EXECUTIVE SUMMARY
Environmental Consulting, Inc. prepared this site characterization report addendum No. 1 for theproperty known as the Stainless, Inc. property located at 219 South Ninth Street in the Borough ofPerkasie, Bucks County, Pennsylvania, referenced hereinafter as the subject property. This sitecharacterization report addendum No. 1 documents the additional groundwater investigation activitiesthat were completed on the subject property. The objective of this groundwater investigation was todetermine the vertical extent of contaminant constituents in the groundwater on the subject property andto conduct a specific capacity test on each of the three (3) newly installed bedrock groundwatermonitoring wells denoted as MW-9; MW-10; and MW-11.
From February, 2000 to June, 2000, Environmental Consulting, Inc. completed site characterizationactivities on the subject property, which included subsurface soil investigation activities andgroundwater investigation activities. The objective of these site characterization activities was toestablish the contaminant concentrations in the subsurface soil and groundwater on the subject property.
As part of the subsurface soil investigation, Environmental Consulting, Inc. advanced fifteen (15) soilborings on the subject property. One (1) subsurface soil sample was collected from each of the fifteen(15) soil borings.
Prior to initiation of the groundwater investigation activities, Environmental Consulting, Inc. concludedthat the groundwater monitoring wells denoted as MW-2; MW-5; MW-6; MW-7; and MW-8, whichwere installed as part of previous investigation activities on the subject property, were still insatisfactory condition for use as groundwater monitoring wells. As part of the groundwaterinvestigation, Environmental Consulting, Inc. installed three (3) groundwater monitoring wells, denotedas MW-1; MW-3; and MW-4, on the subject property. On April 12, 2000, Environmental Consulting,Inc. completed a groundwater sampling and analysis event which included the eight (8) groundwatermonitoring wells located on the subject property (i.e., MW-1 through MW-8).
Based on the site characterization activities completed on the subject property from February, 2000 toJune, 2000, Environmental Consulting, Inc. concluded the following:
• The subsurface soil laboratory analytical results were reported to be either not detected ("ND")above laboratory reported detection limits or less than Pennsylvania Department of EnvironmentalProtection ("PADEP") statewide health standards for soil.
• The groundwater laboratory analytical results reported concentrations of the following compoundsabove PADEP groundwater standards:
• 1,2-Dichloroethane in MW-5, which is located in the shallow water-bearing zone;• cis-l,2-Dichloroethene in MW-5, which is located in the shallow water-bearing zone;• Tetrachloroethene ("PCE") in MW-5, which is located in the shallow water-bearing zone; and• Trichloroethene ("TCE") in MW-5 and MW-6, which are located in the shallow water-bearing
zone.
Based on the groundwater laboratory analytical results, Environmental Consulting, Inc. initiatedadditional groundwater investigation activities which included the installation of three (3) bedrockgroundwater monitoring wells, denoted as MW-9; MW-10; and MW-11. These three (3) bedrockgroundwater monitoring wells were installed to determine the vertical extent of the documentedgroundwater contaminant plume on the subject property. On December 19, 2000, Environmental

Consulting, Inc. completed a groundwater sampling and analysis event which included the sampling andanalysis of the eight (8) shallow water-bearing zone groundwater monitoring wells (i.e., MW-1 throughMW-8) and the three (3) newly installed bedrock aquifer groundwater monitoring wells (i.e., MW-9;MW-10; and MW-11). The eleven (11) groundwater samples were submitted to a Pennsylvania-certified laboratory for TCL VOCs analysis.
The laboratory analytical results of Environmental Consulting, Inc.'s additional groundwaterinvestigation, reported concentrations of the following compounds above PADEP (PennsylvaniaDepartment of Environmental Protection) groundwater standards:
• cis-l,2-Dichloroethene in MW-5 and MW-6, which are located in the shallow water-bearing zone;• PCE in MW-5 and MW-6, which are located in the shallow water-bearing zone and MW-10 and
MW-11, which are located in the bedrock aquifer; and• TCE in MW-5, MW-6 and MW-8, which are located in the shallow water-bearing zone and in MW-
9, MW-10 and MW-11, which are located in the bedrock aquifer.
Environmental Consulting, Inc. presents the following recommendations to address the findings of theadditional groundwater investigation activities completed on the subject property:
• Continue quarterly groundwater sampling and analysis activities of the eleven (11) groundwatermonitoring wells (i.e., MW-1 through MW-11) on the subject property.
• Prepare and submit a remedial action plan ("RAP") to address the contaminant constituentconcentrations in the groundwater on the subject property pursuant to the PADEP Land RecyclingProgram (i.e., Act 2).

