Findingandgroomingtherightpeople-thishasbeenthefundamentalroleoftheSingaporePublicServiceCommission(PSC)sinceitsconstitutionin1951.Forovermorethan60years,thePSChasplayedacriticalroleinensuringthatpeoplewiththerightcapabilitiesandvaluesarebroughtintoserveaspublicofficers.
ThattherewillbeenoughsuchpeoplewantingtojointhePublicServiceisnotaforegoneconclusion.Thisis all the more so today, with young Singaporeanshavingmanymoreopportunitiesandcareeroptions. Thus, the PSC continues to work closely with itspartners toengageandattractoutstandingstudentsto the Public Service. By engaging with students,teachers and parents, we ensure that talent fromdiverse backgrounds know about the opportunitiesavailable to them through PSC scholarships andPublicServicecareers.
Theseeffortshavebroadenedourintake.Inthe2012scholarship cohort, 14 schools were represented.These included junior colleges, polytechnics,IntegratedProgramme(IP)schools,andinternationalschools. The Public Service will benefit from therichness of perspectives that these scholarshiprecipientscancollectivelybring.
Complementing our outreach and engagementeffortsareregularreviewsofourtalentmanagementpolicies.Thesereviewsensurethattalentfromdiversebackgroundscontinuetoberecognised.Forexample,we extended the President’s Scholarship selectionto include outstanding Statutory Board scholarshiprecipients. I am pleased to note that a MonetaryAuthority of Singapore (MAS) scholar was awardedthePresident’sScholarshipin2012.

Reaching out to talent from such diverse pathwaysrequires a selection system that is robust and reliable.This allows us to identify candidates with the rightcombinationofqualities andattributes.Given thehighacademic scores of our top students, a candidate’sintrinsic qualities, such as integrity, commitment andempathy,arewhatwill sethimorherapart fromotherapplicants.Ourclosepartnershipswiththeschoolshelpusidentifysuchoutstandingstudents.Wealsoregularlyreviewandenhanceourselectionmethodologiessothatthesystemstaysobjectiveandrobust.
Once selected, scholarship holders are exposed to aseriesofdevelopmentalopportunitiestopreparethemtoservethepublicwithempathyandefficiency.Theserangefromprojectswithpublic sector agencies tomilestoneprogrammesdone inpartnershipwith theCivilServiceCollege. In 2012, we refined the Preparatory Courseto allow scholarship holders to have more structuredinteractionswith public officers going about their day-to-daywork.Thisenabledscholarshipholders tohavea better understanding of the purpose and meaningofpublicservice.Anewcasestudysegmentwasalsointroduced for the scholarship holders to discuss andunderstandthepublic’sexpectationsofthem.
A strong Public Service also requires officerswith therightvalues.Whilethemajorityofpublicofficersconductthemselves honourably, therewill be somewho fail todo so. I am glad that the number of cases involvingmisconduct has been and continues to remain low. Inhandling these cases, thePSCensures that an officerfoundguiltyofanactofmisconductwillbedealtwithappropriatelywithoutfearorfavour,regardlessofrankorseniority.WewillcontinuetodischargethisrolesothattheintegrityofthePublicServiceisupheld.

Inconclusion,thePSChasevolvedandadaptedwelltomeetnewneedsandchallenges.ThisprocessofchangeandimprovementwillcontinuetoensurethatthePublicServiceremainsastrongandenduringinstitution.

*The following categories of officers do not fall under the PSC’s purview: Singapore Armed Forces personnel, officers in the Judicial and Legal Services, Police Officers below the rank of Inspector, and daily-rated employees.
With effect from 1 Jan 1995, the following personnel functions have beendevolvedtothePersonnelBoardsintheMinistries:

Confirmationandemplacementofofficersonthepermanentorpensionableestablishment;

Following the devolution, the PSC serves as the final appellate body toconsiderpromotionappealsagainstdecisionsoftheAppealsBoard.
ThePSCalsoretainstwokeynon-constitutionalroles:
Attract andgroom talent for theSingaporePublicService throughPSCscholarships, as well as coordinate the efforts of scholarship-awardingpublicsectoragencies;and
ConsiderthesuitabilityofStatutoryBoardChiefExecutiveOfficers(CEOs)forpromotiontoSuperscaleGrade7/GradeDandabove,andthesuitabilityof officerswith job gradesSuperscaleGrade 7/GradeD and above forappointmentasStatutoryBoardCEOs.
ThePublicServiceCommission(PSC)isconstitutedunderPartIXoftheConstitutionoftheRepublicofSingapore.TheConstitutionprovidesforthePSCtohaveaChairman,andatleastfivebutnotmorethan14otherMembers.Asat31December2012,thePSCcomprisedtheChairman,twoDeputyChairmenand10otherMembers.

