learning modules anytime, anywhere. This transformative shift has expanded SEI’s training focus, from traditional instructor-led learning to workplace-based learning that goes beyond the classroom. Indeed, the coming year will see SEI step up the pace of adoption of learning technologies to bring on another dimension in interactive learning. Once again, we wish to thank our partners in industry, academia and government. In the last 13 years, we have enjoyed much fruitful collaborations that have benefited the environmental learning scene in Singapore and helped catalyse environmental thought leadership. We are grateful for the trust that our partners have in us, and look forward to deepening our collaborations in fresh and exciting areas.

With Singapore’s economic transformation and ageing workforce, organisations are continuously refining their strategic foci to stay relevant and resilient in today’s dynamic operating environment. SEI is no exception as we help to build a future-ready NEA. Increasingly, with new entrants into the NEA workforce and structural operational changes, we need to ensure that officers are well-equipped, agile and adaptable to the challenges in engaging a better educated and demanding populace. SEI has kept in view NEA’s five strategic thrusts in FY2015 to support its mission critical role and vision in building a liveable and sustainable Singapore. We have concluded our benchmarking and business process re-engineering exercises to build a resource-effective organisation and have aligned our training foci, programmes and processes to support impactful changes, both at the operational and corporate levels. SEI has leveraged technologies such as e-learning, mobile app and gamification to redefine learning in NEA. We have fostered purposeful relationships with external stakeholders, both locally and internationally, to bring about deep synergies in environmental training and curricula development, so as to attain the best learning outcomes. This includes the formulation of a suite of technical and
environmental leadership programmes to nurture a pipeline of experts and leaders. We are glad that in FY2015, SEI put together 152 programmes for 4,220 in-house, industry and international participants amounting to 59,950 training man-hours. It would not have been possible to go it alone in achieving our past successes. We believe that no one organisation has the full knowledge and resources to address environmental learning gaps unilaterally. This is in line with the NEA-wide clarion call to deepen collaborations, both externally and internally (with other NEA departments). In FY2016, SEI’s pursuit of better training delivery outcomes will see us re-examine our underlying assumptions, explore fresh and alternative ways of doing things, and embrace the iterative process in our innovative initiatives. In fact, there has already been a paradigm shift in SEI’s training philosophy, from instructor-led training to self-directed learning. Complementing this shift is our introduction of learning technologies such as mobile and multimedia learning, to propel self-paced learning and learning-on-the-go. Using their mobile devices, NEA ground officers can soon equip themselves with environmental knowledge via interactive bite-size

SEI Key Roles
Advancing Knowledge in Environmental Sustainability
Singapore Environment Institute (SEI) is the training and knowledge division of the National Environment Agency (NEA). The institute distils and documents organisational and expert knowledge, as well as knowledge from other relevant sources, for transfer to the next
generation of officers. This is done through its technical and environmental leadership training programmes and knowledge sharing portal. In alignment with NEA’s strategy map for 2016 to 2018 as outlined on page 5, SEI has adopted varied learning approaches and technologies to spur the development and up-skilling of the local environmental industry’s manpower capabilities, thereby adding value to
Singapore’s environmental management capabilities. SEI’s public lectures feature renowned speakers who catalyse environmental thought leadership and foster communities of best practices. SEI’s collaborations with, and strong support from industry, academic and government organisations, are instrumental to its goal of ‘Advancing Knowledge in Environmental Sustainability’.

SEI plays a strategic role in building the capabilities of NEA officers to become future ready. We constantly keep abreast of our dynamic operating environment as we seek to transform learning within NEA through active engagement with our learning partners.
Paradigm Shift from Instructor-led Training to Self-Directed & Workplace-Based Learning
SEI scans for new andragogical approaches and best practices that will enable us to refine our learning foci, architecture, policies and schemes. This has seen us embarking on institutional benchmarking exercises where we had discussions, comparative sharing of training practices, as well as data and information exchanges with other public sector training academies.
Besides looking at institutional best practices at the local level, we also tapped on our network of international public sector agencies and partner organisations to inform our best practices adoptions. Such engagements have led SEI to effectively harness our capabilities in programme analytics, predictive training trending, demand planning, and training policy formulation.