1.0 INTRODUCTION
Environmental Consulting, Inc. prepared this site characterization report addendum No. 1 to determinethe vertical extent of the documented groundwater contaminant plume on the Stainless Inc. propertylocated at 219 South Ninth Street in the Borough of Perkasie, Bucks County, Pennsylvania, referencedhereinafter as the subject property. This site characterization report documents information that wasobtained through March 7,2001.
1.1 Background
The subject property is located on the Telford, Pennsylvania United States Geological Survey("USGS") 7.5 minute topographic quadrangle at N 40° 22' 24.28" latitude and W 75° 18' 1.26"longitude. A copy of a portion of the USGS quadrangle map identifying the location of thesubject property is included as Appendix A.
On February 21, 2000, Environmental Consulting, Inc. submitted a work plan to thePennsylvania Department of Environmental Protection ("PADEP") to perform initial sitecharacterization activities to establish the contaminant concentrations in the subsurface soil andgroundwater on the subject property. Environmental Consulting, Inc. received approval from thePADEP on March 6, 2000 and March 10, 2000.
In June, 1990, the Bucks County Health Department was initially notified of an apparent oil seepinto the stream along the eastern portion of the subject property. Based on this discovery, aproduct recovery trench was installed along the southeastern portion of the subject property torecover the oil. In June, 1990 GHR/Hauffler removed product lines that lead from an fuel oilaboveground storage tank ("AST") along the eastern portion of the subject property.GHR/Hauffler also removed contaminated soil that was encountered during the removal of thesefuel oil product lines.
During the installation of the product recovery trench in June, 1990, GHR/Hauffler encountereda terra cotta pipe which discharged a fluid with an apparent turpentine odor. Based on thediscovery of this terra cotta pipe, GHR/Hauffler performed investigation activities (i.e., test pitsand trench excavations) on the subject property to determine the extent of soil contamination inSeptember, 1990 and October, 1990. These investigation activities identified one (1)approximate 2,000-gallon underground storage tank ("UST") on the western portion of thesubject property and one (1) subsurface vat at the eastern portion of the subject property.GHR/Hauffler identified apparent solvent contamination in the soil adjacent to the vat.
In March, 1991, GHR/Hauffler installed three (3) groundwater monitoring wells, which weredenoted as MW-1 through MW-3, in the vicinity of the approximate 2,000-gallon UST on thewestern portion of the subject property. In April, 1991, GHR/Hauffler closed the approximate2,000-gallon UST in-place with grout.
In November, 1991, GHR/Hauffler installed five (5) additional groundwater monitoring wells,which were denoted as MW-4 through MW-8, on the eastern and southern portion of the subjectproperty. In November, 1991, GHR/Hauffler performed groundwater sampling and analysisactivities on the eight (8) groundwater monitoring wells (i.e., MW-1 through MW-8).Groundwater flow direction was determined to be to the southeast on the subject property. Thegroundwater laboratory analytical results for trichloroethene ("TCE") were reported at 6,030

