Siletz Community Survey The purpose of the Siletz Community Survey was to provide Siletz residents with an opportunity to become involved in the Siletz Comprehensive Plan Update, and give input on the vision for the future of the community.   The survey included a two‐page questionnaire, which was mailed to 1,084 Siletz‐area households in December 2008.  This included all PO boxes and households on postal routes 72 and 64.  Because of weather‐related delays, the survey deadline was extended to January 19th and additional questionnaires were distributed at City Hall and via the websites of the City of Siletz and the Confederated Tribes of Siletz Indians.   There were 82 respondents to the survey, although respondents did not necessarily reply to all questions.     Public input was also invited through a community forum and an interactive poster at the library.  Responses from those venues are also included in the following report.  The first two pages provide a general summary, with the full results on the following pages.   Responses are grouped to reflect recurrent themes and comments of a personal nature have been removed.  For more information, contact Oregon Cascades West Council of Governments at (541) 758‐1913.

The Siletz Community Survey provided residents several opportunities for input.  The first page of the questionnaire asked respondents to rank their level of satisfaction based on seven community characteristics and prompted respondents to explain their choices.  Characteristics included Parks & Recreation, Roads & Sidewalks, Housing Choices, Safety, Job Opportunities, Retail & Related Services and Community Appearance.  The second page of the questionnaire included three open‐ended questions.  These were “What are your favorite things about Siletz? Why?”, “What are some things that you would like to change about Siletz? Why?” and “What do you want to stay the same?”.  A copy of the questionnaire is included at the end of the report. 

The following pages include the full responses provided to each question.  The responses are grouped according to major themes and comments of a personal nature have been removed.

Parks & Recreation 

Enjoy summer concerts & work of the committee Enthusiastic core committee – not enough community involvement or interest though; Love the idea of summer concerts once per week; I think improving the area around the skate park and making this one big park with picnic tables and maybe and outside stage; Keep the committee active; Siletz is a rural community… we’ve got a few parks, which are well maintained.  Keep going with the music in the park event! 

Good community involvement; The community has met most of their goals; I think they do the best they can with the little help they have; We need a strong group of people with vision to develop a fantastic recreation center; Hard working group – love the concerts and flowers! 

In tribal housing is great; Nice parks, clean, safe; Quite a bit for the children now; State park – access to river, school yard; Natural beauty of this area makes recreation good. 

Great river access We have a nice water front park; We have nice parks and boat ramps for recreation; Boats and trucks parked on Gaither block vision; Especially along the river – people want to recreate water. 

More facilities, especially for kids More kid activities – the tribal recreation facility is nice… pool would be great too; Too many kids complaining of being bored; A play park (other than the school grounds) is needed; Would like to see Mill Park developed – ball fields and skate park are good. 

We need things and places for kids to play.  Support library – best place for information and recreation – positive; Need more parks for family usage; Children still don’t have enough mentoring/rec opportunities to stay out of trouble; I like the parks in Siletz, they need toys in theme for kids; Needs stuff for the children to play on; Not enough parks; More! Have more family friendly functions; Most parks are far from town. 

General improvements Park doesn’t have much attraction; Garbage and paper around/ more play park facilities; Benches & garbage cans; The nicer the more visitors, more for children to do, better ; Lighting, especially at Twin Bridges Park; Cleaning is an issue – give incentives?  City tickets – community service; CAB for community service? Upkeep is minimal – not user

friendly; Neglected bathrooms/outhouses by skate park; Need to be clean, attractive, safe, interesting (variety) and restrooms.  Skate park attracts people behaving poorly; The skate park is very trashed – litter is everywhere; Due to CTSI; Form a parks & recreation district and collect money on a tax base – all will pay and we can all benefit‐ rather than just the Casino’s money.   

Need a community swimming pool; Maybe an arbor or something? The gym is great and I selfishly would like a really nice pool to exercise in especially in the winter when it is too cold for biking; Walking paths/biking paths around town; Nothing here for adults – how about a bowling alley, golf course, swimming pool? Need BBQ pits; Better parking for fishermen off the main road. 

Roads & Sidewalks 

Concern with speeding Need speed bumps on side streets – too much speed; This should be a friendly, walking sort of town.  More speed bumps everywhere! 

Improved road maintenance Ice and snow removal efforts are unsatisfactory; River Road needs repair/Not many sidewalks; We need our street paved (SW Darcy); Main street parking & gutters & walkways not kept clean; Giant ruts are dangerous; 229 needs more care when it snows.  Would like to see highway from Siletz to 101; Bad patch job on roadways; The street in front of my house needs paving & many streets need seal coats; Always need work – area around bridge needs work. 

Fill in holes on shoulder of Hwy 229; paint striping on roads; Roads need fixed, need sprayed and sand in icy weather; Several new pot holes since the ice; Not much to speak about here – could improve; Pot holes and gravel all over the roads; NEED THEM FIXED or installed or widened.  Fix potholes! Dangerous for pedestrians on side streets; Must be built and developed per ODT standards; It is difficult to see when cars park by Noels; School and physical therapy, GM at end of Buford Ave; Trash along roads more prevalent where no sidewalks; Potholes; Roads need painted more, poor visibility, especially Kernville road. 

Improve pedestrian safety Logsden Rd people walking – unsafe; I like our town just the way it is.  We don’t get enough traffic to warrant the expense of sidewalks; Where sidewalks exist, they appear to be intact but we should have sidewalks everywhere; Need more sidewalks and crosswalks need painting; I think Siletz has nice wide streets where sidewalks are not needed in most cases; Roads and sidewalks are in poor repair; Sidewalks full length of town #229 both sides.  Sidewalks full length of town on Logsden one side minimum.  It is a pedestrian hazard on Logsden Rd, especially with # of kids walking along road; Contiguous sidewalks and crosswalks are needed; Sidewalks on ever street would be ideal (safety & convenience). 