Self-directed Learning Workplace-based Learning

One of the key transformative outcomes from the benchmarking exercises was a paradigm shift in SEI’s training approach, which has brought learning beyond the classroom environment. It is a departure from the traditional, structured instructor-led training towards a pragmatic, learning-at-the-workplace modality. Such a refreshing approach has been well-received by ground officers as knowledge and skills learning are brought closer to ground realities. This has in turn enabled a higher degree of situational and experiential learning to take place.
Together with the shift in focus towards workplace-based learning, SEI training programmes have taken on a new dimension. The adoption of various learning technologies have catalysed new learning modalities such as JIT (just-in-time) e-learning, gamification as well as case-based multimedia learning (see pages 11 to 13 for details). Indeed, the resultant learning outcomes have contributed towards the development of a more productive, effective and efficient NEA officer.

In FY2015, ‘NEAer to Paradise v2.0’ was deployed in SEI’s NEA Executive Training (NEXT) Programme. E-Learning for Abridged Version of SEI’s Foundation Programme
Mobile & E-Learning Technology Enablers
Moving forward, SEI intends to expand its technology adoption with the use of mobile technology, to bring an added dimension to e-learning. Accessible on NEA officers’ personal mobile devices, SEI will commence its e-learning initiative with two of its core Foundation Modules. E-learning technology incorporates narrations, videos and interactive quizzes to make learning fun. Its course management system ensures smooth trainer-learner interface, allowing progress tracking and content deployment to targeted individuals. E-learning will result in shorter classroom contact hours, thereby allowing officers more time on the ground. Classroom time will instead focus on role plays, discussions and e-learning recaps to up the ante in training delivery and learning quality.

Mobile App Enhances the PEEL Trail Experience
To enhance SEI’s out-of-the-classroom learning programme, we are developing a mobile app for our popular Programme for Environmental Experiential Learning (PEEL) Clean Land Trail. This programme advocates learning-on-the-go, taking participants to offshore Semakau Landfill, an incineration plant, and a facility using the pneumatic waste disposal system for behind-the-scenes site visits. The PEEL Trail mobile app will be chock full of bite-size information, enabling participants to find out more about the sites, their operations and general environmental management in Singapore. They will also get to try their hand at interactive in-app games and quizzes. SEI intends to expand the app’s content to cover all six PEEL Trails in the near future.

ENVISION Magazine: Exploring Humanity’s Environment
Produced biannually by SEI, ENVISION magazine is a collaborative effort that involves many NEA departments and external contributors who hail from both the public and private sectors. As NEA’s technical publication, ENVISION magazine showcases Singapore’s experience and perspectives in many aspects of environmental management. It explores regional and global environment perspectives, sharing practitioner insights from a variety of industry backgrounds. The magazine has a 15,000-strong readership comprising the top echelons of the government, as well as business leaders in Singapore’s environmental industries. Two issues were published in FY2015:
ENVISION Issue 9 – The Future of Food: Digesting the Complexity and Serving Up Solutions
The future of food is at risk, marked by uncertainty due to population growth, resource and land constraints, pollution, and climate change threats. Issue 9 covers global food trends, the fight against food waste, food-based business strategies, and hawker centre development in Singapore. In addition, the issue has articles on Semakau Landfill’s Phase II development, NTU’s cleantech dive, and opportunities for solar investing.
ENVISION Issue 10 – Better Tech Better technology can mean cleaner, greener solutions for our urban environment. Issue 10 charts many emergent technologies: redesigned modular mobile phones, ‘lizard’ energy independent vehicles, cleantech, noise pollution blocking gear, renewable energy tech like solar roadways, cutting-edge recycling, metal recovery plants, paper turned into absorbent material, and upcycling of oceanic plastic waste. Beyond technology, issue 10 explores some of its drivers including COP21 outcomes, government interest, and Asia-Pacific private sector investments. It also examines NEA’s high-tech tools to improve environmental outcomes and productivity.