micrograms per liter (>g/L"), 157 ^g/L and 5,430 ng/L in MW-5, MW-6 and MW-8,respectively. In addition, cis-l,2-dichloroethene was reported at 394 (ig/L in MW-6.
In June, 1992, GHR/Hauffler completed a second round of groundwater sampling and analysisactivities. Groundwater flow direction was determined to be to the southeast on the subjectproperty. The groundwater laboratory analytical results for TCE were reported at 1,400 jig/L,1,200 jig/L, 8.2 ng/L and 4,400 jig/L in MW-5, MW-6, MW-7 and MW-8, respectively. Inaddition, cis-l,2-dichloroethene was reported at 110 ^g/L in MW-6 and 50 |ag/L in MW-8 andbenzene was reported at 300 |ig/L in MW-6.
Based on the documented contamination on the subject property, Environmental Consulting, Inc.completed site characterization activities, which included subsurface soil investigation activitiesand groundwater investigation activities. The objective of the site characterization was toestablish the contaminant concentrations in the subsurface soil and groundwater on the subjectproperty.
As part of the subsurface soil investigation, Environmental Consulting, Inc. advanced fifteen(15) soil borings on the subject property. One (1) subsurface soil sample was collected fromeach of the fifteen (15) soil borings. The fifteen (15) subsurface soil samples were submitted to aPennsylvania-certified laboratory for target compound list ("TCL") volatile organic compounds("VOCs") analysis and polynuclear aromatic hydrocarbons ("PAHs") analysis. The TCL VOCslaboratory analytical results and the PAHs laboratory analytical results were reported to be eithernot detected ("ND") above laboratory reported detection limits or less than PADEP statewidehealth standards for soil.
Prior to initiation of the groundwater investigation activities, Environmental Consulting, Inc.concluded that the groundwater monitoring wells denoted as MW-2; MW-5; MW-6; MW-7; andMW-8, which were installed as part of previous investigation activities on the subject property,were still in satisfactory condition for use as groundwater monitoring wells. As part of thegroundwater investigation, Environmental Consulting, Inc. installed three (3) groundwatermonitoring wells denoted as MW-1, MW-3 and MW-4 on the subject property. On April 12,2000, Environmental Consulting, Inc. completed a groundwater sampling and analysis eventwhich included the eight (8) groundwater monitoring wells located on the subject property (i.e.,MW-1 through MW-8). The eight (8) groundwater samples were submitted to a Pennsylvania-certified laboratory for TCL VOCs analysis and PAHs analysis.
Based on the subsurface soil laboratory analytical results, the soil on the subject property doesnot contain concentrations of TCL VOCs or PAHs above PADEP statewide health standards forsoil.
Based on the groundwater laboratory analytical results, the groundwater in the vicinity of MW-5and MW-6, which are located at the southeastern portion of the subject property, containsconcentrations of the following compounds above PADEP statewide health standards forgroundwater:
• 1,2-Dichloroethane in MW-5, which is located in the shallow water-bearing zone;• cis-l,2-Dichloroethene in MW-5, which is located in the shallow water-bearing zone;• Tetrachloroethene ("PCE") in MW-5, which is located in the shallow water-bearing
zone; and• TCE in MW-5 and MW-6, which are located in the shallow water-bearing zone.

1.2 Objective
The objective of this site characterization addendum No. 1 was to determine the vertical extent ofcontaminant constituent concentrations in the groundwater on the subject property and toconduct a specific capacity test on each of the newly installed bedrock groundwater monitoringwells.