Perhaps a crosswalk or two would be an improvement and sidewalks on both sides of the street; Have to walk in the street at some points; We need more sidewalks on Gaither and Logdsen Road; But need more sidewalks and paved streets; Roads need some repairs and sidewalks would be great; No sidewalk on Noels side of road; Hard to walk when roads and sidewalks are bad and nonexistent; Could use sidewalks, roads are ok & better than Toledo/Newport’s; On main roads and tribal housing good.  Needs improvement everywhere else, school zones; More sidewalks; We need more, but I’m sure its in the works; There aren’t enough; Need more sidewalks in the city

Need sidewalks on both sides of main street; They only exist at newer developments – post office and tribe and library; Even gravel walk along street better than no walk; Could be much better in neighborhoods – bumpy, moldy, broken; More sidewalks on river road, scary; Both sides of 229 need to be finished; Sidewalks on Logsden Road up to Indian Road+ 

Housing Choices 

Increase housing choices and rental options Can’t seem to find one for rent without 3 year list; Not much available; More apartment complexes; Tribal housing ok, general public housing hard to find; People are looking for housing but none “not much” choices or at all; Would like more diversity – multi‐family housing for example; Not enough rentals or low income available for families; What housing choices? Multi‐family rentals for low income; Too slow waiting list, why so long?? Not enough. 

Not enough good, clean, affordable rentals for low and middle incomes; Need more housing options for single people; Not affordable housing other than tribal housing; Need better houses to attract people from other towns – townhomes, condos, multi‐family housing; Not enough for rent within price ranges; Would be nice to have houses for all income levels for all citizens of all cultures; Need more affordable rental opportunities; Lack of affordable, livable housing available; Lack of affordable housing; Mostly homeowners/not many rentals (in city); Include Indian housing in city limits, provide more low income housing; We need more housing, not just for the Native American community. 

Maintain current balance Plenty of houses!!! No more apartments, please; Satisfactory, but an effort could be made to ensure more owner‐occupied housing; We have just the right kind – the mix of single family residential/apartments is good; Times are tough right now. We found a house here and it is satisfactory; Limited but we are a small community. 

Improve housing appearance Private trailer parks need attention – driveways fixed up; There are few, and in bad condition; Poor housing, due to older homes, damaged living facilities; Lots of run down places – grant programs; Not enough housing for decent housing pride ; Too many pole barns going up in neighborhoods; Not sure what (clean up houses outside‐ mandatory); Stay with a coast weather friendly theme – not a vintage! The tribal housing is quaint.  Why not put regulations on non‐tribal residences, or enforce the regulations. 

Support sustainable development Water limits our city growth; Build‐up and go for density!  Why? Population growth; Population growth should be limited until adequate storage capacity for city water is improved; Insulated & affordable housing with alternative heating sources; Don’t need more and don’t have enough water. 

Safety 

Improve pedestrian safety Sidewalks; People walking along roadways; Roads have few safety barriers and missing sidewalks. Need more sidewalks; People go fast thru town; Pedestrian crossing lines; Need to see to get out on main road.  People plant tall stuff ‐  I’m wheel chair user and can’t see to my right.

Increase dog control Dogs; Need more stringent animal control, especially regarding uncontrolled dogs; There are some scary dogs around our neighborhood; Many stray aggressive dogs. 

Concern with crime and improving police presence Sidewalks, roads, lights, vandalism damage; I don’t really see the need for Toldeo police in our town.  I think the county could do just as good; Would like to see Lincoln County put a resident deputy in area; It could be worse, at least I see Toledo PD sometimes; Too much vandalism; Siletz has a rep of an easy place to get and or make drugs; Stable, 24‐hour police force is needed to enforce existing regulations; Neighborhood watch; More involvement of community in CERTS and other emergency programs; Our volunteer RPFD and police work hard to keep it safe; Too many children at risk – at home and on the streets.  More safe houses? 

Great to have noticeable patrols = will support more; The sheriff service is good – but the community is better; People need to feel safe and be safe! More police protection; Get Toledo ‘gestapo’ police to really build a positive relationship with city and tribal members, or get our own police force; Appreciate Toldeo PD; Need volunteer deputized services to maintain city parking rules and property maintenance – There’s a correlation between look of and area and vandalism; Part time police from out of town – not enough protection! Need the tribe to get back tribal police and not Toledo. 

Police presence that actually care about Siletz; Thanks to CTSI for funding.  Toldeo police doing a good job, I think; We need our own police officers; We need our own law enforcement, not from Toledo; Maintain a strong police force in Siletz and professional fire department; More police coverage time; Not enough patrolling hours. 

Enhance driving safety Night visibility poor, street lighting bad on Logsden Rd (for one); People ignore stop signs on Buford/Tenas & Swan/Tenas – mostly those driving Buford & Swan;  Speed bumps might be a way to slow speeders; Parking not good around Noels; Too many speeders on Swan and other side streets; 229 bad when snows ‐ Needs to be addressed. 

Better lighting on streets; Along the roads we need lots more street lights, shrubs & tree maintenance for visibility; Better street lights – control of loose dogs and speeding cars; Speeding on Hwy 229; Flashing light at 2 intersections. 

