Residents will have towait until the weather im-proves before a "translu-cent white residue" is re-moved from the train noisewalls along the rail tracksnear Dundas West GO Sta-tion, says Metrolinx.

The opaque substancewhich resembles ice frost-ing, appeared late last yearfollowing the most recentscrubbing of the noisewalls to remove graffititags, the responsibility ofMetrolinx which operatesthe UP Express rail service.

A spokesperson for theprovincial transit planningagency said there is no per-manent damage to thetransparent panels makingup the walls located ap-proximately north of Rus-kin Avenue, but they willrequire buffing and polish-ing to remove the lingeringstains.

"The damage isn’t per-manent, fortunately," said

Anne Marie Aikins in astatement last week. "Theetching and the remainingdiluted paint can be re-moved by mechanical buff-ing using a light polishingcompound, however, it canonly be performed in warmweather. It will be done inthe next few months oncethe warmer weather ar-rives."

Aikins said the residueis made up of left-over paintfrom tagging "and the re-sulting removal processdamaging the surface, aswell as diluted paint re-maining".

The situation repre-sents the latest black markin the eyes of residents liv-ing along the West TorontoRailpath against Metro-linx, which has yet to re-lease details about a long-term graffiti removal strat-egy for the noise walls,which have proven a fre-quent target of taggingsince they were completedback in 2015.

Junction Triangle RailCommittee who first alert-ed Metroland Media Toron-to to stains, said Metrolinxhas failed to live up to itscommitment to properlymaintain the noise walls,despite personal assuranc-es from the likes of CEOBruce McCuaig.

Putnam said recentemails sent to McCuaig in

the new year about thenoise wall cleaning have sofar gone unanswered de-spite past promises to ad-dress the issue.

"(Bruce) came out hereand personally assured us(the noise walls) would betaken care of," said Put-nam, a Junction resident. "Ithink the buck stops withhim, this is not a mid-man-

agement decision."Aikins said Metrolinx

currently spends $250,000on graffiti removalthroughout its network,which includes GO Transit,but was unable to disclosehow much is spent specifi-cally on maintaining theWest Toronto noise walls.She said offensive and rac-ist graffiti found on buses

and trains get top priority,forwarding an image of aheavily vandalized GOtrain compartment as anexample of what gets re-moved.

"Any graffiti on ourtrains and buses must beremoved before they canreturn to service," said Ai-kins.

But Davenport citycouncillor Ana Bailao saidthe agency must live up tothe commitment it madefor regular cleaning of thewalls.

"We were guaranteedthere would be a plan forgraffiti, but clearly it’s notworking," said Bailao onFriday. "Not even the clean-ing is working."

Bailao, who said she’sspoken with Metrolinx offi-cials numerous timesabout tagging, could onlylaugh when asked if she ex-pects a long-term solutionto emerge.

"What we were prom-ised hasn’t come to frui-tion," she said.

The initiative aims toprovide Canadians with adeeper understanding ofCanadian issues, andhopes to inspire the publicto make a difference intheir communities andacross the country, WEsaid in a news release.

The program is alsoproviding schools acrossCanada with a service-learning program that of-fers curriculum to teach-ers and students with re-sources and activities tolearn more about Canada,the release added.

"We’re asking schools,individual schools, in es-sence to replicate what wejust did (youth rally),"Kielburger said. "We’reasking every student to

take their pledge, taketheir action and celebratethat."

Kielburger added $10will be donated to supportWE’s local and global pro-

grams with every pledgethat is made.

The school component

will focus on four themes:youth empowerment, theenvironment, reconcilia-tion and diversity and in-clusion. Kielburger esti-mates 4,000 schools havesigned up to be a part ofWE are Canada.

"We created 100 lessonplans, in English and inFrench, that teach fromsocial studies, art, history,geography, to world af-fairs, and all of thesecourses infuse a lessonand an action required tobetter the country," hesaid. "We also include ac-tions students can take to-day."

Oleksiak is the ambas-sador for WE are Canadaproject, and said she is ex-cited to be able to help in-spire people.

"My pledge would be tostill inspire kids to betterthemselves and betterCanada as a whole," sheadded.

Rail carriers are working under a shroud of secrecy, put-ting Ontarians at risk every day.

Information regarding what hazardous materials areshipped through our communities remains elusive. At anygiven moment, emergency responders and local governmentshave no idea what, exactly, is being transported through mu-nicipalities across the province. Yet they are the ones taskedwith keeping the populace safe in the event of a disaster.

The continued secrecy is putting the public at unneces-sary risk and it is not a theoretical risk. The danger is veryreal.

In 2015, 144 rail-related accidents occurred involving dan-gerous goods in Canada. The five-year-average is 140.

One need only look to the disaster at Lac-Megantic to seehow very real and devastating such disasters can be. Whenthe unattended freight train derailed, it left 47 people deadand half of the community’s downtown destroyed.

That train had previously passed through the denselypopulated GTA.

The disaster prompted renewed calls from municipalitiesand the province for increased transparency on the shipmentof dangerous goods.

