Safety adviser for the transport of dangerous goods

ADR is an European agreement on road transport of dangerous goods. ADR contains special provisions for

road traffic on packaging, cargo safety and hazardous goods marking.

The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) shall be legally established requirements: Safety - incumbent: the sender (1.4.2.1), the carrier (1.4.2.2), address (1.4.2.3), the magazine of packages

(1.4.3.1), packer (1.4.3.2), charger tanks (1.4. 3.3), the operator of a tank-container or a portable tank (1.4.3.4) and unloader (1.4.3.7);

security - under the responsibility of everyone involved (see Chapter 1.10 of ADR).

Thus, for companies that load, consigning, trans-porting or unloading of dangerous goods it is one of the important obligations to appoint at least one safety adviser for the transport of dangerous goods to ensure the safety conditions for the transport of dangerous goods.

The three main activities of safety advisers shall be: Monitoring the compliance of regulations on

transport of dangerous goods; To advise the company for operations on

transport of dangerous goods; Draw up an annual report and management's ex-

amination body that issued the certificate on the transport of dangerous goods activities. The report will be submitted in both paper and electronic format, it will keep for a period of 5 years.

The Safety Advisor is responsible for: Monitoring and coordination of the procedures that must be met and of the safety requirements; Investigate and, where appropriate, preparing reports on accidents, incidents or serious infringements

recorded during the transport, loading, unloading (information on declaring events and model report are available from the ADR section 1.8.5);

Advising on the potential negative aspects in terms of safety; Answers for the existence cap.1.10.3.2 security plan according to the RID / ADR and monitor its imple-

mentation. In the context of ADR safety 'means the complex of preventive actions and measures to be taken to minimize the risk of theft and / or malicious use of those dangerous goods that may endanger

the safety of persons, property and / or the environment;

Applying verification methods to ensure the existence of documents and compli-ance of such documents and equipment with the regulations in force; The fact that employees are adequately trained and that their preparation is written in their record.

Safety adviser must hold a vocational train-ing certificate obtained after completing a training course and passing the exams cor-responding to one of the following speciali-

zations: Explosives - Class 1; Gases - class 2; Radioactive material - Class 7; Liquids and solids - classes 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9; Liquid fuels - Nr. UN 1202, 1203, 1223, 3475 and aviation fuel classified as

Nr. UN 1268 or 1863.

According to ADR, classes of dangerous goods are:

Class 1: Explosive substances and articles

Class 2: gas

Class 3: Flammable liquids

Class 4.1: Flammable solids, self-reactive substances and explosives, solid desensitized

Class 4.2: substances which spontaneously ignite

Class 4.3: substances which on contact with water emit flammable gases

Class 5.1: oxidizing substanc-es

Class 5.2: Organic peroxides

Class 6.1: toxic substances

The driver will have to have in the car following documents: Official report of the handover for the vehicle and trailer; The receipt by the employee; Transport license with annual visa; Annual visa execution license; Driver ID card; registration certificate ; The periodic technical verification; tacho-graph and speed limiter checked ; vignettes fee; Certified noise and chemi-cal pollution; CDW; Green card insurance; Casco insurance; External CMR insurance; medical insurance ; Official documents for the use of a tug and the special vehicle; passport; driver's license ;

Road documents: 1. External authorization; 2. TIR carnet; 3. waybill CMR; 4. External roadmap; 5. tachograph charts; 6. External settlement sheet; 7. invoices; 8. EUR1 - original certificate; 9. foreign customs declaration, the customs exit stamped by customs.

European Norm EN 166, regulates and classifies specific protection and strength classes to be fulfilled by the gog-

gles.

Under this legislation there are several types of goggles, optical class divide,

strength, light and radiation protection. I will make a brief and concise clas-

sification of what interests us.

General aspects:

- any pair of goggles EN166 approved markings on both frames and lenses -

can mark the frame or lens only when the two components are integral

- Without these markings it means that these are not approved

- the marking is mandatory; If the resistance is less than the frame lens (or

vice versa) the glasses will be marked with the lowest level of protection

Degrees of protection:

A. The hardness and radiation protection and light - used codes shall be 2;

3 ; 5; combination with 1.2; 1.7, 2 (ex.2-1.2; 3-1.7; 5-2). The subject is irrele-

vant in this context, but interesting information is the ability to look at an

total solar eclipse with ease with the help of glasses of class 5-2.

B. The mechanical strength and impact protection class (optical class 1)

- without marking (ex. 2-1.2 EN 1661) without specifying its minimum resistance

- without marking (ex. 2-1.2 EN 1661) without specifying its minimum resistance

- with marking F (ex. EN1661F 2-1.2) with a body impact resistance that develops a maximum impact power of 4

joules

- with mark B (ex. EN1661B 2-1.2) with a body impact resistance developing an impact energy of max. 7 Joules

- with marking A (ex. EN1661A 2-1.2) with a body impact resistance developing an impact energy of max. 10 joules

- additionally the marking T may occur (ex. EN1661FT 2-1.2), it applies only to classes F, B and A and it represents an

impact resistant incandescent material - Flexi cutting, welding, etc.