PSC SCHOLARSHIPS 2012About pSc ScholArShipSPSC scholarships have been inplacesince1961.PSCscholarshipholders are funded to study atgood universities locally andoverseas, and will serve in thePublic Service after completingtheir studies. In this regard, PSCscholarshipsprovideopportunitiesfor outstanding young men andwomen to serve Singapore andSingaporeans throughacareer inthePublicService.
To ensure that PSC scholarshipholders are attuned to theopportunities and challengesfacedbythePublicServiceandtoprepare themtoserve thepublic,theyareplacedondevelopmentalprogrammes from the time theyareawardedthescholarship.TheirtraininganddevelopmentcontinueaftertheyjointhePublicService.
Selecting pSc ScholArShip holderSIn selectingcandidates forPSCscholarships, thePSCconsidersa rangeofinformation from different sources. These include the candidate’s character,commitmenttoservethePublicService,schoolreports,psychologistreports,Co-Curricular Activities, Community Involvement Programme (CIP) records,academicresultsandothernotableachievements.TheholisticassessmentofcandidatesservestodetermineiftheyareagoodfitforaPSCscholarshipandaPublicServicecareer.
In2012,thePSCawarded62PSCscholarshipsandfivePresident’sScholarships.

nurturing tAlentThePSC emphasises the training anddevelopment of scholarship holdersfrom the time they are awarded thescholarship. Milestone programmessuchasthePreparatoryCourseandthePSCScholars’Mid-CourseProgramme(PSMP) sensitise scholarship holdersto the evolving political and sociallandscapes in Singapore, createnetworkingopportunities,andinculcatein them thePublicService values andethos.Furthertraininganddevelopmentopportunities continue to be availableafterscholarshipholdersstartworkinginthePublicService.
Beyond milestone programmes,scholarshipholdersarealsoencouragedto source for other developmentalactivities. In 2012, PSC scholarshipholdersparticipatedinvariousexchangeandimmersionprogrammesindifferentcountriesliketheNetherlands,Estonia,Germany and South Korea. We alsosaw scholarship holders taking upinternship opportunities in SiliconValley, Russia, China and Singapore,andcontributingtocommunityserviceprojectsindifferentcountries.
preparatory course, 3 - 16 Jul 2012ThePreparatoryCoursepreparesnewly-awardedscholarshipholdersfortheirroleasambassadorsoftheSingaporePublicServiceandtheircareerin thePublicService.Thetwo-weekprogrammehelpsparticipantsgaininsights into the principles and challenges of public policy formulation, and provides opportunities for them to interact with fellow scholarshipholders.ParticipantsalsolearnabouttheirindividualleadershipstylesandexaminetheconductexpectedofPublicServicescholarshipholdersandpublicofficers.
In2012,65participantsattendedthePreparatoryCourse.ThePreparatoryCourse culminated in the PSC Scholarships Award Ceremony on 24Jul2012.TheGuest-of-HonourwasMrTeoCheeHean(DeputyPrimeMinister,CoordinatingMinisterforNationalSecurity,MinisterinchargeoftheCivilServiceandMinisterforHomeAffairs).

pSc Scholars’ Mid-course programme, May - Sep 2012The PSC Scholars Mid-Course Programme (PSMP) is organised forscholarshipholdersattheendoftheirsecondyearinuniversity.Itcomprisesthreemodules-theDevelopmentsinPublicPolicySeminar(DPPS),aMinistryAttachment and a Community Involvement module. Through interactionswithseniorpublicsectorleaders,communityleadersandSingaporeansfromdifferentbackgrounds, theprogrammeaimstoprovideparticipantswithabetterunderstandingofSingaporeandthePublicService.

national day rally dialogue Session, 29 Aug 2012
The National Day Rally (NDR)Dialogue session is organisedannually to engage scholarshipholdersonkeynationalissuesraisedinthePrimeMinister’sNDRSpeech.
The 2012 session was led by MrTan Chuan-Jin (Acting Minister forManpower and Senior Ministerof State for Ministry of NationalDevelopment),andattendedby120scholarshipholders.