There have since been improvements to information-sharing, but has it gone far enough?

Emergency responders in municipalities have access tohistoric data of what has come through their community.From that they can undertake disaster planning.

The burden - and cost - of preparing for these potentialdisasters falls squarely on the shoulders of municipalities.Not only must our towns and cities prepare without knowingwhen, how often and what materials companies are trans-porting, they must also find a way to pay for managing thedangers these private rail carriers pose.

For security reasons, real-time information is not avail-able. And what information is shared with select municipalofficials is not intended to be shared with the public. No onewants to tip off a potential terrorist about the exact location ofspecific chemicals. And the rail carriers don’t want to panicthe public.

Not only are emergency responders faced with a lack ofinformation, the public remains largely in the dark aboutwhat dangerous goods are rolling through their communities.This culture of secrecy does not allow residents to make in-formed decisions or adequately prepare for possible disasterscenarios.

More information is needed. The public needs to havegeneral data regarding what is regularly transported throughtheir backyards. Municipalities need more up-to-date in-formation about what dangers their first responders mighthave to battle. And those first responders need adequatefunding to defend against the worst case scenarios.

Rail lines are an important part of this country’s economy,but the dangers they pose need to be better managed. Itshouldn’t take another Lac-Megantic to bring about thesemuch-needed reforms.

What’s happening inThorncliffe Park is what’shappening in Toronto’s otherhighrise neighbourhoods,only more so.

Its problems can’t besolved, only patched.

The elevators grind, fail,sit waiting for repair. Bugscrawl. Kitchen cabinets fallapart.

Thorncliffe’s aging: 43apartment buildings in ahorseshoe of land on the DonRiver. They were built longago, like St. James Town, Fle-mingdon Park, and Scarbor-ough’s Markham Road high-rises, when Toronto apart-ment towers rose at the ratecondos are popping up today.

Thorncliffe’s overcrowd-ed: grandparents and cousinsare shoehorned in. Familiesrent rooms in other people’sapartments. Designed for12,000 residents, the neigh-bourhood has 30,000, possibly

45,000.Ontario Premier Kath-

leen Wynne, the area’s MPP,pronounced the overcrowd-ing unsolvable, exceptthrough "community conver-sation," last week whenThorncliffe tenants and land-lords met.

"We don’t even know ex-actly how many people are inthese communities," she said.

So much of Toronto liveslike this, and will continuebecause, while the gap be-

tween renters and homeownership widens, few apart-ment towers are built.

Daryl Chong of the Great-er Toronto Apartment Asso-ciation told Thorncliffe ten-ants most of them are inThorncliffe "because wehaven’t built any new (apart-ment) buildings in 40 years."

"If you had more choice,you would vote with yourfeet."

Apartments pay threetimes the property taxeshouses do, Chong and politi-cal representatives added, sopeople in the city’s poorest ar-eas are subsidizing Rosedale.

"One of the reasons it’s along road (to changing that)is that homeowners vote,"said Jon Burnside, Thorn-cliffe’s councillor.

Landlords want propertytax breaks, or big cuts in de-velopment charges beforethey build apartments.

Tenants who live inThorncliffe, or anywherethere are roaches or the hotwater cuts out when peopleare showering, can mostlylook forward to more of thesame.

But they’re tired of land-lords being awarded renthikes above inflation whilerenters get no raises at work,work orders that see monthsgo by without results, and atenant board seeminglyweighted toward landlords.

If they’re lucky, they’ll gettougher city enforcement –thanks to a new landlord by-law – and rebuilt elevatorsthat beep angrily when over-crowded, until enough peoplestep off.

Toronto’s bureaucracycould see a cut of 10 per centto its management ranks,and the city’s Auditor Gen-eral office will see a $1 mil-lion boost to root out waste,under a going-forwardplan announced by Toron-to’s budget committeechair Gary Crawford Jan.23.

"This is continuing the

work that’s already beenhappening," said Crawfordin a Jan. 23 interview. "Thisyear we’ve already saved$170 million through attri-tion and modernizationand we’re asking the citymanager to come back witha report on a way to look atreducing management by10 per cent."

Crawford made the an-nouncement as his com-mittee prepares to finalizeits recommendations on

Toronto’s 2017 operatingand capital budgets, beforethe executive committeeand Toronto Council dealwith it over the nextmonth.

Through that budget,Toronto departments wereasked to look at 2.6 per centcuts to help deal with abudget gap of more than$700 million.

The new plans arelooking forward, to 2018and beyond. At this point,

Crawford said that councilis looking at a gap of $400million. The instruction tolook at a 10 per cent man-agement cut - mostly mid-dle management - is oneway that he hopes to dealwith that.

"Good work’s been donebut more has to happen,"he said.

As well, he said that thecity will be looking atstrengthening the AuditorGeneral’s office - an inde-

pendent oversight officethat investigates city prac-tises to look for ways to bemore efficient and effec-tive. The boost would see $1million added to the budgetover three years.