A.Participation in the meeting of National Partners in the European Campaign 2014-2015 "Stress Management for Healthy Workplaces"

As a partner of Romania Focal Point of the European Agency for Safety and Health at Work, we attended the meeting national partners. It was a moment that brought together the Ministry of Labour, Labour Inspectorate, employers and professional associations, trade unions and OSHA Europe through Ms Paola Piccarolo.

We discussed the OSHA Strategic EUROPA, including: strengthening national strategies on the field, simplifying legislation, better enforcement and compliance with national and European requirements, occupational diseases, improving the collection of statistical data and specific international coordination.

There were also presented the results of the campaigns and projects its derivatives.

B. Seminars within companies - continuation of the European Campaign 2014-2015 "Stress Management for Healthy Workplaces"

SIRDAN company along with occupational physicians develop a series of seminars at the companies interested in our services. The length of a seminar is 2 hours and does not involve costs for the companies. The themes presented: "The consequences of stress on the body", "Effects of psychosocial risks in individual and organizational plan," "Examples of methods of stress management both at individual and organizational"

C. IRIDIS Association

In March 2015 I co-founded the humanitarian association IRIDIS through various activities which were aimed to facilitate access to education, to assist disadvantaged children and young people with dysfunctional families or victims of domestic violence and / or human trafficking as well as other vulnerable groups.

Because we are at the beginning and funds are limited, we will start with setting up a center in the city of Orşova assistance for children from low-income families. For now we want to organize along with volunteers weekly activities, teaching children foreign languages, mathematics, Romanian, painting and modeling activities.

So we invite you to contact us if you have an old PC, but functional which you don't need, that children can learn or a printer, tables, chairs, cupboards, anything we can help equip the Support Center or other material that would help our activities.

In past issues we talked about affective-motivational disorders in children, as a result of inadequate educational environment. Now we will discuss behavioral disorders and contagion effects are longitudinal, throughout life, from child to the adult who will become.

Thus:

1. Low adaptability to the social environment

Integrating in the social environment occurs when the child gains a sense of belonging and full participation in the community when the integration extends beyond school micro group. It is important to the child's personality, that he is included in all com-mon activities of the school life, in both the learning and the games of the recreation time. Thus, the child builds relationships, interacts with group members. By adult-hood, the child relates within a few reference groups: family, school and group of friends. They need affection and security, appreciation and positive reinforcement, self-confidence, responsibility and independence.

We face intelligent children who have unintelligent conduits, unsuitable to the environment they are in, they're disinterested in school, they have always directed attention to other concerns than specific to his colleagues which he disturbs and seeks to draw them to his side, to control them, hypersensitive to comments and characterized by negativity. These children are very suggestive, susceptible to negative influences. Among them, there are bound to be future adults capable of deviant behavior. But while there are children timid, timorous even, for which the school, outside world, that consider them a constant source of anxiety. It's about over-protected children, marked by a lack of safety, with a low or inexistent self-esteem. In fact the value of this image is linked to valuing personality. A good adjective given by parent can have different connotations in most cases refers to the one that provides for the child the one which grants increased permissiveness. Or, there are adults who, in pursuit of the fulfillment of pro-fessional or marital status, forget their child, who gets to feel neglected, present negative manifestations, mood disorder, maladjustment and even frequent aberrant behavior.

2. Behavioral disorders

Behavioral disorders can occur as a symptom of mental illness (schizophrenia, mental retardation) or neuropsy-chiatric (epilepsy, brain tumors, head trauma) or as a personality anomaly syndrome. But we are interested in sit-uations where behavioral disturbances may be the manner of expression of reactive states and accidental reac-tions or negative behavioral habits. The main cause in the genesis of these disorders is the educational factor. Mostly imaginative thinking, permanent willingness to novelty and variety, are immature and always find them in their development stages involved in late childhood or adolescence, many set their goals without carrying out even one of them. They are characterized by indifference to the consequences of their actions, the rewards are meaningless as well or whether they are sanctioned or not it doesn't matter as they lack the efficiency.

