Dear Mr. Cropley:

Stonecipher & Clark Environmental Solutions, LLC, (S&C) has completed a Site Investigation at the 2523 Portland Street Property located in St. Johnsbury, VT (the “Site”) per the requirements of the approved State of VT Agency of Natural Recsources, Department of Environmental Conservation (VTDEC) workplan dated April 29, 2015. This report summarizes our field and research methods, results, and recommendations. As part of this assessment, seven soil borings were documented and three monitoring wells installed in an effort to assess potential soils and groundwater impacts to the Site associated with one former gasoline underground storage tank (UST).

Soil boring and monitoring well locations were chosen by S&C and approved by the VTANR prior to installation. Soil samples were not collected. The Site location is shown on the Site Locus Map which is appended to this report. An aerial photo, which has also been provided, shows the approximate current configuration of the Site. Photos of the Site are included.

1.0 Site Description/History

A Site Investigation was performed by Griffin International, Inc. in March 2001. The investigation related to one UST previously located on the site as listed by the VTANR DEC. The former UST was reportedly installed around 1970 in the vicinity of the west side of the building, and subsequently removed in the 1990s. The UST was reportedly between 500 gallons and 1,000 gallons and contained gasoline. The UST was removed without VTANR DEC notification which prompted the request by VTANR DEC for subsurface investigation that occurred in 2001. Four monitoring wells were installed on-site and groundwater contamination was discovered in the vicinity of the former tank area. recommended annual sampling of the four on-site monitoring wells. No records documenting the recommended annual sampling have been found.

Two of the previously installed monitoring wells were located; MW-1 and MW-4. Monitoring wells MW-2 and MW-3 were not located.

The Site consists of one lot of record referred to as St. Johnsbury Tax ID 011-001-067-000. The Site contains approximately 5.49 acres and is operated by RHT&L Partners LLC, c/o L & T Auto Group as Autosaver Outlet. The Site was purchased by the current owner in 2005.

The Site is located on the north side of Portland Street.

The abutting property to the west is the site of a currently unoccupied commercial building which operated as the Former JJ Nissen Bakery Outlet. Property located to the north is an 82 acre lot classified as residential. Property located to the south of the site (across Portland Street) is a 167 acre parcel classified as residential.

Land in the general vicinity slopes gradually to the southwest toward Route 2 where the northern, slope portion of the site meets the paved area of the developed portion of the Site. Surface water runoff on the Site flows southerly toward the Moose River..

The subject Site, as well as neighboring properties, are connected to municipal water and sewer.

2.0 Field Methods

On June 9, 2015 S&C observed the drilling of seven soil borings and installation of three monitoring wells at the Site. All wells were located west of the Site structure and north of Portland Street. The installation of the three wells was performed by Eastern Analytical, Inc. of Concord, New Hampshire utilizing a track mounted drill rig. The monitoring well locations were selected in an effort to assess the extent of gasoline related impacts on the western end of the Site. The monitoring well locations were selected by S&C personnel and approved by the VTANR prior to installation. The locations of the monitoring wells are shown on the attached Site Plan.

Field screening was performed during installation of all monitoring wells and advancement of all soil borings. Materials largely consisted of tan or grey medium to coarse sands in the first five feet (see attached soil boring and mintoring well logs) at all soil borings, and then grey to dark grey (black at SB3) coarse sands, some silt in the following five feet. Groundwater was encountered between four and five feet below grade across the Site. Wells ranged in depth from 8.5 feet to thirteen feet below grade.

Soil samples were obtained from each split spoon sample and field screened for the presence of Volatile Organic Compounds (VOCs) with a Photo Ionization Detector (PID), Mini-Rae 2000. The results from this field screening and a description of the soils are indicated on the Soil Boring Logs which are attached to this report. PID readings ranged from 0.3 ppm to 238 ppm.

Groundwater samples were collected on July 6, 2015. A water level meter was utilized to measure depth to groundwater in all site wells prior to sampling. The new wells were developed prior to sampling and all site wells were purged of approximately three well volumes of water and allowed to recharge prior to collection of the groundwater sample. Samples were collected from the following locations: MW-1 (existing on-site well), MW-5, MW-6, and MW-7. Samples collected were analyzed for EPA Method 8021B. Groundwater was encountered at an average of 4.2 feet below grade during monitoring well sampling.

A water sample was previously collected from MW-1 onOctober 9, 2014 and analyzed for VOCs using EPA Method 8260B. S&C was unable to sample MW-4 as the PVC had been filled to within 2” of the top of the PVC with sediment (likely due to surface water run-off).

3.0 Results 3.1 Soil

Soils observed during the advancement of soil borings and monitoring wells consisted primarily of tan or grey medium to coarse sands in the first five feet (see attached soil boring and monitoring well logs) at all soil borings, and then grey to dark grey (black at SB3) coarse sands, some silt in the following five feet. The water table was generally encountered between 4 and 5 feet below ground surface. PID readings ranged from 0.3 to 238 ppm. The following soil boring locations had PID readings at greater than 10 ppm reflecting remaining soil impacts: SB-1 (42.6 ppm @ 4-5’), SB-3 (48 ppm @ 4.5-5’, 34 ppm @ 5’-9’, 238 ppm @ 9’-10’, 47 ppm @ 10’-14’, and 12 ppm @ 14’-15’), and SB-4 (104 ppm @ 4.5’-5’, and 184 ppm @ 5-8’). Soil borings were advanced until PID concentrations revealed <5 ppm, with the exception of SB-3 with a reading 12 ppm at 14'.

Soil samples were not submitted for laboratory analysis yet based on soil boring results (PID Concentrations) it appears that an area approximately 30 feet by 30 feet to an average depth of 9 feet below grade of impacted soils remain on the Site within the vicinity and downgradient of SB-1/MW-5.

3.2 Groundwater

The following wells had exceedances of the Vermont DEC Groundwater Quality Enforcement Standards for one or more constituents analyzed: MW-5 (Benzene, 1,2,4 Trimethylbenzene, 1,3,5 Trimethylbenzene and Naphthalene), and MW-7 (Benzene and 1,2,4 Trimethylbenzene).

The laboratory analysis for the sample collected on October 9, 2014 from MW-1 detected 1,2,4-Trimethylbenzene at a concentration of 38ug/L, exceeding the VTDEC Groundwater Quality Enforcement Standard of 5ug/L.

Groundwater appears to be flowing to the south/southwest at the site.

4.0 Conclusions

Three monitoring wells were installed at the subject Site on June 9, 2015. Locations were approved by the VTANR prior to installation.