"Hopefully that millionwill bring back tens of mil-lions of dollars in savings,"said Crawford.

Mayor John Tory, trav-elling out of country,weighed in with his sup-port of the plan. "We need

to look every day for oppor-tunities to modernize citygovernment so we can useavailable funds on the ser-vices and projects that re-ally count," said Tory in anews release. "That’s whatthe accountability and af-fordability plan put for-ward by the budget com-mittee is really all about.Making sure we streamlinemanagement and servicedelivery in every way pos-sible ."

The library was sched-uled to close in November,but after delays, the li-brary will close at the endof the month for approxi-mately four months of ren-ovations, Parkdale-HighPark Councillor SarahDoucette said in her news-

She added in her news-letter the city’s proposed10-year capital plan hasfunds available to conducta study of the proposal andhelp to construct some ofthe elements included inthe plan. The idea for theGreen Line originated outof a design competition cre-ated by Helena Grdadolnikof Workshop Architecturein 2012.

She previously told Met-roland Media Toronto shewanted to get the commu-nity at large excited aboutthe prospect of linking thescattered green spaces inthe area.

Environmental protec-tion was top of Sharon Lo-vett’s mind when she vol-unteered for the High ParkStewards group in 2000.

"I was always interestedin ecology and environ-mental issues, and I spentquite a long time not reallydoing much about it," shetold The Bloor West Villag-er. "I was going back to myroots (when joining theStewards) of things that Iwas interested in for anumber of years, but didn’tdo much about."

The High Park Stewardshave been working with theCity of Toronto since 1996to protect and restore theremaining native areas ofthe park, including largeareas of savannah withblack oak trees and more,the group said on its web-site.

During the spring, sum-mer and fall, the groupplants and collects seeds,and removes invasive spe-cies from the park.

According to the Stew-ards’ website, the invasiveplants currently threaten-ing the park include garlicmustard, tall sweet whiteclover, oriental bitter-sweet, Himalayan balsamand European buckthorn.

"There’s very little of itleft (High Park’s habitats),"Lovett said. "It’s importantto protect those."

On Sunday, Jan. 22, thegroup celebrated its 20thbirthday with a party atHoward Park Tennis Club,where dozens of city staffand current and formervolunteers discussed thegroup’s work over theyears. Parkdale residentBill Montague, 60, told TheVillager he joined the Stew-ards five years ago becausehe wanted to find a "posi-

tive way to get involved inthe community."

"It’s something I careabout, which is ecologicalrestoration," he said. "It’sbeen a really wonderful ex-perience."

He added he enjoysworking with other volun-teers who share similar in-terests, like native plants.

"The people are reallyinteresting and they’re re-ally giving a lot of their ownfree time - they’re there be-cause it matters to them.They’re not there becausethey have to be," he said.

Lovett said the Stewardshave had over 11,000 partic-ipants working over 30,000hours throughout its histo-ry.

"The fact that we’vebeen able to do this for solong and we keep gettingpeople who want to partici-pate, it’s really rewarding,"she said. "I’m glad thatwe’re still here."

The long-awaited BloorWest Village Avenue Studyis underway.

The study will assessland uses, transportation,servicing infrastructure,community services, facil-ities, built form characterand redevelopment poten-tial for Bloor Street Westbetween Keele Street andthe Humber River, the citysaid on its website.

A consulting team hasbeen formed and is led bylandscape architectsDTAH and includes R.E.Millward + Associates Ltd.,WSP | MMM Group Limit-

ed, Swerhun, Taylor HazellArchitects and J.C. Wil-liams Group.

"They will be doing allthe background work andlooking at the current situ-ation," said Greg Byrne, asenior planner with Toron-to and co-lead for the pro-ject. "We will be holding

community consultationmeetings to discuss sort ofthe important features ofthat street."

The study will evaluateexisting conditions, devel-op a vision for the study ar-ea and establish recom-mendations for future de-velopment and infrastruc-

ture improvements, a poston the city’s website added.

Byrne added that thecity is hoping to have thestudy complete by the endof the year.

"We’ve been wantingthis for quite a long time,"said Jamie Isbister, chair ofthe Bloor West Village Res-

idents Association. "It’s fi-nally happening."

On July 8, 2014, citycouncil approved a motionto request the chief plan-ner and executive directorof city planning review thearea.

The study has fourphases, and is currently in

phase one: existing condi-tions assessment.

Isbister told The BloorWest Villager the results ofthe study will help "pre-serve and enhance thecharacter" of the area.

"Any new buildingscoming should sort of rec-ognize that there’s a char-acter to the village, and tryto fit it rather than be total-ly different," he said. "Werecognize that develop-ment is going to happen,but we just want the bestpossible (outcome) to actu-ally happen."

The first communityconsultation meeting andpublic open house will beheld from 6:30 p.m. to 9:30p.m. on Monday, Feb. 27, inthe gymnasium at St. PiusX Catholic School, which islocated at 71 Jane St.

The city has also creat-ed a website where thestudy’s progress can bemonitored.