In2012,engagementwithuniversitiesaroundtheworldremainedanintegralpart of the PSC’s work. Besideshosting several visits by universityofficersinSingapore,wealsovisiteduniversities like Harvard University,Stanford University, MassachusettsInstitute of Technology (MIT) andYale University. We also continuedto engage schools, parents andstudents through meetings,information sessions, scholarshipfairs and other platforms to informthem about opportunities in thePublicService.
Singapore Seminar, 27 oct 2012TheSingaporeSeminar is an annual conference to engage the overseasSingapore Public Service scholar community on key developments inSingaporeandthelargerissuesconfrontingthePublicService.
The 2012SingaporeSeminarwas held inSan Francisco.More than 200scholarship holders from 25 public sector agencies attended the one-day seminar themed “Evaluating Singapore’s International Position”. ThespeakerswereMrAshokMirpuri (Singapore’sAmbassador to theUnitedStates), Mr Joseph Liow (Associate Dean and Professor of Comparativeand InternationalStudies,S.RajaratnamSchoolof InternationalStudies),andMrKeith Tan (Director, ForeignEconomicPolicyDivision,Ministry ofTradeandIndustry).Toenablemorescholarshipholderstobeengagedinthediscussion,the2012SeminarwasalsostreamedlivetoanaudienceofPSCscholarshipholdersinLondon.
public Sector projectsPSCscholarshipholdersareencouragedtoidentifyandspearheadprojectsofrelevancetopublicsectoragencies.Theseprojectsprovideopportunitiesfor scholarship holders to work closely with public officers on issues ofconcerntothePublicService.Thisallowsthescholarshipholderstobetterinternalise theday-to-dayworkingsofPublicServiceand thevaluesandethosofpublicofficers.
In 2012, PSC scholarship holdersworked on projectswith agencies likeMCI,NLB,MHA/SCDF,MTI,MND,MFA,MCCYandMOE.
gap year programmeTheGap Year programme provides opportunities for scholarship holderson the Management Associates Programme to experience the concernsandchallengesfacedbyorganisationsoutsidethegovernmentbeforetheirdeploymenttoworkinMinistries.
In2012,onePSCscholarshipholderparticipatedinaGapYearProgrammewithHoweRobinsonandSJBerwin,whileanothertookpartinaGapYearProgrammewiththeSingaporePressHoldings.

PSC SCHOLARSHIP HOLDERS – PUBLIC ADMINISTRATIONThePSCawards“Open”scholarships tostudentstoallowthemtopursueavarietyofcareersinthePublicService.Recipientsofthe“Open”scholarshipsarenottiedtoa specificMinistry at the onset, andwillhave their specific deployments decidedaftertheirgraduation.Theyareofferedtheopportunity tostudyatgooduniversitieslocally andoverseas, andareeligible forsponsorshipforaMaster’sprogramme.
PSC “Open” scholarships include theOverseas Merit Scholarship (Open) orOMS (Open), Local-Overseas MeritScholarshiporL-OMS(Open),SingaporeGovernment Scholarship (Open) or SGS(Open),andthePSCMastersScholarship.RecipientsoftheOMS(Open)pursuetheirundergraduatecoursesoverseas.L-OMS(Open)holderspursuetheirundergraduatecourses at a local university and aregiven theoption topursue theirMaster’sprogramme in a good university in anycountry. SGS (Open) is at a scholarshiptier just a notch below theOMS/L-OMS(Open). SGS (Open) holders pursuetheir undergraduate courses at gooduniversities locally and overseas. ThePSCMasters Scholarship is awarded tooutstanding undergraduates in their finalyearofstudyortorecentgraduates.
In 2012, 22 students were awarded theOMS/L-OMS (Open) and 24 studentswereawardedtheSGS(Open).

