ofmasks and maintaining strict socialdistancing at all times are the basichabits that people need to adhereto in today’s fight against theCOVID-19 he stated.

Mr. Gyaltsen requestedall to incorporate a safe andhealthy system in order to reducethe risks of spread of the virusfurthermore and urged the peopleto maintain discipline and followthe safety guidelines. He alsorequested people to extendsupport and cooperation to theASHA, Anganwadi and otherhealth workers who procureinformation at the grassroot levelas the situation today demandsactive participation from everyindividual.

Highlighting on the highrate of COVID-19 recovery cases,Mr. Gyaltsen appealed forresponsible journalism from thePress and media fraternity andasked the public to follow onlyauthentic news and informationissued by the concerned authorityand the media.

The swearing-in ceremonywas followed by offering oftraditional scarves (khadas) to theChairperson, Lokayukta by theChief Minister Mr. Prem SinghTamang and all dignitaries present.

Justice A. P. Subba was sworn in asChairperson, Lokayukta of Sikkim

Earlier, the Chief SecretaryMr. S.C. Gupta read out the warrantof appointment.

It may be mentioned herethat Mr. Justice A.P. Subba is thefirst Sikkimese Judge to beappointed as the Chairperson,Lokayukta of Sikkim. He is also thefirst Sikkimese to be appointed asthe Judge of High Court of Sikkim.Prior to his appointment as theChairperson, Lokayukta of Sikkim,he was holding the post ofChairman, Law Commission,Sikkim.

Rapid Antigen Testing Centre for COVID-19inaugurated at Rangpo

Gangtok, July 15: The VideoConference of Minister of State (I/c) for Youth Affairs and Sports,Government of India Mr. KirenRijiju with Ministers andSecretaries of 18 States and UnionTerritories including Sikkim washeld, today. Minister for Sportsand Youth Affairs Mr. K. N.Lepcha, Secretary, sports and Mr.Kuber Bhandari and SeniorOfficers of the State attended theconference.

Minister Mr. K. N. Lepchahighlighted the achievements of

the sporting activities of 2019-20and the activities taken during theCOVID-19 pandemic. The majorhighlights were Online North EastChess Competition, Online YogaSession, 15 days online Zumbatraining which started on dulycommemorating International AntiDrug and Illicit Trafficking Day,Blood donation camp on OlympicDay and contributions of NSS andNYK Volunteers to combat COVID-19 pandemic.

He also dwelt on thefuture plans to carry sporting

activities during pandemicspecially online and on fieldprogrammes mainly for non contactsports duly issuing SOPs andhighlighted on the need of sportsinfrastructures for the State andsought the intervention of theCentral Minister for approval ofprojects submitted by the State.

Union Minister for StateMr. Kiren Rijiju appreciated theactivities taken by the State evenin the pandemic and assured fullcooperation.

Gangtok, July 16: The RTPCRtesting for COVID-19, wasorganised at the Chief Minister'sresidence at Lumsey, today.

The samples of ChiefMinister Mr. Prem Singh Tamangalongwith Mrs. Sarda Tamang andMLA Mr. Aditya Tamang werecollected, followed by the securitypersonnel and residential staff. Atotal of 95 samples have beencollected.

Gangtok, July 11: The RapidAntigen Testing Centre forCOVID-19 at Rangpo ScreeningCentre was inaugurated by ChiefMinister Mr. Prem Singh Tamang,today.

The Chief Minister wasbriefed in detail about the protocolfor Antigen Testing, by PrincipalSecretary, Health, Mr. K.Shrinivasulu and officials of theHealth Department. The ChiefMinister took a detailed stock ofthe screening centre and interactedwith the health workers deployedin the facility.

As informed by DG- cum-Secretary Health Dr. Pempa T.Bhutia, the Rapid Antigen Testingis a new category of tests for thediagnosis of COVID-19 in theCountry which has been approvedby the Indian Council of MedicalResearch (ICMR). The RapidAntigen Testing is an easy andfaster method to detect COVID-19cases and can provide resultswithin 30 minutes.

Dr. Bhutia further informedthat the Rapid Antigen Testing willbe done on returnees upon theirarrival at the Screening Centre atRangpo from today onwards. Ifany of the returnees test positive,they will be immediately sent to theIsolation ward of STNM hospital,

Gangtok. The returnees would beasked to wait until results come outso that they can be assessed andadvised on further protocol. It wasalso informed that the Army andthe paramilitary forces will also betested and if their reports come outpositive, they will be returned totheir designated quarantinecentres in West Bengal.

Minister for SYA attends Video Conference

Gangtok, July 12 : In the wake oftwenty three positive cases ofCOVID -19 detected from Ronglion July 11, Chief Secretary Mr. S.C.Gupta called an urgent meeting atTeesta Lounge, TashilingSecretariat with Principal Secretary(Health), DG-cum-Secretary(Health), Secretary (Coordination),Secretary (Land Revenue) andChief Engineer (GREF), DistrictCollector, (East) and SP, (East) todiscuss containment measures.

The District Collector,(East) informed that Rongli bazaararea has been declared as a

Chief Secretary chairs urgent meetingcontainment zone. The ingress andexgress of people and vehiclewould be totally restricted. Onlyvehicle carrying essentialcommodities would be permitted toenter and only those shops sellingessential items would be allowedto remain open. The ChiefSecretary directed that the entireRongli Sub-Division should bebrought under lockdown for moreeffective containment. DC (East)was asked to issue necessarylockdown order in this regard.

The Health Departmentinformed that a health team has

been sent to Rongli today for RT-PCR testing of all primary contactsof the infected persons. Further, itwas also informed that allpersonnel and staff of ITBP, SSBand GREF would be subjected toantigen testing immediately uponentry at Rangpo.

The Chief Secretary alsointeracted with the DistrictCollector, North and SP, (North)over video conference facility todiscuss the latest situation inDzongu and other parts of NorthDistrict, which have been cut offdue to heavy rainfall.

Gangtok, July 16: As per today'sHealth Bulletin, DG cum Secretary(Health) Dr. Pempa T. Bhutiainformed that 13 new cases ofCOVID -19 have been reported inthe State.

Out of 13 cases, 5 have beenreported from GREF, Rongli while6 persons who have testedpositive had returned from Siligurion July 7th and were lodged in apaid quarantine centre in Gangtok.Remaining 2 have been reportedthrough Rapid Antigen Testing.

The DG-cum-Secretaryshared the good news that the

13 new cases of COVID-19reported

samples collected from 30 healthworkers of Rongli PHC, 55 Policepersonnel and 10 Sanitization teamhave been reported negative.

Dr. Bhutia also said that theDepartment has receivedinformation that some people havebeen visiting Rangpo to get RapidAntigen Testing done. He urgedthem not to visit the centre as ithas huge risk of exposure.

With 13 new cases reportedtoday, the active cases in the Statehas reached 135, while thecumulative total has reached 222.