Additional comments Feels and looks safe; Lack of cell phone coverage is a security issue; By library there is a big hole with metal grate – if a child falls into that they will be injured (next to sidewalk); A major flood here would be disastrous with adverse impact on health care access; Many felons, crimes for such a small community.  Feel like police force is adequate.  Safety concerns lie with the drama that occurs within families and between youth; Overall feel our community is safe, I noticed more police around – good; Citizens need to be more involved proactively; I think it depends on the choices you make as a person – have to be responsible for your choices; Not sure, I do not live within the city limits; Since the new crosswalks. 

Job Opportunities 

Grow as bedroom community We have a bedroom community; This is a commuting community and should be kept that way; I am retired ‐ ‘don’t know’.

Improve job diversity Other than CTSI – not much work here; School, tribal, then? ; There really are NO job opportunities except tribe which is a great benefit to area (and no, I am not a tribal member); Tribe is biggest employer.  Diversity in culture is good, but opportunity is not equal.  There is partiality and better opportunity in tribal jobs for tribal members, as stated in job applications.  Tribal members given preference. 

Seems there are jobs for only a selected few and not for all; Besides the tribe, jobs are minimum wage; All minimum wage, no ‘career ‘ opportunities; There aren’t enough jobs available; Understandable that there’s not many jobs here – small town, small opportunity; Need more variety and availability; Broaden job opportunities; What is there other than the Tribe? There really are NO jobs in town except tribal; We need a high tech business in Lincoln County; Need a larger grocery outlet, hardware store, building supplier, etc; No job for white (Indians have priority) – Indian and white should be equal. 

Need more jobs Rural community… you’ve got to travel to find a job with wages that will support a family; Small community not much to offer to make a living; More jobs; The reason is obvious and retail business could improve it; No job opportunities in Siletz; Too few job opportunities and businesses; Skilled people out of work; Local jobs lacking. 

Not enough jobs in the city; Again, limited to small community; More jobs; Limited opportunities in Siletz and limited transportation to Toledo, Newport and Lincoln City for commuters; Not many businesses in town; Allow families, children to live and work in same community.  Potential to increase tax base. Not many places to work; Can’t get on in this little town; Be less of a bedroom community; Not enough. 

Not enough businesses.  Old ‘eyesore’ buildings take up valuable business spaces; Not enough businesses for work opportunities; Lack of businesses –need employees to get jobs; Need more economic ventures to provide job opportunities; Not enough jobs in Siletz, keeps money in Siletz. Bad economic times; Encourage local business for local jobs. 

Jobs & work programs for youth Need job shadowing & work programs to prepare our youth; No training for teens to learn good work ethics; Unless one is a tribal member, works for the tribe, or Noels where else is there – especially for high school students; More opportunities for kids to work with tribe; A no brainer! The jobs are in the cities.  I loved the Starbucks lady in Newport a couple weeks ago at a work fair for teenagers, teaching our kids how to make lattes! This when Starbucks in the news for closing down 40% of outlets! 

Retail & Related Services 

Sufficient retail & services for small town I like our small town and its worth it to drive 10 miles for retail; We have a grocery store, a library, gas station and restaurants… we have a sufficient supply of these services; Most services come to us from outside; Pretty basic – but business owners are people friendly; We have a gas station & grocery store – that is enough to keep our small rural town feeling. 

About right for a small town; Small town, grocery store and gas station works; Great people communication; Town too small, longer store and library hours; Noel’s, Wilkenson’s and Little Chief – hard workers! Would be great to find more businesses here but given this economy not likely at this time; Friendly and professional service, convenient,

and good hours; Just make what we have better – no more needed; Keep this at a minimum because the market is unstable. 

Increase diversity of retail & services Cottage industry should be more visible and available; Not much offered;  Not much here.  Have to go to Toledo or Newport; We need more businesses here; What retail services?  Needs more; We need more food choices and small retails store and a thrift store for the poor to get what they need; What else is there besides Noels and the movie place? 

We need a health clinic for the whole community not just for Native Americans.  Small businesses cant compete with Wal‐Mart – a dilemma; Need café that keeps real and regular hours; More choices of stores mean more local jobs but please, no GP etc; What about a gift shop or something? Barely any; Needs a coffee shop; I’ll help in this – already opening a business in Siletz; Could have more jobs; Need to encourage businesses to locate here. 

Need a hardware store Need a hardware store or Napa; Needs plumbing supply store; Noels market is good but we need a larger market with more parking and a market that has a bit of everything – groceries, hardware, sporting goods; We need a small, but excellent hardware store, and a liquor store would also be well‐received! Would love a hardware store; We need more, we had a meat locket, beauty salon, hardware store.  McDonalds would be nice; Need hardware store. 

Improve appearance of ‘main street’ Boarded up buildings, abandoned businesses detract from town appearance.  Also empty lots not attractive – need to do some landscaping and improve entrance to downtown; Needs paint liven it up; Close the road house.  It is a drug house; Better signs on buildings on main streets. 

Needs to be more affordable (Needs improvement to) Save gas; The store needs to be fair about their prices; Not enough; not enough competition so prices high; close early; Use less fuel to travel to shopping; keep money in community; increase tax base; allow jobs for kids, families & seniors; Only one store and restaurant no competition; Cost is too high – gas too high and grocery. 

Additional comments Need a community run Goodwill like program training disabled adults and selling goods – self esteem, productivity feelings; Need to develop small business plans. 

Community Appearance 

Appreciate recent  improvements Getting better – if people knew a goal or what possibilities are there – maybe folks could get involved; The appearance is getting better – some upkeep needs to be done in some areas but overall Siletz is a nice community to live in; People are upgrading their yard appearance and cosmetically improving their homes and have pride in neighborhoods – that is great; Better – could be more improvement – ‘first impression’ as people come into this city; Parks and Rec is doing a good job, we just need more projects completed before I am satisfied. 

