Water was discussed at theApril 25 Carrizozo Board of'ITustees Dleeting. TrusteesJames Silva, Tommy Guevara, Wesley Lindsay, and.Cynthia Morales were present. Mayor Manuel Hernandez and clerk/treasurerLeann Weihbrecht were alsopresent.
The discussion startedwith the agenda item on water to extraterritorial residents. This was addressedby Jinl Payne, Carrizozomaintenance foreman, andconcerned extending '-Vater
lines to the west end of town(referring to the end of 8thStreet).
At the meeting of April 13.this subject origina!.Jy wasbrought up when Payne sa'idthat he was approached by aperson who had bOught acreage at the end of 8th Streetand he inquired if watercould be brought to thatproperty. At .. the meeting onApril 13. Payne said that thetown might consider tapping into the industrial parkline. Payne said at the April25 meeting that in thinkingit over if the town extendedthese lines right now with
the current water situationall the town is doing is asking for trouble. He said thatthe town does riot reallyhave the water to extend tothat area. Payne said that inhis opinion. the only way tosatisfY the people on thatside of town was if you hadanother supply tank. Hesaid that, as of now, if youopened it up for one youopened it up for all.

Hernandez susgested thatthe town- not hook anybodyelse up and have no newoutside the city liInit watertaps.
Payne was asked byHernandez if the big wellwas running again. Paynetold the trustees that thePUIDP is in and the pipe isready for the control box. Hesaid that it should be online. Wednesday. April 26.
Carrizozo Municipal JudgeC. O. RODlinger asked Payneif there is a water shortageCODling up. Payne said "whoknows" but that he has received letters from the State
Engineer to prepare for Q.shortage and that as of' nowthis will be a drought year.However. Payne said that tohOO the forecasters do notknow any more than hedoes.
The decision of the trustees was to leave the watersituation as it is and have nonew water taps outside thecity Iin~itR.

The roads proposed to bechip sealed are Mount Capitan Road. Main to Center,Aspen through Cedar, ValleyView to Long, and LongRoad.
Some of Capitan's EagleCreek money comes fromthe lease of Eagle Creek water rights by the Village ofRuidoso. The 25 year lease isfor $33.800 a year for 300acre feet of' water rights inthe Eagle Creek basin. Barela said he is negotiating withRuidoso to lease Capitan'sremaining 300 acre feet toRuidoso for $26.200 a yearfor a total of $60.000 possibleannual payments. Barelaproposed the village invest$30,000 of the ~ents in asafe five percent interestfund. The remaining $30.000

Earlier in the meeti ng,trustees approved transferring $58,817 in paymentsalready made by Ruidoso outof the village utility fund, toa rtew separate fund underthe General Fund. The$107.000 annual paymentdue late May and all payments made over the next I Dyears will be placed in thisnew fund. Questioned by theaudience why this was beingdone since some thought theEagle Creek settlementmoney was to be used forvillage water improvements.Mayor Nonnan Renfro -saidthe transfer was recommended by Rural UtilitiesSerVice CRUS) staffwho werereviewing the village's$800.000 RUS loan/grant application. Renfro said thiswould show that the Eagle
Ruidoso village council atits meeting April 25 adoptedan ordinance that amendsthe water Jneter section ofvillage codes to make it anoffense to cut off a water meter lock.
During the public hearingon the ordinance, staff saidthere is a need to include thelock cutting as an offensebecause customers who havehad their water shut off forlack of payntent will cut offthe lock and turn the waterback on.
The mnendInerJ. also designates water department personnel as code enforcementot1'icers and cross rererencesthe penalty portion of thevillage ordinances on watermeters.