2.0 GROUNDWATER INVESTIGATION
2.1 Monitoring Well Installation Activities
Environmental Consulting, Inc. retained B.L. Myers Bros. ("B.L. Myers") of Glenmoore,Pennsylvania to install three (3) bedrock groundwater monitoring wells denoted as MW-9; MW-10; and MW-11 on the subject property. The groundwater monitoring well locations areillustrated in Figure 2-1. These three (3) groundwater monitoring wells were installed to monitorthe bedrock aquifer in an attempt to delineate the vertical extent of contaminant constituentconcentrations in the groundwater on the subject property.
On November 29, 2000, B.L. Myers advanced a 10-inch pneumatic hammer to approximately 20feet below ground surface ("bgs") in the borehole associated with the groundwater monitoringwell denoted as MW-9. Six-inch steel casing was tremie grouted into the borehole and allowedto cure overnight. The steel casing was placed into the borehole to case off the shallow water-bearing zone. On November 30, 2000, a six-inch pneumatic hammer was advanced within thesix-inch steel casing to an approximate depth of 60 feet bgs. A water-bearing fracture less than 1gallon per minute ("gpm") was encountered at approximately 29 feet bgs to 31 feet bgs. Awater-bearing fracture greater than 2 gpm was encountered at approximately 49 feet bgs to 50feet bgs. The groundwater monitoring well denoted as MW-9 was constructed with 32 feet of 2-inch diameter, schedule 40, threaded PVC, machine slotted, 0.010-inch slot well screen attachedto a 2-inch diameter PVC riser pipe. The well screen was sand packed using #1 size sand in theannular space to approximately 1 foot above the screened interval. An approximate 2-foot layerof bentonite seal was added to the top of the filter pack. The remaining annular space was filledwith a portland cement/bentonite mixture and a flush-mounted protective cover was installed atthe surface. The location of the groundwater monitoring well denoted as MW-9 is illustrated onFigure 2-1. The borehole log/monitoring well construction detail is included in Appendix B.
On November 29, 2000, B.L. Myers advanced a 10-inch pneumatic hammer to approximately 20feet bgs in the borehole associated with the groundwater monitoring well denoted as MW-10.Six-inch steel casing was tremie grouted into the borehole and allowed to cure overnight. Thesteel casing was placed into the borehole to case off the shallow water-bearing zone. OnNovember 30, 2000, a six-inch pneumatic hammer was advanced within the six-inch steel casingto an approximate depth of 80 feet bgs. No water-bearing fractures greater than 2 gpm wereencountered within the borehole to a depth of 80 feet bgs. Upon completion of the borehole toapproximately 80 feet bgs, Environmental Consulting, Inc. "blew-out" approximately 5 gallonsof water from the borehole. The groundwater monitoring well denoted as MW-10 wasconstructed with 30 feet of 2-inch diameter, schedule 40, threaded PVC, machine slotted, 0.010-inch slot well screen attached to a 2-inch diameter PVC riser pipe. The well screen was sandpacked using #1 size sand in the annular space to approximately 2 feet above the screenedinterval. An approximate 4-foot layer of bentonite seal was added to the top of the filter pack.The remaining annular space was filled with a portland cement/bentonite mixture and a flush-mounted protective cover was installed at the surface. The location of the groundwatermonitoring well denoted as MW-10 is illustrated on Figure 2-1. The borehole log/monitoringwell construction detail is included in Appendix B.
On November 29, 2000, B.L. November 30, 2000, a six-inch pneumatic hammer was advanced within the six-inch steel casingto an approximate depth of 60 feet bgs. A water-bearing fracture greater than 2 gpm wasencountered at approximately 53 feet bgs to 54 feet bgs. No evidence of groundwater wasencountered above 53 feet bgs within the cased-off borehole. The groundwater monitoring welldenoted as MW-11 was constructed with 15 feet of 2-inch diameter, schedule 40, threaded PVC,machine slotted, 0.010-inch slot well screen attached to a 2-inch diameter PVC riser pipe. Thewell screen was sand packed using #1 size sand in the annular space to approximately 1 footabove the screened interval. An approximate 6-foot layer of bentonite seal was added to the topof the filter pack. The remaining annular space was filled with a portland cement/bentonitemixture and a flush-mounted protective cover was installed at the surface. The location of thegroundwater monitoring well denoted as MW-11 is illustrated on Figure 2-1. The boreholelog/monitoring well construction detail is included in Appendix B.
2.2 December 19,2000 Investigation
2.2.1 Sampling Activities
On December 19, 2000, Environmental Consulting, Inc. completed a groundwatersampling and analysis event utilizing PADEP approved procedures. Groundwatersamples were collected from the eleven (11) groundwater monitoring wells (i.e., MW-1through MW-11) located on the subject property (see Figure 2-1). Prior to sampling,depth to groundwater readings were obtained from the eleven (11) groundwatermonitoring wells using a Solinst Model 122 Interface Meter ("interface meter"). Theinterface meter has an infra-red circuit that detects the presence of a liquid. Aconductivity circuit differentiates between a conductive liquid, such as water, and a non-conductive liquid, such as floating petroleum product. Floating petroleum product wasnot encountered during the groundwater level measurements on December 19, 2000.Groundwater levels before purging in groundwater monitoring wells MW-1 throughMW-11 are summarized in Table 2-1.
Utilizing the groundwater elevation data from December 19, 2000, EnvironmentalConsulting, Inc. developed a groundwater contour map presented as Figure 2-2. Basedupon Figure 2-2, the inferred shallow water-bearing zone groundwater flow direction onDecember 19, 2000 is generally to the east/southeast with a hydraulic gradient of 0.025feet/foot on the eastern portion of the subject property. Based upon Figure 2-2, theinferred bedrock aquifer groundwater flow direction on December 19, 2000 is generallyto the south/southeast with a hydraulic gradient of 0.028 feet/foot on the subject property.
Environmental Consulting, Inc. collected groundwater samples from the eleven (11)groundwater monitoring wells utilizing PADEP approved procedures. These eleven (11)groundwater samples were poured into pre-labeled bottles from dedicated PVC bailers.Copies of the groundwater sampling logs for the eleven (11) groundwater monitoringwells are included in Appendix C.
The eleven (11) groundwater samples were submitted to a Pennsylvania-certifiedlaboratory for analysis of TCL VOCs. The eleven (11) groundwater samples were storedin an ice-filled cooler with an ambient temperature of 4°C until laboratory analysis.