Looks a lot better than it did before;  Our city employees and volunteers are few but energetic; Give “community improvement awards” or incentives to businesses to improve outward appearance;  Enjoy improvements – flower baskets, holiday décor; Much better with library & flowers! I really appreciate the many volunteers who contribute

to keeping town up; The flower baskets & library & tribal grounds look great!  Need to improve the rest of our town.  Need to continue cleanup of yards, vacant lots, junk cars; Love the flower baskets; Some are trying to improve – thanks! 

Encourage resident responsibility Force vacant lots to be mowed each summer; Pride in community/self and vandalism are interrelated; Too much junk near roads and for car etc to slow down by school; Great family town = need grants for all to help upgrade low level homes to help with down payments (for all).  More community activities for all. 

Residents need to step up and take care of their own properties; Brush; too many trashy residences; Just how many boat and RV and trailer are people allowed to store on the property in town – I am tired of looking at them; Needs to be cleaned up and maybe use paint on buildings.  Have homeowners and apartment dwellers take better care of their surroundings – pull weeds; There are some houses whose yards could use some upkeep and clean‐up. 

More code enforcement (on abandoned buildings) Garbage, rundown buildings, boarded up buildings; Get rid of the old hotel by Noel’s and house beside lockers, field across from post office needs to be mowed more; The buildings on 229 are too run down and shabby looking and the school looks run down; I think most everyone likes to keep their community and houses neat and orderly.  The city workers do a good job keeping up the appearance of the town.  Also that yellow building next to Noels market needs tore down and that old meat cutting business building needs cleaned up and made into something or tore down; Looks dumpy; Good – flower baskets, library.  Bad – old buildings, abandoned buildings, need sidewalks, roads fixed, needs work. 

Old worn out buildings need paint and property around needs to be cleaned and landscaped; Old abandoned buildings around town, our roadsides and streets need cleaned up; Dilapidated buildings along Gaither and no civic pride; Please keep Siletz in code – no trash in city limits.  Please no broken down trucks or abandoned anythings; The condemned building that’s located next to Noel’s is an eyesore; Need community ‘theme’.  Need old buildings renovated. 

Improve litter control There should be ordinances and enforcement thereof to keep junk out of yards; same for overgrown, weedy areas within the city limits; Some areas are not kept up; On our street – garbage piled up, freezer in front yard, general mess; People need to haul away their trash – litter a big problem; A lot of trash gets thrown around town; Messy yards; Trash & cigarette butts everywhere.  

A little trashy, not everyone seems to care about the physical appearance of the part of their home which is visible to the public; Kind of trailer trashy in areas.  City could use a facial; Too much litter; People throwing garbage away on the street. 

‘Mainstreet’ beautification Overall I think our community looks good but the building next to Noels market could look better as well as other ‘mainstreet’ buildings.  Downtown area should have a theme, so it looks unified; Curb appeal – sidewalks, underground utilities, park benches, cute lamp posts, picnic tables.  Love the flower baskets.  Get rid of the high building next to Noels market – eye sore.  Improvements in old butcher shop.  Make grants available to improve areas.  Community gardens near fire‐hall/city hall.  Special areas using pavers; Town square (like by library) with ‘bandstand’ for concerts/community gatherings… and a place for people to go during summer days; Too many rundown buildings – no beautification efforts.

Would love to see a themed, unified appearance like Toledo and Sisters and Independence/Monmouth; Possible ‘theme’ for city or a uniting factor.  The tribal health center looks great but the vacant lots leave lots to be desired; It looks like any other small burg that you pass through.  No feeling of welcome when entering city limits.  No specific theme or signage to show areas for natural sites for: family outings, fishing, camping, hunting or things like ‘Home of the Annual Powwow’… etc; More flowers , welcome to Siletz signs on both ends of town; More tribal display throughout the community; Physical – needs fake fronts or something to make town inviting.  Reputation – Siletz is known for negative influences, needs reputation built up; We could use a new Siletz sign coming into town. 

General run down nature of houses on main street; Storefront appearances are good, but more could be done.  Library – excellent! Post office needs painting; Old rickety buildings such as the old ‘lockers’ building and the old restaurant next to Noels should be torn down.  They are ‘eyesores’.  Homes in and within city limits should be expected to keep garbage and junk off their property which reflects directly on the city and its citizens.  This shows no self‐respect or for others – we need stricter city ordinances that prevent these kinds of eyesores.  Also, many of these old buildings, especially the unoccupied ones are breeding grounds for mold & rats.  Unhealthy to the community. 

Enhance green spaces & parks Look at other areas of the city that need to be monitored and expand on areas like Mill Park (off Palmer Ave).  There are lots of trash/car bodies that end up there; Develop green areas around the town where people can have picnics etc; Maybe work on improving ball fields and then host tournaments; Maybe Siletz Charter School could raise flowers in a greenhouse for using around town in baskets & planters; Encourage town members to purchase pavers or bricks (engraved with donors name) to be used in the town square area, or sponsor benches in the town square; Benches and garbage cans on main street. 

Green thumb needs a little more upkeep but the park next to the CTSI building is nice, flowers are nice.   

 

What are your favorite things about Siletz? 