There are children with high levels of suggestibility, which can easily fall under the influence of deviant groups. Such behavior makes it difficult for smooth integration, not only in the family but also in society. (Sillamy, N., 1996, p. 331-332)

2.1. Running away from home: When the family environment is disorganized and tense, with ongoing conflicts, the child perceives a hostile environment from which he must run. Running away becomes abnormal when it keeps repeating or when childs' actions on that period are wrong. By repeating the act, the child exhibit avoidance behavior difficulties or protest against intrafamily situation. Or it may be a fear of a reaction to a too severe parent, usually the father. In most cases, parents are surprised by the behavior of the child, and can not perform their part of the blame, sometimes even convinced that severe punishment is the only solution. Why did he run away? We ensured all his conditions. He has his own room, we did not have these opportunities. / We have no time to deal with him (the baby), my husband is working until evening, and I work overtime. These aresome parents' wonders. Specific to parents that are too busy to listen to their children or parents that consider their conduit flawless. There is a category of parents who tune their educational model, in this case child oscillates between two different models of education and is traumatized and stressed by the family atmosphere.

2.2. Vagrancy: Vagrancy is child's absence for an extended period from home, him, wandering from one envi-ronment to another, hoping to find one that'll feel right. Many of these children are involved in theft, burglary, tres-passing. They do not hang on much, returning in the family, regardless of the atmosphere because it offers a pseudo-security, or wandering in groups, because the group also feels secure. I watched a show about street children. When asked what they would like, they said that would be enough for someone to give them building materials. The joy on their faces when they talk about what they do, how they build, how they'll care for it alone , future plans to resume school where they interrupted it, made me wonder where the parents' fault end and where society's be-gins . Why society, ultimately doesn't question adult education? Or how can we, frown ups, to learn and to find love?

2. 3. Theft: For us it is of importance whether the perpetrator of the theft is aware of what he's done or not, if he is able to distinguish between personal item and anothers' . Theft is of two kinds: the theft of necessity, imitation response, perpetrated in order to assert its own, or as an act of revenge etc. It is a consequence of lack of parental supervision or superficial oversight . If the parents find out about such a deed , they consider the application of a correction or a verbal reprimand sufficiently tangible. Many parents limit their obligations to only child feeding, clothing and a place to sleep.

2.4. Lying: Lying is a distortion of the truth, or a conduit of fleeing in face of the harsh family reality. The causes are multiple, from the negative example that you give the child's parents: unfulfilled promises. Another cause can be shown leniency or severity of parents: pampering, excessive indulgence, lack of supervision, exaggerated punishment, unreasonable restrictions or lack of affection. Sometimes the lack of unity between the spouses put the baby in a position to lie to please everyone.The lie can be an act of mimicking adult behavior which he uses in various situations of life for it's advantageous. (Vintila, Mona, 1996, p.32).

Respect for truth is , perhaps, the most difficult to pass to someone. Although most parents agree that hon-esty and respect for the truth are important qualities in reality no one is entirely honest. Many of the stories we tell children that we consider harmless, about Santa Claus, or Boogie man, often we considered normal to lie about his age to get our children a free train travel. It is extremely complex to decide how, when and to what extent honesty is important. If adults are sometimes difficult to discern when it is best to tell the whole truth and when it is better to hide it, for the child everything is a blur. They must be taught that being honest and telling the truth are two different aspects of the same thing..

About dedication

Lately, because I missed a certain kind of involvement I decided to participate in the

establishment of the association IRIDIS. Since then I have noticed or, more correctly,

I perceived three categories of people with whom I related . The first category con-

sists of those who, while I was talking with effervescence, physically away from me,

they fell back and looked at me with detachment, even with indulgence kind of like I

was from a different timeline. Polite, true, continued to look through me. I stopped

suddenly and change the subject of the story because it was too dominant a feeling

that I was alone in the conversation.

Another group was composed of those present, who were standing straight in front

of me. Their attention, and suspicions were clear. They appeared they couldn't fol-

low the idea: "What's the advantage? What wins? "And then I felt slightly ridiculous

in my attempt to talk about the joy of giving. And lest I feel ridiculous trying to make something with more palpa-

ble benefits. But unfortunately, artificiality strengthens my emotions.

And there was last category, people whose eyes sparkled and began to shake. "May I come as well?" "Count on my

help" or "We can do this ... and this ..." A surprise came from the veterinary that I treated my cat. While she was

injecting it, she asked me how was I doing. And of course I told her with joy that, after 3 months I managed to

"defeat" the reservation system and get the name for the association. She stopped and stared at me and said,

"When you commence the program I'll come and help." Simple. Real. And I didn't feel ridiculous.

It is hard to cure ourselves of the idea of "I have the right to ..." and understand the hard way its' refraction: "I am

obliged ...". I think the latter leads us towards involvement and action, istead, the former puts us in a position of

waiting ... We expect to receive what we deserve. How could we otherwise ?! Because it is easier to wait than to

get involved.

But given how I felt when the first beneficiary of an association in which I was volunteering and which offered as-

sistance the victims of domestic violence, called me after 5 years and told me: " Every day I thanked God I met

you" .

Because there are countless and immeasurable joys through involvement, those can't possibly compare with the

joys of waiting.