Building a Collaborative & Resource-Effective Organisation
Successful Eco-OfficeRe-Certification
In December 2015, SEI had our second round of Eco-Office audit at our Kay Siang premises. We were re-certified with a high score of nearly 90%.Significantly, SEI has been able to reduce our monthly electricity consumption by more than 30% since moving into
the Kay Siang campus in FY2012. This improvement in energy conservation can be largely credited to staff commitment to NEA’s ‘8 Effective Habits, 10 per cent’ challenge, and staff internalisation of NEA’s W.I.S.E (Walk the Talk, Innovate for Sustainability, Share with the Community, and Embed Sustainability) principles.
Indeed, SEI remains committed to
improvements and innovations in sustainable practices to continuously reduce our resource consumption in line with being a resource-effective organisation. In this vein, SEI will be exploring infrastructural improvements in FY2016, such as replacing our current lighting installations with more energy-efficient LED lightings. This is expected to further reduce our consumption base-load.

SEI concluded our benchmarking and business process re-engineering exercises in FY2015, with one of the aims of building a resource-effective organisation, especially in environmental sustainability. SEI’s brand-new Training Management System has been instrumental in streamlining end-to-end operations, from performing course administration to predictive analytics.

At the operational level, SEI has been tracking our paper consumption on a monthly basis to assess opportunities for paper conservation. As most of our paper printing is done for course-related purposes such as training notes and evaluation forms, we have focused our efforts in these areas. For example, since August 2015, all course materials in our International and Milestone Programmes have been disseminated via soft copy or online downloads rather than in printed copies. The advent of e-learning in SEI’s in-house programmes will allow us to progressively reduce the need for hardcopy training notes. The e-learning initiative will start with two Foundation modules and will be extended to the remaining nine Foundation modules in due course.
Furthermore, SEI commissioned our new Training Management System (TMS) in January 2016. TMS has enabled eco-friendly online post-course evaluation, thereby doing away with paper-based evaluation forms. Given the above developments, SEI expects our paper printing volume to drop from existing levels in the coming years.

Nurturing a Pipeline of Experts and Leaders
LEAP: Grooming Middle Managers for Higher Office
SEI’s Leaders in Environmental Action Programme (LEAP) is NEA’s pinnacle leadership course. LEAP seeks to prepare a pipeline of dynamic and effective leaders to support NEA’s strategic initiatives and help the agency realise the vision set out in the Sustainable Singapore Blueprint. Aimed at grooming NEA’s middle managers for higher office, this 10-Day signature programme has been instrumental in developing our future leaders to handle expanded responsibilities and roles.
In FY2015, SEI added a new dimension
to LEAP’s curricula with trending topics and gamification. Participants picked the brains of renowned academics on trending topics like global sustainability, environmental economics, behavioural economics and the sharing economy to sharpen their policy design considerations. They honed their leadership skills in a SEI-designed policy simulation game called ‘Bukit Kampong’ by wearing the hats of different personas in empathetic stakeholder engagement. “What sets LEAP apart from other leadership development programmes is that it uniquely combines leadership insights with expert perspectives to address
Singapore’s environmental management challenges,” remarked Tan Han Kiat, Deputy Director of Operations Control.
Indeed, LEAP is a catalyst for excellence – one of its capstone projects on ‘The Waterway Problem’ went on to win a GovInsider Innovation Award for best use of data.

NEXT: Broadening the Skillsets of Promising Executives
The NEA Executive Training (NEXT) Programme seeks to establish a strong foundation for NEA’s leadership pipeline, developed for NX12 executives in service for between two to five years. This five-day programme helps promising young officers understand the rationale behind NEA’s policies and initiatives. They get to interact with senior management and HODs to gain insights into policy matters. Participants are guided to refresh, rethink and redesign their work processes, using process improvement tools such as PDCA (Plan–Do–Check–Act), LEAN and 5S. “NEXT has made me painfully aware that my knowledge is limited to ground operations and is definitely just the tip of the giant iceberg that is NEA,” commented Goh Min Ning, Executive of Vector Control and Sanitation Department.