Access to natural areas Enjoy the quiet, small town, the hills & the river; Space – large lots, open spaces; The Siletz River; Forested views; Our location in relation to the outdoors.  I enjoy fishing & hunting.  I like that we have a small community, where most folks are kind, respectful and pleasant to live around; The river and the small town atmosphere; Friendly folks – small – scenery; River access is excellent; Access to the river; Lovely rural site.   

Convenient to ocean; River proximity; River and natural surroundings; The beauty of the surrounding country‐ the Siletz River – the clean air – the lack of traffic – still small enough to know your neighbors; We are out of the fog belt in the summer and can raise great gardens; River; The easy access to the river. 

River; Greenness; The river, knowing my neighbors, the friendliness of the people.  Take pride in knowing this is a great place for fishing; Siletz is one of the best places to fish and hunt on the coast; Better weather than Newport and other coastal towns, yet we are not far from their services, performing arts, stores (culture), larger stores etc; Good for outdoor activities, beautiful Siletz River – for fishing and close by timbers for those who love to hunt and hike etc; Beautiful scenery; Its home, natural beauty, the Siletz river, culture.

Diversity and local history History ; Powwow/ Rec Center areas are good for all; Powwow; Diverse cultures – wonderful tribal history and culture. Multi‐cultural. 

Home family feeling , security, views, people and the history, culture; Cultural difference are accepted – please continue to encourage this; Siletz Tribe and tribal/ cultural activities; The Siletz Tribe, members and government provides jobs, healthcare and really helps the community in many ways; The ethnicity and Pow Wow celebration. 

I personally can’t honestly say that I have any “favorite” thing about Siletz. I can say that a lot of people enjoy the Salmon Bake and that is a traditional thing that is very nice for a lot of people in Siletz and the greater community. Another thing a lot of people like about Siletz is the blue berry farm. People have come to appreciate and depend on those lovely and delicious blueberries ‐ they look forward to coming here and u‐picking; Another appeal is the tribal influence and the history and tradition that brings to the town especially during Pow Wow time. 

Small town feel Nice friendly people; Its home; Lack of large‐town congestion; Quiet street where we live; People friendly –great community feeling – much improved appearance – close to river & ocean friendliness – the ‘added features’ of a small community! 

Nice quiet community; The people in general.  The businesses are welcoming and willing to do what they can to help with community programs (food share and fund raisers).  The improvement in the appearance of their buildings – the way the new library encourages volunteers inside and out.  Small community, where you know most every person; I like living in a small town.  I like the quiet and I like seeing people about town that I’ve known or seen around for 25+ years.  My son’s coaches, PTA leaders, teachers, etc; I like the fact that we don’t get traffic congestion in town etc; We have always been an integrated community without really knowing about it.  We also know we have drug & alcohol problems and continually work on them. 

The friendly "we can stop and chat" attitude.  The fact that the Post Office knows that we don’t get mail at the house and they divert it to the PO.  The people at the store know me and are so helpful. We can walk into the Chief and are called by name;  The whole small town atmosphere – that’s why we are here – please don’t grow‐ you’ll ruin it; Small community; Community & being a ‘real’ small place; Shopping with less traffic; People; Small town; Small town/relaxed environment; Walk to everything. 

What I love about Siletz is that I can shop in my sweats or pajamas and not feel out of uniform!  Our new library is beautiful but I have to wonder why not more used?  The staff at City Hall, the library, excellent and our fire department and emergency personnel to be highly praised; Friendliness – small town hospitality; The town is small & quiet, the people friendly.

Good services for the size Library; Friendly people, open land, the river, the quiet, the birds, beauty.   Weather most of the time.  Our clinic for the sick, our schools and daycare.  Our new gym; The library, the skate park, the ball parks, and the parks and rivers – these are the few things to do around here and help keep the youth out of trouble (too few and far between); The small corner store – Noels ; Just a nice place to live.  A very nice library, City Hall, bank and Post Office. We have a gym; Library – great building, library service; Good weather, country atmosphere, EMT service, fire department.  Nice library, Little Chief. 

Community response to library was great; New library; Quality of life; Tribal buildings/service improvements; Excellent library and postal service; Community meals; The new library!  Tribal admin building. The river. Small town. Good people. Great clinic.  

Community summer events; It’s a great quiet residential community, slow pace, adequate services considering the low tax base; Availability to store, gas & videos; The library – good looking, great planting outside.  Future building projects should be coordinated for citywide appearance; Wilkenson’s video storefront; Library. 

Feeding the homeless; Great library; The library; I like my community and neighborhood I live in.  I love the school and my kids for really good.  We have the advantage for all kinds of recreational activities; Large lots and wider streets – a plus; Siletz school; Patrolled; Shopping convenience. 

Walk‐able town; not much traffic, open spaces, and the river; Rural setting, river, small town, great small library and good local stores and bank; Friendly staff at post office, library, bank, businesses; Gym, Tillicum Fitness Center, CD Shop DVD’s; I love the post office and the library and even Noel’s (especially the meat section). The weather out here is great compared to Newport. I also really like the school.

What are some things that you would like to change about Siletz?  Why? 

Need cell phone coverage Need cell phone coverage; Cell phone service needs to be provided; A tower or something for cell phones. Need a cell tower in Siletz valley; We need a dish or whatever it takes to be able to use your cellular phones.  At Pow Wow time you see people all over the fields trying to get out if you’re lucky you might get through.  If our family member is home and other is not you can get a hold of them.  This day and age it is very important; Need tower for cell phone; Need cell phone service (tower). 

