Review and approve April 22, 2019 meeting minutes (Emily)

Last meeting minutes were reviewed and accepted with one correction regarding the FSW referral form being updated to “add SOP language”.

CFT meeting updates (Sarah)

Sara provided Child Family Team Meeting (CFTM) updates:

Noted CANS is rolling out more slowly than CFTMs – we have 5 clinicians who are completing CANS in pilot stage – 10 court cases each. We need to align CANS with release of authorization prior to giving out copies. Training is being conducted with Court Services program.

Reviewed Permanency CFTM handouts o Data summary tables:

As of July 2019 we crossed the threshold of 500 meetings

With extra scheduler are now scheduling CFTMs within week referral submitted

o Length of CFTMs: 97 minutes (1 hr. 37 mins.) was the average

for June 2019 o Meeting End Time:

In June 2019, 5 meetings ended after 5:00 p.m. – those meetings are being tracked and have decreased since January 2019

From January 2019 through June 2017, 63% of meetings were held in the afternoon versus 37% in the morning.

Mary Tarro provided SOP coaching to CFTM facilitators regarding Harm and Danger statements

Moving forward the Northern Regional Training Academy will be providing CFTM training to social workers, which will

better align with SOP as they are the same trainers

Two day CFTM training was held with the Court on June 27 and 28, 2019. Same training will be held with County Counsel Association of California Conference on November 7 and 8, 2019.

Sarah clarified that data for CFTMs by behavioral health are collected through Avatar, which is a different system than that the one CPS is using to collect data for Uplift CFTMs.

It was noted that CFTM outcome data would be helpful for measure P4. It was questioned whether Tara Zielenski was providing Prevention Child Family Team Meeting (PCFTM) data for S2 workgroup – Charlene will follow up

CFTM policy and procedure is in draft form. Currently, the confidentiality section is being worked on and writers will continue to incorporate/update information.

There was a request for CSEC advocates to receive CFTM training – Sarah will follow up

P4 quantitative study of 2015 cohort recap (Edward) continued

9.1% Latino) o None of the reentries by time in care (0 to 30 days –

17.6%, 1 to 6 months – 13.4%, or 6 months to 1 year – 10.7%) met the national standard (8.3% or lower)

Noted that short stayers of 0-30 days (17.6%) had the highest percentage of reentries

o Informal Supervision (IS) had highest numbers of reentries (22 out of 75 children – 29.3%)

Noted we may want to focus on IS because they are the program with the highest reentries

Permanency Program Regions varied in reentry rates: o North region was the highest (14.7%); however, they

tend to have the highest number of cases o Separately, Central (8.3%) and East (8.0%) regions

both performed better than the state (10.4%), and also met the national standard (8.3%)

o South region (11.0%) was close to the state’s performance (10.4%)

o East region had the least reentries (9 out of 112 children)

How can we balance or make recommendations when they may not be as relevant today?

Caseloads were higher in 2015 than they are now

Even current data, if possible, is difficult to assign causality because our families are so dynamic and there is so much to look at – uniqueness of every individual family member and their circumstances

Also, if could look 3 years later, numbers could be great but we would not really know if it was because of CFTMs.

The numbers only help us look and be intentional about our work

survey and end survey, it can still be difficult to obtain structured feedback; however, we know that CFTMs and the Cultural Broker’s program are best practice and make a difference.

o IS program continually focuses on continuous quality improvement (CQI)

From a partner perspective, maybe IS can do something differently

Other counties that are performing well may be serving less children or do not have IS or Protective Emergency Placement Services (PEPS – voluntary placement of children by their parents/guardian into out of home foster care for up to 28 days)

Now that we know ER/IS have skewed numbers when compared to Permanency it would be good to take a look at ER&IS more closely – Karen will take back to her program and look further

More B&B representation would be helpful in CFTMs – encourage social workers to invite

domestic violence (DV) with some mental health (MH) components

o Discussed that DV survivors: Often are forced to use drugs as part of

abuse They are already overstressed Usually have no support system Often “checked out” Overall health of individual survivor needs to

be taken into consideration Often given too many tasks to complete Frequently have no training on how to parent

(i.e., perceive their children like a new puppy, believing that merely providing a home and food is sufficient)

Need support similar to Cultural Broker’s program

Would benefit from intensive supportive services similar to AOD services that have Drug Court, Specialized Treatment and

angry and feel re-victimized when CPS is involved, how can we minimize further negative impact on the individual?

That is what the Cultural Broker Program does – would be good to have same support/intervention with DV families

Also need to wrap and link because of prevalence of MH issues

DV survivors may have “no clue” how to parent – need added support

There is value in having partners help with incremental steps across our system

We struggle with assessing DV – each person needs to be assessed individually