PSC SCHOLARSHIP HOLDERS – PROFESSIONAL SERVICEThe PSC awards “Tied” scholarships to students with a clearinterest in a specific scheme of service in thePublic Service –ForeignService,LegalServiceorTeachingService.StudentswhoarekeentoserveinotherspecialisedareasinthePublicServicemay also be considered for the Overseas Merit Scholarship(Specialist) or OMS (Specialist). Recipients of the “Tied” or“Specialist” scholarships will return to serve in the respectiveagencies linked to their scholarships (e.g. Ministry of ForeignAffairs,SingaporeLegalServiceorMinistryofEducation).
In 2012, there were two recipients of the Overseas MeritScholarship (Foreign Service) or OMS (Foreign Service), fiverecipients of the OverseasMerit Scholarship (Legal Service) orOMS(LegalService),andfourrecipientsoftheOverseas/Local-OverseasMeritScholarship(Teaching)orOMS/L-OMS(Teaching).

AppointMent And proMotion of chief executive officerS of StAtutory boArdSThePSCconsiders thesuitabilityofcandidates forappointmentasChiefExecutiveOfficersofStatutoryBoards,wherethejobsareatanequivalentgradetoseniormanagementranksintheCivilService(i.e.SuperscaleGrade7/GradeDandabove).ThePSCalsoconsidersthesuitabilityoftheChiefExecutiveOfficersforpromotiontoSuperscaleGrade7/GradeDandabove.
In 2012, the PSC endorsed 11 officers recommended by the SpecialPersonnel Board for appointment as Chief Executive Officers, and oneChiefExecutiveOfficerrecommendedbytheSpecialPersonnelBoardforpromotiontoSuperscaleGrade7/GradeDandabove.
AppointMentS And proMotionSThe PSC is responsible forappointing/promoting candidatesto the Administrative Service. It isalso responsible for appointing/promoting officers to SuperscaleGrade 9 and above in theAuditingService, and to Superscale Grade 7/GradeDandabove in the restoftheCivilService.
In 2012, the PSC interviewed 25candidatesandfoundthemsuitablefor the Administrative Service. ThePSC also considered 23 officersfor promotion to SuperscaleGrade 7/Grade D and above, includingthosetotheAdministrativeService.Ofthese,22officerswerepromoted.
Inaddition, thePSCappointedoneofficer to Superscale Grade 9 andabove in the Auditing Service, andconsidered four officers and foundthree suitable for promotion toSuperscale Grade 9 and above intheAuditingService.

AppeAlSDuring the year, the PSC saw onefurther appeal for promotion underthePublicService(PersonnelBoardsand Appeals Board) Regulations.TheappealwasturneddownbythePSCaftercarefulconsideration.
diSciplineThePSCisvestedwiththedisciplinarycontrolofcivilservantsunderArticle110(1)oftheConstitutionoftheRepublicofSingapore.Civilservantswhoarefoundguiltyofanactofmisconductaredealtwithunderoneofthethreedisciplinaryprocedureslistedbelow:
a. The Public Service (Disciplinary Proceedings) Regulations (“theRegulations”),whichdealwithallegedactsofseriousmisconductbyallcivilservants,aswellasallegedactsofminormisconductbyseniorDivision1officers.
b. ThePublicServiceCommission(DelegationofDisciplinaryFunctions)Directions,wherethePSChasdelegatedtothePermanentSecretariesthedisciplineofofficersforminoroffences;and
c. TheDirectorPublicServiceCommission(PrisonOfficers)(DisciplinaryProceedings–DelegationofFunctions)Directions,wherethePSChasdelegated to the Director of Prisons the discipline of junior PrisonsOfficersforminoroffences.
Casesunderthelattertwocategoriesarecollectivelyknownasbeingunder“theDirections”.Thedisciplinaryprocessensuresthatofficersaretreatedfairly,regardlessofrankorseniority.
In 2012, 71 new disciplinary cases were reported to the PSC. Togetherwiththe46casesthatwerebrought forwardfromthepreviousyears, thePSCprocessedatotalof117cases in theyear.Of thesecases,71werecompleted,including23caseswhichwerecompletedundertheRegulationsand38caseswhichwerecompletedundertheDirections.Theremaining10caseswereclosedbeforedisciplinaryactionwasformallyinstitutedagainsttheofficers.
The threemain types ofmisconduct for cases completed in 2012 undertheRegulationswereImmoralBehaviour,IndebtednessandTheft/Robbery.Division1officerscomprisedclosetohalfoftheofficerswhosecaseswerecompletedundertheRegulationsin2012.Almostoneineverytwoofficersdisciplined under theRegulationswas dismissed from the service at theconclusionofdisciplinaryproceedings.