Build retail and service offerings More hardware stores; Would like to see someone put in a small feed store/farm supply/hardware store; We need more than one café – desserts, pies and pastry, fresh baked bread, affordable specials and variety; A bigger store like I talked about on the front – you could keep more of the money that’s leaving here and going to Toledo or Newport.  I’m not talking about a Super Wal‐Mart.  There is a store in Forks Washington that would be perfect; Need bigger grocery store & parking area; A highway to 101.  It would cut 15 to 20 miles off the commute to Newport.  A few shops added. 

The comprehensive plan needs to become much more business friendly especially service related businesses to serve the needs within this community and surrounding communities; Jobs; We are short on commercially zoned land; Need more jobs, or better public transit to Newport /Toledo; Short term accommodations; Better support for small businesses (fiber optics, cell tower, professional rental space). Clean motel. 

Need low cost retail space made available for new businesses; Need a movie theater; Need hardware/mercantile store in Siletz; Would like to see more small businesses, higher emergency services with pay for the volunteers; Need more businesses brought into downtown – old business buildings need to be removed or remodeled?! 

Small restaurants need to stay open at regular hours; Need a few more businesses; Needs to create some more jobs and things for people to do so they don’t get into trouble; Maybe have another store and restaurant so we could choose where we wanted to eat. But I love little chiefs. Great experience. Having walking & handicap assessable trails for the enjoyment of the environment. Trails that can handle bicycles, scooters and wheelchairs. Maybe improve the youth center, paint it and get the kids involved.  

A drive through affordable coffee stand and car wash. By the way I plan to run a business of this nature. 

We need to be more encouraging about service and retail businesses that actually serve the local people’s needs. These kinds of businesses help make a town more self sufficient and provide employment in this local community. Even a family owned, operated business is providing employment for local people, the owners.  

I would also really like to see more go into the parks along the river, that with a restaurant that was open more and I think people would come out here from the coast to warm up in the summer, thus creating more business; We need to tear down old dilapidated buildings and allow people to lease or by spaces to start a business on some kind of service to the community. Or the city needs to provide new building to rent or lease by prospective entrepreneurs. 

Invest in park facilities A community swimming pool for everyone to enjoy and for exercise for those who cannot run or walk; For us to have a swimming pool to people in the Siletz area; Build additional ‘street course’ (flatstyle) skate park; Include parks and rec in SDC formula; Swimming pool and educational facilities needed.

Need more park facilities; Need playground and BBQ pits at city park; Parks and rec – need a gazebo with lights; Need stable funding for Parks & Rec; Need public restrooms built; Create walking path and eco‐tour at Mill Park; The lot on Buford Ave – the one with trees – should be made into a park/nature walk.  There is falcons, quail and pheasants living there; Skate Park needs repairs – is cracking. 

Nothing – we have a skate park and rec building for the kids.  That was one of my desires 12 years ago. It’s here – that’s good; Skate parks is sometimes dangerous; Increase, repair parks; Improved parks & rec. 

More support services for youth and elders Elders need more to do, i.e. card rooms, coffee shops, crafts clubs etc; The children need more guidance/counseling and more to do collectively as in clubs and organizations geared to keep their interest; Better connection with teens and adolescents; allow them to invest in Siletz’s future. 

The wild teenagers who run around and cause trouble after dark; Need somewhere the older people can hang out and play cards, chess, backgammon and possible pool table and a few couches and recliners to be comfortable in.  This is really needed.  Take one of your old buildings and fix it.  The kids have programs and the school to play at, we have nowhere; Have more programs and dances for kids on weekends so they’re not just hanging out stoned eating chips & playing violent video games & drinking energy drinks.  Also need a temporary place to lodge lost or hurt animals. 

Elders should not want for anything – they should be taken care of ‘honored’; I’d like to see more opportunities for employment for kids just learning the ropes.  Give them a change for a good work ethic; Less expenses for senior citizens; Free ice cream social & a little respect… ; Helping folks with addiction – better! Alcohol, drugs, etc are hurting every generation; Kids roaming the streets. 

We need law enforcement, mentoring, job training programs, healthy cooking programs; Nothing, except, I feel the Headstart program is prejudiced against non‐Native Americans.  We’ve tried for 2 years to get our grandson enrolled, and instead of looking at past applications, you have to reapply every year. 

Develop city‐sponsored youth activities; Develop annual street fair or summer celebration; Physical therapy for the elderly & gym; Would like to see a community boys and girls club and other ongoing youth activities to promote positive development and socialization; Get drugs out of our community – more youth opportunities to keep our youth involved, away from drugs and alcohol; Need more programs for our children, like movie nights, dances, game nights, etc. 

Senior housing – retirement & assisted living; Unsupervised children/teens at all hours of night; Library needs to be open more hours. 

Improve public safety and police protection Want Tribal Police force back!!! Toledo is awful; I’d like to see that we have our own full time police protection; Would be nice to have a “local” deputy that lived in town; Toledo police involvement. I believe we should be policing our community on our own efforts. More state police enforcement. 

Need to paint striping on roads; Need to repair large hole next to Qwest building – it is a safety hazard; Need more street lights; Small speed bumps on Swan Ave; Less drugs etc; Enforce your own codes – see attached (City of Siletz Municipal Court – City Code Violations); I would like to see our own police force for Siletz and the surrounding 10 miles or so. Toledo is too far for police to come when you need them; Change or take out speed bumps on Swan, Molalla and Umpqua – if needed make REAL speed bumps.

More police presence.  More police protection – street paving – general clean up of properties; More police protection; Less crime/low income; Better policing; Better sidewalks, better lighting.  Better drainage of lots between Egbert & Swan.  Better loose dog control; Animal control. 