2.3 Specific Capacity Testing
Environmental Consulting, Inc. conducted a specific capacity test on each of the three (3)bedrock groundwater monitoring wells (i.e., MW-9, MW-10, and MW-11) on January 17, 2001.During a specific capacity test, a well is typically pumped for a few hours and the yield and themaximum drawdown are recorded. Specific capacity is defined as the yield of the well (e.g.,units of cubic feet per day) divided by the measured drawdown (e.g., units of feet) in the wellduring the test. Each well was pumped for approximately 3 hours with the exception of thegroundwater monitoring well denoted as MW-10. The groundwater monitoring well denoted asMW-10 could not sustain a yield of 1 gpm (i.e., dried-up after 30 minutes), therefore, no specificcapacity data was generated for MW-10.
The groundwater monitoring well denoted as MW-9 was pumped at 2.8 gpm for 3 hours. Themaximum recorded drawdown at the end of the test was 28.92 feet. Based on this information,the specific capacity of the groundwater monitoring well denoted as MW-9 was estimated at18.57 ft3/day/ft of drawdown.

The groundwater monitoring well denoted as MW-11 was pumped at 2.8 gpm for 3 hours. Themaximum recorded drawdown at the end of the test was 31.99 feet. Based on this information,the specific capacity of the groundwater monitoring well denoted as MW-11 was estimated at16.79 ft3/day/ft of drawdown.
During the specific capacity testing activities, Environmental Consulting, Inc. monitored thewater levels in the groundwater monitoring wells located in the shallow water-bearing zone.There were two objectives in monitoring the shallow water-bearing zone while pumping thebedrock aquifer. The first objective was to determine if there was a hydraulic connectionbetween the shallow water-bearing zone and the bedrock aquifer (i.e., drawdown in the shallowwater-bearing zone during pumping of the bedrock aquifer). The second objective was todetermine directional responses to the pumping if there was drawdown in the shallow water-bearing zone.
Groundwater in the Brunswick Formation occurs in interconnecting fractures that have resultedmainly from jointing. Systematic fractures, both near-vertical joints and partings along thebedding planes, are generally believed to provide principal passages for groundwater flowthrough the Brunswick Formation. Even in the conglomeratic facies at the basin margins, thefracture permeability appears to dominate the bulk of formation permeability, despite sandstonematrix porosity values of up to 20 percent.
Regionally, the dominant strike of the Brunswick Formation is to the northeast with the bedsdipping gently to the northwest. A review of geologic maps and references describing thestructure of the Brunswick Formation in the Perkasie area revealed a northeast strike with a dipof 11 degrees to the northwest. One of the well-documented features of the BrunswickFormation is the directional, anisotropic response to a pumping center. Typically, groundwatermonitoring wells aligned along strike of the formation react faster and show much greaterdrawdown than wells situated perpendicular to strike. Although the specific capacity tests werenot performed for a significant time period, such as a 48-hour aquifer test, the data collected byEnvironmental Consulting, Inc. indicates that this situation may exist on the subject property.
During the specific capacity test of the groundwater monitoring well denoted as MW-9,Environmental Consulting, Inc. monitored the following groundwater monitoring wells locatedin the shallow water-bearing zone: MW-1, MW-2, MW-4 and MW-7. A decrease in the waterlevel in the groundwater monitoring well denoted as MW-4 was measured after approximately25 minutes of pumping. Upon completion of the specific capacity test for the groundwatermonitoring well denoted as MW-9, the water level in the groundwater monitoring well denotedas MW-4 decreased approximately 0.25 feet. No measurable decrease was observed in the waterlevels in the groundwater monitoring wells denoted as MW-1, MW-2 and MW-7 which arelocated in the shallow water-bearing zone. Based on the investigation on the subject property,there is a hydraulic connection between the shallow water-bearing zone and the bedrock aquifer.It also appears that groundwater flow may be controlled by partings along bedding planes alongstrike based on the drawdown data collected from the groundwater monitoring well denoted asMW-4. The groundwater monitoring well denoted as MW-4 is located somewhat along strikerelative to the groundwater monitoring well denoted as MW-9. In contrast, the groundwatermonitoring well denoted as MW-2, which is located closer in proximity to the groundwatermonitoring well denoted as MW-9 than the groundwater monitoring well denoted as MW-4 andis perpendicular to strike, did not exhibit a measurable decrease in water level.