Launch of New Course on USEPA Stack Emission Sampling Methods
SEI launched a new course on the United States Environmental Protection Agency (USEPA) Stack Emission Sampling Methods for NEA pollution control engineers and technical officers on 8 March 2016. The course gives participants a basic understanding of source sampling concepts and equips them with skills in testing, calculations and use of equipment to obtain particulate emission rates from stationary sources based on the USEPA methods.
At the end of the course, participants emerged with a firm grasp of the correct procedures to follow, the good practices to adopt, the things to look out for during source emission tests, as well as report preparation and submission procedures.
In FY2015, SEI enhanced NEXT’s andragogy with more dialogue and personal sharing, to help officers better relate ground operations to environmental leadership. A newly-introduced experiential learning component inspired participants with eye-opening visits to JTC’s Clean Tech Park I (Singapore’s first eco business park) and HDB’s Treelodge@Punggol (Singapore’s first eco-friendly public housing).
NEXT aims to produce future-ready officers, primed for leadership positions down the road. “Overall, NEXT has re-energised me. I have been motivated to improve small details and processes at work ever since returning from the programme,” said Toh Soon Yee, Executive (Department of Public Cleanliness).

Evidence and Investigation of Serious and Complex Environmental Offences
In collaboration with NEA’s Legal Department, SEI rolled out specialist training for NEA enforcement officers who conduct investigations into illegal dumping, food poisoning, hazardous substances and meat cheats.
The “Evidence and Investigation of Serious and Complex Environmental Offences” course deals with legal issues and evidential rules, as well as imparts skills in evidence gathering, interviewing and statement recording. In FY2015, SEI revamped the curricula with added contextualisation to aid learning.
Trainer Development & Engagement Framework
SEI devised the Trainer Development and Engagement Framework to support the professional development of NEA trainers as mediators of creativity and innovation. An integral part of the framework is to strengthen trainers’ capability with the in-house Train-the-Trainer (TTT) programme. Given its strong focus on facilitation skills, the TTT programme is a critical enabler to ensure the effective transfer of knowledge

SEI completed the periodic review of all 11 Foundation Modules covering subject areas such as environment protection, public health and weather services to incorporate the latest operational developments into the curricula. Leveraging learning technologies to bring training beyond the classroom, SEI will pilot blended learning in Foundation Modules 1 and 2.
Blended learning comprises a mobile e-learning module with bite-size content and interactivity, together with shorter classroom hours. This will optimise NEA’s manpower resources without undermining operational effectiveness and efficiency. Championing Technical Knowledge Distillation, Documentation & Dissemination
NEA’s portfolio has expanded to cover a wide range of environmental issues, alongside rising public expectations and worldwide standards. Growing a pipeline of experts and grooming environmental leaders are keys to effectively tackling the challenges that lie ahead. Central to this plan is the Key Domain Expertise (KDE) framework overseen by the KDE Committee (KDEC). Its mechanisms build staff technical competencies in NEA’s key operating domains of environmental protection, environmental public health and meteorological sciences.
KDE is not readily available outside
NEA as it typically requires long training and working experience to attain. The knowledge behind KDE has to be retained and transferred to the next generation of officers. SEI’s Technical Knowledge Retention (TKR) Programme facilitates knowledge retention with three initiatives:
• NEA Knowledge Documentation (NKD) distils and documents the organisational technical knowledge collectively residing within NEA
• Expert Knowledge Retention (EKR) identifies experts to capture their individual expertise through channels such as interviews

The Technical Knowledge Retention Programme won a Bronze NEA EXCEL Award at the Innovation and Learning Fiesta.
With phased implementations of initiatives since 2014, the TKR Programme was formally introduced to staff by CEO (NEA) at NEA’s Innovation and Learning Fiesta on 13 August 2015.