Improve pedestrian & bike access Sidewalks on all public roads/streets; Get some bicycle paths; More walking paths; I would most especially like to see the bridge leading out of town, toward Toledo, widened on both sides to accept a bike/foot path.  Why this allowance not included in the engineer’s original bid has always been a mystery (why? – safety); Better walking & bike paths; Sidewalks along main street. 

Children on highway morning and evening.  Need centerline on road.  Needs sidewalk, at least on one side of road.  School at west end of Burford; Noel’s Market needs a new front sidewalk. 

Focus on litter, abandoned buildings and noise Appearance of main street – this could make such an impact on the town… invite the community to join in on work parties, etc; We need to clean up all the garbage and cigarette butts that are around every business in town –stop throwing beer cans and garbage down by the river edges; Trash clean up – maybe more receptacles; more public trash cans for garbage, more signs for identifying businesses (i.e., rec center); The town needs cleaning up.  Clean up old buildings; Clean up main street; Clean up main street corner. 

Abandoned buildings on main roads should be removed (corner of Logsden in particular); School renovation including new/improved playground; Vacant buildings either renovated or removed; Demolish old beauty parlor building next to Noels, clean up brew pub area, paint the post office, & repair roof; Make people responsible for their area – damage, vandalism; The visual impression of our community could use a ‘good coat of paint’ and the pride to keep it looking good; Empty lots – owner should keep down, mowed.  Sometimes fire hazard in late summer; Abandoned buildings should be used. 

Gun range noise is excessive.  It would be desirable to see it removed; Better enforcement of noise and other ordinances. 

The building next to Noels needs fixed or tore down (it looks like a dump).  Something should be done with the meat lockers (cleaned up); This city needs to be active in changing to meet the current trends and needs.  Our city is not inviting to tourists – it is run down and just plain ugly.  The overall appearance of the city needs to change to be more welcoming to residents and tourists. 

Appearance; Making our City more beautiful!; Give incentives for clean‐up and wellness; Start programs to change the appearance of Siletz; Town need to look more inviting – should look like as you come across the bridge on the right.  Stores need to be cleaned up outside.  Restaurant needs to be cleaned up, but has great food and friendly people. Get rid of cars (broke down) around houses and garbage around houses! 

I wish I could help people clean up their yards and all their stuff. I would also upkeep the streets and especially the sidewalks a little more; Shoot all barking dogs; Too many barking dogs and better control of general cat population; Pull down buildings next to Noels – unsightly; Ban all outdoor burning all the time; Appearance needs to improve. Would like roadsides graveled to remove pot holes. Property south of apartments needs to be cut often. Hole by telephone buildings needs to be covered. Benches for sitting on.  

No one would want to start a business or service in the old lockers building or some of the other old vacant buildings. These must go if there is to be any “development”. I say tear them down! They are “eye sores” if nothing

else and make our city look shabby and “stuck”. Please, unlike the Grange Hall which is more of a historical building a lot of these old ugly and dysfunctional buildings should be demolished and removed! Those buildings have been there decades and add nothing to our city and only detract and take up valuable space. 

Build stronger partnerships City Hall should take more ownership and help library by not charging for water/sewer.  If a building (library) is owned by the City, why should the building be charged by the City for services?  No sense! The City owns the beautiful Siletz library, yet expect SVFOL to pay for water used – shameful!  This needs changed now! Need more committees like Parks & Rec.; More support (financial and social/governmental) of local library. 

The health clinic should be available to any and all in the community on to tourists and visitors for that matter. The way it is now, it divides the community and the Native Americans are being exclusive and keeping “white‐man” out. Our city is hobbled by this narrow and prejudicial way of running the clinic. If they want just a Reservation and not a city then future development and community involvement and cooperation will be limited if not stifled. 

Need more support from City government!  Siletz need to go outside the 6% limitation so it can support the town with taxes and not depend on Tribe.  Cooperate but don’t depend on Tribe for items that the City Government should provide.  City should be the more responsible for the library – shouldn’t charge library for water, sewer, etc.  Building belongs to City – they shouldn’t charge volunteer organization to pay for city’s responsibility.  Let library be allowed to spend their donated monies toward library services; More support (financial and social/governmental) of local library. 

Clerk to be in office during work hours, Can’t get an answer when the clerks are gone. City (meaning people) to be able to voice their feelings on things that go on in the city. All people (Indians & white) treated the same. 

Rescind the water and sewer fees charged to the library. Incorporate a City tax levy to support the library; Have Tribal Council and City Council work together; Work closely with Tribe for growth and development ‐ Contract for planning services from Tribe; City to support and fund school sports with Tribe. 

The ability to bring more citizens together.   It is hard to get a lot of Siletz citizens together in the same room; Meeting was not well publicized – maybe put note in water bill; Develop a strong volunteer base; Respect for others! And others property (elder respect); The narrow‐mindedness – I have personally encountered many times could be changed by simply being more accepting of others and allowing for personal differences; Better communication for people’s needs. 

Increase water capacity Price of water; We need greater water storage capacity, especially during winter turbidity.  Population growth is limited; Improve water/waste water systems (plan long term) and more energy efficient projects (green communities). Need wastewater system built within City and close up ditches; Develop water source on Tangerman Creek; Reduce cost of water and sewer; The water issue does concern me. I wish more could be done to ensure a good source and a clear source. Plus, why can’t everyone have fluoride like those on the hill? Concerns about proper storm water drainage. 