2.4 January 17,2001 Investigation
2.4.1 Sampling Activities
On January 17, 2001, Environmental Consulting, Inc. completed a groundwater samplingand analysis event utilizing PADEP approved procedures. Groundwater samples werecollected from the three (3) bedrock groundwater monitoring wells (i.e., MW-9, MW-10,and MW-11) located on the subject property (see Figure 2-1) at the completion of eachspecific capacity test. Prior to the specific capacity testing activities, depth togroundwater readings were obtained from the eleven (11) groundwater monitoring wellsusing an interface meter. Floating petroleum product was not encountered during thegroundwater level measurements on January 17, 2001. Groundwater levels beforeconducting the specific capacity testing activities are summarized in Table 2-3.

Utilizing the groundwater elevation data from January 17, 2001, EnvironmentalConsulting, Inc. developed a groundwater contour map presented as Figure 2-3. Basedupon Figure 2-3, the inferred shallow water-bearing zone groundwater flow direction onJanuary 17, 2001 is generally to the east with a hydraulic gradient of 0.026 feet/foot onthe eastern portion of the subject property. Based upon Figure 2-3, the inferred bedrockaquifer groundwater flow direction on January 17, 2001 is generally to thesouth/southeast with a hydraulic gradient of 0.026 feet/foot on the subject property.
Environmental Consulting, Inc. collected groundwater samples from the three (3)bedrock groundwater monitoring wells (i.e., MW-9, MW-10, and MW-11) utilizingPADEP approved procedures. These three (3) groundwater samples were poured directlyinto pre-labeled bottles from the hose attached to the pump at the conclusion of eachspecific capacity test.

3.0 CONCLUSIONS
Table 3-1 through Table 3-11 document the groundwater laboratory analytical results in the eleven (11)groundwater monitoring wells (i.e., MW-1 through MW-11). Figure 3-1 depicts the locations of theeleven (11) groundwater monitoring wells on the subject property and a summary of the groundwaterlaboratory analytical results associated with each groundwater monitoring well. Based on the datacollected during these further site characterization activities, Environmental Consulting, Inc presents thefollowing conclusions:
1. Cis-1,2-Dichloroethene, PCE and TCE have been consistently detected above their respectivePADEP groundwater standards in groundwater monitoring wells MW-5 and MW-6 located in theshallow water-bearing zone on the subject property.
2. PCE was detected above the PADEP groundwater standard for PCE in groundwater monitoringwells MW-10 and MW-11 located in the bedrock aquifer.
3. TCE was detected above the PADEP groundwater standard for TCE in the groundwatermonitoring well denoted as MW-8 located in the shallow water-bearing zone and the groundwatermonitoring wells denoted as MW-9; MW-10; and MW-11, located in the bedrock aquifer.
4. The inferred shallow water-bearing zone groundwater flow direction on December 19, 2000 wasdetermined to be generally to the east/southeast with a hydraulic gradient of 0.025 feet/foot on theeastern portion of the subject property. The inferred bedrock aquifer groundwater flow direction onDecember 19, 2000 was determined to be generally to the south/southeast with a hydraulicgradient of 0.028 feet/foot on the subject property.
5. The specific capacity of the groundwater monitoring well denoted as MW-9 was estimated at18.57 ft3/day/ft of drawdown.
6. The specific capacity of the groundwater monitoring well denoted as MW-11 was estimated at16.79 ft3/day/ft of drawdown

1. Continue quarterly groundwater sampling and analysis activities of the eight (8) shallow water-bearing zone groundwater monitoring wells (i.e., MW-1 through MW-8) and the three (3) bedrockaquifer groundwater monitoring wells (i.e., MW-9; MW-10; and MW-11).
2. Prepare and submit a remedial action plan ("RAP") to remediate the contaminant constituentconcentrations in the groundwater on the subject property pursuant to the PADEP Land RecyclingProgram (i.e., Act 2).