Support  growth & annexation of tribal land Would like to see the tribal housing areas incorporated into the city so residents can participate in city government – voting and running for office.  This would promote community unity; I would like the city to include the Tribal housing as part of the Siletz community.  I think we would all benefit, if we can work together; To get Tribal properties annexed; City Council needs to annex all tribal property – also what about extending Darcy Ave into City

limits; Get tribal properties annexed – we all need to have a say; Incorporate tribal properties within City limits; Expand UGB/City limits; The city should Annex in – Tribes Housing to be included in the city limits. 

Need attitude of ‘growth’ on City Council; I wish the ‘City Fathers’ would change from status quo to more progressive attitude, promote the city to bring more businesses, maybe even a golf course would be a good addition; More expansion of City limits and to incorporate tribal lands and boundaries so tribal lands are a part of Siletz service area; Needs a stable larger tax base to be able to provide (illegible) improve roads and improve services; Small town. 

Additional comments Home delivery of mail.  The present system whereby everyone must have a mailbox, and therefore must travel from home to the Post Office frequently, as well as pay for a box, costs residents more than other users of the postal service and is very inefficient; More Native American churches and ceremonies; Reduction of wood burning during times of poor air circulation; Establish city tax need revenue; Investigate tax base for all; Build a new school that is safe and modern tech. 

Roads bad; Need more green energy resources (wind, solar, etc); All the schools; Would like to see Home Grant Program of some sort for all ages and citizens of Siletz; Needs more section 8 apartments and parks; Education! 

Need ambulance service in town that can transport ASAP; The Gas ($), slow driving; Need more public transportation w/in town for the elderly; More busses to Newport and Toledo, or at better hours for commuters; Ambulance service…cannot transport? 

Lack of jobs, lack of housing, no growth; No more pole barns next to quaint little homes in town; More community functions as part of the community (4th of July). 

I would like to change restrictive ordinances regarding two areas: I would like to erect a 6’ high wooden privacy fence around my property (front and back) – my house sits right on the street and my front lawn is about 10 feet from the street.  I would like to block the view of the street & parked cars that I can see from my living room.  I would rather look out on a wooden fence with a beautiful rose bush, etc and keep wandering dogs from defecating in my yard and flower beds; Second, we are rural enough that I would like to have a few laying hens.  The city has an ordinance against any in town.  I can understand not wanting roosters that crow and too many chickens/ducks/geese on any one property but would like to see the ordinance changed to allow a few laying hens for personal egg production.  The ordinance as it stands is not enforces as I see ducks in yards around town.  The ducks don’t appear to be bothering anyone as I assume they did that the ordinance would be enforced. 

 

What do you want to stay the same? 

Small town hospitality Small‐town ambiance, few stores (the essentials are already here), and small amount of traffic; The smallness and closeness.  Everybody knowing who you are; The size of the town.  This is one reason I like it here; The school, the churches, knowing your neighbors are going to pitch in in crisis; Everything, just nothing to do! Boring!; Being a small town; The small town appearance; All of it (except my pool that is selfish).  What a great town.  I/we love it here and don’t plan on moving so don’t mess it up; Keep it small; Small town hospitality!

Siletz is a clean, safe area to live – need to keep it this way; The library, CTSI buildings, flowers, City office, post office all look very nice; Library; Retail services; Water and any other cost to stay down, because people can’t afford it to go up. Leave the city as is.  

Small community school; All needs are available in Siletz; Keep the schools. 

Preserve history and natural environment No new housing developments on open spaces adjacent to the city; The beauty of the natural surrounding area; Also cut down on the exhaust noise on roads; The parks and the river – maybe some improvements to Green Thumb Park 

We don’t think things should ‘stay the same’.  The whole community should be monitored and guided toward changes, maintenance and improvement.  Looking for ways to draw new businesses to our area; ways to raise money for programs that create opportunities for work and play.  Always striving to bring people together to benefit Siletz; Historical sites/preservation; River – I love the community; The easy access to the river; City parks.

I like the whole small‐town slower pace of life attitude of this city! 

In general, it seems the realistic role for Siletz is that of a suburban “bedroom” community to Toledo, Lincoln City and Newport, as well as the CTSI home location. 

Quality of life should be the most important consideration in a development plan, including goals such as: quiet, peaceful neighborhoods, which means no illegal/excessive fireworks, no shooting, nowexcessively loud parties and activities such as drag races etc; opportunities for children to play – parks and school areas, skate board park, etc; clean air and water; protection of recreation use of the Siletz River. 

Growth for growth’s sake should be avoided.  It seems unlikely that there will ever be larger opportunities for employment outside of the few agricultural, service, and tribal employment now existing.  Employment will, of necessity, come from the few major industries now identified, i.e. the timber industry, lumber milling and processing, fisheries, and tourism.  Retirement income will likely form a larger percentage of income to residents in the future. 

One of the most important amenities needed by the town is security for all residents.  This involves a stable local police force.  To achieve this, some form of taxation would likely be necessary. 

One serious problem that the City should concentrate on is the control of drugs.  To the extent possible, residents should be involved in efforts to deal with this problem. 

By whatever means, it would be very useful to continue and increase means of providing residents with information about how they can participate in local events, gain access to medical services, what laws and ordinances are in effect, etc. (local newsletter, proposed website, reader board, etc). 

Get water first. 

Community garden in spot of old library – shop class can build raised beds, food for free community dinner at Little Chief’s, Food Share, and beautification. 

Vision – more and more houses as the ocean front fills up. 

Maybe the city workers could keep all city property mowed and weed‐eated.  It would sure look nice.  Plus, pick up litter before they mow, especially around homes and ditches 

Maybe open parks to overnight camping.  It might bring in money for city (fishermen). 

A hardware/automotive combo store would be really nice and bring jobs & revenue.
